I recently attended World Mental Health Day in the UK. It's a
disturbing feeling coming face to face with mental illness,
so much pain and agony reflected in those eyes who see the
world a little differently. We, Goans, tend to brush mental
illness under the carpet, thinking of it as a curse from God
or worse still as some sort of jadoo which the neighbours
have engaged in and managed to afflict others with a curse.
But the reality of mental health is that it can be managed

DOCUMENT: Round Table and Church Properties, a statement

[This document was submitted to the Archbishop of Goa and
Daman, following the Eduardo Faleiro initiative on church
properties in Goa, and a subsequent Round Table meet.]

Your Grace,

A Round Table Conference on the question of transparency and
accountability in the management of Church properties was
held in Panaji last August. Senior members of the clergy and
of the laity participated. The CBCI Evaluation Report of 1995
and other documents of the CBCI [Catholic Bishops' Conference
of India] were referred to.

  In some specific cases mentioned by the
  participants, flaws in the administration of
  ecclesiastical assets were noticed. Such lacunae
  should not detract from the exemplary work that the
  Church has done, and continues to do, in several
  fields. Hence, the following suggestions:

* Administration of ecclesiastical assets at every level --
  diocese, parish, chapels, schools -- should be transparent
  so that true and full information is provided to everyone
  who has a right to know and wants to know. A transparent
  administration creates trust, whereas an opaque one, even
  when in itself honest, raises doubts.

* Laws, ecclesiastical and civil, should be observed in
  letter and spirit, and no effort may be made to hoodwink
  them. The Church, which teaches obedience to civil laws,
  should set an example in obeying them.

* The Church may not be a democracy, as understood today, but
  is a communion. Therefore, it should try to carry the
  entire community and function on the basis of consensus
  and, when this is not available, by majority.

* Administrative committees should comprise at least some
  professionals, if not elected, at least co-opted.
  Committees should function professionally and not in an
  amateurish way, which would be detrimental to the
  administration. Committees should function democratically,
  so that the parish priest is only the first among equals.
  There should not be any funds or moneys held and operated
  by the parish priest at his will.

* Administrative committees, duly constituted, may be truly
  empowered, so that lay persons feel really responsible for
  the administration, as the Church are Christ's faithful and
  the assets of the Church are their assets. administration
  of the ecclesiastical assets should be their domain mainly.
  If this happens, priests will be left free for what is
  their proper field, viz. apostolate.

* Persons with conflict of interest should not be party of
  administrative bodies for in such a case administration
  becomes suspect.

* Monies, funds, assets donated, meant, earmarked for one
  purpose should not be diverted to other purposes, unless
  the purpose for which they are meant become redundant and
  proper procedure is followed, including, wherever possible,
  consent of the donors.

* Budgets should be widely circulated before being finalized.
  At the end of each year, the balance sheet may be open for
  inspection. People may be taken into confidence regarding
  donations, monies received and spent.

* All projects should be scrutinized in every respect before
  being approved. Funds generated for the purpose should be
  disclosed to the people before, during and after the
  completion of the project, so that people feel it is their
  project.

* Necessary permission from the authorities, e.g. from the
  Holy See, for alienation of precious objects, should always
  be obtained and action taken reports filed thereafter.

* There should be a Code of Conduct for administrators, and
  all concerned should abide by it.

* There ought to be checking and auditing at every level,
  with internal controls, so that corrective measures are
  taken in time. Auditors should be experts on the subject.

* Detailed inventory of monies, bank deposits, documents of
  property, debts, contracts, etc should be maintained and
  updated, so that the Church does not suffer loss due to
  negligence of its administrators.

* At the level of the Diocese, there should be a tribunal
  empowered to investigate complaints of mal-administrator,
  and take punitive action. Mechanism for accountability of
  the parish priests and other administrators should be
  reviewed and strengthened.

* If guilty administrators are recalcitrant and do not submit
  themselves to the discipline of the Church, Church
  authorities should have recourse to the State Courts to

Frederick continues to side-step the main issue. The moot question is:
Is Secularism responsible for India’s present day communal tensions?

Fredrick claims that Nehru pushed “Religion” underground; that such a
policy was detrimental to India’s peace and harmony and that all the
religious and communal tensions that we see today are the
repercussions of such a disastrous “Nehruvian” policy.

Nothing could be further from the truth than this.

Firstly, it is wrong to suggest that Nehru pushed ‘Religion’
underground. On the contrary, Nehru gave a pride of place to
Constitutional values including the fundamental Articles of “Freedom
to freely practice and propagate one’s religion”.

Secondly, Nehru was the architect in ensuring that the Indian Nation
State upheld the Constitutional rights for all its religious
minorities, by inserting various safeguards in the Indian Constitution
to protect their interests.

Thirdly, Nehru was opposed to bigotry and fundamentalism in the name
of religion, not religion per se. He severely condemned the religious
orthodoxy and communalism in all communities and was pretty fair and
even-handed in his criticism.

Fourthly, while there were fears that India would disintegrate soon
after Independence; Nehru passionately committed himself to curb
religious fanaticism and extremism in India, a policy that went a long
way in maintaining peace and harmony in a potentially fragile
environment.

In the light of the above, believing in a “Western Model of
Secularism” was not Nehru’s greatest failure. His greatest failure was
that he could not implement the “Secular concept” forcefully and
relentlessly enough. He could not get India to adopt a “Uniform Civil
Code”, a code that would give every Indian the true underlying
principles of freedom, equality and liberty. Nehru’s greatest failure
was that he could not reform India enough.

Only a relentless implementation of a Secular Model of Governance,
based on modern scientific and liberal principles, can give us all the
true freedoms that we cherish. Such principles cannot be Western or
Eastern, they are universal. The fears that such a model is
anti-religious are unfounded. Such a model gives a pride of place to
freedom of speech and expression. Such a model will allow Religions to
flower and Flourish but will equally allow the dissenting thoughts to
flower and flourish. This is the meaning of a true democracy!

It is very shocking indeed that it's been a month, and no compensation has bee
paid to the poor struggling widow, how heard hearted can our authorities be ?
The poor lady lost her sole bread winner of the family along with the future
hope, done in by the carelessness and negligence of the electricity department.
All the money in the form of compensation will not bring her loved ones back,
but at least she can provide for her two surviving daughters a decent life, it
does not matter if the dead man was a low income or high income earner, the
electricity department have to pay for the lives lost because of it's
negligence.

 

Where are the politicians who were doing the Tango in Canacona gone ?  Chief
Minister Digambar Kamat and RDA Minister Churchill Alemao distributed cheques to
the beneficiaries of NREGA and Indira Awas Yojna (IAY) to the tune of Rs 90 lakh
at function in Canacona on Saturday. So why have they failed to helped this poor
lady ? There must be some provision made for cases like this to get a good
amount of compensation at the earliest. Or are the authorities delaying to
negotiate their cut in this terrible tragedy ? It is a distinct possibility,
today any thing is possible in Goa.

Thanks Samir Kelekar for the excellent article on Potential disasters in
Goa. I sincerely  hope the ministers in Goa take the time to read it and get
their act together about fixing the whole range of disasters waiting to
happen before they embark on grand projects !  The problem with the
government is that they want to run before they can walk

You are absolutely right also about the issue of negligence, and for years I
have been dreading the nuclear power station in our neibourhood.

As for the issue of rain - as climate changes,  scientists have warned that
we should expect more extreme weather episodes. And if we have meanwhile
ruined all the existing mechanisms for water drainage and flows etc, as you
rightly pointed out, we will have more and more floods, land slides and
other disasters to cope with in the future.  Another disaster waiting to
happen is the area at entrance of Panjim with all those new constructions in
a place where Mandovi's flood plains should have been kept untouched,  and
where all the mangrove forests and canals have been replaced by buildings.
Together with the rapid siltation of Mandovi river thanks to careless mining
activity, plus effects ofo climate change, that area of Panjim is surely
next in line for flooding

GOACAN launches Right To Information Awareness Fortnight

GOACAN held an awareness action today at Margao on the
occasion of the fourth anniversary of the enactment of the Right
To Information Act 2005 with a call to citizens to strengthen the
movement for transparency and accountability in governance.
Volunteers from various Consumer Forums armed with coloured
flags  placards distributed information slips on RTI, answered
queries from the general public and also made available the RTI
Act in English.



The action held at the Margao Municipal Garden was part of the

Right To Information Awareness Fortnight being observed by

GOACAN from 12th to 25th October to address the need for

awareness on RTI as well as to petition the Goa Govt. to fulfill

its duties with respect to the Act.

During the fortnight, GOACAN will highlight the demand that the

Goa Govt. print and sell copies of the Act in Konkani and Marathi

for an affordable price and increases training sessions for its officials

in the administration of the RTI Act especially the Village Panchayat

Secretaries and Head Clerks of various Departments  Corporations.

The Govt. publicizes the salient features of the Act through Adverts.

on Hoardings   Cable TV and wall painting at Bus Stands, Primary

Health Centres, Police Stations, offices of  Mamlatdars, Deputy

Collectors, District Collectors and all Village Panchayats 

Municipal Councils.

The Govt. must enforce the compulsory display of boards with the

details of PIO's  FAA’s in all the Departments, Corporations,

Agencies  Institutions receiving substantial funds from the Govt.

During the fortnight GOACAN will also network with the village

based Consumer Forums to promote awareness in the local area

on the *Obligations of Public Authorities and **requests for obtaining *

*information as per *Section 4  6 of the Act.


Consumer Forum activists will organise phone in's with the

various Heads of Departments and Central Govt. offices operating

in Goa to verify whether the RTI procedures are being  followed.

The Forum volunteers will also publicise the user friendly method

of  affixing a Court Fee stamp of Rs.10/- on the RTI application

at the time of submission.

In order to draw public and media attention to the use of RTI Act

during the fortnight, surprise visits  checks, submitting of RTI

applications and inspection of files will be undertaken. Consumer

activists will also publicize the address, telephone  fax numbers

and email id of the Goa State Information Commission (GSIC)

and the importance of the First Appellate Authority (FAA).



Consumers are requested to send copies of their RTI applications

/suggestions by post to GOACAN, Post Box 187, Margao Goa

Have we goans the guts to tell these ghattis to mind their own business and not 
teach Goans what is good or bad for Goa? Do we have the cognitive capacity to 
distinguish between a Goan and an ghatti enemy in the first place, or have we 
lost that also? 
One Subeer Datt Verma from Chandigarh who claims to be living in 
Olaulim-Pomburpa  for the last few years is now educating Goans about the 
benefits and necessity of Casinos in GT, pg 12, 23/9/09. Gomantak Times has 
been running a campaign in support of Casinos for the last one month but it is 
unfortunate that no Goan is responding to the rubbish. Why? What is all the 
damn talk of Save Goa if we do not take steps to curb the adverse media 
campaign against our interests by the ghattis? Every nook and corner is being 
divided into colonies by Kanadigas, Biharis, Gujaratis and Maharashtrians that 
advise Goans about what we should do to progress. Goans seem to prefer the 
stench of these Bombaya type shit mentalities.

Good Old Soor Grounds Remembered


I want to say a lot, but do not know how and where to start.  Walking back on 
memory 
lane, .. from the year is 1981 as I recollect, where the Kuwait City's soor 
football grounds was a meeting place for lot of us Goans and other Indian 
nationalities.  It was a weekend 'festive' gathering where one could attend 
simultaneously the church activities nearby, learn about the latest 'gossips' 
at the 
Maliya bus junction - get 'news' about Goa, Goans and what's happening among 
the 
large Goan expat community, enough to digest until the next Friday.  It is said 
that 
'football is the one thing everyone strives to be good at. You either have the 
passion for it or you don't'.

Like hereditary family illness and traditions that runs in our systems, Soor 
grounds 
has had its ups and downs. At times, there were arguments among players or even 
the 
referees get their share of words! In spite of all this the love of the sport - 
football never stopped.

Just as we all grow in life and develop ourselves at our place of work; this 
lovely 
atmosphere and sportsmanship too has changed.  Due to development plans, the 
'cherished' free access to the Soor grounds discontinued. the Kuwait Indian 
Football Federation (KIFF) had to look at new options for a playground and thus 
had 
to moved outside the City area. Not before knowing or even completing a full 
year 
this Salmiyah ground too went for a construction of a  huge park. As the venues 
kept 
changing the number of spectators also reduced.  At present not many 'oldies' 
are 
seen at the tournaments.

Finally, another new grass grounds were identified in Salmiyah area itself, and 
thanks to the club who initiated and helped KIFF. A delightful sight for all 
the 
players  and spectators like me, who have been following the football matches 
as and 
where they were played.

All said and done I feel it is time for me to discontinue... and let the 
KIFF 
members and their affiliated clubs enjoy the same. The purpose of writing this 
is I 
intended to hit the nail on the head, but on second thoughts realized that some 
of 
you may not know the history and hence decided to explain very brief.

Today this sport has given a bitter feeling not to me, but also my comrades, 
who are 
also the staunch followers of football.  On weekends and public holidays, we 
travel 
a long distance just to  watch our goan/Indian football players play.  I have 
friends in most of the clubs, although  I do not support any present teams.   
As the 
clubs I use to supported were Incredible XI and Goan Sporting  - now 
defunct. No 
one comes close to these teams when it comes to playing soccer - teams 
comprising of 
a good mixture of predominantly Goans from Salcette and some from other Indian 
states.  Interestingly some even learned a few Konkani 'words' from the 
Saxttikars 
which were alien to Bardekar's speaking Konkani.

In the last few years, there are teams  bringing players from India - giving 
them 
suitable employment too. Good players today look for teams with whom they will 
benefit to enhance their career in sports as well as their respective 
professions. 
Earlier some lucky ones were even 'placed' in major firms - with just influence 
and 
no 'work experience' of any sort.  I could name players of the past who played 
for 
'football' passion and they were players of their time, while the present lot 
has 
literally lost their feel for it.

This does not end here, there are developments in the game of football and 
organizing tournaments worldwide, and even strongly followed by All India 
Football 
Federation (AIFF) as well as other football organizations, but what has NOT 
CHANGED 
for a very long time are the rules of KIFF. Like a senior member and well-known 
personality on the grounds said, No one wants to change the rules that was 
written 
in early 80's - which were 'good' at that time) but want to show their 
importance 
at quoting 'clauses' from KIFF constitution to save their skin. While there are 
some 
who would like to repeat history for their self importance and glorification 
but are 
fading away and afraid they will not gain similar recognition? What should one 
say 
IMPORTANCE or even GLORY as it is rightly said I, Me and Myself.

I write to all clubs and to the managers to weed out all the politics and 
hypocrites, let the young  lads take over!   Change the rules where 
appropriate. 
Change your style of selecting your KIFF committee, nomination and seconding is 
not 
'democratic' - let the 'secret ballot' speak.  Let those

I would like your friends to tell us how curbing the CO2 emissions of only the 
western economies - by 80% from 2000 levels by 2050, i.e. turning these 
economies upside down - is going to overcome earth's growing smoking section. 
 This now includes Russia, China, India, Australia, Brazil and Mexico and every 
less developed country.

Remember the goal is to curb the level of CO2 in the earth's atmosphere,   CO2 
being the plant food that is now being treated like some poisonous gas.

The dirty little secret is that man-made CO2 is only about 0.01% of the total 
earth's atmosphere.  That's equivalent to one paisa in Rs.100.00

Are you getting the picture here?

The extreme environmentalists say that:

1. Only the western economies must dial back their economies or turn them 
completely upside down from current practices.

2. In the meantime none of the emerging economies will do anything significant. 
 If they do they will demand compensation from the same western economies who 
will be struggling to comply with what is being demanded of them.

3. All this to curb 0.01% of the total atmosphere which is man-made CO2?

The policy questions are, a) will there be ANY measurable or noticeable effect 
on the total atmosphere of the earth, and b) will the severe economic 
disruptions in only the western economies that drive the rest of the world's 
economies be worth achieving minimal or hardly any noticeable results.

For those who believe in conspiracies, there is more going on here than just a 
concern abbout climate change.

Dr Venkatesh Hegde is a doctor armed with an MBBS degree and a roaring

An ardent follower of Sri Sri Rav-ishankar of the Art of Living, Hegde says
that the deepest secret of life lies within one's breath.

The way to reach your mind is through your breath. And that's ex-actly what
you achieve by practicing sudarshan kriya. By regular practice of pranayama
and meditation, one is able to experience a state of mind which in turn
builds up your resist -where one is happy unconditionally. 
Your happiness does not depend any longer upon external worldly factors;
it's a supernal experience. Healing happens faster in a person experiencing
such a state of mind, as there is harmony even at the hormonal leve1. A
peaceful and happy state of mind stimulates the hormones in your body to
function in a balanced manner, Hegde said.

The soft spoken doctor lays more stress on mind management of his patients
while treating an illness. Mind management plays an important role in
treating stress related diseases. While treating a patient, I first
determine whether he needs more of mind management or disease management. If
it is mind management that he needs, I advise him yoga and breathing
techniques. While pranayama enables strengthening of the muscles and expels
toxins from the body, meditation relaxes the mind and induces creativity,
enthusiasm and a profound sense of wellbeing. 
Meditation is a state of mind where you are restfully alert, which in turn
builds up your resistance power, Hegde adds.

Interestingly, in the course of a conversation with TOI, Hegde revealed that
he has also mastered the practice of what could be termed as a blessings
therapy and claims that good wishes too have a therapeutic effect on
patients.

A doctor can bless a patient provided he is stress free. Stress is a
contaminant, and a doctor who is stress free is able to transmit the power
of good wishes to his patients though his grace. But for a doctor to achieve
that 'grace' he has to undergo a lot of 'sadhana' (penance), he says
nonchalantly.

Hegde takes pride in the fact that 'even super-specialists refer cases to
him for yoga therapy and mind management.

He has been practicing sudarshan kriya for over 12 years and has conducted
over 200 courses on Art of Living during the past eight years. 

I have imparted training in such breathing techniques to over 6,000 people
for the last several years by conducting such   courses across Goa,
he said.

To illustrate how flawed the “Social Contract” argument is, let me now
use an analogy.

Some weeks back, an article by Bernard Simoes on Charles Darwin
appeared in the Herald Mirror.  For arguments sake, what if I had been
offended by the said article? What if I had then gathered a group of
hooligans, and indulged in violent activities resulting in the death
of a few citizens? Who would need to be held responsible  in such a
scenario, me for organizing the violence or Herald or Bernard Simoes?

To cite another illustration, I am also offended by cartoons like
these (http://fundamentalbaptistlinks.com/Site6/Darwin_as_monkey.gif
 ) If the Danish cartoons are bad, what must we say about cartoons
like these? So where does the “Social Contract start and where does it
end?” Must an article, a book, a cartoon or a Film be withdrawn every
time it hurts somebody or the other’s sentiments?

On a related note, who needs to be blamed for the murder of Graham
Staines and his two little children? Dara Singh or the conversion
propaganda by the missionaries? Likewise, who must we blame for the
violence in Orissa? The perpetrators of violence or the victims?

I and several others found Subodh Kerkar’s Art creative, the HJS
supporters found it offensive. The Da Vinci Code was creative
according to Cecil, Marlon and several other liberal Christians.
Churchill and his brigade of fundamentalist Christians found the same
to be offensive. So who would set the standards for deciding what is
creative and what is offensive? The liberals or the orthodox?

In a democracy where we are all equals before the law, why should
preference be given only to Religious sentiments? If religion causes
people to react violently, shouldn’t we try to analyze the reasons for
it instead of trying to sweep these issues underneath the carpet?

There are several more questions that I asked the last time around, to
demonstrate how silly the “Social Contract” argument is.

The sooner such illogical arguments are put to rest, the better!

He said that it was not an individual prize but an affirmation of the
American leadership, and not recognition of his accomplishments as he still
had a lot to do and accomplish. He was fair in saying that he personally
thought that he did not deserve the award , because there were others who
were more deserving than him.

Isn't that obvious - even to him - that this was a cruel joke to anyone who 
wants real peace - that others were more deserving - even though this is a guy 
who thought the Olympics were all about HIM?  If you don't believe me read his 
speech in Copenhagen and that of his wife.

Was his opposition to the removal of Saddam Hussein designed to create peace 
or the false illusion of stability under tyranny, with the hapless victims 
being 25 million innocent Iraqis?

Unfortunately, he cannot hide the fact that the Nobel Peace Prize was not 
awarded to America, but to him, and any perceived leadership currently is a 
delusion based on teleprompted speeches as we are seeing from the heightened 
hostile activities of all of America's mortal enemies, from N. Korea, Iran, 
Venezuela, Libya, etc.

What good will that do since it is the Palestinians who have been the 
aggressors since 1947 and the primary obstacles to peace in the region.  They 
are still refusing to accept Israel's right to exist and are continuing their 
attempts to wipe Israel off the map.

Gabe seems to have missed the fact that the men of yesteryear liberated 50 
million Muslim from Muslim tyrants who had blood all over them.  This was 
achieved over objections and obstructionist tactics by the new Nobel Peace 
Laureate and his party, and the ongoing bloodshed is being perpetrated by the 
Islamic radicals that Gabe and his Archbishop seem to have so much sympathy 
for.   In the meantime, the local governments in Iraq and Afghanistan are 
trying to STOP the killing with the help of mostly American forces and REAL 
heroes like the son who was unfortunately killed so that others could 
experience freedom.

To be fair to the Nobel industry, I think a Gandhi would have definitely got a 
Nobel in his time if only he had a bigger media machine hyping him (not just 
the Birlas, later of Hindustan Times fame, and a handful of others in his 
time).

Gandhi, who was the single most influential peacemaker of recent history, using

Dear R. Cabral,

I was on facts (on the current migrant situation in Goa), not on viewpoints 
you say.

Nor on hypothesis like you propound (on why, in face of a rapidly depleting Goan
workforce in Goa resulting from emigration, was mechanzation not resorted to as 
was done in Europe.) 

Do you disagree with the facts listed by me (summarized towards the end with: 
Now revert to the scenario of what would happen to Goa if some bright day all
migrants could be chased out Goa. Goa would grind to an agonizing halt the 
next morning!) ??


In theory, you do have a valid hypothesis asking why mechanization resorted to
in Europe was not replicated in Goa. But in practice? Are economic factors like
economies-of-scale in Europe then, and Goa now, anywhere near comparison?
Let's be realistic.

Let nothing of what I say above (or have said in my piece you refer to) give you
the idea that I am anywhere near being happy about where Goa is headed for
at this point of time in history. (Thought the title of the series, Goodbye 
Goa,
would be a loud enough hint on that!) Migrants sure are part of the problem, but
I don't wear horse blinkers to see them as entirely to blame. It's easy to find
scapegoats, especially when they come from India's poorest and least educated.

If they were not poor and were educated, either they wouldn't be here, or if 
they
chose to settle in Goa like some Dilliwallahs, they would have had flush 
latrines and
houses proper, instead of sitting in the open, messing Goa, and raising an 
unholy,
unhygienic stink.

But then, blame them? How come they continue in an alien land, getting Ration
Cards, Election Cards, free civic amenities in illegal shanty colonies? The 
blame,
as I perceive, lies elsewhere.

Let me come to that over the next three Sundays ending November 1.

I beg to differ from Valmiki and all those who subscribe to this viewpoint. There is

cornered by the non-Goans? And now even the essential qualification of 
Konkani/Konknni has been waived. Is anybody protesting?


Goans dont know to protest. If at all there have been protests and morchas and 
demonstrations they have been mostly led by outsiders. Just look at the different 
organizations and associations. Most of them are headed by outsiders.


We are not cut out for the job. One reason is the size of Goa. Somebody in canacona 
is invariably related to somebody in Pernem. We dont want to hurt anybody.


This is Portuguese legacy.

Well, this is all crap that I'm talking about because the clock cannot be turned 
back. What cannot be cured has to be endured but it sure hurts.

I have heard that Australia will be declared the winner of the Ashes because 
their captain says they are determined to win.  Besides, with this new method 
of determining excellence and achievement, why waste all that time, money and 
effort to actually play the series?

I didn't know that President Obama is also running Canada now, but your letter 
writer is absolutely correct as well.  Making a promise is definitely an action

I also like the idea that breaking the promise is everyone else's fault, I 
guess for being too obtuse to listen to Obama when he says he knows what's good 
for them better than they do.

And I understand from the letter that the wife would be the person to blame if 
the husband breaks his marital vows.

What type of floods are these?
Never seen nor ever heard.
Some say, they never saw anything like this for the last 40 years.
This is the first time, said an elderly in over 81 years.
 
These floods were unique
Floods that lasted only about 8 hours?
Leaving behind the devastation causing loss 
to the tune of Rs.131 crores
 
‘Water started rising around noon, rose over  2 meter high 
and gone by 8.30pm as if nothing happened’ 
said one affected person.
 
All those affected houses are mainly from the low lying areas.
The areas have either a river or a rivulet or a Creek close by.

It seems, during the heavy rains on 1st October, 2009, the river water Started 
rising rapidly around noon, 
the water level was at its   peak by say 5pm and by 8.30pm water receded. 
 
Could it be a Tsunami as some ministers say?
I don’t think so,
Tsunami water come from the sea like a giant wave
And it comes unpredicted as if coming from nowhere.
Whereas, in floods, one can notice the water level rising 
giving enough time to escape etc 

So, what type of floods are these?
I am still looking for an answer.
Any one?

The high prevalence of kidney diseases in Canacona Taluka of Goa has
been a matter of concern for the local people as well as administrators
for over 20 years. Several representations have been received from time
to time by the Directorate of Health Services, Goa, from the residence of
Canacona suggesting that the cases of kidney diseases are higher.
Department of health Services Goa and Dept. of PSM, Govt. Medical
College, Goa have initiated a descriptive epidemiological study of the
chronic renal failure cases in Canacona Taluka in the past two years. In
February 2005, a joint team of NIOH scientists and Health officials from
Goa examined the epidemiological data from Canacona. After discussion
and literature review, it has been felt that clinically the disease seems to
be similar to Balkan Endemic Nephropathy (BEN). The present paradigm is
that BEN is an environmentally acquired disease. Two most plausible
environmental agents supposedly involved in etiology of Balkans endemic
nephropathy are mycotoxin produced by fungi in mouldy cereals and
food commodities and aromatic compounds present in the drinking
water

Four bodies recovered

Pernem Police on Monday recovered two bodies at different
places in Chapora River. In the first incident, a nude female body
was found floating in Chapora River at Temwado-Morjim. The
woman is suspected to be in her thirties.

In the second incident, a male body was found floating in Chapora
River at Surbanwado-Chopdem.

OLD GOA correspondent adds: Old Goa Police on Monday morning
recovered a female body at Zorikodem, Vodhle Bhat-Merces.
According to police, the body was found in a highly burnt condition.
Police has suspected the deceased to be between 25-30 years.

After being informed, PSI Sadashiv Hunashaktti along with his staff
rushed to the site and conducted inquest into the matter.

VASCO REPORTER ADDS: Verna police on Monday evening
recovered a female body on the hillock at Verna.  According to
Verna police, the deceased suspected to be in her twenties was
found dead in a suspicious manner.

Police, refusing to divulge further details in the matter, said that it
could be a homicide but added that the confirmation could be done
only after the autopsy report. Verna police has registered a case of
unnatural death and is investigating the case.

DOCUMENT: Round Table and Church Properties, a statement

[This document was submitted to the Archbishop of Goa and
Daman, following the Eduardo Faleiro initiative on church
properties in Goa, and a subsequent Round Table meet.]

Your Grace,

A Round Table Conference on the question of transparency and
accountability in the management of Church properties was
held in Panaji last August. Senior members of the clergy and
of the laity participated. The CBCI Evaluation Report of 1995
and other documents of the CBCI [Catholic Bishops' Conference
of India] were referred to.

  In some specific cases mentioned by the
  participants, flaws in the administration of
  ecclesiastical assets were noticed. Such lacunae
  should not detract from the exemplary work that the
  Church has done, and continues to do, in several
  fields. Hence, the following suggestions:

* Administration of ecclesiastical assets at every level --
  diocese, parish, chapels, schools -- should be transparent
  so that true and full information is provided to everyone
  who has a right to know and wants to know. A transparent
  administration creates trust, whereas an opaque one, even
  when in itself honest, raises doubts.

* Laws, ecclesiastical and civil, should be observed in
  letter and spirit, and no effort may be made to hoodwink
  them. The Church, which teaches obedience to civil laws,
  should set an example in obeying them.

* The Church may not be a democracy, as understood today, but
  is a communion. Therefore, it should try to carry the
  entire community and function on the basis of consensus
  and, when this is not available, by majority.

* Administrative committees should comprise at least some
  professionals, if not elected, at least co-opted.
  Committees should function professionally and not in an
  amateurish way, which would be detrimental to the
  administration. Committees should function democratically,
  so that the parish priest is only the first among equals.
  There should not be any funds or moneys held and operated
  by the parish priest at his will.

* Administrative committees, duly constituted, may be truly
  empowered, so that lay persons feel really responsible for
  the administration, as the Church are Christ's faithful and
  the assets of the Church are their assets. administration
  of the ecclesiastical assets should be their domain mainly.
  If this happens, priests will be left free for what is
  their proper field, viz. apostolate.

* Persons with conflict of interest should not be party of
  administrative bodies for in such a case administration
  becomes suspect.

* Monies, funds, assets donated, meant, earmarked for one
  purpose should not be diverted to other purposes, unless
  the purpose for which they are meant become redundant and
  proper procedure is followed, including, wherever possible,
  consent of the donors.

* Budgets should be widely circulated before being finalized.
  At the end of each year, the balance sheet may be open for
  inspection. People may be taken into confidence regarding
  donations, monies received and spent.

* All projects should be scrutinized in every respect before
  being approved. Funds generated for the purpose should be
  disclosed to the people before, during and after the
  completion of the project, so that people feel it is their
  project.

* Necessary permission from the authorities, e.g. from the
  Holy See, for alienation of precious objects, should always
  be obtained and action taken reports filed thereafter.

* There should be a Code of Conduct for administrators, and
  all concerned should abide by it.

* There ought to be checking and auditing at every level,
  with internal controls, so that corrective measures are
  taken in time. Auditors should be experts on the subject.

* Detailed inventory of monies, bank deposits, documents of
  property, debts, contracts, etc should be maintained and
  updated, so that the Church does not suffer loss due to
  negligence of its administrators.

* At the level of the Diocese, there should be a tribunal
  empowered to investigate complaints of mal-administrator,
  and take punitive action. Mechanism for accountability of
  the parish priests and other administrators should be
  reviewed and strengthened.

* If guilty administrators are recalcitrant and do not submit
  themselves to the discipline of the Church, Church
  authorities should have recourse to the State Courts to

Excellent article! Although there are solutions to almost all the problems you
have cited, I am not convinced that the Goan politicians have the desire and 
drive
to fix them all! The status quo serves them fine, as they are making enough 
money!

Take the case of garbage disposal -- I had heard that Birlas had offered to 
build
power plants in Goa that used garbage. When the Power Minister was approached,
the 1st question that came up was about his percentage of the cost! I also heard
that such plants have been built in other states, especially in Gujarat and 
solved 
the issue of garbage, electricity and provided jobs. 

I wrote a couple of times to the Gujarat Electricity board to verify that, but 
did not 
get any response.

I believe Japan has been using these technology for years to get rid of their 
garbage
and generate electricity.

POP goes Panjim ...

You could call it an audacious dream -- giving Panjim the
status that only few cities have, that of having a
philharmonic orchestra. But the venture is still in its early
stages, and it fuelled purely by enthusiasm (no big bucks).

  But what makes it interesting more than anything
  else is its 'open' nature. POP, or the Panjim Open
  Philharmonic Orchestra, keeps its doors open to
  everyone. It's also held in the open, so we're
  open in more ways than one, says Rui Lobo, who is
  by training an engineer from India's prestigious
  IIT-Bombay, but who prefers to be a musician.

When we met in the Goan capital on Tuesday evening, they had
just finished a practise at the Instituto Piedade (near Hotel
Mandovi). Once the weather clears and Goa's seeming
never-ending and unpredictable-now monsoons give some
respite, they practice and perform in the municipal garden
each Tuesday evening, just after 6 pm.

Says Rui to those taking part: Where this orchestra is
headed, I cannot say at the moment. It will depend on how it
shapes up. A few people had been enquiring about when is our
'concert'. Every rehearsal is a concert of sorts because it
is in a public place. We will have a grand concert when we
have a repertoire of about one-hour-and-half.

At these 'open' sessions, it's not just instruction that
happens. (These sessions) are meant for you to enjoy playing
together, meeting fellow musicians and making long lasting
bonds of friendship. That the public is entertained during
our rehearsals is an added bonus, says he.

POP Orchestra might soon perform during the three-day
festival featuring the former Mint House of Panjim, opposite
the General Post Office, now the residence of Dr. Elvira Dias
and her son Dr. Luis Dias. If things work out, this could
happen on the closing day of the festival, Nov 10, 2009.

Their repertoire includes: * Home on the Range (Ballad) * Ode
to Joy; Beethoven 9th (Symphony theme) * Londonderry Air
(Irish Traditional) * Sweater Kori (Konkani) * Edelweiss
(from the musical Sound of Music) * Beethoven 7th (Symphony
theme) * Pomp and Circumstance (Ceremonial March) * Happy
Birthday (Celebration). They're working on a tango, and plan
orchestral versions of pop songs from Abba, Elton John and
the like. At the moment, they're on the lookout for
orchestral or quartet scores of songs like Winner Takes It
All or the Lion King songs.

At the end of each session, a solo performance comes on from
the most shy member of the group -- to build stage
confidence!

After all, the man does have, in abundance, the chemistry to connect with the 
people.
And when I say people, it is both US citizens and non-citizens. 


The other prize that Barrack (blessed be, his name) deserves is the All-Africa
musician of the year award as every-time Obama (slightly bent) goes to the 
mike, 
the extreme right-wingers start dancing like crazy.


The prize that Obama HAS laid the cornerstone for is to be declared, National
Living Treasure.  I expect him to be awarded that title in the very near 
future.


Lastly, like a lot of other Presidents who had African peasants as parents, I 
believe
Hussein will end up as,  President for Life. Don't get me wrong folks. Even 
though
Barack is a professor of US law and constitution affairs, like many other great 
African 
leaders he is not interested in amending the constitution for his own ends. 
When I 
suggest that Hussein will end up as president for life, I am only pointing out 
to the 
fact that there are many Americans who are well aware that they will never see 
another 
US president before they kick the bucket. For those souls, Hussein will be the 
last 
President in their lives.

The Goa 350 Campaign


*About the Campaign*
350 is the most important number in the world -it's what scientists 
say is the safe upper limit for carbon dioxide in the atmosphere. On 
24th October 2009, people all over the world will take a stand for a 
safe climate future. In over 2300 actions covering almost every 
country in the world, there will be big rallies in big cities, and 
incredible creative actions across the globe: mountain climbers on our 
highest peaks with banners, underwater demonstrations in island 
nations threatened by sea level rise, churches and mosques and 
synagogues and ashrams engaged in symbolic action, star athletes 
organizing mass bike rides--and hundreds upon hundreds of community 
events to raise awareness of the need for urgent action. These events 
will be photographed with the number 350 in the background and be part 
of a gigantic visual petition at the UN Climate Negotiations in 
Copenhagen in December 2009.


*In Goa*
Goa has registered their participation in the worldwide campaign too 
at http://www.350.org/Goa. We will be raising awareness in 4-5 cities. 
The cities are Margao, Vasco, Panaji, Ponda and possibly Maupsa. 
Volunteers at these cities will stand at a prominent place in the city 
for the entire day, and talk to the people about climate change. They 
will also man a table with the rolled out banner. Parts of the 350 
long banners will be at each of these cities, and citizens would be 
encouraged to sign, draw, express their creativity with markers, and 
fabric paints on one, pre-marked section of the banner. At some 
cities, we shall arrange to have a sewing machine at the end of the 
banner, converting the banner itself into cloth bags. The table will 
also collect details of those that would like to purchase cloth bags, 
priced at Rs. 35.0/- which could be collected or posted to them later.


*Material  Volunteers for the Campaign*
We aim to be funded for the entire campaign, however, in case we are 
unable to generate necessary funds, we shall recover the amount 
through sale of cloth bags, and volunteers donating materials and 
volunteering for the event. Center for Environment Education (CEE) 
have promised us some cloth for the programme.

Each city would require a minimum of 4 volunteers to man the tables,

Copenhagen may well be the pivotal moment that determines whether or 
not we get the planet out of the climate crisis, and your actions on 
October 24 will help our leaders realize we need a real solution that 
pays attention to the science. Similar events are happening at other

This article seeks to address the social and religious changes brought
about in Goa during the first century of Portuguese conquest. It
studies how the ‘negative’ effects of the Christian presence were
overcome and transformed into an acceptable situation by the people
involved in the process of Christianisation, and relates it to the
durability of the Portuguese imperial presence. I argue that a careful
study of the local society of two villages where conversion processes
took place allows us to avoid easy answers and stereotypes about
conversion, providing altogether more complex images of the Portuguese
colonisation of Goa.
