Griha Aadhar scheme for women launched Published on: October 3, 2012 - 01:36 PANAJI: In an attempt to help the housewives to tide over the rising inflation, the state government on Tuesday launched 'Griha Aadhar' scheme. The scheme, under which every eligible housewife would get `1,000 per month, is expected to benefit around 1.5 lakh housewives. Launching the scheme, the Chief Minister, Mr Manohar Parrikar said that it was aimed to address the problem of spiraling food prices and to provide support to the housewives from middle, lower middle and poor section of the society. The amount under the scheme would be deposited directly into the saving bank accounts of the eligible beneficiaries. The government expects to receive 1.5 lakh applications and a provision of `150 crore has been made for the current financial year. Mr Parrikar also said that all married women, whose gross annual family income was less than `3 lakh and are a resident of Goa for the last 15 years would be eligible for getting the benefit under the scheme. The amount would be deposited directly through electronic clearing system every month. He further said the forms under the scheme would be made available in the offices of ICDS in all the 12 talukas of the state and around 15,000 applications would be sanctioned every month. This was being done to ensure that the department of women and child was not overburdened, he said. The government would set up facilitation centres at taluka level for processing the application forms. The beneficiaries under the Dayanand Social Security Scheme would not be eligible for the scheme but widows with children under 18 years of age with income of less than `1.5 lakh per annum would be given benefit under the scheme, he added. The application under the scheme should be made in the prescribed form and the applicants would have to attach self-attested copies of marriage certificate or alternate proof issued by religious institution, self-attested copy of 15 years residence certificate issued by taluka mamlatdar or by a gazetted officer, proof of present address and attested copy of ration card or Aadhar card. Besides, income certificate issued by competent authority or self declaration on a non-judicial stamp paper declaring that the income was less than Rs 1.5 lakh or Rs 3 lakh, as the case may be, attested copy of saving bank account passbook and birth certificate of the child (in cases widows who are beneficiary of the DSSS). The beneficiaries would also have to submit life certificate every year in the month of October, while widows would have to submit additionally a life certificate in respect of each of their children. The beneficiaries would also have to submit certificate after duration of three years in the month of October, if the gross income was less than Rs 2.5 lakh. Those availing benefit under the scheme on the basis of wrong/false information or declaration would be prosecuted under the law and debarred from getting benefits under any other schemes of the government. What I'd like to know is when was Goa granted independence. AFAIK, Goa was invaded by the Indian armed forces and annexed Goa to India, thereby subjecting Goa's dependence on New Delhi instead of Lisboa. The Indian troops still occupy Goa (Panjim, Bambolim, Navelim, Vasco, Mormugao, and Anjediva to name a few) and the Navy is still occupying Goa's airport at Dabolim. Gabriel. PS Goa's ministers are not independent, even if voted in by Goans and neo-Goans. They are still subject to their higher-ups in New Delhi, whatever be their colour. Which is why I suspect we haven't seen the Manohar of the past in the present setup. Often the parodies touch on personal rivalries either they are fellow-tiatrists or those in panchayats or those involved in illegal activities. The CD I just heard is called Illegal and brought out by Francis de Tuem. The title song tackles the types of illegality going on in Goa, from illegal mining to extra-marital love affairs. But haven't we heard songs on such themes before? One song, Fondantlo Uttolo, sung by trio Lawry, Andrew Francis de Tuem provides some misinformation regarding Goa's liberation. The song says that if the Portuguese naval ship or ships were not prevented in mid-ocean, the Portuguese would have defeated the Indian armed forces. Some of these tiatrists still harp on the Portuguese rule and, at the same time, condemn India's taking over of Goa. One can't argue with them because their loyalties lie with Portugal but one can point out to the distortion of facts. Praising the Portuguese rule is one thing, but giving false information is another. I wish the singers run songs dealing with Goa's history by those who know better. Youngsters shouldn't be provide with wrong information.

BJP MLAs let mining cat out of bag, allege Shah Report inaccurate October 3, 2012 TEAM HERALD teamher...@herald-goa.com PANJIM: In what seems to be a calibrated move to build pressure to allow mining to resume in Goa despite it having been termed as illegal in its entirety by the Justice M B Shah Commission, BJP legislators from the State's mining belt on Tuesday for the first time openly challenged the findings of the hard-hitting and detailed Shah panel report, terming it as not 100% accurate, mocking it as one-sided and based on Google images, and refusing to accept it. All four pro-mining BJP legislators - Pramod Sawant, Nilesh Cabral, Subhash Faldesai and Ganesh Gaonkar ~ have been lobbying with Chief Minister Manohar Parrikar to allow mining activity to resume in the State despite the strictures of the Shah Commission. Three of them told HERALD the Report was inaccurate and that they refused to accept it. Sanquelim MLA Pramod Sawant said: We have requested the CM to allow mining operations of legal mines fast as possible as it is badly affecting the livelihood of the people dependent on mining. But at the same time, we are also against illegal mining, he claimed. When it was pointed out to him that he was taking a stand that made no sense given the Shah Commission has clearly termed all mining operations in the State as illegal, Sawant, who had led pro-mining protests on the streets of Panjim last year, refused to accept the Report, alleging it is not hundred per cent accurate. We cannot rely on Shah Commission Report. it is completely based on Google images, he said mockingly, adding: The facts produced by the Commission needs to be verified by the State Government and that's what the Parrikar-led Government is doing. Sawant's stand was supported by mining contractor and Curchorem MLA Nilesh Cabral who questioned the Commission's finding that all mines in Goa are illegal. How can all mines be illegal? This report is just one-sided wherein no efforts have been made to cross-check documents with the mining firms, he added. Cabral termed the investigation of the Shah Commission as policing and demanded that the Government should verify the facts produced in the report. He added a political twist saying: Cancellation of Environment Clearances by the Union Ministry of Environment and Forest (MoEF) is not the Centre taking action against mining illegalities but action against the State Government's move of suspending mining operations pending verification of documents. Suggesting that mines having proper documents including ECs, NOCs from wildlife board, lease papers and other documentations could be termed as legal and allow to operate, Sanguem MLA Subhash Faldesai said: The Commission, just on basis of field visits and Google images has termed all mines in the State as illegal, which is not true. Maybe they are telling the story the way it was, not the way it has been distorted by politicians and idealists. See The Suez and Goa (Montreal Gazette Dec 22, 1961), for an example of the fact. It is contemporary news, not something generated months or years after the fact. Misinformation is what India was good at, in 1961 (Indian military intelligence put out that Goa had supersonic fighters at Dabolim, amassed troops at border, curfews, etc etc you can read about it in Bharat Rakshak), and is probably still good at, today. If after 50 years, tiatrist loyalties still lie with the Portuguese, there must be something very wrong or unjust with the current setup - don't you think? Warm regards, Victor Hugo Gomes Goa Chitra Celebrates World Tourism Day with Education Tourism In an initiative to celebrate the World Tourism Day (September 27) with a difference and to redefine the tourism in Goa beyond the notion of sun, surf and frolic, Goa Chitra last weekend organised a 2-day course for a group of 21 visiting students from various American universities. “I wanted them to connect with the indigenous people of Goa, understand the complexities of our culture and heritage and maybe learn a few lessons on sensitivity from the wisdom of our ancestors,” says Curator Victor Hugo Gomes. Conducted by an international organization, the students were part of study abroad programme tailor-made for the US students that seek to deliver high-quality education while simultaneously promoting the development of intercultural competence. “This education trail has been incorporated within their semester as a field trip so as to maintain authenticity of the experience,” explains Gomes. The curator further comments “The tourism in Goa has to look at new approaches and challenges that face Goa’s identity. These education trails are initiated so tourists may also be encouraged to become students and understand Goa within the larger context of India and the world. On day one, the students were taken on a visit to an 18th century Goan Indo-Portuguese house, followed by a tour of different prominent, heritage churches and an ancient temple. This followed the traditional Catholic Goan lunch at Goa Chitra and a guided tour of the organic farm and the ethnographic museum, with curator Gomes explaining the genesis of Goa Chitra, and various artifacts and their significance in the lives of Goans. The day ended with a visit to The Pilar museum. On day two, the group of US students in their early twenties, drove through the beautiful villages of Maina, Curtorim and Chandor. After a visit to a private 350-years old mansion, the group was shown select historical spots in Rivona, before proceeding to spend time with the Dhangar community in Netravali. Here, the students participated one-on-one with the indigenous people, watching in awe the intricate traditional broom-making and rope-weaving techniques using kombyo tree fibre. “In earlier days, these ropes were used to tie the animals as they were softer on the skin”, explained Gomes, while highlighting the self-sufficient lifestyle, the knowledgebase and the use of local material in construction by the Dhangar community. The group later visited a traditional areca nut-cum-coconut plantation where the owner explained the different uses of both the trees besides disseminating information on several others crops including vanilla, pineapple, coffee, cinnamon, cashew nuts, honey and others. Thereafter, the students were allowed to swim in an ancient lake and were offered traditional Goan lunch. The workshop ended with a visit to a traditional Goan 225-years old Hindu mud house. While for the course coordinators and students, this study expedition has been more than experiential, the students were genuinely surprised at the experiences. “The mix of Indian traditions with a hint of western flavour gives the Goan Indian a distinctive characteristic even when considered globally,” said a joyous participant. Roland Francis has given us a nostalgic glimpse into our past wherein we Goans lead the way in leaving an enviable and awe-inspiring footprint wherever in the world we went. Our pioneering spirit enabled us to brave severe and persevereably insurmountable obstacles venturing into remote inhospitable places like Namasagali in the Northern Frontier district of Kenya known to be snake infested, populated by hostile Somali tribesmen and the dreaded Black Water Fever and emerged triumphant. This same pioneering spirit took us to the interior of other lands like Pakistan, Mozambique even Burkinafaso which were in the infancy of civilization and we triumphed there also. During our exploits, we managed to build Schools, Churches, Clubs and contributed immensely to the emancipation of the local peoples. The Goans were revered by our colonial masters and respected by the locals for our honesty and humanity. We treated the locals better than any other Indian community. The culture that we left behind rubbed off on the locals and still endure to this day. When we emigrated to the west, although we progressed, we somehow lost our zeal or should I say our communal cultural values and after being a community of cultural leaders, we became a Culture of Assimilators being slowly but surely assimilated into Western Culture. This could be due to the fact that where we immigrated, the infrastructure such as Schools, Clubs and other social amenities already existed and instead of our having to build them, we only utilized the facilities which already existed mixing and mingling with the new locals finding no need perhaps of maintaining our cultural values as this came easily. This is a shame and it will lead to the demise of our culture as time goes on, as the older folks who really cherished these values are gradually fading away and the younger generation, having little or no exposure to it, do not have the same zeal of maintaining the Goan culture. One has only to look at the dwindling attendances at the Goan Overseas Associations annual New Year's occasion and the fact that although a plot of land was purchased more than two decade ago, we have not yet been able to erect a clubhouse on the property. Even the UK Goan Overseas Association which went further than us, had a Clubhouse, which due to constant bickering and mismanagement I believe is now non functional. Oft times, cultural events like Thiatr's and other social events like Village feasts are poorly attended and patrons tend to be the older strata of Goans. How to remedy this situation is hard to perceive but worth exploring in the interest if keeping the Communal values alive. Manuel (Eddie) Tavares.

Eugene Correia has hit the nail on the head. As Ana Maria Fernendes rightly said Tavern Talk will remain just that 'talk' and it should be kept in the tavern because it will go nowhere. Action is what is now required. If GSRP is to succeed, then they must take action to be relevant in Contesting Elections and winning them. This means that the party must get off the fence and convince the Goan populace that they have a better alternative than the former Governments and that they really mean to bring change to the system and put out their vision and plans of how they will be able to achieve their goals. Not superficial talk but truly visionary proposals backed up by realistic actions.It is O.K . to tout Gandhi's Philosophy but act independently using tact and skill intermingled with a strong sense of propose. We do agree that Corruption must be rooted out but not with a big broom as Eugene has suggested but with whips and lashes so that those unwilling to fall in line taste the true consequences of their action. This is a tall order and needs people of Guts and courage un-wavering in their aspirations to bring a true semblance of dignity and order to this corrupt society.
