r/w 34 IPC.  Ritesh Naik resident of Quitla complained that
on March 3, at Part No.17  18 Quitla Govt.  Primary School,
Anthony Borges and Premanand Mayekar, both r/o Porvorim being
government servants with their common intention obstructed
and threatened the voters against voting and sent them back
home without casting their votes in Part No.17  18 Govt.
Primary School, Quitla by using undue influence on the day of
poll.  Accused Premanand Mayekar r/o Donwado has been
arrested and is in Police custody.  Investigation of the case
is in progress.

* Porvorim PS Cr.No. 33/2012 u/s  171-F, 506 IPC  section
129 of Representation of People Act, 1951.  On March 3, Smt.
Anvari Bhanu r/o Penha de Franca lodged her complaint to the
effect that at Polling Booth Part No.38 of 9-Porvorim
Assembly Constituency, accused Gokuldas Halarnkar being a
government servant (BLO) used undue influence on the vote for
BJP party at the Polling Station of Part No.38 of 9-Porvorim
Assembly Constituency while on election duty and in the
process the noted accused person also instigated and
threatened the voters mostly senior citizens to vote for BJP
candidate.  Further investigation is in progress.

* Bicholim PS Cr.No. 55/2012 u/s  188 IPC section  130 of
Representation of People Act, 1951.  On March 3, at 09.20
hrs, Brendon D’Souza, PSI, Sector Officer for 3-Bicholim
Assembly Constituency complained that at 09.00 hrs, accused
Prashant Shankar Chari r/o Gaonkar wada, Bicholim was found
canvassing within the distance of 100 meters of Bicholim
Municipal Council building outside Polling Booth No.25 for
3-Bicholim Assembly Constituency on the day of poll and also
violated the order of Election Commission of India.  Further
investigation is in progress.  Accused arrested and released
on bail.

* Old Goa PS Cr.No. 29/2012 u/s  171-E, 511, 188 r/w 34 IPC.
At 06.30 hrs Shri Prabhakar Desai, Senior Executive
Magistrate for 16-Mayem Assembly Constituency complained that
at 06.30 hrs, accused 1) Anant Shet r/o Mayem 2) Kashinath
Satardekar r/o Tirthabag Mayem and 3) Kishor Gaonkar r/o
Bhatwadi Curchirem with their common intention were found
carrying in their possession in the car bearing Registration
No.  GA-04-C-0469 campaigning material of the BJP and Cash of
Rs.  3,47,500/- selectively sorted and packed in a number of
envelops bearing name of individual and organizations thereby
attempted to bribe the voter and violated/disobeyed Model
Code of Conduct issued by Election Commission of India.  The
cash has been retained by the complainant for the purpose of
depositing the same in the government treasury.  Accused
Kashinath Satardekar and Kishor Gaonkar were arrested and
released on bail.

  * Panaji PS Cr.No. 74/12 u/s 356, 379, 509, 354 r/w
  511 IPC.  At 09.20 hrs a lady lodged a complaint to
  the effect that at 08.39 hrs, near the Polling
  Station at Government Primary School, Massano de
  Amorem North Wing Panaji accused Yatin Parekh
  candidate of Panaji Constituency outraged her
  modesty and tried to molest her.  In the complaint
  it also stated that the accused further snatched
  away her magalsutra and identity card .
  Investigation of the case is in progress.

  * Panaji PS Cr.No. 75/12 u/s 130(i)(a)(e) of
  Representation of People Act, 1951.  At at 12.10
  hrs Yatin Parrekh, Candidate of Indian National
  Congress, Panaji Constituency, complained that at
  08.30 hrs, accused Mrs.  V.  Naik r/o Gharse Tower,
  M.G.  Road Panaji and other BJP Supporters of
  Panaji Constituency headed by accused person were
  campaigning at Polling Station at the Government
  Primary School, Massano de Amorem North Wing Panaji
  Goa.  They were also wearing BJP membership badges
  which contained the name and symbol of the party.
  Hence accused violated the order issued by the
  Election Commission of India.

* Ponda PS Cr.No. 68/2012 u/s 188 IPC  Sec. 133 of
Representation of People Act 1951.  At 13.00 hrs
Rajendrakumar Pandit, Sr.  Executive Magistrate for 19-Valpoi
Assembly Constituency complained that at 11.30 hrs at Tisk
Usgao, accused Virendra s/o Jaganath Mahalkar r/o Avantinagar
Tisk Usgao, Driver of Sumo No.  GA-05-D-4371 used for
carrying elector/voter for free conveyance for the purpose of
voting at Polling booth No.  19/31 to 19/46 thereby violated
Model Code of Conduct issued by Election Commission of India.
Accused arrested on 03.03.2012 and released on bail the
vehicle attached for the purposed of further investigation.

Catholics hold key to next government in Goa
The preference to BJP, however, is out of frustration over the
“gargantuan corruption” under the Congress rule.

As Goa goes to the polls to elect its 40-member legislative assembly
on Saturday, Catholics in the western Indian state are getting special
attention from unexpected quarters.

The Bharatiya Janata Party (BJP, Indian people’s party), the main
opposition in the current assembly, and its chief ministerial
candidate Manohar Parrikar have realized a bitter truth: No government
can come to power in Goa without the support of the Catholic community
that dominates the state’s southern region.

Efforts were made in the past to dilute this Catholic influence by
forcing the controversial alignment of the Konkani Railway through
this sector, despite opposition from the Church and environmentalists.
But the expected influx of migrants in the area, especially in
Salcette taluka, was minimal.

True, the state’s Catholic population has dwindled from 29 percent to
26 percent in the last decade, but the political clout some
constituencies command in this region even today has convinced the BJP
that it would be better to woo, rather than antagonize, Catholics.

For the first time, in the run-up to the March 3 elections, the BJP
has given six of the 31 seats it contests to Catholics. It has also
given six seats to its regional ally, the Maharashtrawadi Gomantak
Party (MGP).

Both the parties believe predominantly in Hindu ideology though with
varying degrees--the MGP being more moderate, while the BJP being a
far-right Hindu party.

However, the BJP has foisted just three BJP candidates and offered two
to MGP in Salcette – a traditional Congress bastion. The parties have
left three seats in the area.

This apart, Parrikar has gone the extra mile to put Catholics at ease.
Last month, he went touring south Goa, visiting Catholics homes, even
spending a night or lunching with them.

He admitted that he blundered during his previous tenure as the chief
minister, where he was accused of trying to cancel Good Friday as a
public holiday, besides bringing out a CD on Goa’s freedom struggle
that projected Catholics in poor light.

Now, however, he is wooing Catholics, reminding them that it was the
BJP government that met the deadline of a new bypass to Old Goa in
time for the Exposition of the relics of Saint Francis Xavier.

Linette Carvalho, a Catholic insurance employee, says she had seen
Parrikar “watering the surface of the tarmac before the asphalted
strip was cast. He was personally supervising the construction of the
road, so that it was ready in time of the Exposition.”

At election rallies, Parrikar swears that facilities at the next
Exposition would be even better “than any government has done.”

Another effective ploy adopted by the BJP was to rope in the support
of a popular daily among the Catholics, where the paper has seen a
flagrant pro-BJP slant. The BJP candidate for the St Andre
constituency has in his manifesto promised to declare the Procession
of Saints and the Feast of St Anna at the Church of St Anne in
Talaulim as state festivals.

The fact remains that with a significant presence of Catholics
wresting some constituencies from the BJP plank, the community has let
down their guard.

Some BJP loyalists were denied electoral tickets in favor of new
Catholic entrants in the party. The polling pattern on March 3,
however, will clearly indicate that BJP’s popularity is on the rise.

“I will vote for the BJP, even if they may be communal. Who said the
Congress is not communal? Corruption by Congress has crossed limits.
The Congress must be kicked out,” said a member of a diocesan
commission who asked not to be named.

The preference to BJP, however, is not out of love for the saffron
party, but rather frustration over the “gargantum corruption” under
the Congress rule.

Foremost is the mining scam billed to be over 250 billion rupees,
which has resulted in illegal mining, destruction of fertile arable
fileds, pollution of air and water, health hazards, unemployment due
to a status quo on mining, road deaths, parched hilly terrain and
destruction of homes due to floods triggered by indiscriminate mining.

This apart, the Goa Regional Plan 2012 – a land use plan – has seen an
uprising in almost all villages, after even paddy fields and hill
slopes were identified for construction activity.

A Catholic cabinet minister in charge of Town and Country Planning was
exposed for evading some 100 million rupees tax in fraudent land
transactions, where he converted huge tracts of land to builders and
payoffs were in land/built up areas and cash.

Even on the contentious issue of the medium of instruction in primary
schools, the Congress backtracked in court despite a cabinet decision
that grants would be given to schools, irrespective of medium of
instruction, with the 50-odd diocesan schools being

[Goanet] The list system

In our present day electoral system, Parties field candidates for the
Assembly./ parliamentary seats. The candidates need not be only party
candidates, but may also be independents owing/ not owing allegiance to any
party. Some nations prefer the List System.

In the list system, parties as a whole contest for the elections. At the
time of nomination, the party fields a list of candidates which is not more
than the total number of seats in the house. The candidates are listed in
order of preference. At the polls, the voters vote for the party of their
choice. The number of seats won by the party is proportional to the number
of votes polled.

If the elections to the Goa Assembly were conducted on this basis for the
40 seats and say BJP got 52.5 percent of the vote and say Congress got 35
pc of the vote and the rest (i.e. 12.5 p..c) went to Trinamool, then each
party would have the following numbers of candidates in the Assembly: BJP
21 seats, Cong 14 seats and Trinamool 5 seats. Thus the Assembly would
comprise of the first 21 from the BJP list, first 14 from the Cong. list
and first five from the Trinamool list.

The List system is followed in Israel.

Here the issues are more simple. One votes for a party ideology. One gets
the benefit of the best candidates of the various victorious parties.

To enter the 'esteemed' Goa Legislative Assembly, the 'steam' needs to be 
generated by the voters, by the people, and not by the would be legislators.
If one is going to be a GOOD legislator, it depends on his/her capabilities 
and his/her ability to think of GOA and it's people and not of 
himself/herself.
Therefore, those who go visiting every household and knocking on every door 
during election times are PHONEYs.


In fact the people of the constituency ( the ones who count) should be 
knocking at  every door to sound the voters to vote for the person they want 
as their LEGISLATOR.


Many a persons have asked me when I contested in 2005 in Taleigao and  2007 
in Aldona as to why I did not visit households.
And many a persons have asked me why Julius Pereira (Aldona)  or Annabelle 
Pereira (Taleigao) have not visited households [Elections 2012].


And my answer to them has been 'YOU NEED A GOOD LEGISLATOR  to look after 
the affairs of Goa and Goans. So you should be visiting the Candidates and 
not them to you.  If you will cast your vote if the candidate begs for it at 
your door, then please don't vote for our candidate/s. Vote for Narvekars 
and Jennifers and take what you get.

PS:
GRA-GSRP is going to change this mind-set of the people about candidates 
making  house-to-house calls just before elections.
Also, there is not going to be noisy campaign vehicles trying to attract 
attention of voters ( which does not).
And there will be no distributing of money and laddos but asking the voters 
to contribute towards the election expenses of our candidates to make the 
process participatory and not one sided.
Voters should not be pampered by candidates. It has to be the 
other-way-round.

Makes Sense? Mostly, It will not.
Therefore, this is our DEMOCRACY,  where Pandit Jawaharlal Nehru, the 
champion of India's DEMOCRACY is on record for having said that THE VALUE 
OF A VOTE IN INDIA IS THE PRICE OF A MEAL

And Narvekars, Babushes, Parrikars etc  of GOA are proving him right.

the next five years. For any help if you go and sit at their
door you are neglected. It happened to me with our ex MLA
Dayanand Narvemkar. All of them need your help only during
election time.

I go home every year in December for Christmas Feast and New year.
For past three years this young lad stepped my door to wish me and my
family for Christmas. He not only stepped in my house but I saw him 
entering

every Kristaum house in my Vaddo. He now is the Independent Candidate
in Porvorim Constituency.

Mr Rohan Kaunte wish you best of luck and sure you will be elected to 
power.

Dear goanet readers,

For the sake of all of those in Goa who are dying to partake of alcoholic 
liquid refreshment banned for the sake of clear 
heads in the election process that should be completed by sunset, can I ask all 
the ladies who are allocated as managers 
for the counting process to do this fast, fast. As you know most Goan men do 
not feel properly dressed without a watch 
on their hand, even then things run late and it is not Portuguese timing. There 
are five other States in India also voting 
today but their results cannot be declared until Goa State finishes its 
counting process. Is this part of the special status or 
is it because we are considered slow? Either way, hopefully, we will know the 
results fast, fast, latest 5 March 2012.

On that date, may be the best candidates take up office in Goa and give all 
Goykars a brighter future.

Angry Goans flock to anti-graft crusades

PANAJI: The hype and publicity created by the Team Anna campaign in its 
fight for the Jan Lokpal Bill some months ago has not been lost. It has 
helped draw in the crowd when its crusaders stepped onto Goan shores to 
spread awareness before the March 3 election.


In Vasco, around 250 persons crammed into the hall at Vidhyadhiraj 
Bhavan. The audience comprised youth, students and educated people. No 
election candidate or politician was present.


Ravika Singh, a student, said, Though we have no right to vote, by 
coming here we gained immense knowledge. Kiran Bedi informed us about 
the 49 (O) rule which speaks about 'no vote'. We can inform parents and 
friends about this. They can opt for this if they find that nobody in 
the list is an appropriate candidate to vote for.


Dr R Menezes said, At times, it so happens that we vote with a sense of 
responsibility, but the person fails to live up to our expectation.


Bedi asked Vascoites to organize town hall meetings once every three 
months with the help of IAC members and question their respective MLAs 
about what work they had undertaken as this would bring about a sense of 
accountability in them.


The public meeting at Ponda-Tiska on Wednesday evening saw almost 5,000 
people from Ponda and surrounding areas in attendance.


People belonging to all political parties attended the meeting despite 
there being public meetings of their own parties held elsewhere. Vijay 
Gaonkar, a resident of Khandepar, said he had attended the meeting to 
express his support to the movement initiated by the crusader Anna 
Hazare. The India Against Corruption (IAC) movement dreams of a 
corruption-free government and I support the cause. The movement does 
neither support nor oppose any political party. However, the movement is 
against graft and I wholeheartedly support the movement, he said.


T Narendra, a resident of Ponda, said the meeting had propagated voting 
for a good candidate rather than abstaining from voting. Voting is our 
right and we have to use it. But while casting our vote, we have to 
wisely choose the candidate on his personal merits and not by the name 
of the party, Narendra said.


People from Bicholim and surrounding areas enthusiastically came out in 
large numbers to support the crusade against corruption. While people 
are known to be paid for attending a politician's rally, it was an 
entirely different scenario in Bicholim on Wednesday. I am confident 
that the agitation undertaken by Anna Hazare and his team will

time, said Rukma Dessai, a young voter from Margao, adding that she 
hoped that the IAC activists have sent out the right message at the 
right time.

This list system as u call it is certainly Not suited to a multi cultural, muti 
religion place like India; where all sorts of ideologies, liberal, fascists etc 
come up. It is definitely not conducive to minority rights 'protection' either.

In our present day electoral system, Parties field candidates for the
Assembly./ parliamentary seats. The candidates need not be only party
candidates, but may also be independents owing/ not owing allegiance to any
party. Some nations prefer the List System.

In the list system, parties as a whole contest for the elections. At the
time of nomination, the party fields a list of candidates which is not more
than the total number of seats in the house. The candidates are listed in
order of preference. At the polls, the voters vote for the party of their
choice. The number of seats won by the party is proportional to the number
of votes polled.

If the elections to the Goa Assembly were conducted on this basis for the
40 seats and say BJP got 52.5 percent of the vote and say Congress got 35
pc of the vote and the rest (i.e. 12.5 p..c) went to Trinamool, then each
party would have the following numbers of candidates in the Assembly: BJP
21 seats, Cong 14 seats and Trinamool 5 seats. Thus the Assembly would
comprise of the first 21 from the BJP list, first 14 from the Cong. list
and first five from the Trinamool list.

The List system is followed in Israel.

Here the issues are more simple. One votes for a party ideology. One gets
the benefit of the best candidates of the various victorious parties.

Mr Shantaram Naik M.P., Secretary AICC  in a complaint filed before the 
Chief Electoral Officer has complained that Shri Manohar Parrikar has 
given an interview to a television Chanel near a polling booth, stating 
that people are coming in high percentage in order to vote against 
Congress Government.


Mr Naik has stated that this canvassing near polling booth violates 
sections 126 and 130 of the Representation of the People Act, 1951. 
Since Mr Parrikar has committed cognizable offence, he deserves to be 
arrested.


If such offences are taken lightly, the Commission will not be doing 
justice to the concept of holding free and fair elections.

on March 3, at Part No.17  18 Quitla Govt.  Primary School,
Anthony Borges and Premanand Mayekar, both r/o Porvorim being
government servants with their common intention obstructed
and threatened the voters against voting and sent them back
home without casting their votes in Part No.17  18 Govt.
Primary School, Quitla by using undue influence on the day of
poll.  Accused Premanand Mayekar r/o Donwado has been
arrested and is in Police custody.  Investigation of the case
is in progress.

* Porvorim PS Cr.No. 33/2012 u/s  171-F, 506 IPC  section
129 of Representation of People Act, 1951.  On March 3, Smt.
Anvari Bhanu r/o Penha de Franca lodged her complaint to the
effect that at Polling Booth Part No.38 of 9-Porvorim
Assembly Constituency, accused Gokuldas Halarnkar being a
government servant (BLO) used undue influence on the vote for
BJP party at the Polling Station of Part No.38 of 9-Porvorim
Assembly Constituency while on election duty and in the
process the noted accused person also instigated and
threatened the voters mostly senior citizens to vote for BJP
candidate.  Further investigation is in progress.

* Bicholim PS Cr.No. 55/2012 u/s  188 IPC section  130 of
Representation of People Act, 1951.  On March 3, at 09.20
hrs, Brendon D’Souza, PSI, Sector Officer for 3-Bicholim
Assembly Constituency complained that at 09.00 hrs, accused
Prashant Shankar Chari r/o Gaonkar wada, Bicholim was found
canvassing within the distance of 100 meters of Bicholim
Municipal Council building outside Polling Booth No.25 for
3-Bicholim Assembly Constituency on the day of poll and also
violated the order of Election Commission of India.  Further
investigation is in progress.  Accused arrested and released
on bail.

* Old Goa PS Cr.No. 29/2012 u/s  171-E, 511, 188 r/w 34 IPC.
At 06.30 hrs Shri Prabhakar Desai, Senior Executive
Magistrate for 16-Mayem Assembly Constituency complained that
at 06.30 hrs, accused 1) Anant Shet r/o Mayem 2) Kashinath
Satardekar r/o Tirthabag Mayem and 3) Kishor Gaonkar r/o
Bhatwadi Curchirem with their common intention were found
carrying in their possession in the car bearing Registration
No.  GA-04-C-0469 campaigning material of the BJP and Cash of
Rs.  3,47,500/- selectively sorted and packed in a number of
envelops bearing name of individual and organizations thereby
attempted to bribe the voter and violated/disobeyed Model
Code of Conduct issued by Election Commission of India.  The
cash has been retained by the complainant for the purpose of
depositing the same in the government treasury.  Accused
Kashinath Satardekar and Kishor Gaonkar were arrested and
released on bail.

  * Panaji PS Cr.No. 74/12 u/s 356, 379, 509, 354 r/w
  511 IPC.  At 09.20 hrs a lady lodged a complaint to
  the effect that at 08.39 hrs, near the Polling
  Station at Government Primary School, Massano de
  Amorem North Wing Panaji accused Yatin Parekh
  candidate of Panaji Constituency outraged her
  modesty and tried to molest her.  In the complaint
  it also stated that the accused further snatched
  away her magalsutra and identity card .
  Investigation of the case is in progress.

  * Panaji PS Cr.No. 75/12 u/s 130(i)(a)(e) of
  Representation of People Act, 1951.  At at 12.10
  hrs Yatin Parrekh, Candidate of Indian National
  Congress, Panaji Constituency, complained that at
  08.30 hrs, accused Mrs.  V.  Naik r/o Gharse Tower,
  M.G.  Road Panaji and other BJP Supporters of
  Panaji Constituency headed by accused person were
  campaigning at Polling Station at the Government
  Primary School, Massano de Amorem North Wing Panaji
  Goa.  They were also wearing BJP membership badges
  which contained the name and symbol of the party.
  Hence accused violated the order issued by the
  Election Commission of India.

* Ponda PS Cr.No. 68/2012 u/s 188 IPC  Sec. 133 of
Representation of People Act 1951.  At 13.00 hrs
Rajendrakumar Pandit, Sr.  Executive Magistrate for 19-Valpoi
Assembly Constituency complained that at 11.30 hrs at Tisk

carrying elector/voter for free conveyance for the purpose of
voting at Polling booth No.  19/31 to 19/46 thereby violated

Brought back so many memories!  It is the only old chawl to have survived
in the area.  The surroundings today have the look of a concrete slum (thank
you, Kamat Destroyers, for nothing).

I remember the days... after dark you had to first cross the cemetery (our
pace and heart rate always quickened at that location).  Then you came
to the fork in the road.  The right limb took us home to Tadmad.  The left
limb took you to 'tambdi mati.'  It was then a feared route (after dark),
heavily wooded and deathly still.  All gone now, with the slumification
of St Inez/Taleigao.

At any rate, a little beyond the fork was the Happy Kids Nursery School, 
started 
in the early 1970s in her (then) home by the late Mrs Kunda Chitre with active 
participation of her late husband Dr. Vijay Chitre, two exceptional human 
beings.  
Dr. Chitre later went on to become Head of the Biochemistry Dept at Goa Medical
College.  Their son Dr Vivek Chitre (my dear old childhood friend) is today in 
the UK and daughter Dr. Vidya Chitre teaches at Goa Dental College.

There is so much of local history to be recorded (before the upstarts
begin inventing their 'contributions').

I do not see why this system should not protect minority rights. Concerted
efforts have been made by some of the 'Majority' to do away with minority
rights, but minorities are still protected. Making a sweeping statement
that it can and will lead to Brutes' majority rule does not make it so.

If you have a justification for making such a statement, I will certainly
be glad to try and follow your reasoning.

Although the present day majority can snuff out minority rights, it hasn't
happened yet. THE POWER OF INDIAN DEMOCRACY

Five years down the line and your piece still reads as fresh as ever.
If like me one has not noticed the publication date at the bottom, it
is only when one gets to the paragraph below that one realises that
the article is three years old (HCN has been neutered and goa plus is
not on TV and Arvind Bhatikar is no longer on Prudent):

So now I get watch my ‘stomach full’ of Goa 365, Herald News Channel,
Prudent Media and even Goa Plus which intermittently appears between
scratchy pirated Hindi movies on a channel called X5. Prudent has
definitely been providing us viewers with the best election coverage.
I had decided to boycott Prudent because it was owned by the dastardly
Timblos but then I couldn’t avoid Sandesh’s innovative, provocative,
entertaining and fair coverage. Now I have decided to boycott only
what Arvind Bhatikar says and writes.

Good going man! If the articles still read well despite passing the
best by...then it is time to consider putting them together as a
book.

Special Status for Goa  -  A must

The recent utterances by Pranab Mukerjee and Nitin Gadkari that there is 
no provision in the Constitution of India for Special Status, must not 
only be condemned and rejected but taken very seriously by Goans.  It 
only confirms that the central parties and its leaders are not at all 
bothered  about  Goans and their identity.   Goa is too insignificant 
for them and their only interest is to capture power with empty promises 
and rule the state, which is clearly evident by their descending on Goan 
soil, only during election time.  Octogenarian Pranab Mukerjee, having 
served decades in power, must gracefully retire from active politics and 
devote time to his other interests like Poetry, so that a young 
generation of new politicians will emerge, to better understand the 
needs  and aspirations of our State and its future.


It is a shame that not even one of our 40 MLAs, has the guts to refute 
such remarks, which is an insult to Goans.  However, bravo to our MP, 
Shantaram Naik, who alone  has the courage and rightly pointed out, that 
Special status is possible, by bringing in Constitutional amendment.  It 
is time to tell the central leaders that they would be unwelcome to Goa, 
if the demand for Special status is ignored, in spite of the unanimous 
resolution adopted  by the Goa Legislative Assembly.


Constitutional changes become necessary with the advent of time and 
therefore we elect parliamentarians to do the job.   How and why, in 
number of instances constitutional amendments and ordinances are rushed 
 to  protect the rich and powerful, bypassing existing laws and even 
Supreme  Court verdicts;  can Pranab Mukerjee or Nitin Gadkari explain 
to the people of Goa ?


The basic tenets of a Constitution is to safeguard the ethnic identity 
and well being of its people. In a vast country like India with diverse 
culture and ethnicity, it is all the more imperative, to protect its 
minorities from being displaced.  For this reason, many smaller Indian 
states like, Assam, Mizoram, Sikkim, Nagaland, Arunachal Pradesh etc. 
are protected by granting Special status under the very same Constitution.


Goa, being one of the tiniest states of India, with very limited  land 
resource, sensitive ecology  and a small ethnic population, which in the 
last 50 years is dwindling below the ‘community survival ratio’, (around 
1 birth for every 2 deaths) makes it a fit case to demand Special 
status.  India’s first Prime Minister Jawaharlal Nehru rightly stated 
that Goa’s unique identity must be preserved.


While more than half the damage is already done, Special status remains 
the only alternative to safeguard our scarce agricultural and forest 
lands from the multinational companies who are out to convert our 
villages, hills, forests and urbanise the entire state. Land ownership 
is fast changing hands and if this trend continues, Goans will soon be 
wiped out only to be recorded in history books.


The first demand for Special Status was made by none other than Matanhy 
Saldanha in 2004 under Goa’s Movement for Special Status. Subsequently, 
this issue has become popular, gaining momentum during last 2 elections 
and in this particular election, is on every party’s manifesto. The 
unanimous resolution passed by the Goa Assembly is a strong case and 
must be pursued by the new Goverment relentlessy with the Centre, and 
this can happen only if our elected represenatatives are sincere, honest

Stand Up, Speak Up: The brave shall inherit Goa

Knock….knock, knock ….is the persistent drumming on my door early 
morning. Pissed to be dragged off my cup of tea on a Sunday morning -- 
my I-don’t-care-to-be-disturbed day of rest, especially if it’s a 
neighbourhood political wannabe trooping around these days who has 
suddenly discovered your existence – I storm to my door and peek out of 
the peep hole to give the intruder a thunderous piece of my mind. The 
sight is distorted. I rub my eyes, rub the dust off the peek hole… the 
vision is still distorted, I peer again ..concentrating…What I see is 
unexpected…That’s no smiling neta. I almost think it’s a slip of the 
eye…On a Sunday? Really? I see the familiar face….but why am I alarmed? 
And the pounding of my heart, did it just catch a breath in my chest? I 
pull on the door chain, cautious, and open the door…It couldn’t be. Not 
on a Sunday. I’ve had a hard week. Come on. But it is…..and I can’t shut 
the door, like you would knock a sales man off your doormat. It is a 
moment when the merry chirping of birds greeting the early morning, 
drops dead silent, instinct requiring a moment to decide: flee or fight.


I’m usually the fight person, so I open the door wide… A familiar nod of 
mutual respect, no words of greeting required. I go back to my tea, now 
limp cold in my steaming cup. I pour another for my Sunday visitor….and 
wait…in silence. There are no words needed for kindred spirits..


I see twitching of the fingers as the hand reaches out for the cup…I 
help. It must have been a long walk, knowing the pathetic state of 
transportation in the State. Have you noticed that the desperate 
improvement of this vital infrastructure has not featured on any 
political manifesto so far? Sure, they want to change the language we 
speak and teach?!! .. My mind shoots off, rambling, crunching the 
political paperwork I have been reading off my desk these days. My 
visitor fidgets, finally looking me straight in the eye to arrest my 
attention… ’Why have you been silent?’ She finally asks me. ’I have been 
listening to your anguish, and seeing the distorted threads of your 
dreams’…’You, who see so clearly…why are you silent?’ ’Comforting 
yourself with monotony and writing tears of anguish into empty 
pages’….’Why are you silent, child?’ In reflex I almost turn to snap…but 
my tongue is alien in my mouth…lifeless. The warm tea doing nothing to 
beat life into it.


She torments, ’I heard your anguish tears the day the waters of Calvin 
swallowed the lives of our little children.’ ’Yes, my heart cried, but 
you were sobbing, so loud, I had to pause the tide flowing coursing its 
way across the belly of Goa.’ ’And your anger...your rage…it never fails 
to make me smile, because you don’t give up.’ ’I had to come see you.’ 
’Yes, on your Sunday, to make you understand that it has to come to 
pass.’ ’For man’s greed and abandonment of his spiritual greatness will 
exert the toll from the innocent…on the soil you love so much.’ ’Those 
little children are safe, don’t grieve.. but I cannot promise you that 
your Goa is safe. It has to come to pass.’ ’And it is not your fault.’ 
’But I have come to tell you that the brave will have to stand up, stand 
guard, for it is who you are, because you see clearly’…


Since my last column went to print, much has changed of my beloved Goa. 
And in retaliation, so have I. Like a child fighting with her mother, 
the very evils we wrote of, lashed about, spoken freely in foresight 
have stolen the sleep from our eyes. We have laid our little children 
into their early graves, we have abused our young women into frightening 
adulthood, we have turned our streets into killer neighbourhoods, we 
have dug up our forests into death traps, waiting to break open and 
swallow us alive…The people we love into an existence of selfishness, 
where friendships and loyalty are measured by how many parties you 
attend and who you suck up to. Celebrating mediocrity of thought, art 
and life as a norm…Jostling for foot space to be noticed in newspapers, 
insecure about who gets the best seat at the front row, who drives the 
best-est wheels, which latest technology their brats take to school. 
Yes, I have been silent…watching, fretting, watching…waiting…let them 
all go to hell.


But Goa and her young, those I meet when I meet them, over a lecture at 
a college class, a meeting room, my work or chill space, looking for 
inspiration, looking to aspire, looking for a spark that will sing with 
my soul. Will YOU, young Goa, be the voice of Goa’s anguish? To put your 
foot down and say, ’We’ve had enough?’ WTF?’


I raise two young in my own home. I seek everyday to see a reflection of 
who we are in their eyes, to know if I can be privy to the adulthood 
that awaits them. Have I done enough? Do I need to do more? The parents 
of Calvin, I know for certain, had a dream for their own, for the 
toughest test of life is

 Congratulations on a marvelously thought-out piece. I will 
naturally vote for it.
 I was particularly intrigued by your reference to Naresh 
Fernandes, who recounts in his marvellously engaging book, by 1916 
there was an almost entirely Goan orchestra playing at the Taj Mahal 
Hotel in Bombay. That orchestra was started by my father, Oscar Rangel 
Ribeiro, at Dorab Tata's request. He tells the full story of how the 
group was started in volume 2 of his memoir, which covers the period 
1909-1921. The memoir names some of the musicians and tells how they 
were recruited, and also talks about Dorab's initial salary offer for 
the players and how that amount was changed to a higher figure.
 The Bombay Chamber Orchestra was founded by Edward Behr in 1924. A 
group photograph in my possession is reproduced in Goa: Aparanta, 
published by Goa Publications in 2008. Dominic Pereira, my teacher for 
a while, was one of the violinists, as was Sebastian Vaz, my future 
father-in-law.  You rightly point out that later, Dominic became the 
concertmaster of another orchestra full of Goans, the Bombay 
Philharmonic, but obviously are not aware that Sebastian Vaz became the 
concertmaster of the far more important Bombay Symphony Orchestra, 
conducted by Jules Craen. The BSO was later conducted by Mehli Mehta, 
and accompanied such international stars as Yehudi Menuhin in major 
concertos. The BPO was founded and led by the conductor Cecil Mendoza. 
Yet another orchestra was founded around 1950 by Victor Paranjoti, who 
also founded the Bombay Madrigal Singers.
 I must now buy a copy of Naresh's book for my own library and 
compare his account with my own memories of the Bombay music scene, 
covering the period 1939-1956. It should be an interesting exercise.

Five years down the line and your piece still reads as fresh as ever.
If like me one has not noticed the publication date at the bottom, it
is only when one gets to the paragraph below that one realises that
the article is three years old (HCN has been neutered and goa plus is
not on TV and Arvind Bhatikar is no longer on Prudent):

So now I get watch my ‘stomach full’ of Goa 365, Herald News Channel,
Prudent Media and even Goa Plus which intermittently appears between
scratchy pirated Hindi movies on a channel called X5. Prudent has
definitely been providing us viewers with the best election coverage.
I had decided to boycott Prudent because it was owned by the dastardly
Timblos but then I couldn’t avoid Sandesh’s innovative, provocative,
entertaining and fair coverage. Now I have decided to boycott only
what Arvind Bhatikar says and writes.

Good going man! If the articles still read well despite passing the
best by...then it is time to consider putting them together as a
book.

I invite you to refer to the Constitution of India wsr to Electoral
Law and ascertain whether there are any provisions for such a method
of election or selection at the Lok Sabha/Vidhan Sabha level.

A number of countries around the world have received calls for
'proportional representation'. These calls have almost always come
from third and fourth placed parties.

I do not see the major parties working up enough energy to organise
the appropriate amendment needed in order to make it happen. Even in
the UK, the Liberal Party which is presently in the governing
coalition, is having a tough time making it happen.

ps: besides for intellectual debate, I see no reason for me to
contribute further on this 'pie in the sky' (at the moment) idea of
Lists.

[Goanet] Why I Voted For Goa.

For March 3rd (Goa Election Day), I have done something that I never thought I 
would do in my life. I flew specially for 2 days, so as to Vote for Goa. Some 
commended me, Some were inspired, Some were surprised, Some were confused, Some 
laughed and Some Mocked or were sarcastic; So I got it all. The main thing 
however was what I wanted to do from within, for the land of my birth and for 
the Great Hope I have, that we can really change things for the better; with 
more Goans just doing their little bit. Too often we complain, accept the 
status quo, compromise on our values or principles or current state of 
despicible politicians or give in to our poor political mentality and then 
wonder things don't get better for Goa. Whilst results are still not out, I 
feel that I have still won because I voted to register what I truly want for 
Goa, which includes my individual protest against all the serious issues of 
enormous implications in Goa today. Many say sometimes true change is not 
possible in Goa to which I do not agree, as I strongly believe that the more 
people we inspire for this seemingly impossible task, the higher are our 
chances to realise the Outcome we truly desire.  However to do so, we have to 
first start with ourselves!!

Same with the Fatorda stadium (should really be named after Monte
Cruz) and the Vascu stadium should be named after some legends of Goan
football who brought joy and excitement to the folks of the days gone
byor maybe Benao, the unsung hero from the commentary box.
Today, we pay a buck to watch some sub-standard local, deshi and
Afrikan imports? There is no joy in the game!!

The politician or the mathematician whose name dons the
stadium.wot do they know of football?
Pardon me for repeatinghad we celebrated our own heroes, we may
not have gotten to this sorry state.

Why are we drafting singular principled  theorised articles like this? 
It is a compartmentalised way of life.


Politics is not about trusting a specific Religion to do its job for the 
state, its the PERSON/INDIVIDUAL with the right principles that brings 
in efficiency and foresight! The lack of this fundamental difference is 
the very reason Democracy seems to be a 'failure' in Goa  India this 
current century.

For March 3rd (Goa Election Day), I have done something that I never thought 
I would do in my life. I flew specially for 2 days, so as to Vote for Goa. 
Some commended me, Some were inspired, Some were surprised, Some were 
confused, Some laughed and Some Mocked or were sarcastic; So I got it all. 
The main thing however was what I wanted to do from within, for the land of 
my birth and for the Great Hope I have, that we can really change things for 
the better; with more Goans just doing their little bit. Too often we 
complain, accept the status quo, compromise on our values or principles or 
current state of despicible politicians or give in to our poor political 
mentality and then wonder things don't get better for Goa. Whilst results 
are still not out, I feel that I have still won because I voted to register 
what I truly want for Goa, which includes my individual protest against all 
the serious issues of enormous implications in Goa today. Many say sometimes 
true change is not possible in Goa to which I do not agree, as I strongly 
believe that the more people we inspire for this seemingly impossible task, 
the higher are our chances to realise the Outcome we truly desire.  However 
to do so, we have to first start with ourselves!!

[Goanet] Photo History of Goans in East Africa

Hi Mervyn !
 
Goans in East Africa were not only multi-talented in sports, but also in music 
and in the case of  Toronto's  singer
Henry Braganza- a former  well known Nairobi field hockey player and 
table-tennis  stalwart  - it was in the
family as his sister - Alice Dsouza and her daughter were well known badminton 
players.
 
Alban Fernandes  not only captained Tanzania  in cricket and field hockey, but 
also had the unique distinction
of captaining the East African teams in both games at some test matches. 
Unfortunately I do not know the
period; and whilst the late Armand Chic Saldanha from Tanzania  represented 
East Africa - (he was once
the 12th man for the Tanzanian  cricket team)- I do not know of  any other 
goans from Tanzania who
represented East Africa in either  games.
 
Basil D'Cunha -the leg spin bowler  was one of the few goans to represent 
Kenya; but Uganda - at one moment-
was represented by five goans. These included Captain and Vice -Captain - Peter 
and Charlie DeSouza, the
all-rounder - Lawrence Fernandes and the fast bowler and ex- Barclays Banker- 
Michael D'Sa who died
in New York city last year.
 
I do not remember  the fifth goan , but it could be  a Norman Quadros who 
became the East African
table- tennis champion champion in the sixties after beating Kenya's top 
player  - Bandari.
 
May be some ex- Kenyan or Ugandan goanetters  or the Toronto Star's Norman Da 
Costa  could shed some light on the subject.

When it mattered, Goa rose spectacularly to the occasion. On Election 
Day, the state's residents chucked aside with a vengeance the perception 
of being 'socegado', and lined up before polling booths in every nook 
and cranny of Goa. From youth to nonagenarians, four-fifths of a million 
stood resolutely for change. Sunday Times of India visits a few key 
constituencies to catch the vibe


It's a neck-and-neck fight in the 23 constituencies of North Goa between 
the Bharatiya Janata Party (BJP)-Maharastrawadi Gomantak Party (MGP) 
alliance and the Congress-NCP one, with a slight edge to the former. 
Political observers say that the huge turn out was due to 
anti-incumbency and also due to strict poll monitoring system. In 
Pernem, Sports minister Manohar (Babu) Azgaonkar is said to be on a 
sticky wicket. Former Vasco MLA Rajendra Arlekar who shifted to the SC 
reserved seat of Pernem, is likely to become MLA again. In Mandrem, 
though, it could be anybody's game. BJP president and sitting MLA 
Laxmikant Parsekar was in a close contest with Congress Dayanand Sopte 
and Trinamool Congress Sameer Salgaocar. In Bardez, out of seven 
constituencies, BJP expected to do well. Observers say that Siolim and 
Mapusa are likely to be retained by the BJP candidates and sitting MLAs 
Dayanand Mandrekar and Francisco D' Souza. BJP also expects to retain 
Saligao, which witnessed an intense fight involving independent Tulio de 
Souza and NCP Suresh Parulekar. Congress-NCP alliance candidates were on 
a strong footing in Aldona and Tivim. In Porvorim, Independent candidate 
Rohan Khaunte was engaged in a close encounter with BJP candidate Govind 
Parvatkar and NCP's Fermeena Khaunte. In a late evening development, 
supporters of Rohan had a celebration in Porvorim claiming victory. 
Calangute also witnesssed a close tie between Michael Lobo who is 
supported by Calangute sarpanch Joseph Sequeira and sitting MLA Agnelo 
Fernandes. The fight was so intense that Fernandes filed a compalint of 
threat to kill against sequeira. Analysts say that a photo finish is to 
be expected in St Cruz, where the fight is between education minister 
and Congress candidate Antanasio 'Babush' Monserrate, MGP candidate 
Dinar Tarcar and independent candidate Rudolf Fernandes . Meanwhile in 
Ponda, the MGP is likely to retain both seats by Dhavlikar brother, 
Marcaim: Ramkrishna 'Sudin' Dhavlikar and Priol: Pandurang 'Deepak' 
Dhavilakar.

Except for a stray incident between a candidate an opposition worker, 
polling was largely peaceful in the capital, where the mostcommon 
complaint was the slow pace of voting. I have been standing at one spot 
in this line for 20 minutes. The line is not moving ahead. It should 
(ideally) be fast, said a middle-aged voter who requested anonymity. BJP 
candidate Manohar Parrikar said The high turnout is to throw the 
government out. People want change. I can sense that. The snail pace 
voting did not escape Parrikar's attention. The speed (of voting) is 
slow. My agents are giving feedback to the election commission, said 
Parrikar. Congress candidate Yatin Parekh too felt the high turnout 
would aid his prospects. People are looking for change, said Parekh.


Cumbharjua

Cumbharjua's voters came out in strong numbers to exercise their 
franchise on Saturday. One voter said that two major candidates were 
running neck-and-neck with a former MLA having a slight edge. At another 
polling booth, a voter told STOI there was no major anti-incumbency in 
the constituency. There were serpentine queues in many polling booths 
and voters seemed exasperated about the new procedures (fingerprinting 
and photography) introduced for this election.We have the EPIC card 
plus the voter's slip, said an elderly voter. Why do they need these 
additional measures? he questioned. Asked his thoughts on the high 
voter turnout, independent candidate Bismarque Dias, a priest, said, It 
is fantastic. I have great confidence. The people's decision is my 
victory. We have given them a choice.


Poriem, Valpoi

Voters thronged the polling booths of Sattari's Poriem and Valpoi 
constituencies where the fates of the father-son duo of Pratapsingh and 
Vishwajit Rane are on the line. The turnout in Poriem left the Congress 
hoping their speaker in the legislative assembly will retain his fiefdom 
of over three decades, while the BJP is also hopeful that people have 
voted for Vishwajit Krishnarao Rane. At Invrem, a hamlet of the village 
panchayat of Thane-Dongurli, over 80% voters voted. The villagers are 
largely dissatisfied as their land rights' issue is yet to be solved 
while a proper rehabilitation package has also yet to be given after the 
ban on kumeri cultivation.Vishnu Yeshwant Gawas, 67, said, This time we 
have decided to vote for the BJP as our MLA representing us for over 
three decades has failed miserably in solving our land ownership issue.

The picturesque village of Kópasker (Kópa = seal pup, sker = skerry) on
Öxarfjörður in northeast Iceland was nearly wiped out in a severe earthquake
in 1976. Sparse in population (135, at last count) and remote, an air of
melancholy pervades the air. The area is very rich in birdlife.
