A House of crorepatis in Goa SPECIAL CORRESPONDENT In Goa, victorious MLAs fielded by every major party are facing criminal cases, whereas 37 (93 per cent) of the 40 newly elected members of the Assembly are ‘crorepatis,' compared to 55 per cent in the 2007 elections. Goa once again has only one (3 per cent) woman MLA. The analysis released on Saturday by Association for Democratic Reforms (ADR) and National Election Watch is based on the information supplied by candidates while filing nomination. According to the study of criminal, financial, educational and gender and other details of the newly elected MLAs, criminal cases are pending against 7 out of 21 (33 per cent) MLAs from the ruling BJP. While the Opposition Congress has 3 out of 9 MLAs (33 per cent) and Goa Vikas Party 1 out of 2 MLAs (50 per cent) who have criminal cases against them. One Independent out of 5 (20 per cent) also has a criminal record. Out of these 12 elected candidates, 3 have declared serious criminal charges like extortion, abetment of suicide, voluntarily causing grievous hurt, etc. The Congress has 2 and GVP has 1 such MLA. The highest number of criminal cases has been registered against Fransico Xavier Pacheco of GVP, an MLA from Nuvem and former Tourism Minister. He declared 10 cases against himself, including charges related to extortion and abetment of suicide. Atanasio Monserrate (of Congress from St. Cruz) has declared 2 cases against himself, including 3 charges related to voluntarily causing hurt. His wife Jennifer Monserrate (of Congress from Taleigao) has declared 1 case, including 3 charges related to voluntarily causing hurt. The former Speaker, Pratapsingh Rane of the Congress, has declared maximum assets worth Rs. 25.87 crore, followed by Vijai Sardesai (an Independent from Fatorda constituency) with Rs. 25.21 crore, and Ms. Monserrate, Rs. 23.07crore. Only 3 MLAs have declared assets worth less than Rs. 1 crore. Twelve (30 per cent) of the 40 MLAs analysed declared liabilities of Rs. 1 crore and above. Among major parties, the average asset per candidate for Congress is Rs. 13.41 crore, for Maharashtrawadi Gomantak Party (the BJP's alliance partners) it is Rs 6.78 crores, for the BJP it is Rs. 4.96 crore, and GVP Rs 4.43 crore. A total of 20 (50 per cent) Goa MLAs are graduates or with higher educational qualifications. Only 2 (5 per cent) MLAs are 8th pass or below. The average assets of 27 MLAs who re-contested was Rs. 2.68 crore in 2007, against Rs. 7.27 crore this year. Lavoo Mamledar of the MGP, elected from Ponda, is the only MLA who has shown a decrease in his assets. Bound to the Land TNN | Mar 13, 2012, 04.10AM IST Panchanama Ona-Maulinguem-Curchirem-Bicholim Maulinguem, a village spread across 735.30 ha, is home to about 1,000 residents who, 50 years after Goa's liberation from Portuguese rule, are still bound by feudalism. The erstwhile rulers had deemed that together with Ona and Curchirem, Maulinguem would serve as revenue lands to the Rane clan. This Mokasdari system exists to date in Maulinguem, while for Ona (189.70 ha) and Curchirem (770.17 ha) the land owner is now the government of Goa. Maulinguem's land was owned, till his death very recently, by Baba Rane. The absence of a successor is an added worry for locals who in the absence of ownership rights are unable to avail government schemes, mortgages or even permission to construct their homes. Interestingly, despite the Rane clan producing two astute politicians-Poriem MLA Pratapsingh Rane, a former assembly speaker and a five-time chief minister and his son, Valpoi MLA Vishwajit Rane, a former health minister-efforts to improve the lives of Maulinguem's residents began just two years ago. The residents are mostly illiterate and are very poor and efforts have been made to keep them that way, says Sunil Mhavalingkar, a resident of Harijanwada-Maulinguem. He adds that though the late Hindi film musician Dattaram Wadkar was from Naikwada-Maulinguem, youngsters with talent in the village get no chance to develop their skills. Unable to own land, the locals, mostly of the warrior clan of Nave Marathe, do not carry out agriculture or horticulture and large tracts of Maulinguem are jungle. Livelihood is often by way of daily-wage work or labour in laterite brick mines. Their lives are not unlike that of the poor dhangars (tribes) who reside at Kangaliniche Mol. Our children have to walk 3km through jungles to the nearest primary and high schools. We walk with milk-laden pots on our heads for 4km to get to the nearest town. Our children have no jobs and though we now know that there are schemes for us, none have reached us, says 72-year-old Bhago Varak, a dhangar leader and former panch. Mhavalingkar adds, There are around 30 dalit families residing in the hamlet who struggle for even basic amenities. There is no sound source of livelihood. The dropout rate among our youth is very high. No one has paid any heed to our woes. Shiva Shripad Gaonkar, sarpanch of Ona-Maulinguem-Curchirem village panchayat says, We are victims of the Mokasdari system. Land ownership has prevented our villagers from availing benefits of government schemes. He adds that since he took over three years ago works under the Mahatma Gandhi National Rural Employment Guarantee scheme have been given priority in an effort to give the locals some source of income. Newly re-elected Mayem BJP MLA Anant Shet says, I am aware of the problems faced by the village panchayat. I will try my best to resolve them with the help of our leader and chief minister Manohar Parrikar. -- Problems Problems Edu ailments The two-decade-old Rauji Rane Memorial High School today functions from the Government Primary School, Maulinguem, and has only four rooms with no basic facilities, while the Government High School Curchirem lacks appropriate teaching faculty as well as basic infrastructure. Dangerous lines The village has high-tension wires running through settlement areas. Three years ago Sharda Shashikant Gaonkar was electrocuted. No proper steps are taken to provide safety to locals, says panchayat member Rajendra Usapkar. He adds that Barajanachi Rai, a sacred grove at Curchirem, also faces problems due to Gas Authority of India work. Woes galore In the absence of toilets, locals of Maulinguem and Curchirem defecate in the open. Maulinguem has a sub-health center with a lone nurse available only part-time, while BSNL's telephone connectivity is missing in Curchirem, say residents. [Goanet] Gitanjali Gallery Exhibition---the Bronzes
Will not get into excessive detail on this, but the whole show @ Gitanjali Gallery is of great interest, both for its variety and quality. The bronze sculptures by Tom and Jeanette Fernandes strike me as on benchmark level with Rodin --- kidding you not. The prices will strike us on first impression as being high, but on second thought I think we can agree that they are not at all excessive for this kind of work. Who will buy? I'd make the suggestion that this work should be snapped up by State, Regional or Central National Museums. Here is me venturing to answer. The Rangbhavan is an 'open air' theatre near St Xavier's College near Dhobitalao. It was built by the state govt. on a plot of land that was part or the Technical School next door. This theatre is much like the open air theatre at the Kala Academy Goa; but not as good. The great Charles Correia got international recognition for his Goa project; for the wonderful accoustics etc. I have senn Adi Marzban's production of Evita here in Goa. The production was labelledby internation critics at the time, as better than that performed on Broadway NY, and at Albert Hall in London. The design and ambience of Charles Correia at the Kala, did justice to the production and performance, of such an epoch making Event. The Rangbhavan in Bombay, has been hired for use by Goan Tiatrists many times for staging the tiatre. The Birla Theatre is an Indoor Auditorium inside the Bombay Hospital Annexe in the basement next and very close to the Cross on Cross Maidan. I had first known this place when Nehru, India's first PM had come there in those early days. Again since it is close to Dhobitalao, it was another popular hall for staging the Tiatre. St Mary's School Hall is over the Rly Bridge in Byculla, that used to come handy for Tiatre as it was close by to the Goan population residing in Mazagon and Byculla areas. I am at a loss to locate Bhagvathi; but there used to be a great, not so big, Theatre on Kalbadevi Road near to Dhobitalao, which was the springboard for Goan tiatrists in the field of acting, singing and composing all that goes to make a successful Drama on stage. I think the name was, 'princess theatre', but not so sure. The great Anthony Mendes who was almost always drunk, used to be carried there, and stood up on stage. When the band struck the first chords, and the curtains opened, he used to come Alive, and nobody could decipher that the great tiatrist Comedian was drunk. Myself have been to just a few tiatres in Bombay; but had a lot of info thru the grapevine when I lived in Princess Street before I got married and moved out to Bandra. A House of crorepatis in Goa SPECIAL CORRESPONDENT In Goa, victorious MLAs fielded by every major party are facing criminal cases, whereas 37 (93 per cent) of the 40 newly elected members of the Assembly are ‘crorepatis,' compared to 55 per cent in the 2007 elections. Goa once again has only one (3 per cent) woman MLA. The analysis released on Saturday by Association for Democratic Reforms (ADR) and National Election Watch is based on the information supplied by candidates while filing nomination. According to the study of criminal, financial, educational and gender and other details of the newly elected MLAs, criminal cases are pending against 7 out of 21 (33 per cent) MLAs from the ruling BJP. While the Opposition Congress has 3 out of 9 MLAs (33 per cent) and Goa Vikas Party 1 out of 2 MLAs (50 per cent) who have criminal cases against them. One Independent out of 5 (20 per cent) also has a criminal record. Out of these 12 elected candidates, 3 have declared serious criminal charges like extortion, abetment of suicide, voluntarily causing grievous hurt, etc. The Congress has 2 and GVP has 1 such MLA. The highest number of criminal cases has been registered against Fransico Xavier Pacheco of GVP, an MLA from Nuvem and former Tourism Minister. He declared 10 cases against himself, including charges related to extortion and abetment of suicide. Atanasio Monserrate (of Congress from St. Cruz) has declared 2 cases against himself, including 3 charges related to voluntarily causing hurt. His wife Jennifer Monserrate (of Congress from Taleigao) has declared 1 case, including 3 charges related to voluntarily causing hurt. The former Speaker, Pratapsingh Rane of the Congress, has declared maximum assets worth Rs. 25.87 crore, followed by Vijai Sardesai (an Independent from Fatorda constituency) with Rs. 25.21 crore, and Ms. Monserrate, Rs. 23.07crore. Only 3 MLAs have declared assets worth less than Rs. 1 crore. Twelve (30 per cent) of the 40 MLAs analysed declared liabilities of Rs. 1 crore and above. Among major parties, the average asset per candidate for Congress is Rs. 13.41 crore, for Maharashtrawadi Gomantak Party (the BJP's alliance partners) it is Rs 6.78 crores, for the BJP it is Rs. 4.96 crore, and GVP Rs 4.43 crore. A total of 20 (50 per cent) Goa MLAs are graduates or with higher educational qualifications. Only 2 (5 per cent) MLAs are 8th pass or below. The average assets of 27 MLAs who re-contested was Rs. 2.68 crore in 2007, against Rs. 7.27 crore this year. Addressing the Confederation of Indian Industry (CII) Goa council's annual day in Panaji on Monday, the chief minister promised good industrial climate, redressal of pending issues and a professional touch in running the administration. He also spoke of plans to make Goa plastic free. Parrikar said there will be transparency in decision-making and went on to say that he would make availability of information under RTI Act easier. It is difficult sometimes to get information we want under RTI act in the present set up. I have personally seen it. So, I am planning to make it easier for people to get information. Just as you have coffee dispensers, we can think of information dispensers, he said, pointing out the idea is to have a more efficient system, something like single window system, in furnishing information to the citizens. Requesting for conducive climate for industries in Goa, CII Goa chief Ralph de Sousa called for efforts to set up a tourism promotion board, IT industries etc. He also offered CII expertise in improving quality education, and said CII was ever ready to assist the government in its effort to improve industrial climate in the state. Responding to de Sousa's speech, the chief minister said that his government would be more responsive to the needs of the industry and try to provide 24x7 water supply and give quality power supply and put in place a transparent system for allotting land for industries. The chief minister also said that he will soon put a professional system in place in the economic development corporation and Goa industrial development corporation and consider setting up a tourism promotion board. Desecrations: CM threatens to use NSA against vandals TNN | Mar 13, 2012, 04.16AM IST PANAJI/MAPUSA: Chief minister Manohar Parrikar on Monday said the National Security Act (NSA) will be enforced if required, against those involved in acts of desecration of religious structures. If the normal law does not allow government to put culprits behind bars, then government will not mind enforcing NSA to hold them in jail, Parrikar told media persons. Under NSA, a suspect can be held in jail for a year as a measure of preventive detention. Parrikar was reacting to the desecration of three religious structures within three days of the BJP government taking office in Goa. Parrikar said, I have taken these incidents very seriously, because these are the same forces which have been opposing us in government formation. They are trying to defame Goa and they want to divert attention from development and good governance. Parrikar said there are worries that the desecrations are to spread word that when BJP comes to power, attacks on Catholic cemeteries or Muslim kabrastans take place. These incidents have taken place in areas where BJP Catholic MLAs have been elected and we have tightened security. The person held responsible for this will face the music, the chief minister added. I have directed police to use all resources for investigation. We will use all power of the law on such people who try to damage the feelings of the people by damaging any religious structure, Parrikar said. On Saturday three incidents of desecration of religious structures were reported in Goa. Parrikar said the Mapusa cross incident could be an accident, while another could be a theft but the Curchorem incident where a cemetery and kabrastan were desecrated were a serious issue. Government has also decided to provide compensation for repairs of the damaged religious structures. A day after the desecration, police are still clueless over the identity of the miscreants or the motive behind the incident. So far we have not got any definite clues. Investigations are in the preliminary stages, South Goa SP Arvind Gawas told TOI. Church calls for restraint Panaji: The desecration of burial places belonging to Christians and Muslims at Curchorem has shocked the people of Goa, the Church said Monday. In a release, the diocesan centre for social communication media said, That there could be people who could resort to such dastardly and cowardly acts to vent their feelings is beyond understanding, and the Church expresses her pain and distress at this vandalism. The statement further said, The Church also manifests her solidarity with the aggrieved local communities and shares in the pain and injustice caused by this unwarranted profanation of the resting places of their dear and near ones. The places of final disposal of bodies are next only to houses of worship, demanding utmost respect and veneration. Bound to the Land TNN | Mar 13, 2012, 04.10AM IST Panchanama Ona-Maulinguem-Curchirem-Bicholim Maulinguem, a village spread across 735.30 ha, is home to about 1,000 residents who, 50 years after Goa's liberation from Portuguese rule, are still bound by feudalism. The erstwhile rulers had deemed that together with Ona and Curchirem, Maulinguem would serve as revenue lands to the Rane clan. This Mokasdari system exists to date in Maulinguem, while for Ona (189.70 ha) and Curchirem (770.17 ha) the land owner is now the government of Goa. Maulinguem's land was owned, till his death very recently, by Baba Rane. The absence of a successor is an added worry for locals who in the absence of ownership rights are unable to avail government schemes, mortgages or even permission to construct their homes. Interestingly, despite the Rane clan producing two astute politicians-Poriem MLA Pratapsingh Rane, a former assembly speaker and a five-time chief minister and his son, Valpoi MLA Vishwajit Rane, a former health minister-efforts to improve the lives of Maulinguem's residents began just two years ago. The residents are mostly illiterate and are very poor and efforts have been made to keep them that way, says Sunil Mhavalingkar, a resident of Harijanwada-Maulinguem. He adds that though the late Hindi film musician Dattaram Wadkar was from Naikwada-Maulinguem, youngsters with talent in the village get no chance to develop their skills. Unable to own land, the locals, mostly of the warrior clan of Nave Marathe, do not carry out agriculture or horticulture and large tracts of Maulinguem are jungle. Livelihood is often by way of daily-wage work or labour in laterite brick mines. Their lives are not unlike that of the poor dhangars (tribes) who reside at Kangaliniche Mol. Our children have to walk 3km through jungles to the nearest primary and high schools. We walk with milk-laden pots on our heads for 4km to get to the nearest town. Our children have no jobs and though we now know that there are schemes for us, none have reached us, says 72-year-old Bhago Varak, a dhangar leader and former panch. Mhavalingkar adds, There are around 30 dalit families residing in the hamlet who struggle for even basic amenities. There is no sound source of livelihood. The dropout rate among our youth is very high. No one has paid any heed to our woes. Shiva Shripad Gaonkar, sarpanch of Ona-Maulinguem-Curchirem village panchayat says, We are victims of the Mokasdari system. Land ownership has prevented our villagers from availing benefits of government schemes. He adds that since he took over three years ago works under the Mahatma Gandhi National Rural Employment Guarantee scheme have been given priority in an effort to give the locals some source of income. Newly re-elected Mayem BJP MLA Anant Shet says, I am aware of the problems faced by the village panchayat. I will try my best to resolve them with the help of our leader and chief minister Manohar Parrikar. -- Problems Problems Edu ailments The two-decade-old Rauji Rane Memorial High School today functions from the Government Primary School, Maulinguem, and has only four rooms with no basic facilities, while the Government High School Curchirem lacks appropriate teaching faculty as well as basic infrastructure. Dangerous lines The village has high-tension wires running through settlement areas. Three years ago Sharda Shashikant Gaonkar was electrocuted. No proper steps are taken to provide safety to locals, says panchayat member Rajendra Usapkar. He adds that Barajanachi Rai, a sacred grove at Curchirem, also faces problems due to Gas Authority of India work. Woes galore In the absence of toilets, locals of Maulinguem and Curchirem defecate in the open. Maulinguem has a sub-health center with a lone nurse available only part-time, while BSNL's telephone connectivity is missing in Curchirem, say residents. Just as they did at the Opinion Poll, Konkani maibhaas agitation, RP 2011 protests, etc...etc...etc. Mogal Goenkar Bhainino ani Bhavano, While it was crystal clear that the BJP/MGP coalition would win elections 2012 even about 4 weeks back, as I have repeatedly said on FB and other forums, it was the Catholic vote which would decide if Manohar Parrikar would be able to exercise his full administrative abilities or be a lame duck CM with 1 or both hands tied behind his back. As I did the day after the 2007 election results, I am now sitting down and analysing the 2012 election results at an electron microscopic level (in preparation for the 2017 elections). And one fact that stands out and is VERY VERY obvious. Without the MASSIVE swing in the Catholic vote, BJP/MGP would have received an 18 plus 3 seat count at best. More likely a 16 plus 3 seat count end result with the ignominy of needing help from undesirable elements which would also mean Manohar Parrikar would NOT be the CM. I doubt if even the Goan Catholics realise what a HUGE difference they have made (and remember, it is in the face of unrelenting negative propaganda from Congress agents aimed at striking anti-MP/BJP fear in Christian hearts). While I need time to analyse the results in more detail, some facts are already strikingly obvious : A) Constituencies which BJP / MGP could or should have won but LOST due to a split in Hindu votes : Quepem Cumbharjua Fatorda Bicholim Porvorim B) Constituencies which Congress could or should have wonbut LOST due to a solidification of the Catholic anti-Congress vote : Cuncolim ( more in detail of this stunning result later ) Calangute Aldona St Andre Velim Cortalim ( although here providence the Lord played as big a role as the voters ) Navelim Nuvem Benaulim Saleigao Anyways, I think Goenkars of ALL hues need to salute my Catholic sisters brothers for placing their love for Goa above their religious affiliation. As for me, I prostrate myself before them (in the sashtang namaskar position !)
