The Inspector General of Police, the Superintendent of Police (Emigration), the two District Collectors and other senior officials of the State Government attended. The Committee noted that against 30 recruiting agents from Goa featuring in the website of the Ministry of Overseas Indian Affairs, the registration of only five such recruiting agents is valid as of today, said a Press note released by the office of NRI Commissioner Eduardo Faleiro. Under Rule 25 of Emigration (Amendment) Rules, 2009, No recruiting agent shall collect from the worker charges more than the equivalent of his wages for forty five days as offered under the employment contract, subject to a maximum of twenty thousand rupees, in respect of services provided to that worker and the recruiting agent shall issue a receipt to that worker for the amount collected by him in this regard. However, the NRI Commissioner said it had come across several cases where persons have paid lakhs of rupees for employment promised abroad. Sometimes, the promise is not fulfilled at all or the job provided is much below that promised. The Police is presently checking whether agencies recruiting labour for foreign countries do carry such business in Goa as per law, said the statement. The Goa NRI Commmissioners Office, in collaboration with the Ministry of Overseas Indian Affairs and Indian Embassies abroad, said it would take necessary steps to assist overseas Goan workers in distress on a means tested basis and in the most deserving cases. This, it promised, would include: * boarding and lodging for housemaids in distress and unskilled labourers; * emergency medical care; * providing air passage to stranded workers in need; * providing initial legal assistance to our workers abroad in deserving cases. * expenditure on incidentals and for air-lifting the mortal remains to Goa of a deceased worker in case the sponsor is unable or unwilling to do so and the family is unable to meet the cost. VOTER ISSUE The NRI Commission also raised the issue of non-resident voters, at its news conference today. It noted that the Representation of People Act, 1950 has been amended by Parliament recently and it now provides that a person overseas who is an Indian citizen and resides abroad temporarily for the purpose of employment, education or otherwise may be registered as a voter in the constituency where the place of residence mentioned in his passport is located. Non-resident Goans who wish to register their names in the electoral rolls should submit to the District Collector who is the Registration Officer of the constituency concerned, the required application and documents alongwith a copy of the passport duly attested by the Embassy in the country where the emigrant resides, said Mr Faleiro. The application form alongwith the guidelines and list of documents required may be viewed and downloaded from our website http://www.globalgoans.org.in We have requested the Goan Associations and well as our Embassies in the Gulf countries to inform Goans there so that they register themselves as voters well before the elections to the Goa Legislative Assembly to be held next year, said Faleiro. KNOW GOA PROGRAMME He also noted that the Know Goa Programme is an orientation programme which has been formulated by The Goa NRI Commission Office for the benefit of youth of -Goan origin in the age group of 18 to 28 years who are not Indian nationals and who have had no opportunity to discover their roots in Goa and in India. Potential participants should have an abiding interest in India in general and Goa in particular and should have distinguished themselves in some field of activity. The Know Goa Programme will be held this year from November 28 to December 12 next. Mr Faleiro said they had received so far applications for participating in the Programme from Diaspora youths in Australia, Canada, New Zealand, Tanzania, U.K and USA. These applications are being scrutinized in consultation with our Embassies in those countries, he added. During their stay in Goa from November 28 to December 6, the participants will be taken to educational, cultural, historical and industrial places of interest. They will visit villages

[Goanet] The Not So Curious Case Of Babu Kavlekar
--- http://www.GOANET.org --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php --- The Not So Curious Case Of Babu Kavlekar Babu Kavlekar has won the Quepem seat in the last two consecutive elections and he has been happy even though he has not been included in the elite select power bastion of the Congress, who obviously pack the power to loot, shoot and scoot. Babu is young, energetic and charming, a crown prince in all respects and aspects of Goan politics, learning the tricks of the trade under the guidance of the two most powerful politicians of South Goa. With the blessings of the two mighty politicians, Babu has been sitting on a gold mine called GIDC for the last ten years as it's chairman, even though he lacks all the required qualifications but that does not matter to the Congress nor the BJP in Goa as, Chairmanship's and President-ship's are dolled out to any Tom, Dick and Harry as long as they can keep them quite to enjoy the loot and let loot political philosophy. It is absolutely disgusting but not surprising to note that most of the Public Corporations and Public Domains are running in the RED. What exactly can be expected of the unqualified politicians who have acquired their bragging rights only because of their money power or political clout and have no expertise or knowledge of the field that they are suppose to run ? Like, what can we expect from an eighth pass Education Minister or even less educated PWD Minister or for that matter the former Tourism Minister who is no better than his bete noire. Bubu Kavlekar has been running the roost at the GIDC for far too long and now his infamy has transcended all limits of reasons and understanding. It's now on record that even his relatives have illegally benefited from his political clout and it was not too long ago that his Godfathers had nominated him to the PAC committee, a logic that is beyond reason and thought and just impossible to understand and digest. How can a person who strongly supports SEZ and still promoting it through IDC and is alleged to be involved in a number of scams related to SEZ be on a committee that's investigating the wrong doing or misappropriations of the very SEZ ? Babu Kavlekar looks to be in a quandary at the moment, as both the previous elections he rode to success on the backs of the ST/SC/BC class who mostly tend to control the outcome of elections in Quepem and his alleged involvement and support against the ST/SC/BC in the Bali fiasco looks to be the final nail in his political coffin, to make matters worse at his power bastion, the Naqueri Panchayat, the tide is slowly but surely turning against him for his sins of commission and omission. His pet project The Food Park and The Auxiliaries Services at Canaguinim, has been facing such stiff, if not an overwhelming opposition form the natives as well as the other people around that area, that he was forced to scrap it, but as our never say die politicians (for money), he too tried to resurrect his pet project in another avtar called IDC, but still the people have wisely opposed it overwhelmingly. The divide that he has caused between the people of Canaguinim with his money power will certainly come to haunt him at the next local hustlings. Looks like Babu Kavlekar has finally been undone by his own arrogance and ambitions, if any of the major parities give Babu Kavlekar a party ticket at the next election, they will certainly be betting on a lame horse, as this horse called Chandrakant (Babu) Kavlekar has certainly outrun himself and out of the political race in his pursuit for monetary gains. The electorate of Quepem are now wiser people, are we not ? Also since the ‘group’ was not identified by the villagers, they were not from the village. Obviously as none mentioned they were masked, else, some would have been identified by the vehicles used at least. So now the question is, why should people not belonging to the village come at night and commit vandalism? Guess all know the answer, religious tolerance ‘a la mod(i)’ I guess! Though Kamat government has been facing heat over alleged instances of illegal mining in the coastal state, the change of leadership is not on the cards at least till Justice M B Shah Commission, probing illegal mining, submits its report and indicts the state leadership if the case be, they said. However, talking to PTI from Delhi, Kamat said his meeting with Sonia Gandhi on Wednesday was a courtesy call. I had not met her after she came back from the treatment. It was just a courtesy call to convey good wishes of people from Goa, Kamat said, adding he was returning today. Kamat's Delhi visit assumed significance as the Congress-led government is pushed to the corner over allegations of illegal mining. A report by the Public Accounts Committee (PAC), led by leader of opposition Manohar Parrikar, tabled in the House estimated the mining scam to the tune of Rs 4,000 crore.

Lampiao. We just paid 5 paise and we got lantern and a candle from the Church volunteers. Those lantern were of plain but different colour papers (like that of ‘noketra fol’) Often, my lantern used to catch fire resulting in throwing away both lantern and the candle. The Procession was about a kilometre long. Today I witness Lantern procession at Bambolim Holy Cross Shrine. It was on the day of Our Lady of Fatima (13.10.11). Sadly, photography/video not allowed inside the shrine (I don’t know why). Big board saying in English, Hindi and Konkani ‘ Photo/Video kaddunk porvangi nam’ So, I have not taken a single pic inside. Not even of the ‘Saibinn’ However, I added some pics of Our Lady from my archive. Here it is.. [Goanet] Bicholim PHC officer gets notice
--- http://www.GOANET.org --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php --- -- Samir Umarye PANAJI: The high court of Bombay at Goa on Monday issued a notice to the medical officer of Bicholim primary health centre (PHC) in a petition seeking inquiry into the alleged custodial death of Rajana alias Kalyani alias Babita Ragnu Gawade on March 6 this year. The petition filed by Jowett D'Souza, a human rights activist, came up for hearing on Monday before a division bench comprising justice A P Lavande and justice R P Sondurbaldota. The petitioner had pointed out that he had filed a complaint with the crime branch against the Bicholim police inspector Harish Madkaikar and others for alleged custodial death and preparing false and incorrect records such as post mortem reports in the case. According to D'Souza's petition, Gawade was arrested for allegedly murdering 50-year-old Babu Motte, a resident of Dhangarwada, Bicholim, when at the time of murder she was actually admitted to the Bicholim PHC. The Bicholim police, in their FIR, mentioned that Motte was murdered between February 25 and 26, but Gawade was in the Bicholim PHC from February 22 till March 2, stated D'Souza. The court will hear the petition further after one week.(ToI)
