He is in imminent danger of being deported from the county that he considers his home. Yves came to the United States in 1994 when he was just over a year old. He was brought to Washington DC by his father and mother, and his younger brother was later born here, making him an American citizen. However, his father and mother were not able to get legal status in the US so they were eventually deported back to their home countries of Bangladesh and India (respectively) in 2009. Yves is also undocumented, but was been given additional time to stay and complete his senior year of high school. After two stays of deportation he has been told to leave the country on August 13, 2010 and return to India. Yves grew up speaking English, being taught through the American educational system, and has grown accustomed to American culture and lifestyle. If deported, Yves fears that it will be nearly impossible for him to adjust to life in India. Yves graduated from Paint Branch High School in Burtonsville, MD as an honors student with a 3.8 GPA and is a member of the National Honors Society. We ask that Yves be granted a deferral of removal by the Immigration and Customs Enforcement (ICE) office in order to be able to attend college here in the US, and that he ultimately be allowed obtain his legal status. PIO/OCI to be issued long term visas HERALD REPORTER PANJIM, AUG 10 The Union Home Ministry has asked all the Indian missions abroad as well as the Goa FRRO to issue long term extendable visas to persons of Indian origin. Commissioner for NRI Affairs Eduardo Faleiro told reporters here that there were lots of complaints from the Goans who hold foreign passports that they had to come on tourist visas which is valid only for three months. I had received several complaints from Goans holding foreign passports that some of our embassies and High Commissions abroad, issue them tourist visas (valid for three to six months) at the end of which they have to leave the country though they have property matters to deal with and have families here, Faleiro said adding that following the complaints he had taken up the issue with Union Home Minister P Chidambaram. The home minister has assured me in writing that granting of tourist visas to PIOs was not correct and that he was advising missions concerned as well as the foreigners regional registration office in Goa to ensure that the long term visas are issued to the said category of persons and these visas are extended from time to time, Faleiro, a former minister of state for external affairs, further said. Faleiro also gave the media a copy of an official letter from Chidambaram, in which the home minister has appealed to all PIO to apply for the PIO or the Overseas citizen of India (OCI) card. If they apply for either the PIO or the OCI card, they can stay in India for 15 years (in case of the PIO card) and 30 years (in case of the OCI) card. I would request you to advise them to apply for either the PIO card or the OCI card, Chidambaram has said in his letter written to Faleiro last month. The union home minister has also sought a list of mission/embassies and high commission abroad who are in the habit of issuing tourist visas to PIO.

He threw his latest bash (January 7, 2010) for an unnamed group of councillors, officials and ‘dignitaries’. The La Paz bill is awaited. That goes too for the Minister for Home Ravi Naik who kept a low profile unlike his other headline grabbing. Naik threw a dinner for “guests” attending the India Internal Security Conclave 2009 at the Majorda Beach Resort on September 24, 2009. Cost: Rs 90,000. On November 1 he threw a dinner for Diwan Chand (currently Special Secretary, Home) at the Fort Aguada Beach Resort that cost a whopping Rs 1,23,851. And a dinner for IPS probationers visiting Goa at the same hotel that cost Rs 1,38,076 on November 16. For your information, IPS and IAS probationers routinely visit Goa just like every other man or woman who draws a Government of India salary. Which is great if you own a posh hotel, posh restaurant or posh cab, right? But, do we have to wine and dine them at taxpayers cost? Ravi Naik thinks so, because he was back (February 28, 2010) to entertaining, this time a group of 80 unnamed officials at the Hotel Marriott. Bill awaited. Typically, the Minister for Tourism (now ex) Mickky Pacheco entertained a group of Khazakstan delegates at the Park Hyatt on October 7, 2009. Cost: Rs 66,393. Put that down as being for the glory and good of that other fatted cow, the tourism industry. Proof of the pudding! How about this? Manohar Azgaonkar, the Minister for Panchayat threw a bash at Hotel Marriott on September 9, 2009 for delegates attending the “workshop of Principal Secretaries in charge of Panchayati Raj in Indian States” and some unnamed “others”. Cost: Rs 65,189. *Host with the most* It truly does pay to be a big cheese on holiday in Goa. Though, sometimes any kind will do, thank you. You are guaranteed at least one freebie dinner, sometimes two and no proof of your credentials is required. It’s enough if you play the part. Here’s proof of that and of Digambar Kamat’s parties that cost more than Rs 2L. He threw a Rs 3,73,024 dinner on June 27, 2008 for the chairman and members of the 13th Finance Commission and 100 other allegedly big wheels (producers etc) of the South Asian film industry at the Cidade de Goa. How did two very disparate groups come together in Goa, you ask? Could it be the trouble-free access to your easily available tax bucks? Or, that the government tried to kill two birds with one stone or, a combination of both. Remarkably, the same day the Minister for Finance (now ex) Dayanand Narvekar was also dining the chairman and members of the 13th Finance Commission at the same Cidade de Goa. Cost: Rs 87,943. That’s a total of Rs 4,60,967, but two dinners, same invitees? Was the government trying to get around its own self-imposed cap on partying following a series of similar exposures in this same column some time ago? * Open House* Kamat threw a Rs 2,00,227 do for 100 unnamed revelers at the Park Hyatt on August 12, 2008. On October 4, 2008 he blew Rs 3,99,800 on an Id-Milan jamboree at his official residence in Panjim. Amazingly, that night he threw a second, this time, Rs 2,48,460 dinner for some doctors from Maharashtra and Goa on the cruise boat Princess de Goa. On January 24, 2009 he hosted of all people on this planet, delegates of the 57th National Town and Country Planners Congress. That’s right, the same guys who give you the most grief (after politicians) with all their skewed planning. The Rs 3,51,854 dinner was held at Cidade de Goa. A Rs 3,88,927 dinner for delegates of the 12th Conference on e-Governance on IT at Hotel Inn Resort on February 12, 2009. A Rs 2,08,388 dinner at the Cidade de Goa for Jaime Lerner, an expert on urban planning from Brazil. This time guests of the DD Kosambe Festival of Ideas were invited to the dinner proving my point. Exactly a year later, February 12,2010, Kamat would host another dinner (see Party Time -1, July 25) for participants of the same DD Kosambe festival of Ideas at the same venue. So, was Lerner just an excuse to dine these guys? Makes you wonder. *Money for nothing* What’s more, the government’s Protocol Department might have inadvertently added a new dimension to VVIP to mean Visiting Very Important Persons. China has banned all iron ore imports with Fe content less than 60%, and half of Sesa Goa's production is below 60% Fe content. Considering the uncertain outlook on iron ore realisations and demand from the export market, the company's near-term prospects appear uncertain, analysts have said. Sesa Goa, which is controlled by billionaire Anil Agarwal, exports 93% of its production, with China accounting for a whopping 83%, followed by South Korea, Japan and Europe. Statistics show that China imported 106 million tonnes of Indian iron ore during the last 12 months. The figure accounts for 18% of all Chinese imports in 2009. India is the world's fourth largest iron ore producer, with production touching 230 million tonnes. Even as Chinese companies are buying up ore mines with two billion worth of reserves in Africa, the Chinese government imposed a ban on the import of low grade iron ore. The ban came into effect after the China Iron and Steel Association advised ore buyers at a conference to stop buying low grade ores. Analysts tracking the sector said China is expected to produce 600 metric tonnes of steel this year. ``Its largest player has just 25 metric tonnes of annual capacity. Moreover, the industry there is trying to consolidate. The ban could be an effort to cut down supply to smaller units,'' said Prakash Mehrey, an analyst with ICICI Direct, a unit of Mumbai-based brokerage ICICI Securities. He added that the ban had not caused a major uproar as yet. Given the low offtake from steel mills and the fact that the Goa port is closed for the monsoon, a clearer picture would only emerge at the end of next month. The Goa port ships nearly half of Indian ores to China. Analysts said the Chinese decision to ban low-grade iron ore has come into play as the 40-year-old pricing system, for iron ore based on annual prices, came unstuck. The system has been replaced by quarterly contracts linked to the spot market, where prices are higher. The world's third-largest iron ore miner, BHP Billiton, has also said it will sell the majority of its production to Asian steel mills on shorter-term contracts. Reports have indicated that the Chinese government has not extended its ban on imports of iron ore with Fe content less than 60% to material Chinese mills purchase directly from suppliers. Analysts maintain that this is a loophole that Sesa Goa could well use to its benefit.

[Goanet] BOILANCHI GADDI
BOILANCHI GADDI (BULLOCK CARRIAGE) The ‘boilanchi gaddi’ is a kind of 2-wheeled carriage drawn by trained bullocks commonly used in Goa until around the mid nineteen-fifties. It was constructed in a wood/iron combination. Its fastest travelling speed could be compared to the usual leisurely walk of a steer. These bullock-drawn carriages were privately owned. My earliest memorable experience in travelling in this sort of conveyance was when I was of about 8 years of age, riding in it to St. Anne’s Church in Parra, to witness my cousin’s Baptism. A family in Parra owned one of these types of carriages. It could be rented by making bookings in advance. One of the most visible outstanding features that caught one's eye was a pair of its huge iron wheels that served a dual purpose - as riding wheels and fly-wheel combined, giving it momentum once it got going. It seemed it was effortless for the bulls to haul these carriages once they got rolling. These carriages, although uncomfortable, provided a means of some convenient form of transportation for certain occasions such as the one mentioned above. The ride was bumpy even though the cab was mounted on leaf springs, but this could be attributed to unpaved or pot-holed roads at the time. A floating axle joining the two large wheels passed through a square-cut hollow on the underside of the cab with a track width of about 6 feet. The wheels were of a diameter little larger than that of the ‘gaddo’ (about 6 ft.) with large hubs (around 12 dia.), but the width of the wheels was smaller than the gaddo (about 2-1/2”). The cabin had 2 rows of longitudinal bench seats facing each other These seats could sit 6 people and 2 small children - snug and squeezed in - between the passengers or on their laps. The passengers could communicate with the driver through a small window in the front, who had his own comfortable seat unlike the ‘gaddo’. This raised wooden seat was quite a comfortable perch for the driver, providing him with an overall view. The seat had curved and decorative iron bars on both sides. The driver’s seat appeared to be more like a wooden chest with hinges, that doubled up as storage space for the driver's personal belongings. This was mounted on top of the longitudinal V-shaped beam, tools or vehicle accessories. The beams continued up to the rear of the cabin and contributed as important members of the overall structure of the body. The cabin had reasonable headroom, and the passengers were well protected from the elements like the sun and rain with a slightly arched wooden roof. The outside panels of the cabin were usually painted in a shade of off-white, mustard or yellow-ochre, and the bordered iron framework was finished in dark red or brown oil-paint. The interior was finished in medium blue with varnished wooden seats. Entry into the cab itself was through the hinged rear door, embarkation aided by a step-up board fitted to the cab's base. Both sides and back window had hinged wooden flaps with curtains on stretchable wire. The front end consisted of a double bow withers yoke that was placed on top of the longitudinal V-shaped centre-piece that ran along the full length of the cart. The yoke was fastened to the longitudinal beam by means of a rope thereby giving it the flexibility of pivoting it to some degree, and giving it a marginal swivel action between the pair of bullocks. This feature aided tight turns. The yoke was harnessed over their necks in order to pull the carriage. The front end of the centre-piece curved and extended downward so that, without the bulls, the cart would rest at a minimum slant. If parked on a slope the wheels were chocked with wooden slats. Stopping or braking power was provided ‘verbally’, with gentle 'ho-ho' or a gentle touch. Most of the maneuvering and negotiating was done by means of touch or contact conveyed to the bullocks by the driver with a stick - a slight nudge here and a slight tap there - on their backs. The bullocks seemed ever obedient, gentle in nature and never seemed to be in a hurry to get to the destination. These animals were held in reverence by the owner and his family members, and respected for the work and sustenance they provided. The yoke rested over the necks of the bullocks, and in hauling it stopped short just before the ridge of their shoulder blades. Bells that hung around the bulls’ necks chimed constantly as they passed through the villages. These bells had a distinct sound and acted as warning bells to others, or merely let the people know about the presence of the ‘boilanchi gaddi’ in the vicinity or area. The sound of the bells, referred to as 'kinni-kinni' in common descriptive form, could be heard far away and long into the quietness of the night as the lone hard-working driver returned home with his carriage. [Goanet] SOS as Mumbai oil spill spreads
MUMBAI: The oil spilling out from MSC Chitra (seen on Sunday, at left) off Mumbai’s coast has started hitting the shores, making the ship a major environmental hazard for Mumbai and its surrounding coastal areas. The Mumbai Port Trust has closed down its navigational channel for bigger ships as MSC Chitra tilted nearly 75 degrees and 250 of its 1,219 containers carrying hazardous chemicals fell into the sea. The Panamanian vessel had collided with St Kitts-flagged vessel Khalijia 3 km off the city’s coast on Saturday. State environment minister Suresh Shetty described the situation as very serious. The Coast Guard, the Navy as also port officials have expressed inability to contain the spill as the ship is tilted. The oil has spread to a 2 km area around the ship and has already touched Awas village in Raigad. The slick was also seen near Uran and Elephanta. If they apply for either the PIO or the OCI card, they can stay in India for 15 years (in case of the PIO card) and 30 years (in case of the OCI) card. I would request you to advise them to apply for either the PIO card or the OCI card, Chidambaram has said in his letter written to Faleiro last month. The union home minister has also sought a list of mission/embassies and high commission abroad who are in the habit of issuing tourist visas to PIO.

Mr. Fernandes reminded Goans that he had already submitted a memorandum to the Goa Govt. and chairman of the Kala Academy to name the Open Air Hall of the Kala Academy after this great singer as Alfred Rose Open Air Hall . But the Goa govt. is still sleeping on the issue and had not shown any interest even after two years.This is another case of ill treatment getting to the konkani lovers from our own Goa Govt. By doing such things our Govt. had proved once again that they are out to destroy the Romi Konkani language and the total Konkani Culture. Another speaker Mr. Filipe Barreto of Quepem supported that the Kala Academy open air hall should be named after the beautiful voice singer late Alfred Rose and he should be posthumously awarded the highest cultural award by our govt.Mr. Jose Gomes of Velsao said our govt. have named the airconditioned hall of the Kala Academy after the Marathi actor but the Goans who had worked hard to promote Konkani language,music producers, actors and singers were left in the dark thereby treating the konkani people as the second class citizens of Goa. At the end a resolution was passed to be sent to Goa govt. onbehalf on Goans working in London requesting them that late Alfred Rose should be remembered by one and all by naming the Open Air Hall of the Kala Academy. Vanxim village up for grabs 2010-08-11 By Miguel Braganza No one is telling the story of Vanxim as it is. The Church is NOT 'selling' the land to a 'Bangalore based Developer'. The Estate Officer of the Archdiocese, acting on the Power of Attorney of the Archbishop, has already SOLD the rights to the land to a Goa-based broker. He in turn has sold it to a Bangalore-registered company for arguably many times the value at which he bought the rights from the Archdiocese of Goa and its subsidiary institution that has the right to the said land. The Goa broker has also given a commitment to finish the work of CONVERSION left incomplete by the Patriach of the East Indies (P.I.O.). The conversion from agriculture to settlement zone for housing and possibly to Other Industries, including hospitality. Hospitality includes hotels, golf clubs, marinas and the like. I have just seen what this kind of development can do ... looking at paragliders below me, sitting on the 21st floor balcony of a hotel right on a sandy beach in Penang, Malaysia. The hotel was appropriately called Paradise. Paradise Lost was more appropriate, I thought. PRESS RELEASE From: Vaishali Sawant www.GoanConvention.com The Biggest and Best Goan Convention to date. Over 300 Goans gathered in New Jersey for the 10th Biennial Convention, Secaucus, July 3-5th, 2010. The Goan Convention took place over the July 4th weekend at the Crowne Plaza Hotel in Secaucus, New Jersey (just 3 miles outside New York City). There were over 300 people in attendance including adults, youth and children. This Convention had the highest turnout overall and the most number of youth than any previous convention. The 3 day weekend was filled with many activities for all ages and a social platform for people from all over North America, England and Goa to unite and network. From its inception 20 years ago, the goals of the convention have remained steadfast: to give the entire Goan community a way to channel and foster that pride so that our heritage can still flourish even an entire world away. It is of the utmost importance to preserve the things that make us who we are. Without doing so, we lose our identity and our individuality, especially in a melting pot like America. The Convention served as a fantastic medium through which our uniqueness was brought to light. For some, it brought back fond childhood memories of growing up in Goa. For others, it was a glimpse into a place where they have never been, but peculiarly enough, could still call “home”. The key mission during the Convention was to make sure the Youth got involved and continued the Goan traditions and culture so they can eventually pass on their heritage to their children. A prime example of this was this years’ Convention committee. It was organized by a group of Youth for the first time in its 20 year history. It was headed by President: Vaishali Sawant (NJ), Activities Director: Ameeka Borkar (NJ), Treasurer: Priti Vemulapalli (NJ), Secretary: Ashvini Sawant (NJ), Public Relations: Roma Kamatmhamai (CT) and Volunteer Coordinator: Rhea Hodarkar (NY). This was also the first time the committee consisted of all young women. The attendees were all extremely impressed at the collaboration of this Youth committee to bring fresh new ideas making for a successful Convention. The activities of the weekend consisted of lectures by Goan community members including Dr. Anthony Gomes, Mr. Christopher Nunes and George Pinto/Filomena Giese/Acaria Shilla Almeida of Goa Sudharop. There were classes on Konkani Language Basics as well as a class on Learning how to put on a Sari Tie for the Youth. The biggest hit was the Bollywood dance class where adults and youth were taught basic dance moves from Hindi movies. Everyone became a Bollywood star that day. There was also a picnic where the attendees wore Convention t-shirts and participated in soccer games, badminton, family games and even Anthakshari. There was an abundance of Goan culture from Authentic Goan food dishes, folklore songs, traditional dances and even a taped speech by the Chief Minister of Goa, Shri Digambar Kamat. On one evening, the 21 and over Youth were taken via bus to New York City to a club where they were able to socialize with other youth and made connections that will hopefully last a lifetime. On July 5th at the closing ceremonies, the 2012 Goan Convention was handed over to Mahendra Shama Kenkre to be held in Detroit, Michigan. We hope that they continue the Goan traditions and keep the youth involved for years to come. Best of Luck to them!
