Incidentally Rajdeep is half-n-half: Goichi father, Maharashtrian mother.
His mother is very Mahatashtrian, a prof at St.Xaviers Coll in the old
days, where RS graduated as welland a fixture in the canteen!!
Being brought up in Mumbai and a hoot as Cuffe Parade, one really is
not Goichi or Maha(example, as opposed to Prabadhevi or
Bandra...though that may have changed these days).
One remembers Mrs.Sardesai spoke Marathi a lot.

We did remember you, fondly, when there in February.
    Moses and Ella Ribeiro DSouza were surprised by a waiter who spoke Konkani, 
in Rome, 1961.
Turns out he was taken prisoner in North Africa, had escaped from a POW camp in 
the Dharwar
area and made his way to neutral Goa.
   A Jap who speaks the language:  possible, Mitsui posted two staffers in the 
Ponte area office

with a scar. So I asked him in Swahili if he had been to Africa. His answer
was, "Once you have tasted the waters of mother Africa, it is difficult not
to go back."  Needless to say, he had been a volunteer (something like the
American Peace Corps) in Tanzania. He then went on to show me the good
fishing spot there and later, where the prawns bred in Siolim.

The significance of the scar? The Japanese volunteers get their appendix
removed before they leave Japan. This is done because there usually is
little or no medical facilities when they are on site.

Capture the spirit of East Africa, take a once in a lifetime safari lodging in 
camps in the park. They are surrounded by wildlife, there is no reason to get 
too 
wild, whatever you do, refrain from limping from tent to tent at night, this is 
the time when lions hunt and you do not need to convince them you are alive, 
anything 
that moves is fair game to feast on.

Malaria tablets are a must, it is not a question of once bitten twice shy, it 
is once bitten, fever will set in and you will have no further requirement of

cases  of  alms- seeking  for survival, has  now mush roomed   into  a   full- 
fledged   organizedracket  that’s pushing the boundaries. From  babies  to  
teenagers, girls, boys and  women have  started  descending onto  Panjim from 
neighbouring  Maharashtra, Karnataka  and   Rajasthan. And our information is  
they are being  trafficked into   Goafor the  sole   purpose  of  begging. 
They  seek  nothing more  than money by  tugging at your heartstrings, 
projecting  pathetic  scenes of  babies  crying in their  arms, displaying 
their physical disabilities/ maladies and/ or wearing hungry  and famished 
looks. The  aim  is  to  collect as  much a s they  can, from  whomever  they  
can,  though  the  specific   focus   is   onforeign tourists. During the 
tourist high season, the  gangs descend  into the  capital  city  as  early as 
5.00 am. Off- season, they  slow down, starting their begging  bowl rounds  
only  in the  afternoon. Interestingly, the  begging  groups that work a 
particular area, never stay the same, but change  every  single  day, switching 
locations within the city, sometimes  even moving to oth er towns.

 When  HERALD   quizzeda duo with  babies  in their  arms, they said they 
spent  15 days  begging in Panjim and 15  days  in Vasco. For the night  they 
returned to  Dabolim. In  other cases, groups  of  10- 12 children  with  two 
adults  mainly  women, are  huddled into  a  jeep in the  wee  hours  of the 
morning and dropped  off  at  deserted locations.

Then they are taken back under  the  shadows  of  darkness. The route is not  
the  same  every day, neither  is the vehicle nor the  passengers.

Panjim  being a tourist hub, the  main  begging areas focus on the commercial 
centres of 18 June  Road, the  city  market, the  KTC  bus  stand or M  G  
Road,  that  tourists  frequent. Children even as young as three to seven 
years, are trained to  target  the right  people for  alms. “ A dollar please”, 
is one child’s refrain, while others mouth the usual “ money, money” in 
English. Staff at the shops and establishments along 18th June Road, say the 
children collect a few coins and notes, then rush  back  to  someone  posing  
to  be  their  mother. She  is also  busy begging  with  a sickly  child  in 
her  arms. The  collection  ranges  from  around  Rs 100 a day during  the  
off- season to  around 200 a day during  high  season ( Oct- May). In case  
anyone does  offer food instead of cash, it goes either to the so called  
mother or  into the  dustbin. On certain days there  are  older children and 
sometimes teenage  girls on the  job. The entire operation also appears to have 
“ spies” planted  by the “ collection agents” of the  begging  business, to  
ensure  whatever  is  collected is  not siphoned away. What is  interesting is  
that  local beggars have  also  started  tagging  along  now brewing a  cold  
war  between  the  “ outsiders” and “ insiders”. The proprietor  of  an 
establishment selling khadi products near Panjim church, told HERALD  that when 
he offered to pay beggars for  household chores instead, they refused. “ They 
say begging gives them  more  money than working for  daily wages,” he added.

below. However as your faithful mwanafunzi (student) I have found your words
to be like cannonballs. Fast and furious but very, very loose. You are like
Saddam Hussein shooting a Scud missile at my dear country Qatar in 1991
aiming for the air force base but the Scud landing and making loud noise
with no effect, 100 kilometers away in empty Dukhan desert.

I am very happy to know that our powerful Goan tribe in Toronto helped to
get Bills C27 and 15-A passed as amendments to Canada's criminal procedure
code in 1997 and 2002 resp which this country did along with 38 other
countries for crimes not restricted to pedophilia or to India but to any
part of the world. Also that the then NRI Commissioner made a commitment (oh
for Goan politician "commitments") to help Pakistan born Goans in Toronto
get Indian visas. Was this the same Eduardo Faleiro on whom you heaped much
abuse for doing nothing (refer your Goanet posts) with his office. This same
NRI Commissioner from whom you received eight thousand dollars for the Goan
Convention but to whom you did not return the still existing surplus of more
than that amount. At least now this "Town Hall" whoever they are can get to
the more humble task of a Goan community center or whatever, once they make
Pakistan, Saudi Arabia, Sudan and all those God forsaken countries listen to
Canada who itself has been internationally rebuked for its treatment of
native peoples. Of course the Goans should take up such a cause. Leave
behind those pesky Italians, Irish, Polish, Croatians, Ukrainians and other
Canadian Christians. We Goans will carry the Christian banner.

few years ago, they pushed for and got Canada to pass laws that now makes it
possible to prosecute in Canada, Canadians that commit pedophile crimes in

The people in this town hall group have been very active, over the past 20
years, assisting Goans here. For example, when the NRI commissioner visited
Toronto a few years ago, members of this Town Hall group got
commitments from his office to assist Goans in Toronto, born in Pakistan, to

The list of prominent Goans submitted by Cyprian Fernandes covers but a handful 
of the prominent Goans in Kenya mainly. There were others in Kenya and other 
East African countries who rose to prominence  and contributed enormously to 
the community and should also be mentioned. I also feel that Cyprian missed the 
Giant of Kenyan Goans Dr. A.C.L. DeSouza who was the founder of possibly the 
first Goan publication outside Goa, "The Goan Voice" as well as founding the 
Goans Overseas Association in Kenya. Under his leadership, the Dr Ribeiro Goan 
School was founded and established and became the Primary institution of 
learning for many Goans in Kenya.The G.O.A. membership was open to Goans of all 
walks of life irrespective of Cast, Status, Occupation or which Taluka one came 
from , and worked for the welfare of all Goans.

I understand that Cyprian is not intending to slight anyone and the list is 
definitely too long  for a casual Glimpse at our history, but I thought that I 
should mention the above to enhance the record so that whosoever pursues the 
task of compiling the historic record can be guided to look at this outstanding 
Goan.

Civil Service. Bwana Karani speaks also for the Goans in Tanzania and Uganda. 
These were 
among the great Goans of East Africa. Being the backbone of the British 
colonial service, Goans
played a huge part in helping the British stay in control. That is the 
greatness by a vast array
of people in different professions that made the East African Goan the unique 
tribe they are.
 
I will not be able to go into it in any kind of depth but I hope bring to the 
fore a few names
that otherwise may have disappeared from the horizons of history completely.

Folks,
Since there seems to be some interest in the subject, here is my memory of E. 
Africa from the period just before I left Tanzania.

Weekly schedule:
Monday - Leave home at 7.30am. Work from 8.00am to 12.00 noon.
                    Drive home for lunch, take a nap, drive back to work, 
2.00pm to 5.00pm
                         Drive to the gymkhana grounds for hockey practice, 
5.30 to 6.45 pm.
                              Drive five minutes to the Institute for darts and 
beer.

Tuesday - Drive to the Institute after work and park the car. Walk to a cinema 
and catch a movie. 
                      Walk back to the club and have dinner - fish cutlets 
and pattiesers.  
                            Try and join the lardis table.

Wenesday - Hockey practice after work. 
                         Snooker challenge at the club.

Thursday -  Fewer people in the club, thus longer time on the lardis table.

Friday -  The weekend begins. 
                   Free beers for the better dart players. 
                           Tambola for all members.


Saturday - Busiest day of the week. Work from 6.00 am to 1.00 pm. Make sure all 
contractors are paid.
                    Head to the club. Make an attempt to catch up with the 
people who have been there since 12 noon.
                             A good afternoon ends with a sing song, an 
excellent afternoon ends with a sing song and mishkaki
                                  and/or Rachead mackerels. 


Sunday - Go for an early Swahili mass
                   Catch a shuttle to the nearest island
                            Shoot a few lobsters
                                    Barter the lobsters


Monthly schedule:
1) Raise funds for polio victims
2) Find enough people to hire a boat for an overnight fishing trip to a 
deserted island.


Quarterly schedule:
1) At least one deep sea fishing expedition. 
2) Raise funds for Catholic women at the local church.
       Neighbour Ben Mkapa, then Foreign Minister, later President of Tanzania, 
is Chairman of the fund raising group.  


Annual schedule:
1) Two sports trips, one each to Tanga and Arusha.
2) Two five day hunting trips where a convoy of five Land Rovers takes eight 
hours to travel the last 40 miles.
3) Win two out of four hockey tournaments 
4) Free medical services for all
5) Free college education 
 

I left Tanzania for higher education in the USA. Others stayed put. What I have 
now in N. America, my friends in Tanzania do not. What my friends have in 
Tanzania, I do not. What I am grateful for is the adventure and experience of 
enjoying life in different cultures.

A s one of India’s fastest growing states, with an international brand image 
and the closest thing to an Indian equivalent of a Riviera --- this “ sunshine” 
state has a dark shadow over its silver lining.

Everybody wants a piece of it! And those with the political clout, economic 
muscle, and governmental backing at the state and central level have been 
generously helping themselves  to small and  large slices of it, invoking 
urgency clauses of the Land Acquisition Act where needed to  steadily 
dispossess farmers and citizens of their land and homesteads, even as local 
resentment escalates and festers. In addition to the 3372 acres of land that 
the Indian Navy and Army already possess between them, by virtue of the 
military take- over of Goa in 1961, the navy is making a pitch for a further 
227 acres of scenic island locations. The sprawling land it holds has not 
stopped  affiliated bodies from asking for more land to house retired service 
personnel etc. The Assistant Controller of Defence Accounts( Admn), Bangalore 
sought a further 3 acres for construction of a defence account department, but 
was told that no government land was available. ( see box 4) . Integrated 
headquarters at the Ministry of Defence ( Army), New Delhi made requests for a 
further 10 acres in any part of Goa, for “ the welfare of serving and retired 
army personnel hailing from the state of Goa” ( see box 4) . While many of 
these have either been rejected, or  are under process, some senior govern ment 
officials are worried that Central agencies surreptitiously manage to somehow 
find “ sym pathetic” politicians or govern ment officials to systematically 
push their requests through, often involving the clout of central ministers. 
Former chief minister Digamber Kamat once stated he was under tremendous 
pressure to accede to dozens of central government requests for land in Goa, 
but had managed to withstand the pressure. One agency that has succeeded 
however is the Central Industrial Security Force, that managed to 
systematically shoehorn its way into a grant of 70 acres of land in Korgao, 
Pernem ( See box 1) . Seeking to deflect criticism from his government for 
agreeing to the CISF’s proposal in March 2012, Mr Parrikar suggested it would 
not be in good taste to upturn the decision on the land grant, after the CISF 
had made a token payment which he claimed was accepted by the previous Congress 
regime. The upcoming Mopa Greenfield airport is also held as a reason to make 
the land grant. HERALD INSIGHT investigations  reveal that though the Goa 
government initially may have sought to have a reserve battalion of the CISF 
stationed here in Goa permanently, for which it agreed to grant 100 acres “ 
free of cost” to CISF --- the circumstances and the threat perception changed 
after the proposal was first mooted in 2008- 09. While the Goa government lost 
interest in the proposal midway, it was the CISF headquarters  that  vigorously 
pursued the matter with the aid of some local officials, much to the resentment 
of the Goa police who were asked to be the requisitioning agency. It even made 
a “ payment” of Rs 5 cr to seal the deal for the land acquisition. The payment 
of that money is now being held up as a reason to go ahead with the project, 
that may not be strictly necessary given that the Indian Reserve Battalion is 
already stationed here in Goa. It is unclear if the CISF wishes to set up a “ 
CISF resort” or its 6th reserve battalion or both. In addition to 100 acres, 
the CISF also moved a proposal for a further 250 acres ( see no. 3, box 4) “ 
Goa has to stop this sort of disbursement of land, which is sought more because 
of Brand Goa, and as a cushy posting for its own officers. We cannot fall prey 
to this sort of pressure” cautions Congress spokesman Jitendra Deshprabhu. “ We 
must not convert Goa like Kashmir into a security forces zone, as it would 
reflect adversely on the state and its reputation as a peaceful, communally 
harmonious, tourism spot”, he adds. Even if the CISF needs land here, there is 
little justification for the large quantum being sought, officials point out. 
Besides the state government was always more interested in an Indian Reserve 
Battalion to train personnel, rather than the CISF, says Mr Deshprabhu. “ It is 
the greed of acquiring 100 acres that the CISF is pushing hard with the Goa 
government to set up base here”, he said. Also pushing for another large parcel 
of land is the Border Security Force, that has sought 85 acres in Parcem, 
Pernem for a reserve battalion. “ They actually told us that the Arabian Sea is 
considered the border of India and hence need land here. Next the Indo- Tibetan 
Border police will want land in Goa”, quipped one government official.

There was a time when some of the 'majordomos' on Goanet refused to
believe that BC was the name of the person signing as BC on Goanet.
They thought that it was a pseudonym writing through some proxy
something. The Maximest of the 'majordomos' on Goanet even implied
(based on the post I retrieved about a week ago ..  that BC was
actually JC!

That is until a certain scholarly Moidecar went and personally met BC
in Macau. Having done the Santo Tome (the doubting one), the Lisboa
based Moidecar was able to confirm that BC, indeed is BC!

And then, the seas of conspiracy . settled down.

Why they did not believe BC in the first place . beats me.

For many years, BC has been railing against what he perceives as
having happened to his homeland. To be honest, even I felt that BC may
have been a little too extravagant and unreasonable in his criticism.

Recently, one of the erudite Moidecars took BC to task with words like
"imperial whore masters", "boot lickers" and pronouncing quite loudly
that as far as he was concerned, he (the Moidecar) lived in a
democracy where one is free to do what he wants..(implying that BC
lived in an inferior place)

So, I sat down and thought: Wah re Wah . this Moira must really be
a free place.

Reading the most recent (previous 48 hrs) posts, I have reached the
conclusion that Ole Xac BC has been right all along. This Moira
appears to be a place where one is free to dump garbage wherever one
wants to.

Humh!

COMMENT: Dear Doc, why are you hiding behind the skirts of anonymity - tell
us who this moidekar was who met your illustrious BC.

BC does not have the guts to put his proper name where his mouth is.

If I remember correctly Rajdeep hailed his Goan birth in an interview
to Goa Today when the magazine declared him Man of the Year some years
ago. The Goa government has instituted an award in his father's name
for outstanding sportspersons. It was given recently to a youngster
and the award was presented by Rajdeep's mom. I can understand the
proud Indian part. Disowning his Goan part is the problem.
