Goodness interred with (tiger) bones The efforts to save Goa must supplement with viable economic alternatives in the mining belt, says Dr OSCAR REBELLO Rajendra Kerkar is simply a phenomenon of simplicity. Meet him once and he stays with you forever. Firm in his convictions; High on ideals; and passionate about the environment this is Mr Courage himself. I had the opportunity of interacting with him in Oman at the Global Goan Convention. His electric talk on Goa's Mhadei basin and the eco hot spots he so relentlessly strives to preserve enthralled the entire audience and had us spell bound. Goa, at its very inception, had no Ram, Allah, Christ as her Gods -- those came much later, he says. Peruse her age old folk songs, her folklore and you'll learn that all these songs rise in prayer,in honour of Mother earth and her bounty. Goa's true religion is her environment, he claimed. To the extent, he asserted in a lighter vein,tongue firmly in cheek even in present times our three recent Chief Ministers Parrikar, Rane and Kamat have revolved around, worshipped and deified a natural fruit -- Monseratte -- a mango. Touche. Generations of Goans will have to be eternally grateful to guys like Rajendra, Ramesh Gauns, Claude, Seby, Nandkumar Kamat and a host of other unsung heroes, who are struggling to protect our rivers, our forests and our wild life. And then, the dirty cowards try to shoot the messenger. The conservator of forests, Mr Shashi Kumar tries to put Kerkar in the dock, accusing him to be an abettor in the tiger poaching case, only because he spilled the beans on the culprits. Who was Rajendra Kerkar's secret source, then? Who was deep throat? Who was the leaking sieve? Let's give Mr Shashi Kumar the answer -- We,the people of Goa, were his sources. He did it for all of us and the unborn kids of this land. Does that suit you? Now, go ahead you know your answer. Come, get all of us. On the other side of this divide are our mining lobby, of course, smacking their lips and lazily yawning, eyes alert, waiting for the next kill in case Kerkar falls. Blessed by the Patron Saint of Mines, from Margao, illegal miners will have a field day ravaging the earth, disemboweling it mercilessly in our deep jungles if not for the valiant efforts of Kerkar, Claude Co. The commonest argument you get, from the pro-mining lobby when you bump into them at cocktail parties, is that all environmentalists are a bunch of frauds only engaging in extortion of a perfectly legal business which is providing employment to thousands and increasing taxes for the state. Green is mean -- they say. So to play Devil's Advocate, let us buy our beatific mining lobby / government's argument that Greens are impediments to the state's giant economic march or whatever. Let us assume all greens are evil. How does all that change the visible and monumental carnage happening on Goa's eastern belt? It is a fact that mining takes place in reserved forests. It is a fact that people in mine affected areas suffer from severe respiratory ailments. It is a fact that rivers Kushavati, Valvanti are choked with silt and refuse to breathe. It is a fact that traditional farming is obliterated as a profession in these areas. It is a fact that mines may pay off for private profits but it is a heavy price that the public has to endure. These are facts that are indisputable and we need solutions. The solutions to these problems must come from the mining lobby itself who are fortunate to have made obscene profits at Goa's cost. True, many have donated handsomely to charity and to social causes: to temples and educational outfits but those times have changed. With Gen Next looking to head family-run mining businesses, we need this generation to focus on the environment. All corporate social responsibility efforts must be targeted to cleaning the crap your businesses are leaving behind. Forget the Gods and the art galleries for now, we need a Herculean, titanic struggle to clean our rivers, reforest denuded areas; invest in farming/horticulture and replenish the earth. These efforts must be visible, palpable and sustainable and illegal miners must be sent packing pronto and with God speed. We will need to look for viable economic alternatives in the mining ravaged belt. So, the story of Kerkar then, must be told, repeated, and reaffirmed ad nauseum, in schools and colleges; at festivals and cocktail parties. The story of one man's sterling courage and conviction,who put his all on the line, for us Goans and asked nothing in return. CHANGING HINDUTVA? Help other CONSUMERS to be better informed. --- GOACAN welcomes withdrawal of Cess levied on LPG by Goa Govt. - Cylinder refill to cost Goan consumer Rs.336/- -- The Goa Civic and Consumer Action Network (GOACAN) has welcomed the decision of the Government of Goa to withdraw the Rural Welfare Cess levied on Liquid Petroleum Gas (LPG) entering the State of Goa and for which charges were being collected on a per tonne basis at the border check post for the State of Goa. This decision which directly will result in a reduction of Rs. 4/- in the cost of the domestic LPG cylinder comes in the backdrop of the Petrol and Diesel price hike announced by Shri Pranab Mukherjee, the Union Finance Minister in his Budget speech. GOACAN had in a memo dated 15th September 2009 petitioned the Chief Minister of Goa Mr. Digambar Kamat who also holds the Finance Portfolio to reconsider the levy of Cess on LPG. Various Consumer Forums who had received a large amount of complaints with regards to this price hike had petitioned Mr. Jose Phillip D’souza, Minister for Civil Supplies and Consumer Affairs to take up the withdrawal of cess with Finance Department. The former Director of Transport, Shri Arvind D. Loliyekar vide notification 5/4/2000-Tpt/2008/414 dated 28th January 2010 had exempted Liquid Petroleum Gas (LPG) for domestic and commercial use in Serial No.13A of Schedule I of the Goa Rural Improvement and Welfare Cess Act 2000 which has now come into force upon publication in the Official Gazette Series I, No. 48 dated 25th February 2010. The implication of such Cess collection had resulted in a financial burden on the Goan consumer with the cost of the domestic LPG Cylinder being hiked by Rs. 4/- for a refill weighing 14.2 kg. The price increase on every LPG cylinder had directly impacted over 3 lakh LPG consumers being provided services by Hindustan Petroleum, Bharat Petroleum and India Oil Corporation. GOACAN had stated that as diesel and petrol had been exempted from this Cess collection, it would have been appropriate for the Govt. of Goa not to burden the Goan consumer with such a collection of Cess on an important essential commodity like LPG. It may be noted that from 9th September the cost of domestic LPG cylinders which was Rs. 335.97 was increased to Rs. 339.66 by the Petroleum Companies based on a notification issued in the Official Gazette by the Directorate of Transport. The Notification with the relevant exemptions was based on the proposal to collect the said Rural Welfare Cess prepared by the Finance Dept. of the Govt. of Goa. Accordingly, the Petroleum Companies had issued directives to the LPG dealers to sell the domestic Gas Cylinder at a price of Rs. 339.66. Source: Goan Voice UK Daily Newsletter 28 Feb. 2010 at http://www.goanvoice.org.uk/ Full text: One day Id like to write a book dedicated to the cooks, ayahs and butlers of Goa. Imagine Goa, the tiny dominion on the west coast of India, an insignificant, crumbling outpost of the Portuguese by the dawn of the 20th century. Imagine this land graced with little more than spindly coconut trees and marshy paddy fields, that boasted of betel nuts, salt and urack as its prime exports, described in 1857 by the Bombay Telegraph as a nursery for cooks and ayahs. From here the impoverished Goan Catholic ventured forth, with little by way of education and even less by way of what he took with him in his tin trunks. But here was a man determined to make the best of his circumstance. If he was to be a cook, then he would become the best cook there was. Harold Delamere-Thwaytes, a British Officer who served in the British Indian army from 1909-1935, speaks highly of Goans in an interview. Asked about the most memorable people in India, he remembers foremost the Goans in Poona. Undoubtedly, he says, some of the best cooks you can get in the world are the Goans their standard of English higher than it was in other parts. By 1900, a Goan cook was much prized in Africa, earning anywhere between £2 to £3 pounds a month, almost twice the amount the British were willing to pay for African cooks. If they ventured out on the treacherous sea as stewards and cooks, they became stellar seaman. A 1937 report compiled by the British Royal Navy gives us an insight into just how valuable Goans had become as butlers and cooks: It has long been recognized that the Goans as a race are particularly well adapted to these trades and are generally accepted as being more efficient than other Indian races. A further advantage is that, being Christians, no religious difficulties arise in regard to handling food and wine. For this we have to thank the Portuguese and Christianity. The words poder, corrupted from the Portuguese padeira meaning baker and cusiner from the Portuguese cozinheiro, meaning cook, give us an indication of just how much the Portuguese influenced the Goans pursuit of culinary skills. In contrast, the word dorjeeh meaning tailor comes from the Muslim Darzi who migrated from Gujarat and Maharashtra, and is likely to have given the Goan a head start in tailoring. It was the Portuguese who introduced the art of bread making, the acidic amelioration of meat with vinegar, light fluffy fantasies of cake and pastry which could only be whisked by egg yolk, the funnelling of spiced meat into thin, white tubes, hung in links over the fire and smoked to perfection. And it was Christianity that divested the Goan of any qualms he might have had in handling meat or fish. Whatever little life might have brought his way, the Goan ensured that he travelled far with it. When Richard Burton embarked on his second expedition into the depths of the African jungle, he took two Goan cooks with him - Valentine Andrade and Caetano Rodrigues and when the German explorer Dr Albrecht Roscher was killed near Lake Malawi, it was his Goan cooks who reported his murder to the British authorities. In all his travels, in all his occupations, in all his efforts, the Goan is marked by perseverance and resilience. He is formed of that rare quality which combines honesty, hard-work and a desire to excel however big or small the role assigned to him. As far as gold medals are concerned, Canada leads with a total of 13 gold medals or one gold medal for every 2.5 million people. This is the equivalent of India winning 450 gold medals. Yet Canada does not lead in this method of calculation. Norway has 8 gold medals which is one Olympic champion for every 600,000 residents. The same chart shows Great Britain with one medal, but I think this is a typing error. The Canadian Olympic Committee disclosed that it spent $110 million over five years to achieve these results. The COC pays for the selected athletes coaches and gives the athletes a monthly allowance of $1,500. This is the amount teenagers usually make flipping burgers at a fast food place. God has given us just ten commandments which would bind us together with God and bind us together with fellow human beings. We have never tried to hold the cords together that bound us with human beings so how can we unite ourselves with God who is not seen by us ? God loves you and His love is unconditional yet we distance ourselves from Him by indulging ourselves in serving gods that have no life and cannot help us. It’s because the town’s Godfathers have given taxis the pride of place, and other taxi drivers who can’t squeeze in there, as an alternative, park in the remaining areas which you would think should have been reserved for the likes of you and me. Not happening, never going to happen I’ll go out on a limb to say. You see your cab driver here makes as much as his counterpart in New York --well, at least the fares he charges are the same as in the Big Apple-- so he can afford to park there, even if it is for several hours. Another reason you and I can never find parking space is because tourists in their SUVs often treat the car park as a rest and recreation area. Locals going to the Friday Market as a result are compelled often to park inside the Garden Centre building, a fair distance away and have to trudge to and fro with their bags. *28 days of work* Did you notice Panjim’s traffic cops making money hand over fist on February 1st? They descended on the city with a vengeance never seen before and they made a pile and were shameless as only they can be. And all the while as they were performing their sleight of hand tricks, the ‘regulars’ that is, the trucks bringing goods into the city were left alone as they continued like they do every day, to disrupt traffic which often has to wait as entire consignments are unloaded in the middle of a road. February must be a great month for traffic cops –they work for only 28 days but get paid for 31, plus those additional benefits just described. *Only in Goa* It happens only here. Many shop owners are back to insisting on a two per cent ‘levy’ on credit card transactions. Ask them why and they tell you rather audaciously that the banks on the contrary charge them a fee. This self-levied ‘duty’ happened many years ago, but was mercifully withdrawn. But it’s back. Whereas you can migrate to any mobile provider and still retain your old number, all done, at a mere transfer cost of Rs 19. In Goa, Vodofone at least refused me –‘wait till March end’-- when I decided to quit Idea which most times is as dead as the Dodo if not unreachable. *A hush-hush housing project* Pilar is described as a village that is entrenched atop a hill and hence makes available breathtaking views of the Mandovi river. It is the next frontier that will be conquered now that the coast in North and South Goa is chok-a-block with building projects whether they are hotels or houses. It’s supposed to be hush-hush but the paperwork is almost complete. The Radisson or rather Zuri Varca Goa White Sands Resort Casino Goa is all set to start another project in addition to the two it already has. Pilar is the location and apartments is the project. Those living along the river Mandovi – all the way from Miramar to Old Goa – will be envying the residents in the new project at Pilar because not only is the village untouched so far but the view will be to die for. But why hush-hush? That’s a no-brainer considering Gram Sabhas have been reverberating with outrage from locals about the damage to the environment by rapacious builders. So mum is the word. *The taste of Thanda * It’s back to the Secretariat where all the fun (read: entertainment) takes place. The canteen owner up on the hill must be a happy man. Just goes to show, you don’t need a beach shack license to rake in the moolah. The Hill will do fine, thank you. Between April 2007 and March 2008 your *Montris*spent Rs 3,68,785 on refreshments only or cool drinks as they are called at any Railway station platform across India. To be honest, not all of them or their thirsty visitors needed to be refreshed. But this one is a real corkscrew -- they consumed the least during the warmest months! Thus, they consumed Rs 13,524 worth of refreshments in April 2007, Rs 4,848 in May and Rs 19,517 in June of the same year. But in November the figure was Rs 59,254, Rs 30,913 in December 2007 and Rs 43,787 in January 2008. Their consumption lost its fizz in March 2008 dropping to Rs 32,159. The Chief Minister spent a lavish Rs 67,363 entertaining visitors, the Home Minister Rs 35,787, the Revenue Minister Rs 22,196, the Water Resources Forest Minister Rs 18,751. The Urban Development, bless his kind soul, spent just Rs 7,539. The Panchayati Raj Minister spent Rs 71,650. The Tourism Minister spent Rs 27,510. The Minister for Health spent Rs 30,345, the Minister for PWD, Science Technology Rs 34,101. The Minister for Transport/SW spent Rs 17,596. In the absence of such knowledge, many of their active members are handicapped and find themselves dependent on lawyers and NGOs whom they have to repeatedly consult for help and assistance from time to time. The March legal course is designed to enable village level activities and develop basic understanding of laws impinging on mining activities and redressal mechanisms provided by the administration and by the courts. The course is also expected to provide basic knowledge about civil and criminal court procedure prevailing in the state. Several faculty members (see list given below) will deal with different aspects of these legal issues to the satisfaction of the persons participating in the course. It is expected that the faculty will not lecture the participants but will rely upon informal interactive, questions-and-answer sessions to get their information across. If there was a earlier corruption or shift for whatever reason to poder; and now a used as a loan wordit would perhaps stem from padeiro, m. Also remember how we round our 'a' sounds at the beginning of words. That could be a clue to the way to its eventual pronunciation in Goa. I can imagine female bakers in Goa, perhaps not as proprietors but as partners to their baker-spouses, in which case I would not know whether they were regarded as bakers by their husbands, fathers , brothers, and other males. Or were they seen as helpers. Perhaps someone, including Alfred de Tavares could help out with info on presence of women bakers. In Goa and in lands beyond, the thirst and fervour for music surpass all other emotions. There was a young drummer who donned the colours for the band 'Beethovans'. He came to be known for his very stylish sequences on the drums. He was baptised Roque Gomes, but called Rocky. When you say: Rocky from Navelim, there is no mistaking who he is. I came to realise in the last few days that practically everyone in the Goan music scenario knows or has heard of him. Rocky is humble, without any airs. I come from a family that has a musical background, he says. His father, John Gomes, was the drummer of the popular yesteryear band 'Radio Serenaders'. Two uncles were also into music, one a drummer and the other a banjo player. So music comes naturally to Rocky. My father's drum-kit was always in Margao where they practiced, he re-calls, so it was difficult to get his hands on it. So Rocky made do with the next best equipment; household utensils and tins, much to the chagrin of his mother. In the old days, weddings were held in homes. So at a neighbour's wedding, Rocky requested his father to give him an opportunity on the drums. His father said he could do it when the band took a break. All the musicians accompanied him as sat at the drums. Everybody praised the way I played, he reminiscences. He joined the band 'Beethovans' quite by accident. The band would practice in his neighbourhood, and young Rocky made sure he watched them rehearse. One day, the band's drummer didn't turn up for practice. The band was almost packed up to go home, when someone noticed Rocky. He was invited to play, and Rocky made the best of the opportunity. I played professionally for the first time then at age 11, says Rocky proudly. His first performance with the band was a recording at All India Radio in Panjim, and then a show at Clube Nacional. There has been much praise for Rocky. The late Nobby Noronha, band leader of the Beethovans, would actually sit on the drums and show him some chops. Legend Chris Perry, who was his father's good friend, liked his style of playing and gave him hints from time to time. Even Bondo has appreciated him. Rocky then thought it was time to move out. He first went to Delhi, where he performed with the famed 'Victor Martins and the Mistrals'. Then he shifted base to Bangalore to work on a regular job, and also played music in Bahrain. Six years down the line, Rocky began to miss the music scene in Goa. I decided to come back and make music in my homeland, he says. He joined another band, 'Luis and his Melodians', which was looking for a drummer. When the first ever recording was done at Whitney Studios in Margao, Tony Dias, the skilful keyboard player from Mumbai, was asked to do the music. He insisted that he wanted Maestro Josinho and Rocky on his team. After that, Rocky lent his drumming skills to musicians in the tiatr fraternity too. Rocky has played with many accomplished musicians. He recalls what Emiliano da Cruz once told him, You are the most disciplined drummer. He also played with Chris Perry at a jazz concert where he presented his four sons. When Glen Perry, who plays drums, took to playing saxophone for a few pieces, Rocky would sit at the drums. The band was called 'Chrislis'. Here, the tunes were only hummed at the beginning. We listened, and decided which rhythms would most suit the song, he recalls. On his own, Rocky would decide to do something unique and new. Playing with Chris gave me a real boost, he confesses. With Chris Perry, friendship was always separate from music. You could be his best friend, but when he was with his music, he would never compromise. Chris gave Rocky a boost that built his confidence tenfold. His father, John - a very stylish player - has been Rocky's inspiration. Today, when Rocky plays the choke, he reveals a lot of his father in his style, After Rocky started playing, his father gave him lots of hints and very thorough guidance. His uncle, Lume Gomes, advised him to use the choke effect and play it like the maracas. This technique is appreciated even today by those who witness Rocky perform. Rocky today makes his music in Muscat. He plays with a band 'Goa Africa' and all members of the group are Goan. Rocky comes from a closely knit family. This togetherness seems like a melody in itself. Besides family life, Rocky admits, Drums complete my life. It is my shadow and follows me around, he adds, clearly putting across what drumming means to him. (ENDS)

Despite there being little or no evidence (visible at least) of their track record, the social worker outnumbers ten-to-one the author. And it has been said brutally that one of these authors has been stridently anti-Goan, though I must confess that I have not read his particular book or books. And though I swear there is no co-relation between that and what comes next; why are so many long-term resident Brits and far too many long-term Non-resident Indians so vociferously anti-Goan? *Proof of ‘their’ Pudding* In fact I am getting quite tired of Brits telling me or rather as they put it, ‘reminding’ me of the way Goa’s tourism industry is heading: ‘for disaster, mind ya.’ Grr. And here’s their indictment –well, at least the Brits think so, ‘because the Brits are coming in lesser numbers.’ I am also quite tired of hearing of Brits claiming to be experts on tourism, that they have answers, not one, but many, for every problem afflicting the tourism industry. Some of course make it look as if only they have the magic potion, the universal remedy as it were, they claim has been effective the world over. Ahh yes, they always point out to some world tourist destination and yet they live in Goa. To them I say each time: (1) “You don’t like the place, just leave. Why suffer Goa?” Or I slam this gem on home, it’s a real whammer. (2) Why don’t you try Hong Kong where the roads are kosher, the queues work wonderfully, the road discipline is brilliant, you don’t have Goans maids and the tourism minister won’t insult your sensibilities every now and then?” Then I drive in the knife, a double whammy, if you like: “Point is, can you afford HK?” See now, why it works. *Buggers and Beggars* But this pisses me off the most like 10 on the Richter scale which is all (this time) long-term Non-resident Indians and most (this time) long-term resident Brits think they are doing Goa a huge favour ‘by sustaining Goa’s economy with our presence and the money we spend.’ Blah, blah, blah. Poor buggers, they think we are beggars (BTW, I saw an Indian who lives abroad buying an item in Margao’s biggest department store and forking over money and telling the girl “to keep the change”.) There never is a discussion on how terribly boring the English Premier League is, more particular the hit and run play of Liverpool. There will never be a debate on whether Gordon Brown was really a bully as was alleged in the past week. Or, for that matter that murders per capita makes Britain the most dangerous country in Europe, not Estonia? But then it is always going to be Scarlett and the recent rape cases. *Lies broken down* Look around you, 70 per cent of the 3-5 Star hotels are owned by non-Goans who take away all of their profits. Yes, I know it’s so easy for NRI’s in particular to say: “So, why don’t you build your own hotels?” Yeah right, if it were so easy, why don’t you then, huh, huh? Let’s not even get into how many Goans are employed by the industry, which is why a trade union forum is currently discussing the issue of demanding that a 10 per cent service tax be made mandatory and that this be given to hotel employees. That I am told will hike a waiter’s salary to Rs 13,000 and that Mr/Mrs. NRI will make Goans want to work as waiters and not go abroad. I won’t discuss what else makes Goans not want to work in the tourism industry because that has been done many times in the past in this column and I don’t like repeating myself like they do. But here’s food for thought. The less glamorous mining industry, the Goa Mineral Ore Exporters Association tells me, if you consider employment including in the vast spread of allied industries like truck transport, the barge industry, barge repair industry, other ancillaries like truck tyres, spare parts and even the used tyre replacement business (these are used to protect the sides of barges); its work force far exceeds that of the tourism industry. And if you think mining pollutes and it does, the garbage generated by the tourism industry is of greater proportions and affects greater areas in Goa than mining does. There is more to this. GMOEA says the tourism industry could possibly argue that the money generated directly by the industry (which apart from the taxi trade has less allied industries, and an even lesser number based in Goa) matches that generated directly by the mining industry, but GMOEA says if
