any one of the Goanet
moderators, who sometimes appear a trifle un-moderated or "heavy handed "in 
their 
fellow Goan ways, especially if someone like me who is not a subscriber to 
Goanet 
strays into Goanet internet territory. 

Nowadays, unlike the old Goan ways of respect for a fellow Gaons and days when
Goanet first started 18 years ago, things have moved away from those partial 
ways, especially if one is not of /on the same wave-length of Goanet and it's 
moderators of
today. 

That is as much as one can say for our Amchea Goa's Goenkarponn, which we have 
been bleating about on the airwaves/ www.net ever since the dawn of 19Dec, 1961 
when Goa
and it's Proud to be a Goan and it's respectful people were finally annexed 
into the Union
of India, thus making us virtually STATUSless in our own land of our 
forefathers birth.

Today, it is every man or woman or child for him or herself so much so, every 
other Tomazski, Dickum, or Harrilal-jeebaiya has a stake in Goa, bar our Goan 
Sons and Daughters of the Soil who have to fight for the Crumbs and Spoils of 
the aftermath of the Freedom Fighters driven into a frenzy Higher Command 
annexation ! 

Today, here I am, a small enough cog in the Goan Diaspora pigeon hole "seeking 
" for 
some crumb of an email to be put on Goanet and what a "fight" it has been, so 
can you blame others for taking our once Peaceful Goa, not by PieceMeal but

NEW DELHI: The sweet-and-sour story of Kerala's Gulf connection may be about 
to end in the next four to five years. Although Keralites continue going to 
Gulf in search of employment, there is a decreasing trend over the years.


Emigration to the Gulf region from Kerala stood at 2.28 million in 2011, up 
from 2.19 million in 2008, 1.84 million in 2003 and 1.36 million in 1998. 
Between 2008 and 2011, emigration grew at just 1.4 percent per year compared 
to 4.8 percent during 2003 and 2008 and over 7 percent during 1998 and 2003. 
In seven out of 14 districts in the state, the number of emigrants has 
declined compared to 2008.


The increase could vanish much before 2015 and the migration trend could 
very well slope downward, say K C Zachariah and S Irudaya Rajan of the 
Centre for Development Studies (CDS), Thiruvananthapuram. They have been 
carrying out the Kerala Migration Survey for the Kerala government since 
1998. The latest survey was done in 2011 and a working paper based on that 
data released recently.


The survey also reports that there were an estimated 1.1 million "Gulf 
Wives" in the state, that is, women whose husbands are abroad, mostly in the 
Gulf region. Surprisingly, this number has hovered around the 1 million mark 
for the past 14 years even though the number of emigrants has gone up. In 
2008 the number of "gulf Wives" was 1.06 million.


The survey busts a handful of myths about "Gulf money", that is, remittances 
sent home by emigrant Keralites. Only 17.1 percent of households in Kerala 
received any remittances from abroad contrary to the popular impression that 
many more were benefiting from a steady stream of mone flowing in from the 
Gulf. However, the proportion of households receiving remittances varied 
from just 11.4 percent among Hindus, to 14.4 percent among Christians and as 
high as 36.6 percent among Muslim households.


Emigrants sent home Rs.49,695 crore in 2011, that is, about Rs 63,315 per 
household. The enormity of this contribution is evident from the fact that 
this about 31 percent of the states's domestic product. Muslim households, 
due to their larger share in emigrant households, got nearly 47 percent of 
the total remittances, while Hindus got 36.4 percent and Christians 17 
percent.


But why is this dream petering out? The study points to a host of factors 
that is discouraging fresh emigrants. The young working age population in 
Kerala is contracting because of low birth rates for the past many years. 
Another prohibitive factor appears to be the rapidly increasing cost of 
emigration, the report says.


Surprisingly, the wage differentials between Kerala and the Gulf region is 
also coming down. A recent survey of unskilled workers in the United Arab 
Emirates indicated an average monthly wage of Rs.11,869. Unskilled workers 
could earn more or less the same amount of money in Kerala, according to the 
survey analysis by CDS.

three transactions worth Rs 446 crore with its hotel joint venture since
giving Robert Vadra a 50% stake in it for Rs 35 crore in October 2009, an ET
investigation has uncovered.

These dealings, many experts say, raise further questions about the depth of
the business relationship between DLF, a listed company, and entities owned
by the son-in-law of Congress President Sonia Gandhi.

These transactions find no mention in the documents released in the past
week by activist-turned-politician Arvind Kejriwal on the business dealings
between DLF and Vadra, which have ignited a political and media firestorm.

According to DLF annual reports, the first of these three transactions took
place in 2009-10, when it sold assets for Rs 150 crore to the 50:50 hotel
JV, Saket Courtyard Hospitality. The hotel JV is yet to pay DLF for this
transaction.

In an emailed response, DLF says this transaction related to the transfer of
ownership rights of the Hilton Garden Inn in Delhi, the JV's sole hotel
property. "The valuation was done by independent chartered engineers and
government-approved valuers," it says.

Next, in 2011-12, DLF sold development rights - essentially, the rights,
with regulatory clearances, to build on a plot of land - for Rs 161 crore to
Prowess Buildcon Pvt Ltd, a 100% subsidiary of the hotel JV.

DLF says this related to the development of an "affordable housing project"
spread over 44 acres in Haryana. The project, DLF says, was cancelled
because it was financially unviable due to escalating cost of construction
and lack of government incentives.

As a result of these problems, DLF decided to covert this venture into
plotted or group housing projects. "These projects are underway and would
take another three to four years to complete," the company statement says.

traffic at the busy O'Coqueiro Circle instead of at the originally
scheduled Sai Service Junction where the police bandobast was in place.
For more than three hours of the road blockade, the capital city came
to a standstill, as harassed residents got frantic in what is now
regarded as Goa's biggest ever traffic jam. The issue: The then
Congress government had decided to allow primary school children to
study in English, if they wanted to.

Cases were registered against the Medium of Instruction protesters.

On April 23, 2011, after peacefully protesting against illegal
transportation of ore through their village for two days but seeing no
action, tribal residents of Caurem- Pirla decided to block all mining
traffic in protest, while allowing all other vehicles to pass. Police
resorted to a brutal lathicharge on the demonstrators. Many were
seriously injured including one senior citizen, and four women were
physically assaulted.

The issue: The then Congress government had paid no heed to their
protests and they wanted to save their farmlands and water sources that
had been devastated by illegal mining. About 95 people were detained at
Quepem Police Station. Cases were registered against the antimining
protesters.

By May 15, 2012, when Chief Minister Manohar Parrikar was just into his
third month in power, a meeting was held in his office attended by
Advocate General Atmaram Nadkarni, Law Secretary Pramod Kamat and
Director of Prosecution Shobha Dhumaskar. The agenda for the meeting
was a discussion on various criminal cases pending against politicians
in various courts.

The same day, a note was moved and the AG in his noting stated that a
circular may be issued through the Director of Prosecution that the
policy of the government is not to pursue criminal cases, provided they
are not of a serious nature, against politicians involved in agitations.

On receipt of the circular, the Public Prosecutors and Assistant Public
Prosecutors moved swiftly and withdrew criminal cases pending in
various courts against Ministers and MLAs ( including the current
Speaker of the Goa Assembly). The justification given by Parrikar,
then, was: “ I am of the opinion that cases which have been booked to
harass somebody and are purely political in nature should be withdrawn…
these agitations are on social, political or institutional issues…
police have various other serious cases to investigate.” That sealed
the fate of the cases against BJP leaders for their rasta roko on the
MoI issue.

And what of the cases against the protesters from Caurem- Pirla? Six
months into power, and the Parrikar regime appears to have forgotten
all about them ~ why has this principle applied in the MoI agitation
not been extended to the villagers of Caurem? “Cases against 30- 40
people of this village are still on and we have to attend every
hearing. Government advocates are defending the mine owners ( since
these are cases filed by the State), but we have to shell out from our
pockets to defend ourselves,” Salvador Dias, one of the protesters who
was booked, told Herald. The government continues to prosecute these
protestors at public cost.

Commenting on the irony, anti- mining activist Abhijeet Prabhudessai
said this was a reflection of the priorities of the government. “ If
you ask activists like me, we're not bothered about the cases we have
against us. We don't mind going to prison. But the villagers need
justice. It’s obvious government is dragging its feet. The cases should
be dropped. But our main priority is to get the Rs 35,000 crore looted
in the mining scam back and to ensure those who perpetuated this
criminality are prosecuted.”
