A person landing in India last August might have been forgiven for comparing Kisan Baburao Hazare to Mahatma Gandhi. Anna, the nickname of this simple, cotton-clad man from Maharasthra, was on everyone's lips. His protest hunger fast was featured in media as 'Gandhian'. People proudly, defiantly, declared Ham Admi (I am the common man) after his arrest on the 16th, and came out en masse on to the streets to support his movement. But this is no Salt March in defiance of foreign colonialists. Rather, this movement is a serious challenge to a homegrown, shadow 'establishment' that has India by the throat -- an underworld that has swollen from the individual political favoritism of past decades designed to ensure certain politicians' dynastic grip on power, into the crippling, free-wheeling octopus it is today. Team Anna, as it has come to be known, started rather simply in October 2010 when highest ranking policewoman (retired) and renowned activist Dr Kiran Bedi was asked by Anna-ji to join him in a campaign to urge the government to properly act on First Information Reports (FIRs) lodged in complaint of corruption, which in practice have the tendency to simply disappear in a morass of red tape. PM Manmohan Singh had just set up a national committee, the Shunglu Committee (to investigate the Commonwealth Games corruption issue), but it had no real statutory status. said Kiran Bedi in a phone interview. Though she acknowledges the Prime Minister's personal reputation for being clean, she added scathingly: But how could he have not known about [the level of] corruption? It was in the media, in full detail, all the time! Most Indians would concur that the last six years have seen the worst escalation of crime and corruption since Independence. It is ironic that Singh, an erstwhile architect of the earlier socialist economy, carried out major economic reforms as Finance Minister in 1991 which led to the dismantling of the notorious Licensing Raj, thus opening the door for a market economy. Team Anna began waging a far greater battle -- the passing of the anti-corruption Jan Lokpal Bill, which, moribund in parliament for decades, has been carefully redrafted into a 29 page document by the India Against Corruption (IAC) organization. Currently there are at least two versions of the bill: IAC's and the government's 2010 version. The kindling began to spark, then caught fire in April with Anna-ji's hunger strike in Jantar Mantar in Delhi. By August the flames had turned into a blaze, fanned by a social media frenzy the likes of which not seen before in India. The recent rallies at the Rama Lila grounds attracted a continuous stream of people from all walks of life -- urban families, youths, rural villagers, each group with placards bearing their own grievances. Eminent photojournalist Raghu Rai, who has covered 45 years of modern Indian politics, says he has never seen anything like it. This is like a second independence movement. There is nothing greater than an idea whose time has come. Politicians came to get on the band wagon, and were welcome to sit with the crowd as individuals but there was no room for party politics on the platform. Only the cynical, self-interested few would not acknowledge the dire need for reform in the sub-continent. Apart from mainstream Indian's battle with graft, the desperate suicides of more than a hundred-and-fifty-thousand farmers unable to shake off choking debt, ongoing discrimination issues with scheduled castes (Dalits or so called untouchables) and scheduled tribes, and pressing issues of women's rights are all linked in one way or another to corruption. The Team Anna movement is not without its critics, and perhaps none more sharp than Booker Prize-winning author-turned-activist Arundhati Roy, who suggested strongly in a TV interview that Anna was being steered by a number of NGOs with foreign funding, and that the media frenzy of what some call the second phase of Team Anna this year looks too well orchestrated. According to Roy, the proposed Jan Lokpal body itself threatens to become a parallel oligarchy; others fear it might undermine democratic process. Paul Divakar of the Dalit human rights movement NCDHR is less strident; his main concerns are more focused on the issues of discrimination and exclusion. The framework of corruption has to be taken into consideration, otherwise it will be an intervention that goes off target. Caste [discrimination] and the framework of patriarchy which is behind it, those factors have not been taken into account. By Cleo Paskal NEW DELHI: Some of India's biggest fish are getting caught up in the country's fast-growing wave of anti-corruption activity. In what could be India's equivalent of a judicial jasmine revolution, previously invulnerable politicians, business icons, and pillars of the community are all nervously keeping their lawyers on speed-dial. The anti-corruption push is an unprecedented coming together of myriad facets of Indian society. Religious leaders are concerned about the effects on morality and spiritual growth. NGOs speak of the effects on the poor. The middle class is angry about its future being stifled by a smothering blanket of day-to-day corruption. The intelligence services see corruption a clear threat to national security. And the business community, thanks to globalisation, has seen how efficiently things can operate without having to constantly pay bribes or be tangled in red tape, and they want the same thing at home. Even the Supreme Court is fed up, with Justice B Sudarshan Reddy saying about the vast sums of Indian money being illegally hidden away in Liechtenstein Bank: We are talking about the huge money. It is a plunder of the nation. It is a pure and simple theft of the national money. We are talking about mind-boggling crime. The scandals are bursting on to the front pages fast and thick. Suresh Kalmadi, a Congress Party politician and the former head of the corruption-plagued Commonwealth Games, was arrested on April 25. According to a report by the Indian Comptroller and Auditor General, the 2G spectrum scam alone, in which 2G licenses were sold off in a manner that was, to say the least, less than transparent, cost close to $40 billion in lost revenue. All across India, people are saying enough is enough. And suddenly the unthinkable is starting to happen. People considered above reproach, or at least untouchable, are coming under the judicial cross-hairs. 2G alone has seen charges laid against one former government minister and several captains of industry. And the latest high profile target is one of the biggest fish of all, Congress Party president Sonia Gandhi, currently #9 on Forbes list of the World's Most Powerful People. Sonia Gandhi has one of the most remarkable life stories in international politics. Born Edvige Antonia Albina Maino into a family of modest means in rural Italy, she didn't even get a chance to complete high school before heading to the UK for work. There she met Rajiv Gandhi, son of Indian Prime Minister Indira Gandhi. She eventually married him and the young family moved in to Indira Gandhi's New Delhi's home, putting her literally in the heart of Indian politics. After Indira Gandhi's assassination in 1984, Sonia's husband Rajiv became Prime Minister. Following Rajiv's 1991 assassination by Tamil terrorists, there were rumours that Sonia was going to put herself forward as Prime Minister. As she herself later said, she could not walk past the portraits of my husband, my mother-in-law and her father and not feel that I had some responsibility to try and save the party they had given their lives to. Given her focus on the party, it was fitting that instead of becoming Prime Minister, she ended up as president of the powerful Congress Party. Politically, it proved to be a smart move as it gave her power without direct responsibility- while she is # 9 on Forbes list of power people, the actual Prime Minister of India, Manmohan Singh, is only #18. According to Forbes, Gandhi remains the real power behind the nuclear-tipped throne [...] she has cemented her status as true heiress to the Nehru-Gandhi political dynasty. Her image is of a dutiful, submissive Indian wife, now widow. When her husband was alive, she would walk behind him. In public she wears saris. Although a devout Catholic, she is often photographed at Hindu Temples.. And like a good Indian mother, though she has decorously pulled herself out of the race for Prime Minister, she is happy to encourage her son, Rahul, to take the job. However there have been growing, persistent murmurs about questionable business deals and inexplicable exponential jumps in the personal wealth of her and her family. The allegations came out in the open in 1995 when MD Nalapat, then Resident Editor (Delhi) of the world's largest English language newspaper, the Times of India, began a groundbreaking series of articles about Sonia. The articles made the controversial (at the time) claim that the public docility was just a ploy, and that Sonia actually had serious political ambitions (later confirmed by her role in Congress). Also, crucially, the series said that her desire for power wasn't simply altruistic and that the wealth not only of her, but of her Italian relatives, rose stratospherically after Rajiv Gandhi became Prime Minister in 1984. We all know the issues that concern our fellow Goans living in other states across India and overseas. Over the years there have been so many Goan Conventions that have deliberated thread bare issues concerning Goa and related to Non-Resident Goans. There has been enough of talking and posturing. What we now need is some action on the part of the government to redress the concerns and grievances of Goans living outside Goa. After years of service outside Goa or abroad many Non Resident Goans (NRG) long to settle in the land of their birth. But for many reasons they get disheartened and give up. Many Goans feel the urge to contribute towards shaping the future of Goa but the authorities must encourage them to return and invest their skills and savings in the land of their roots. But the high level of corruption in Goa is something every NRG detests. So a war on corruption by the Government of Goa could be the starting point in laying the red carpet for NRGs. In March 2006 Mr. Eduardo Faleiro got himself appointed as Goa’s Commissioner for NRI Affairs with cabinet status. Why was there a need to drain the State exchequer with a cabinet status? By virtue of his cabinet status Mr. Faleiro now has 11 staff at his disposal. These include four peons and a driver who work at his residence in Raia. The Government of Goa is also paying the salary of one Mr. Amit Sharma who is Mr. Faleiro’s clerk based at Delhi. Besides the 11 staff that are employed by Mr. Faleiro, the Director of NRI Affairs, Mr. Ulhas Kamat (a post officially yet not created) and his two clerks are also being paid by the State treasury. There is no doubt that Goa needs a NRG (non-resident Goan) cell to act as an interface to resolve the grievances of the NRG’s across the world. An efficient Director with two or three dynamic and pro-active staff is all that was needed. The 2007 Goan Convention organized by Mr. Eduardo Faleiro at a 5 star hotel at Dona Paula cost the tax year almost Rs 40 lakhs. As a registered delegate at that Convention I did attempt to raise the issue of the Regional plan and illegal mining. Mr. Faleiro however summoned the police and asked me to leave which I did after seeking a refund of the delegate fee I had paid. I felt that the convention needed to deliberate the anti-Goa, anti-people and an anti-environment Regional Plan. I was of the opinion that the non resident Goans should be concerned about the destruction of the fragile ecosystem in the green belt surrounding our urban areas that was slowly turning into a concrete jungle. It was my concern that the new Regional Plan would open the floodgates of uncontrolled migration into Goa from the rest of India and that Goans would literally end up a dying breed. But Mr. Faleiro acted very high-handedly and gagged any further debate. Mr. Eduardo Faleiro has held Goan Conventions in Lisbon, Toronto, Oman, Kuwait and this year the feast was at London. Mr. Faleiro owes us an explanation as to what concrete benefit these State sponsored conventions have yielded besides being an astronomical burden to the Goan taxpayer. It is time the Goa government realizes that some concrete positive action and not more extravagant Goan conventions is the need of the hour. There is no point draining the state exchequer by way of these farcical conventions with no clear agenda and only merry making at public cost. Whether the bill is footed by the State, Central Government or the High Commissions overseas, it all takes a toll on the tax payer. Goa cannot afford this hospitality. These State-sponsored fiestas by way of Goan Conventions cannot continue forever. There is no need to hold these annual conclaves. That money needs to be spent to make Goa a better place to live in. The modern NRGs are far more professional, skilled, articulate, motivated, caring and affluent than the previous generation. They have an empathy towards Goa and regard it more than just another holiday destination. These sentiments have to be tapped by the Government with the aim of seeking mutual benefit. All too often the Government is out to exploit and fleece them. The bureaucratic processes endemic to Indian methodology puts off many Non Residents from investing locally. NRG’s also feel that the prospects of a good education in Goa for their children are bleak and that is something the Government ought to focus on. Good hospitals and quality professional educational institutions are something Goa so dearly needs. Overall, if Goa’s infrastructure is improved this will motivate many NRGs to come back and set up shop in the place that is so dear to them. But like in other States of India, politicians have their fingers in every pie, and nothing runs professionally or free from political interference. In recent years many Goan politicians have made overseas trips, ostensibly to study projects abroad. It was expected that they would bring home some ideas to improve things here. The fact of the matter is that Iringa had a number of important Goan families including Iringa Fernandes and the Barros family etc. Had there been sisal estates, many banks etc the number of Goans would be considerably more.! There is no way to get accurate demographic data specifically on Goans in Tanzania. As a former advisor to the GoT and a member of the National Census Committee there are good reasons for this situation. Therefore, all I am going to do is to make a very educated guess based on several sources. There are about 23 Administrative Regions in Tanzania. The single largest concentration of Goans is in the City Region of Dar es Salaam. The figure of around 2000 is almost correct. The next largest concentration is no longer Tanga or Zanzibar but Arusha. There maybe about 30 or 40 families and some years ago when I was there for the St Xaviers I estimated that there were about a 100 Goans. Tanga and Morogoro and Mwanza probably have about 10 families. Kilimanjaro, Mtwara, Bukoba and Mbeya about 5 families each. Then if we lump Dodoma+Iringa+Kigoma,Lindi+Singida I would say at the most 10 families. In the whole of Rukwa region, and I have been working there for the last twenty years or more there was no trace of Goansunless Ophelia or myself were there! The figure of 2500 is probably as close as we can get. I am still tentative because I am aware of Goans even in Dar,(which has really grown very large), that there are Goans coming from India who are here on contracts and who simply have had no time to mix. At the height of Goan presence in Tanzania, there were several families in every district of Tanzania Tanga, Moshi, Arusha, Mtwara, Mbeya had at least a dozen families and even Iringa reached there! The big question is what footprints did Goans leave in Tanzania . I have already approached some of you to participate in this exercise so do not be surprised if you get an invitation from me. I found it offensive to my own senses. IMHO, it had no place in that statement. f: Having known Aires for some time, I am disappointed by his recurrent 'disordeiro' tactics. Boorishness is the total opposite of honorable behaviour. It is, perhaps, a survival technique. g: As all the facts of the 'Kantak' matter are not available to me, I cannot comment on it save to say that Aires, in all likelihood, is right that there is something very smelly in Ponnje, and it is NOT the pee by the river front or the bangde drying out in the vicinity. On a personal note: I have seen - at close range - boorish, disorderly behaviour used as a means to an end. I watched my Dad deal with this Mavali behaviour of others, with grace and patience. I commend him for that. Early in life, he taught me a lesson: It is OK to make a point and stand up for it. However, in the sum-total, it is counterproductive to behave like a Mavali. Besides, one does not let others determine one's own behaviour. I wish the 'learned' Goans and other educated persons would stop behaving like Mavalis. There is, I know, a more civilized way of dealing with issues. The Ragi (Nachni) Preparations made like a porridge is often considered to be a good and home made remedy for healing of wounds ( Caesarian Deliveries) and in cases of accidents as well. My kids used to enjoy a bowl of this porridge every evening until they were 4-5 years of age back home in Goa. It is good source of nutrition for everyone. Accordingly, politicians and bureaucrats were labelled corrupt. As such, they have to be brought under the purview of an ombudsman; a body whose powers have to be decided by civil society activists, justices of the various high courts, eminent citizens and whoever else Hazare and his cohorts feel should be included. The campaign attracted members who work in the modern Indian economy and are among the most obvious beneficiaries of economic reform. Bright and educated, they nevertheless overlooked Hazare’s unconstitutional political demand to override Parliament’s law-making powers, preferring to focus on the larger, more romantic objective of fighting corruption. These are men and women, incensed by reports of corruption and hungry to hitch their wagon to a messiah; much like the programming code they write or use at work to provide quick and effective solutions to problems; never mind that they are complex such as rural poverty, urban squalor, entrenched corruption, inflation, economic growth and poor infrastructure. The messiah will deliver! Now the drama has ended, the question we must put to Hazare and his supporters is this: isn’t the bribe giver as culpable as the taker? Shouldn’t bribe givers also be brought under the ombudsman? In that case, private sector business and individual citizens will need to be included. Thus the agency would be given powers to haul up citizens, executives, boards of directors, owners. Such a sweeping empowerment holds in its own constitution the possibility of abuse. Creating a super agency that can be abused or run amok is hardly an effective way to investigate and penalize corruption. If you look at recent allegations of corruption in the allocation of mobile spectrum, in infrastructure development, in mining…you will find these are sectors which are still under government control. To deal with this, the government introduced several bills in Parliament. Of the ones that got passed into law, there is the hugely successful example of financial sector regulation. The rest have been stalled because of the paralysis caused by the Opposition’s questionable tactics of stalling proceedings in Parliament. As the Prime Minister said, these “second stage” reforms need political consensus. These have to do with land acquisition, environmental protection, financial regulation, education, judicial changes and a series of other difficult tasks in sectors like mining where vested interests hold sway and power, where the entire state-run system is bankrupt. Hazare's handlers demanded their version of the “Lokpal” bill be adopted by a certain date. This was clearly not in the government’s power to promise because the bill must go before a parliamentary committee. The demand militated against compromise, leave alone consensus. It was divisive and corrosive and seemed to target a duly- elected government. In doing that, the Hazare protest revealed its ultimate goal: to destabilize the UPA government. The agenda seemed to be: create an anarchic situation that the government is unable to control it without resort to force and is thus forced to agree to mid-term elections. What started out as a political demand to carve for themselves a role in drafting an anti-corruption bill appeared to have grown in scope. Clearly buoyed by incessant and uncritical media coverage that attracted crowds, Hazare's supporters raised the ante: derail the government. Meanwhile, after initial missteps, the government managed to put a strategy in place to deal with the protest. Aware there was a sizable, perhaps dominant, segment of the population that wanted nothing to do with the Hazare campaign, the government moved to rally support. More and more voices spoke out, on television, in print and online, against the strong-arm nature of the agitation and its “with us or against us” stance. Anyone who challenged, as a respected television anchor did, the demands raised by the agitators, was branded as “pro corruption.” Faced with adulatory fans in designer T-shirts and Gandhi caps, Hazare’s rhetoric became more self-congratulatory, more truculent and even abusive. He has called the Prime Minister names; the people at his rally used foul language to abuse UPA chairperson Sonia Gandhi, fuelling renewed suspicion that the RSS may be behind the protest. The crowds also attracted gaggles of hoodlums and petty criminals, resulting in instances of sexual harassment and theft. Also people started looking into the antecedents of this new messiah. I was on a short break to Goa during the recent Eid holidays and this is the same aircraft I flew in from Goa to Kuwait Monday evening, and this mishap took place while on its return flight Kuwait-Goa-Chenai. This mishap was a very serious “Near Miss” and Thank God that all passengers were safe. This unfortunate mishap should server as an eye opener to the Civil Aviation Ministry, Air India and other concerned authorities. It is high time that the concerned authorities stop playing with the lives of the passengers. It has been years now that Air India is flying these ageing Airbus 320 Aircrafts in the Gulf sector, and for quite sometime now we Goans in Kuwait have been hearing that these very old Airbus 320 aircrafts were to be de-fleeted from the Air India (Indian Airline) Fleet and were to be replaced by new ones. So far this has not happened. These old aircrafts are really in a very bad condition, they rattle on take off, and in turbulent weather it really scares and makes one feel unsecured. The air-conditioning system is very poor, the toilets are so bad with broken seat, floor carpet is not fixed properly, some of the inclined seats are just going down without pressing the button, some tray tables are just rattling and falling off the holder and there is a lot more to add to this. It is so surprising that Air India is flying these old aircrafts on International routes where as they are flying the new ones in the domestic sector which has full in-house entertainment. Just imagine there is no TV to provide in-house entrainment to the passengers. Feast of our lady of Mount The feast of Patron saint of Chichinim Church is actually on 8 September Some original documents show the Patron was named as Mount Mary and it continued for years before this change Though there are directions and church decisions, suggestions that feast be celebrated on the exact date, it is celebrated on a Sunday Now there are no Presidents, from among the members of Fabrica to celebrate the feast It was their privilege, honour and prerogative to host this celebrations There were some, who for financial implications politely, refused to be the Presidents It is for these reasons predominantly, parishioners shied away from enrolling as Members of Confrarias Though this has not fueled the membership, there is certainly increase i women members . In such times, there were any number of Villagers and faithful devotees volunteering to do the honours It was assumed that publicity was the main motive, even though the financial burden to out do others was not ruled out entirely On the directive suggestions of Synod, the celebration is now a village affairs There is a sense of belonging for all the parishioners by their contributions, and participation From early compulsory donations the stage is reached for voluntary contributions Every year there is overflow of money, which is enough to stage the feast for many times over , But the appetite to continuously to gather surplus beyond immediate requirement is not understandable In fact there is rightful request for the transparency of details of expenditure,income and pointed reference to the higher authorities For many years in the past these details were published in the Parish bulletin for the information of the parishioners This practice is discontinued arrogantly, defiantly in recent times, much against the wishes of the donors. The multitudes of traders, who reside in the area defecate in the open causing unbearable stink and health hazard The arrangement of portable toilets is implemented by default, sighting expenses as the impediment Income considerations ride above public welfare The stiff charges are actually passed on the customers The market for furniture is being discontinued due to adamant and unreasonable attitudes of the vendors and lack of adjustment and flexibility of those that matter The village feast being first after monsoons, draws crowds and devotees,form as far as from Cuncolim Assolna Orlim Cavelossim Varca. Betul, Navelim with resources plenty, the erection of Pandal, CCTV relays on all sides, the faithful are more comfortably accommodated at ease and peacefully participate in the religious services The church square. and surroundings on all sides., the school compound are kept free for parking and disturbances of amplified music and cacophony of wooing by the traders are kept at bay.The newly developed Market Complex and specially the area outside should not have been utilised for commercial purpose, but to ease the parking problems The spiritual preparation of the villagers and all religious services are well planned The Parish youth do a commendable ,praise worthy and yeomen service in orderly regulating the parking lot . More than that Ravi Naik has to resign from the government as the Home Minister owing moral responsibility as he has utterly failed to bring about discipline among his policemen or rather thugs and criminals who have infiltrated the Goa police force in recent times. Today it seems that the Home minister and the criminals in uniform have tacit understanding of ‘you scratch my back and I’ll scratch yours’. Since Ravi Naik’s tenure as the Home minister the disciplinary force has been sunk to the lowest ebb in self control and discipline. Police officers and constables are involved in all sorts of illegalities from drugs to counterfeit currency to improper investigation in heinous crime to molestations of women. What moral right does the Ravi Naik has to continue as Home Minister. Of course I do not even expect our spineless chief minister Digambar Kamat to demand his resignation from the cabinet nor even strip him of the Home portfolio. With the incident of a young girl being subjected to sexual torture at the police station, I can say without hesitation that police stations in Goa have become unsafe for women. Not that they were any safe for any women to step into at night and that was the reason for directives to be issued that no woman could be arrested from sunset to sunrise. But the men in uniform have got around it by not showing the arrest during this particular period. To site some examples PSI Hiru Kavlekar was hauled up for harassing a lady over the phone asking her to be present at the Cuncolim police station late at night. Another police officer Gajanan Prabhudessai while officiating as a police inspector of Maina-Curtorim police station had slapped a lady in my presence and it was reported in Gomantak Times but as of today he has been promoted as DySP. Another police sub inspector under the guise of investigating a prostitution racket escorted two young girls to Mumbai and instead of keeping them in custody of their counterparts there, booked into a hotel with obvious intention. Can we forget Miramar sex scandal where one police inspector who is presently a DySP was allegedly involved. These same criminals in uniform have not only thrived but continue to be on the police force even after commission of grave crimes. Coming to the present case of the victim who was subjected to sexual torture by constable Vishwavijay Digambar Parab in the presence of other colleagues at the Mapusa police station. She should have not only been protected but commended for having the courage to escape from the clutches of promoters of sex trade, but no, this filthy man in uniform subjected her to further trauma by initially molesting her in the patrol vehicle in presence of a lady constable and another colleague and then bringing her to the Mapusa police station only to condemn her to oral sex. The question before the police department today is why did the other staff present at the Mapusa police station at the time of the incident turn a blind eye to this horrendous act. To which politician does constable Vishwavijay Digambar Parab owe allegiance that forced others to keep mum while the act was on? Why is police inspector Uttam Raut Dessai’s role to hush up the matter is not being questioned. Though he is the PI of Pernem police station, he is also holding charge of Mapusa police station from the where the victim was picked up subjected to torture, molestation and oral sex and then transported to Pernem. In Pernem PI Dessai conducted a mock raid to show that the victim was arrested there while soliciting customers. The incident occurred on 11th August and came to light 15 days later. Was PI Uttam Raut Dessai unaware of this incident, if so he is not fit to be a police officer. This was a cover up act to save constable Parab. PI Dessai is equally responsible for encouraging such horrendous acts at the police and hence has to be suspended and questioned. An FIR should also be registered against all the police personnel present at the time of the incident. Further cover-up is on. SDPO of Mapusa Sammy Tavares has been made in-charge of the enquiry into the matter. He is sure to be influenced by PI Uttam Raut Dessai as both are batchmates. I am sure that Sammy will manage to keep his batchmate out of trouble. Of course it would be more fodder for Sammy Tavares to produce another music CD. In my opinion suspension and arrests of police indulging in such horrendous acts have not conveyed a strong message. Otherwise how would one explain repetition of the 2009 act again in 2011.
