6 MLAs on joyride to England Marcus Mergulhao, TNN | Aug 10, 2012, 04.40AM IST PANAJI: Six members of the state legislative assembly are being sponsored by the Sports Authority of Goa (SAG) to travel to England for the FIM world motocross championship of Great Britain, to be held at Winchester, starting August 18. The delegation, appointed after Goa Motocross Association president Ashley Gomes' letter to CM Manohar Parrikar, will travel to England on August 16 and are expected to be there for five days. According to the SAG, the delegation which includes fisheries minister Avertano Furtado, besides MLAs Glen Ticlo (Aldona), Carlos Almeida (Vasco), Michael Lobo (Calangute), Benjamin Silva (Velim) and Rajan Naik (Cuncolim), will explore the possibility of introducing motocross in Goa in a big way and also explore the possibility of hosting international motocross events in Goa in the future. The state delegation, surprisingly, does not include any official from the directorate of sports, SAG, or even the secretary (sports), as has been the case with previous delegations that have represented the state during sporting events. None of the MLAs have any motocross or organizational background, with Gomes being the only one invited by the Federation Internationale de Motocyclisme (FIM, International Motorcycling Federation). In a letter ostensibly received to obtain a visa, Marc Pauwels, FIM sport general manager (Youthstream), said Gomes was invited to further assist and encourage you to continue your goals in promoting the sport of motocross in India. The letter makes no mention of the state government delegation. It could not be confirmed if, eventually, all of the seven-member delegation will travel to England as at least one MLA was having problems with his passport while another MLA from South Goa was understood to have developed cold feet ahead of the tour. Gomes, according to an internal SAG communique, has been asked to facilitate a meeting of the delegation with the organizers and ensure that the delegation has full access to the infrastructure and arrangements so as to enable them to understand the sport and its organizing aspects in detail. The decision to sponsor the seven-member delegation to England has not gone down well with sports enthusiasts with questions being raised about its sanctity. This is nothing but a joy ride for the MLAs at the cost of the state exchequer. This is not the manner in which the possibility of hosting motocross events in Goa should be explored. This is a criminal waste of money, said a senior state sports association official. No budget has either been fixed or prepared for the state delegation but according to a sports department official, all actual expenditure will be reimbursed once they return. During the four and half centuries of Governador/Patriarca rule , Catholic masses i.e. most Goan Catholics were groaning under the grinding poverty with lack of educational and health facilities , hence they were economically a very deprived lot not to mention caste oppression which was heavily weighing upon them. During these onerous centuries, there was no light at the end of the tunnel for them except when some of them started migrating to India and became economically somewhat better of and when the Bomboicar came down to Goa on a holiday he was looked upon with awe. This stage of heroworship lasted till the end of the Second World War after which they shifted their attention towards the Africa returned Goyemkar so much so every mother wanted her daughter to marry an Africanista . During the seventies and eighties it was the Gulf returned who was the cynosure in their eyes . Now that the Indian Govt. has embarked upon the capitalist way of life and workers are being paid somewhat better salaries , gone are the days when the Goan in Goa heartily welcomed a diaspora Goan. Today even the economically well oiled Goans of North America and the U.K. are not even worth a second glance for them.

*DENATIONALISED? WHO? ME OR YOU?* * * *Goa in the 1970’s*: The Catholic male dressed in western style, with shirt tucked in and shoes on the feet. The female would wear dress or unisex apparel. The hair could be short or long, styled in different fashions. Earrings, could be any fancy design. The Catholic, was vehemently pro Konkani, but education was invariably in English, was sports oriented, football being the main passion. Recreation meant western music and western dance, movies Indian or western/teatro. Food omnivorous and drink, essential. The Catholic Bahujan Samaj worked as seamen (Tarvotti) or in the “Gulf”. To study or work abroad, was a matter of pride. The Catholics had imbibed many of the characteristics of western culture, through their interaction with the Portuguese. The detractors of the community coined the derisive term “denationalised” to describe the Catholic Community. The Hindu in Goa, resolutely refused to give up any aspect of pre Portuguese Goan culture. Strangely, post liberation the Hindu gradually changed. The dhoti which was the quintessence of Hindu dress was given up and replaced by the trouser-shirt however, the shirt or bu-shirt was always worn over the trousers. Shoes were never worn, only chappals. The female dressed in saree, hair worn long and always plaited. Nose rings were mandatory and earrings meant rings and nothing else. The Hindu spoke Konkani but studied in Marathi. Food was largely vegetarian. Sports was not much of a concern. Recreation meant Hindi films or Indian music/natak. The Hindus stuck to Goa and rarely went abroad. The Hindu Bahujan Samaj were small time traders/motor cycle pilots. The behaviour was typically Indian. And so, the Hindu was “nationalist”. The Catholic and Hindu communities in Goa, could thus be easily differentiated and identified at a glance. *Goa 2012* : Today, it is impossible to distinguish a young Catholic and a Hindu Goan. Every male wears the shirt tucked in the trousers and has shoes on the feet (Manohar Parrikar may be the only exception). Food is omnivorous, drink universal. The saree has disappeared. It is now western style jeans or Islamic style salwar kameez. (Ironically, the Missionaries of Charity may soon be the only Indians seen in a saree) Music is regae/rap or some western contortion in desi imitation. The nose ring is a distant memory and earrings are anything but rings. The hair plaits are untangled. In my own neighbourhood, I meet sons of local barbers, masons and goldsmiths, who are working as seamen, doing the same work and eating the same food that the Catholics have done for ages. All in all, it is impossible to distinguish a Catholic from a Hindu, which by itself, is hugely welcome. Today, practically every well to do Hindu takes pride in saying, “mazo cholo/chali Amrikek xikta”. And, that includes the cream of the Hindutuva brigade not excluding the Chief Minister. How did this situation come about? Why did the Hindu who so strongly stuck to his dhoti during Portuguese rule give it up post liberation? Why has the Hindu now so unequivocally accepted the lifestyle that the Catholics had adopted centuries ago? Why has the Hindu opted to be “denationalised”? The answers to these questions are simple. Functional superiority of western lifestyle is prevailing over the superstitions and fake beliefs held so dear by our ancestors and which the Portuguese compelled those who embraced Christianity to give up. Today, Goa is emerging as a cohesive, cultural entity because everyone else is now accepting the Catholic way of life. It is for this reason that Indians from elsewhere are flocking to Goa because Goa represents a window to the west, which has emerged from the superstitions and false beliefs that keeps the rest of the country backward. The Goan propensity to adapt to any environment is what has enabled Leander Paes to represent India, and Siona Fernandes to represent New Zealand at London Olympics, Zeno Rodrigues to Captain the Mexican Hockey Team at Mexico 1968, Trevor Fernandes to represent the USA at Los Angelos 1984 and Steven Pereira to carry the Canadian Flag at Beijing 2008. By far, the Goan Catholics have assimilated seamlessly and merged with the local environment wherever they have settled, from London to Swindon, from Lisbon to Melbourne. The Goan Catholic is not “denationalised” but “universalised”. The others are following in their footsteps. The Ram Sena decision to set up a Goa unit is possibly in the context of the fact that all Goans are now getting “denationalised”. If Pramod Mahadik comes to Goa, he may not have to wait for fourteenth February. Every day in Goa, is Valentine’s Day.

They also criticized chief minister Manohar Parrikar for protecting the interests of mining lobby through the said policy. Reacting to document, which was tabled in the assembly, environmentalist Ramesh Gauns said that this policy is not in the interest of Goa, and that there is no difference between the new mining policy and the old one. He also said that activists had high hopes from this government, but that Chief minister Manohar Parrikar has become a bluff master because he has brought this policy to mislead the people of the state. He also saw through the timing of the tabling of the policy in the assembly; it was done in such a way that it does not come up for discussion, and thus does not expose the intention of the government, he said. Parrikar did not want to face criticism on his mining policy and so he introduced it at the last minute, Gauns added, maintaining that it favours mine owners, transporters and contractors. The draft policy has stated that all mines will be asked to put in place corporate social responsibility schemes, setting aside 3% of their net profit of the previous year. This policy is carved out to protect the interest of mine-owners and there is nothing in it for the people of state, and if government was serious, then instead of 3%, it should have been 20%, Gauns added. Speaking on saving rivers, he said that there is nothing mentioned about the protection of Selaulim rand Khandepar rivers from mining contamination Gauns wasn't the only one scathing in their criticism of Parrikar. Sebastian Rodrigues, Goa convenor of Bharat mukti morcha, told TOI that The mining policy is illegal because most of the mines are in tribal areas and the fifth schedule (of the Constitution of India) has not been declared in Goa. The Goa government has no right to declare mining policy in tribal areas, said Rodrigues, adding that declaring mining policy before implementing the fifth schedule is absolutely haphazard, and hence, illegal. He also suggested that the government should declare the fifth schedule, which would stop mining. [Goanet] Willy Goes' audio book, Khand
I've just heard the first two chapters of Willy Goes' KHAND, the first ever audio novelette in Konkani. The experience has been unexpectedly delightful. The narrator's voice seems pitched just right, and the musical accompaniment is restrained and unobtrusive. But best of all is the Konkani, which sounds so very familiar and friendly (even though I speak and hear more of Sashtti where I live). I think Khand is a noteworthy contribution to cultural expression in Konkani because, at this point in time, the language movement needs to emphasise the spoken and the audio-visual, more than the printed page. It is imaginative essays like this which can give the Old Conquest variants of Konkani a little more validation in the minds of their harried speakers. This means giving them a public presence beyond just parochial tiatr performances and recitations in church. Participating energetically in the annual youth festival organized by the Konkani Bhasha Mandal and other events hosted by the Dalgado Konknni Akademi would be a nice start. Another would be holding forth unabashedly on TV in the dialect of choice. Yet another would be a strong showing in the legislative assembly by the members from Salcete, Tiswadi and Bardez. (It’s not too late to give Mickey Pacheco and Babush Monserate some friendly tips on public speaking in their mother tongue). Thanks to Khand, it is possible to visualise people all over the state, and throughout the globe, downloading entire books in Konkani now than just songs and jokes. Audio books could be a great way to the sensibility that one is supposed to acquire from extensive reading of printed books. Incidentallly, did Willy narrate the story himself, I wonder? If so, he seems quite adept in doing voices too!

Dear Linken, I'm very grateful you appreciate that! This is a labour of love, and some like Willy are very generously willing to share their work. It is only the feedback that will tell them how valuable it is, and enable them to keep going! (For those who don't know Linken Fernandes, he was a journalist before my time, and in the early 1980s put out -- with Dr Claude Alvares -- the Citizens Report to the Goan People on the State of the Police in Goa. A very rare book now, and I am the proud owner of a copy. It was an eye-opener.) To respond to your query, Linken, Willy is primarily an artist, and a lecturer (not sure of the exapct designation currently). But that's not all. He's active in almost all forms of the media I can think of. He's a musician, the guitar music is his. He was a Navhind Times photographer in the past. He is behind the tiatr publication just announced in Goa. He has also staged a few tiatrs (if I'm not mistaken), and is a writer in Romi Konkani and of course English too. The Mapusa municipality has issued a tender for the renovation of the building and work will be carried out utilizing the Golden Jubilee package. The structure was inaugurated in 1933 as Liceu Municipal in the colonial era. Later the Mapusa municipality was shifted to another building and the space was given to the St Mary's Convent High School. The heritage municipal building was vacated by the school in 1997. The municipality had arranged the new land for the school and since then the building has been lying vacant, said MMCchairperson Sudhir Kandolkar. Architects and prominent citizens had taken up the issue with the then MMC chairperson in November, 2010, when the legwork had begun to preserve the heritage building which is in disuse and in danger of coming down if neglected. The MMC, in November 2011, in its council meeting had resolved to use its one-time grant of 2 crore for the renovation. The MMC has got technical sanction to renovate the building which is on municipality property. The municipality has invited the tender for the same. The current MMC administrative building will be used as a library. The structure is of great architectural beauty and will enhance the importance of the MMC after its amelioration. There is a lot of space for parking in front of the building which is a plus-point. He is supposed to have visited Baina in Vaso ahead of the Pune German Bakery blast of 2010. ‘The Goan’ conveniently seeks to erase the public memory that ahead of Pune German Bakery blast was the Margao Diwali eve blast near Grace church. What is fantastic about this is yet another plot of the newspaper that has the master plotter as its editor and large scale destruction of Goa’s plots as the owner - both bamons - is enviable triangle designed to create atmosphere of fear amongst Muslims not only in Baina, Vasco and Marmagoa taluka but in the entire State of Goa. The first angle of this triangle is ‘The Goa’ with an intention to turn the public opinion against Muslim something that had received terrible jolt after Brahmanical conspiracy tested terrible failure in the Margao Bomb Blast that exploded before being properly planted and two brainwashed into being terrorists died, one within four hours and second within four days: both mulnivasis captured by Bamons in their trap – Malgonda Patil and Yogesh Naik. The intentions of Sanathan Sounstha of Bamons were suddenly laid bare open with one miscalculation pushing bomb blasting bamons on defensive. However public opinion was tried to be rescued for rioting purpose by breaking open various temples across Goa and blaming Muslims. That did not work at all. The second angle to this plot is the privileged access to police records. Police is yet to confirm or deny through its PRO but fabricating cases to blame Muslims for bomb blasts that are exploded by organizations of Brahmins across India is famous recipe since 2002. Bamons master minds explosions in various parts of the country and Muslim boys are arrested or riots triggered against them till early 2008 when Muslims called all India meeting and decided to go against Congress. This frightened Congress and it gave free hand to police officer Hemant Karkare to apprehend 11 operatives indulging in Bomb blast all over India. These includes Brahmins Pragya Singh Thakur, Swami Assimananda and Col. Purohit. They revealed descriptively how bamons through their organizations like ‘Abhinav Bharat’ carried on bombings all over India. This exposed Brahmanical conspiracy to trigger explosions and blame Muslims and even after it became very clear from their confessions the arrested Muslims youth are still languishing in jails all over India. ‘The Goan’ story is an attempt to repeat the same in Goa. But now mulnivasi Muslims in Goa are not alone Bharat Mukti Morcha staunchly stand in support of mulnivasi Muslims who are historical converts from SC, ST, OBC communities, and in opposition to Bamons who are historically Eurasian invaders as proved from their DNA testing by Michael Bamshad of Uttah University in collaboration with Anthropological Survey of India. The scheme is ostensibly meant to right the declining sex ratio of girl children. But instead of ensuring her survival by good health care, nutrition, education, employment, protection from abuse exploitation and oppression, the government decided to give money for marriage, promoting Dowry, the very reason why girls get killed. Dowry related violence have become cruder over the past years. We have umpteen cases of women seeking help on being thrown out of their marital home while their “Saaman” continues to remain in the custody of the husband or in laws. It ranges from gold, big buys like cupboard, sofa sets, bed, washing machines, house hold articles and off course gifts given. Dowry has changed its form and more is elicited by means, fair or foul. The schemes for dowry are also welcomed in the same spirit. The Government does little or nothing to make its system work, when rights are violated and assistance sought. We evaluated the long struggles against the dowry system and the strategies to combat it. Anti Dowry activists did not give or take dowry, as well as did not attend such marriages. This campaign strategy helped in creating awareness, but many an anti dowry crusader lost out on their legitimate equal share in property rights which was termed dowry. Women were made to sign off their rights in property, in lieu of the gold and gifts given as dowry. Even today the control and ownership of wealth is not with the bride, despite it being given in her name, not even her salary. And so the women’s movement campaigned to delink Dowry from the legitimate equal property rights of women. We decry Dowry and demand equal property rights The Kanya Daan scheme of the erstwhile government treats women as objects “Daan” to be given away and a sum to be paid to take care of the”burden “. The objective of the Ladli Lakshmi scheme is also to ease this financial burden. *We decided to delink the ill conceived Kanya Daan and Ladli schemes from Dowry and avail of it as a rightful share of the tax payer’s money for empowerment.* * * We assisted women in availing the taxpayer’s money for empowering themselves. Not all the Kanyas who applied got the “Daan”. The reason being, they were the poorest of poor and outside the radar of this system. One such Kanya is Meera (name changed) I had met Meera in Apna Ghar on one official visit. The minor was living with her alcoholic father in Goa when her mother was beaten and thrown out of the house. When she did not hear from her mother, she ran away in search of her, to Bombay, only to discover she had died. Meera was found crying on the steps of the building, t where her mother worked ,by the police. She was housed in a children’s home there and then brought to Goa to be handed over to her father. The father could not be located and so she was housed at Apna Ghar. Years later, she got in touch with me to look for a job for her, as she had no where to go. After turning eighteen, she had to leave Apna Ghar and work as a domestic help. With no formal education provided in the state run home and no skills,, she worked as domestic help, operator at telephone booth, receptionist, sales girl, moving from place to place till she met a young man who was willing to marry her. And yet again, she sought help as she could not register her marriage, because she had no documents to prove her existence. She did not have her birth certificate neither the school leaving certificate to prove her birth. The girl was not sent to formal school even at Apna Ghar. She also needed a residence certificate. She could not get one as she did not have a ration card. She did not have a ration card as she did not have a house. She was then asked for her voter identity card. She did not have one as she did not have a ration card. She was caught in a vicious circle. So Bailancho Saad’s journey to get the documents to register the marriage began. Apna Ghar was approached to get her papers. They in turn asked her for some evidence that she was housed there. Yes, she was there the same year when a baby died in Apna Ghar due to ant bites. It took several trips and telephone calls to unearth record books. Despite knowing committee members and egging them on to find her file, all that we could get was an entry record of when she was admitted. Some of the staff recognized her. She was in some photographs of cultural program for dignitaries in Apna Ghar. Then the search for her file began. Despite searching piles of files, her file was not traceable and it was concluded that perhaps during the shifting from the earlier called Bal Nike tan to the new building named Apna Ghar, it must have got misplaced. There was no guarantee of finding a birth certificate in the missing file . We were back to square one looking for other legal solutions. Birth

DESIGN Posted on July 12, 2012 by Monsoon Grey On Monday 9th and Wednesday 11th of July 2012, we had two Turtle Art sessions with the children of Class 4 at Our Lady of Merces High School, Merces, Goa, India. Class 4 in this school has two divisions, each with around 55 children, so the two sessions were necessary for us to cover the whole class. Teaching Turtle Art to a class of so many children, none of who have ever used it before isn’t very easy, especially given that we had only an hour to do the job. But with a lot of help from some of the teachers who were also present, as well as from our own ‘volunteers’ Gayathri, Harriet and Bindi, I must say the session went through quite well, though for the first iteration we did go into fifteen minutes of extra time. These sessions were unique since this was the first time that we were interacting with the children directly in their XO class, and not in an afterschool camp or workshop. Generally, the teachers handle the XO classes by themselves, but this year we decided that for new activities, we would not just train the teachers, but also conduct a session in the XO class itself, which the teachers could observe and get involved in. Later, the same activity would be continued by the teachers on their own in the XO classes that would follow. Turtle Art in progress. For these sessions, we had decided to work only on the square, and just touch upon the rectangle at the end. This was to allow children enough time to get used to the Turtle interface – how to drag and drop the blocks, how to change values, how to get rid of unwanted blocks littering the canvas etc. It didn’t take much time for the children to get the hang of it; the only troublesome obstacle being the touchpad on some of the XOs. The XO-1′s touchpad can get very difficult to use sometimes, and making the cursor move to a desired location can become like a project in itself. I am told that this problem was resolved to some extent on the later XOs (XO 1.5 and 1.75), but given that all our laptops are XO-1s, there was nothing we could do but clean the touch pad frequently and exchange the difficult XOs for other pieces, which were kept on standby. I wish we had mice for all the XOs, the way HBCSE has done for Khairat (though the XOs there are fewer in number). It was nice the see the children get so involved in creating shapes with the turtle. As always, some of the students caught on to it sooner that the others, and went on to make the rectangle as well. It was also very heartening to see the teachers so eager and ready to help us in conducting the sessions - helping children understand the turtle interface, and explaining the geometry to them. We hope they continue to use Turtle Art in their XO classes this year, and let the students experiment with drawing different shapes and exploring geometry with one of the best tools available for this. [Goanet] Cozinha de Goa: Review
TABLE FOR TWO: HISTORY AND TRADITION OF GOAN FOOD By DALE LUIS MENEZES If one were to browse through the cookery section of any reputed bookshop, one would definitely find a book (or many books) about Goan cuisine and gastronomy amidst several books dealing with diverse cuisines. What we eat and how we eat becomes part of our culture and identity. Food-related stereotypes are perhaps the few that we may not resent; that Goans are like fish out of water without fish, for there are Goans who are vegetarians and some do not like the taste of fish. For a person whose relationship with food has thus far been confined to only consuming it, reviewing a book about cooking and the history and tradition that surrounds such an act can be an unnerving task. Cozinha de Goa by Fátima da Silva Gracias is not a cookbook per se. It deals with the history and tradition of Goan food and includes some recipes as well. Along the way, Mrs. da Silva Gracias also reminisces about her own experiences with cooking and researching about Goan food. A historian who has authored books on colonial health and hygiene and women in Goa, Mrs. da Silva Gracias has crafted Cozinha de Goa in a Maria Aurora Couto-esque fashion, providing us with a daughter’s story in between. Along with acquainting the reader with the text of Mrs. da Silva Gracias, I would also like to situate her work as primarily trying to assert a Goan identity. I would try to point out a few possibilities and limitations as well. In trying to link cookbooks or books that deal with a particular cuisine to questions of identity, I shall refer the reader to a study of Caribbean cookbooks published in English which would help us in charting new understandings of books on gastronomy. B. W. Higman, the author of the paper titled, ‘Cookbooks and Caribbean Cultural Identity: An English-Language Hors D'Oeuvre’ says, “It can be argued that the emergence of the cookbook marks a critical point in the development of any cuisine and that the specialization and ramification of texts has much to tell about the character of national, regional, and ethnic identities. For these several reasons, a study of the history of cookbooks published in and having to do with the Caribbean can be expe cted to throw some light on what it means to be Caribbean or to identify with some smaller territory or grouping, and how this meaning has changed in response to social and political development.” The basic position that Mrs. da Silva Gracias assumes in writing this book and one theme that runs through the entire book is that of the east meets west. The meeting of east and west may have greatly influenced our food habits and culture but the use of this cliché over simplifies our understanding. Although Mrs. da Silva Gracias recognizes that Arab, Chinese, Brazilian, African, Anglo-Indian and other influences have enriched Goan food, the same is not reflected in the text; the treatment to these influences is meager. On the other hand, the picture that forms in the reader’s mind is that of Goan food being composed of the Catholic and Hindu cuisine. Such a line of thought is limiting, as is demonstrated by the following quote: “Portuguese rule created a culinary gap between the Hindus and Christians. On conversion, meat became part of the new diet of the Christians. Different measures and decrees introduced new food habits and discarded old ones.” We know today that tribal or aboriginal populations of South Asia before Hinduism and the advent of the Portuguese consumed meat on a regular basis and by making such assertions, Mrs. da Silva Gracias’ claims search for a pre-Portuguese past that is Hindu by conception. Food can be used to challenge the fascist arguments of what is Indian and foreign. This ‘Indian’ versus ‘foreign’ debate today has been defined by right-wing understandings of our history and culture. But nobody is aware about many of the food ingredients that were not native to the land and which should have effectively led us to question the whole idea of what is foreign in other spheres of social life: for instance, our dress. Although Mrs. da Silva Gracias could have used food to comment on such narrow tendencies, I still hold that some of her claims are useful to us, “The chili revolutionised Indian cuisine. Few realize that the chili, now widely used and deeply embedded in Goan and Indian cuisine, was a stranger to our continent and that it had been brought in from the Americas only a few centuries ago.” Or consider the following where the native is not Indian but Brazilian, “During my earlier visit to Brazil I noticed that even canjee [pez in our language ] was popular in some parts. Some Brazilian researchers believe it came to them from sixteenth century Goa. In Brazil it went through changes. The Portuguese had already added chicken or chicken broth. The Brazilians included bay leaf, garlic,
