A Political Engineering Solution

This article is meant to discuss the Ashok Metallurgical Institute of Goa 
(AMIG),
a project proposed to be created by the application of Political Engineering 
Technology in order to provide a solution to the mining problem in Goa.

Political Engineering is an emerging Technology of  the  21st century to 
introduce Engineering Culture for Governance Revolution.  
Here is a synoptic view of how it will have to be implemented:

Politics, a word derived from the Greek word  Πολιτικά (politika) or 
affairs of the city is from Aristotele's (384 BC - 322 BC) book on government
and governance where affairs of the city are regarded and discussed as  problems
affecting both human and natural resources necessary for production and 
progress 
of  the city, to use the modern economic  parlance, i.e. to assess the Gross 
Domestic Product namely the GDP which is the major indicator used by all 
governments internationally. 

Ironically for the last 2500 years production has been ignored and governance 
today in most of the nations of the world is like a financial business which 
generally depends on China the giant world factory for products used for 
domestic consumption.

It is important to remember that Goa was continually conquered by land and sea,
mainly for exploitation of our resources, not forgetting that later the western 
powers, under the garb of evangelization and other not-so-honest intentions, 
circumvented their colonial policy, which continues till today in Free India, 
in some form or another, for the export of our rich resources without creating
production in the territory. This is manifestly a continuation of the same 
exploitation syndrome with the difference that the conqueror is home grown.
 
We, Goans once a part of the Mauryan Empire of Emperor Ashok with the best 
governance style in the history of the planet, including great technological 
achievements in metallurgy during this brilliant era of Indian civilization 
should use this rich heritage.

In addition Goan scientist Dr. Nadkumar Kamat , environmentalists Dr. Claude
Alvares, Carmen Miranda and activist Rajendra Kerkar are some of the few pillars
of our  struggle  with fulsome knowledge about the treasure in natural 
resources 
specially the iron ore which is exported to China causing irreparable damage to 
human and natural resources.

In sixties Goan iron ore was substantial to propel the post-World War II 
industry output of Germany, in eighties it was of Japan and now of  China. 
Today Chinese are stockpiling Goan ore, which is rich in iron, gold, platinum 
and 
other  strategic materials,  using advanced metallurgical technology which one 
day will be used to built military hardware to strangulate India (General Vinod 
Saighal, Aug 30, 2011, China has the ability to strangulate India.).

It is opportune to analyze the Justice M.B. Shah Committee's report 
recommendation
which emphasizes that For conserving iron ore for 50 years, capping is must 
and 
its extraction should not exceed more than 12.5 million tones per year for 
quality
grades,- this has been accepted by the Centre and the MoEF minister Ms 
Jayanthi 
Natarajan's order to suspend 93 mines in Goa are major decisions for corrective 
action for long term solution. 

In addition to the above issues we are fortunate to have Honourable M. Parrikar,
an IITian metallurgist, as CM of Goa to support a vision for a sustainable 
exploration and use to benefit every Goan.
 
Here Political Engineering has a challenge to assess the mining problem and find
a cost effective corrective action and a long term sustainable solution as 
follows: 
 
1-Environmental damage should be at zero tolerance to continue extraction 
and export of Goan ore.  
The damage done by mining to Goa and Goans is irreversible; it is of such 
magnitude
that will need few tsunamis, tornados and hurricanes all together to create 
such 
disaster and should stop immediately. Justice M.B. Shah Committee's report 
recommendation and the MoEF minister Ms Jayanthi Natarajan's order to suspend 
93 
mines in Goa are major decisions for corrective action for long term solution. 
2-   The Chief Minister of Goa should be the final signatory of the Goa State 
Pollution Control Board's (GSPCB) approval document related to mining activity. 
This is a major administrative change.  
3-   To initiate massive recovery of damage done to environment, business and 
individuals affected; this should be funded by todays and yesterday's polluters,
like Germany did in the sixties and seventies for river Rein pollution by 
industries.

if he is true to his 'ZERO TOLERANCE TO CORRUPTION' handle. The recovery of 
the loot of Rs. 35.000 crores along with the outright confiscation of the 
disproportionate assets of these players will more than take care of the AAM 
AADMI for the next decade or two. Let the sorry pontification stop and work

Dear Friends,

Today is a day of joy and a day of beginnings to our Hindu friends and
this day is celebrated by sweet offerings both to God and to man.
Friends visit and are given sweets to sweeten the mouth and sweet
smiles and sweet words are exchanged.

And whenever there are new beginnings, new openings, inaugurations,
house warming etc, the name of Shri Ganesha is invoked to bring
blessings and prosperity.

This set me thinking - isn't it wonderfully metaphoric that
'sweetness' is associated with beginnings and prosperity. So how
about emulating that sweetness every day of our life.

Every day is a new day. In fact, its the first day of the rest of our
life.!

So whether you have a sweet tooth or diabetes, sweet words will
definitely be appropriate for the new day, isn't it ? And instead of
words that cut, kill, destroy, scandal, demotivate, insult, lets
exchange it for sweet words. And beforre we know those sweet words
will bring about sweet prosperity to us.

Every sweet utterings of the mouth will have a corresponding sweet
thought behind it and purify our thinking process. Instead of the
negative thoughts or self-defeating thoughts or self-limiting images
of ourselves and others, lets replace it with a sweet smiling thought
of love and prosperity. And see what happens.

When sweet thought and word will also translate into a sweet
action And before we know, our whole selves will resonate with
sweetness and goodness.

Every day is a new day. Every person we meet is a new person each
day.

Sometimes we carry images or our perception of people from
yesteryears. Little knowing that others, (just like us) change
everyday. Thats the only constant in life. Change. As Albert
Einstein, the genius of the ages said, the survival of the species
does not depend on being the strongest or the fittest or the most
intelligent, its the capacity to adapt to change, since change is the
only constant in the universe where everything changes every moment

So lets meet people on a new day with a Zero Budget - everything is
cancelled from the previous day/month/year. He / she is a brand new
person. Do not pre-judge because you do not know what surprises he /
she has in store for you today !

Sweetness begets sweetness.

When you look at this NEW day and meet the NEW person, start with some
sweetness. khuch meetha ho jaye. And see how sweet the other
person turns out to be.

Goans must note that Manohar Parrikar as Goa's Chief Minister has  not only 
colluded with the Mine Owners and the Police, he even wanted to slap the
Anti-Naxalite Act in Goa to stop all anti-mining agitation and protests 
against illegal and rampant fraudulent mining.
Seby Rodrigues of Siolim would be incarcerated in Aguada jail if Manohar 
Parrikar and Sujay Gupta [ the PR of Fomento Mines] had their way. Seby 
happened to be the member of GOA SU-RAJ PARTY. I personally told hundreds of 
people in the audience at TB Cunha Hall that Manohar Parrikar may not only 
consider Seby Rodrigues as a Naxalite but me  as well and a lot of others 
too. That we are Goans, well versed with 'KOITEO', the toddy tappers tool. 
That we shall use these to decapitate anyone who stops us from fighting the 
malaise of illegal mining in Goa to the detriment of the Goan people.


Seby got a respite but the Mine Owner's pimp did file a 2 crore damage suit 
against Seby in the Culcutta H C.


In this interview, Manohar Parrikar claims that there was no illegality in 
mining during his rule?

How come he allowed the police to harrass the agitators?
His own ex deputy CM, Digambar Kamat was the mines minister for all those 
years that BJP was in the government from 2000 to 2004. Thereafter he 
continued to be the mines ministers in the congress government. Does Manohar 
Parrikar expect us to believe that he (MP) was a innocent baby, not knowing 
what Digamber was doing? Chief Minister is responsible for any and all acts 
of the Ministers. What does he mean by saying that Digamber Kamat has done 
illegalities and not me?

Your government has and therefore you as CM are RESPONSIBLE.

In conclusion, the Shah Commission Report also indicts Manohar Parrikar's 
government and Manohar Parrikar is responsible for all acts of ommission and 
commission. He should be hanged along with Rane and  Digamber.


An Architect friend of mine told me today that the TCP was even worse than 
it was during the Congress regime. He said that nothing has changed with 
Manohar Parrikar' s much touted Zero Tolerance for corruption. And, he is 
right.  In fact, we do not see any change  at all in Goa's governance. 
Otherwise, his pal and a friend,  Rajan Parrikar would'nt have gone to all 
that trouble to write 5 Open letters to this zombie who claims that he is 
above corruption.


Mr. Manohar Parrikar, your government is corrupt. You encourage corruption 
through your stooges and consultants. You allow your ministers to do what 
they want. You send them on joy-rides at the cost of tax payers, just like 
the Congress did. Your governance has no ROAD MAP. It is Ad-Hoc, + Ad-Hoc + 
Ad-Hoc governance. Otherwise, you will have to show us a single MEMO you 
have issued to your department heads on how you want things run. That will 
be the  proof of your much touted corruption free governance. By now, you 
should have solved the chronic Mapusa traffic woes. Your government has done 
nothing in all these months. ZERO. On the contrary the chaos has increased.


You have scratched the backs of Opposition Politicians like they have 
scratched yours. Babush Monserrate is one of them. You were allowing him to 
be crowned the king of Taleigao in 2005 by elections even when you were 
telling us that you had sacked him. I had to step in and force the ELECTIONS

[Goanet] Check your house on the new survey maps

Although I haven't yet seen the notice it seems that the Dept. of Land
Survey has prepared new survey maps and house owners have been advised
to check them in Mapusa, and in case any corrections have to be made
some forms have to be filled and submitted.

I don't have all the details yet but I'd appreciate it if someone
could fill me in. A cousin of mine told me that she found that her
house was not on the map but the property has been marked in the name
of a previous owner.

The decision by Chief Minister Manohar Parrikar that Nuvem MLA Micky
Pacheco head the House Committee to probe the drug cartel in Goa is a
mockery of the highest order. It is rank political expediency and sets
a new low in the political life of the State. It is no secret that
this is a move by Manohar Parikar to keep the flamboyant Micky Pacheco
in good spirits as he is unable to give him the promised cabinet
berth.

To match his very poor academic background and legal IQ, Micky Pacheco
has a very rich and colorful criminal record. Besides the numerous
criminal cases and probes pending against him, Micky has already been
convicted by two courts for the assault on an Electricity department
Junior Engineer. His appeal against this conviction is pending. For
all one knows, he may now even try and wriggle himself out under the
recent circular giving politicians reprieve from pending criminal
cases, thanks to the largesse to political criminals by the 'upright'
CM.

Any probe against the police drug nexus headed by a convicted criminal
cannot be expected to be fair and worth its while. It is shocking that
this stupid idea came from our IITian Chief Minister -- what a
brainwave Sirji, of asking a 7th Std pass to probe what the CBI has
not been able to. Who knows, the Chief Minister might even try to
appoint Micky Pacheco as the Lokayukta of Goa.

One of the Patrakars you are talking about now  heads the new mega weekly 
called 'THE GOAN' This was the pimp whose services  Manohar Parrikar used to 
have  Seby Rodrigues, the anit-illega-mining activist  in the Aguada Jail 
terming him  as the  NAXALITE. This Patrakar is still the pimp of the mining 
baron. Seby got saved only because he was the member of the Goa Su-Raj 
Party. Manohar Parrikar backed off when I made the appropriate NOISE.


What happened to the Naxalites now?? Is Justice Shah one of them too???

I shall be very interested to look into 'The Goan',  tomorrow. It should be 
full of the gory details of illegal mining in Goa since 1987 with 114.40 
square kilometers of vital Goa's  forests eaten up by white ants.
The time has come to pack load all these white ants into a barge along will 
all the black ones called 'politicians'  and let it loose into the Arabian 
Sea.


Then and only then AMCHEM LOKNAMCHEM GOEM will turn into AMCHEM BANGARACHEM 
GOEM.

[Goanet] New Baggage Rules for International flights

Friends, before you fly international pls check the new baggage rules,
adapted by your airline. 
Most Foreign airlines have started using the piece concept with the weight. 
Some airlines allow 64kgs or less for Biz class 2 pieces and Economy 1bag
23/32 kgs. 
For every additional bag you will have to pay extra even though you are
within the permissible weight limits. 
Also note the airlines will not accept bags over 32kgs.

On a recent flight to Poland we had to pay for the extra piece even though
we had less weight.

This maybe new for gulf flights, as they were not implementing this rule
before.

QUESTION: Now why would any one living in Bombay, even dream of coming to
Europe via the Portuguese Passport system? Esteemed, former Goanet writer
has written about the Swindon Goans living in cramped accommodation,
packing chicken and working in menial jobs at car factories - many to a
room and maybe some even changing shifts and changing beds!

Then one would have to ostensibly put up with being called a P.P.P. and
being sneered at, looked down on, as bring shame to the already established
E.A. Goans...I say stay in Bombay and hold yourself, things are far better
with those you know than those you don't.

Life in Europe is tough these days. At the end of the day, who am I to
spoil dreams?

Today there are more tiatrs in Goa, compared to those days even in the rainy
season, 
with some tiatrs running housefull and tickets have been sold in the
black.Most of these shows
Are held in Kala Academy Panjim, Pai tiatrist hall Margao, Ravindra Bhavan
in Sanvordem and
Hanuman Theatre Mapuca. The village shows will start once the rainy season
is over.
The new Tiatr season has just begun with famous playwriters starting off
with their new Tiatrs,
Some will start in October. Then there is the Tiatr Competition organised by
Kala Academy and TAG 
which starts on 24th September. At present there is a need for a Tiatr hall
in Panjim, 
as the Kala Academy is always booked for other shows. Here is a schedule

I have seen lot of tiatrs in bombay as we lived in Dobhitalao . Today the
 modern tiatrs do not interest me that much though my hubby loves to see.
Tiatr academy should bring out tiatr in its name. They should invite one or
two people to write tiatrs and a few to edit the same. Appoint a set of
musicians to compose and teach artist music. One or two to direct the tiatr.
Some one to set a modern stage etc . In this case our tiatrs will compete
with marathi dramas. i hope someone is listening to me

Aires Rodrigues has posed the question which is the caption of his post. What 
are the people of Goa doing to ensure that their voices are heard by the 
Parrikar Government in relation to their demands that this Cancer of Corruption 
is totally annihilated from the fabric of Goan society? Is he Going to execute 
truthfully his professed policy of ZERO TOLERANCE TO CORRUPTION?. Without 
pressure on the Chief Minister and his cabinet by the voters who put him into 
office, nothing is going to change. Therefore, we the people [aam aadmi] must 
keep on pressuring the government to take corrective measures starting with the 
Mining Issues for which there is no excuse but to adopt the recommendations of 
the Shah Commission, arresting all those responsible for the excesses in 
promotion and operating of illegal mining operations. THERE SHOULD BE NO 
PARDONS OF ANYONE BE THEY FORMER GOVERNMENT MINISTERS, CHIEF MINISTERS OR 
ANYONE. Justice must be meted out fairly and without prejudice. If this is 
done, it will dissuade those thinking of following suite and engaging in 
illegal activities of any kind to redirect their plans and stick to the legal 
means of obtaining wealth. I disagree with the proposed pardons or leniencies 
proposed by the Parrikar Government which favours those in power previously. 
This opens the door to pardoning every successive group of scoundrels who enter 
politics in order to enrich themselves at the behest of the people of Goa. This 
mining wealth must be controlled and shared by all the people of Goa. NOT ONLY 
THE FEW WHO HAVE STRINGS TO PULL in the Government and get away with 
murder.This action will benefit the whole of Goa and improve the livelihoods of 
every Goan if properly administered bringing about lower taxes, improved 
schools, hospitals, roads, etc. The overall benefits will be immense.
