 Also, one needs to remember that these so-called freedom-fighters would be 
 termed as terrorists in today's world, and they would have been arrested and

 Note: It has been said that the seminar mentioned above probably forced 
 Nehru's hand as the African delegates requested him to first look after his

How GSRP will clean the Touristic messy scene in Goa.

1. Airport and all  entry points into Goa shall be tightened to check 
visitors coming in do have hotel bookings/reservations, guest house, rented 
place, government dormitories, friends etc. If they do not have this 
requirement, then they shall not be allowed to enter into Goa or at least 
make such arrangement first at the entry point and then leave. The 
reservations/accomodations shall be cross-chequeed. If  this is not 
practicable, then  representative/s of such accommodation/s shall be 
required to be present at the entry-point. This will stop people coming in 
by bus loads  and vans, eating, defecating and sleeping in fields, vacant 
plots,  and,  what is worse, in parks, gardens and on promenades like 
Panjim, Campal and Miramar, etc. There is no one to stop this in Goa because 
we have Indian Governing System where any and all Indians are welcome, even 
beggars.


2. This system of entry into Goa shall be well advertized before the tourist 
season commences so that there should be no EXCUSE.


3. Vigilance shall be vested with the 'Tourist Police' with the Toursist 
Police well equipped and sensitized. If any serious lapses do take place 
because of the negligence of the Tourist Police personnel, then the Chief of 
the Tourist Police force will be AXED on immediate basis without questions 
asked.


Just like India requires a very strong deterrent for rape, which according 
to GSRP must be 'physical castration' of the culprit/s at the site of 
hanging and then hanged or handing over of the culprit/s to the 'PUBLIC' to 
do what it wants to do with them. If we want to arrest this 'rape' trend 
which has gone out of hand,  rapists should not be even alive to contest 
elections. To start with, all  parliamentarians and state legislators who 
are accused of rapes mush be CASTRATED forthwith, dismissed. Only then the 
Law should be passed against RAPES as above. The so called weeping Sonia 
Gandhi is for the public consumption and those who write about it in 
editorials are suspects of child abuses. India cannot ever come out with a 
strong enough deterrent and Rapes will be  common place UNLESS  one or two 
PARLIAMENTARIANS and STATE LEGISLATORS  are given the same experience that 
the BRAVEHEART has suffered.


During the Portuguese era in Goa, it must be remembered that there were not 
even robberies, forget about murders and rapes. If at all these had 
happened, then the culprits were made to wish they were not BORN in the 
first place. There was no chance given to repeat anything like this.


There was an instance when the Portuguese Commandant of the Military outpost 
in Altinho Panjim was shot dead by the armed guard on duty because the 
Commandant walked in, in  a drunken state and not heeding to the 'HALT' 
command. The Guard was promoted. He happened to be a  Mozambican Black.


This shit Indian Rule that we experience in Goa and elsewhere in the name of 
Democracy will never come close to what law and order the Portuguese have 
given to Goa and Goans. Try to do this, what is happening in India and 
especially our Goa in Singapore. It is a fully Democratic Country but our 
Goan Charlies who visited Singapore on a study tour which includes 
Pratapsing Rane,  came back to say that Singapore is a POLICE STATE.  Here, 
in Goa, the Police wants to sleep or if they don't want to do that, they are 
forced to go to sleep by these such like Politicians like Rane, Ravi Naik 
which includes the IIT'an Master Brain  MANOHAR PARRIKAR. The reason is 
VOTES.

CII Forms Task Force on Women's Safety

 

To go deeper into the subject of creating a safe environment for women, CII
has set up a Task Force led by Mr Subodh Bhargava,Past President CII  who
will lead the initiative and consult civil society, students and women's
groups apart from industry  and submit its report  to the authorities at the
soonest. This was announced by Mr Adi Godrej, President, CII in a press
statement issued today. The CII Task Force would also provide inputs to the
Government formed Task Force, which is being Chaired by the Union Home
Secretary, the CII release mentioned. 

 

The release said that crimes against women are of deep concern to all
citizens of the country; this needs to be contained quickly and efficiently.
Industry feels strongly that everyone should be safe through maintenance of
good law and order. 

 

CII is deeply saddened at the passing away of the young student who was
savagely brutalised in a moving bus in the most heinous manner. CII salutes
the enormous fighting spirit of the brave girl, who put in her best in her
battle for survival and in spite of her very painful and irritrivable
condition, provided enough evidence which helped in nabbing the culprits. 

 

CII feels that the collective emotion that this incident has given rise to
should not be allowed to dissipate.  It is now time for all citizens of this
country to stand together to create a regime which ensures that such heinous
crimes never gets repeated. 

 

The Press release went on to say that CII feels that this can be done if,
apart from other things, the legal system is deterrent enough to potential
perpetrators of such crimes. This can be done if the judicial system ensures
two things -  that punishment is meted out swiftly and definitively within a
specified time frame, say three months. Secondly the nature of the
punishment should be  exemplary and  strong enough deter potential
perpetrators.  

 

The CII release said that the apex industry body would work with business,
industry and civil society in recommending contours of such a regime. CII
will also look into aspects other than the law which have an overarching
impact on attitudes and mindsets.

Church says government needs to pursue ethical tourism initiatives

The rich and the powerful hive off profits earned by Goa's multi-million
dollar tourism industry leaving virtually nothing for the indigenous
inhabitants of the state, the influential Catholic church in Goa said on
Friday.

Speaking at an annual civic reception in the Bishop's House here, Archbishop
Reverend Filipe Neri Ferrao said the state government needed to pursue
ethical and holistic tourism initiatives.

Our people seem to be systematically dispossessed by the powerful and the
rich, who see their own profits as being of higher value than the people of
the land, Ferrao said.

Our anxiety stems from the fact that too few of benefits seem to percolate
down to the genuine holders of rights over tourism, that is, the original
inhabitants of our coastal areas where the bulk of tourism happens.

Admitting that the Church was unable to suggest concrete technical
guidelines to make tourism sustainable, Ferrao said the development in the
sector should not only consider economic, but also ethical issues.

Goa hosts about half a dozen offshore casinos and over a dozen onshore
casinos, and active promotion of Goa as a gambling destination has attracted
considerable ire of the Church.

We would like to see the development accompanied by ethical guidelines
which inspire respect for the people, Ferrao said.

He suggested that the growth plan of the tourism sector take into
consideration the interests and the wellbeing of the local people,
particularly those who were adversely affected by the tourism industry.

He added that if those in traditional occupations were being displaced by
the new circumstances created by increasing tourism activity then they
should be allowed to run small businesses along the coast in order to
compensate for their displacement.

With over 25 per cent of the state's population being Roman Catholic, the
Church has a significant sway in Goa, which also attracts over 2.6 million
tourists annually.

follow a star, yet for those wise men, that journey was worth it for they found

Isaiah, the prophet of hope tells his people that they will not be forced to 
live in the darkness any more. The Lord himself will come into their lives. 
They do not have to go anywhere they have the privilege of God coming to them.  
The Lord's coming will be their blessing. Your sons shall come from far away, 
and your daughters shall be carried on their nurses arms. Then you shall see 
and be radiant; your heart shall thrill and rejoice. The wonderful news that 
is given to us is that God takes the initiative of coming to us, He loves us so 
much he wants to reveal himself and he reveals himself to all those who are 
ready to open their eyes and see their God.

A small girl walked daily to and from school. Though the weather one morning 
was questionable and clouds were forming, this child made the daily trek to the 
elementary school. As the day progressed, the winds whipped up, along with 
thunder and lightning. The mother was worried that her child would be 
frightened, walking back home from school, and she herself feared the 
electrical storm might harm her child. Following the roar of thunder, lightning 
would cut through the sky like a flaming sword. Being concerned, the mother got 
into her car and drove along the route to her child's school. Soon she saw her 
child walking along, but at each flash of lightening, the child would stop, 
look up at the sky and smile. One followed another, each time with her child 
stopping, looking at the streak of light and smiling. Finally the mother called 
and asked, What are you doing? Her child answered, I'm smiling for God. He 
keeps taking pictures of me.

In the Gospel we have the story of the wise men, who travelled all the way 
guided by a star to the birthplace in Bethlehem to see the new born king. This 
story has perhaps lots of messages for us. First of all there is King Herod, 
who was known to be a very insecure person, who felt threatened by his own wife 
and son so he murdered them. When he hears that there is a new born king he is 
worried and his desire to know where this king is born is motivated by his 
desire to get rid of him.  Our insecurities and our desire to be in control can 
come in the way of discovering God in our midst. We have to let go and let God 
come into our lives on His terms. Next we have the wise men from the East, who 
have seen a star, a sign that seems to have a message for them. Perhaps many 
others had seen this star that was different from the other stars in the 
heavens, perhaps many knew that the star foretold the coming of the Messiah, 
but only these wise men believed that
 it would lead then to the Messiah. It requires faith to start off on a 
journey, it requires faith to leave the familiar, comfortable, known, home 
surroundings and journey to the unknown, risky destination. The star guided 
them for a part of the journey and then when they reached Jerusalem it seemed 
to disappear for a time so that their faith was once again put to the test and

this child, born in a stable was the new born king. They bowed down in faith 
and humility and worshiped this new infant and offered the gifts
 they had brought from distant lands.

speaks to the priests. I am not sure I understand what you mean by  the priest 
having a 'modern day mentality' for surely it cannot be acceptable for a priest 
to suggest that rape is the fault of women. Also, given the number of students 
protesting in Delhi with regard to the rape of the poor girl there, I doubt 
very much whether the youth at a youth mass would tolerate Fr Oliver Fernandes 
preaching that women are to blame for rape. My issue isn't that he made that 
statement at the Christmas mass (though it was inappropriate), but that he made 
that statement at all.

  Having just enjoyed a wonderful evening in London, United Kingdom, bringing 
in 2013, what struck me most was when wishing a Happy New Year to 
  everyone, this was going to be just that A WISH.

  Let me explain, only yesterday I was advised that gutter politics had been 
used in the form of text messages to patrons wishing to attend the function 
organised by Viva Goa Entertainments in Harrow (who partly fund the 
administrative support for handicapped children in Goa) informing them it had 
been cancelled. This strategy could only be to steer patrons away so that they 
could buy tickets for another well established organisation which I can only 
describe as Helping Poor Children Stay Poor as, having been a community worker 
in the last 35 years, I have never seen any accountability publically for this 
fund raising 
  event in the name of charity. Both organisers may wish to comment and share 
their views with us.

  Usually one would target those indulging in such activities and expose them 
for the world to see but not on this occasion. Our entire community needs to 
take collective responsibility for such behaviour, those that indulge in such 
activities and equally all the rest of us who have and are still continuing to 
allow such behaviour to thrive unchecked, unaccountable and unchallenged not 
just in the United Kingdom but in other parts of our world. Will there ever be 
a day when our community comes out of the gutter into the light, when our 
faith can be honestly reflected in all the things we do?

  In the Bible, Matthew (12:33) recorded what Christ said You brood of vipers! 
how can you speak good, when you are evil?

  In addition to 2013 being the Year of Faith, perhaps it can also be a start 
of honesty and reflection in our thoughts, words and deeds to get us all out of

DAMAN: A massive arch spanning across the Vapi-Daman Highway is the
only indicator that one is entering the Union territory of Daman with
the dust, haze and dirt filled ambience surrounding the industrial
township of nearby Vapi continuing unfettered way into what was once a
Goa-like district.
And indeed nearly five centuries of shared history, right up to 1987,
when Goa was separated from Daman and Diu and Daman can’t help but
think it has been given a raw deal.

Faced with poor quality tourism, lack of accountability from government
officials, civic issues like garbage and maintenance and most of all a
rapid decadence of its rich culture and heritage coupled with a mass
exodus of its original inhabitants Daman has already lost its battle to
preserve its character.

Cultural death of Daman

Far outnumbered and sidelined, the Catholic community of Daman is quite
content to live their peaceful lives in the fort area, away from the
hustle and bustle of Nani Daman, the business area of Daman or at least
it superficially appears so. But scratch the surface and a sense of
resignation has already set in.

“Real Daman has gone to the graves,” says Pelino Machado one of the few
living reproducers of Daman folk music. “There was a particular Daman
folk music similar to your mando that was sung in Portuguese in these
areas. Nobody wants to be taught this. We also have a particular
dialect of Portuguese. Today it is fading off. Everyone just wants to
go to London, no matter what they do there,” Machado adds.

The Daman dialect called the Língua da Casa (language spoken at home)
is an Indo-Portuguese creole that survives only among the Catholic
families who speak it but only among themselves and at home.

With around 50-70% of Daman Catholics, especially those of Moti Daman
settling abroad, the future of this unique language is indeed grim and
in all likelihood will go the way of other Indo-Portuguese creoles like
that of the creole languages spoken in Baçaim (Vasai), Salsette Island
(Mumbai) Thana, Chevai, Mahim, Tecelaria, Dadar, Parel, Cavel, Bandora
(modern Bandra), Gorai, Morol, Andheri, Versova, Malvan, Manori,
Mazagão, and Chaul which are now all extinct. The only surviving
creoles are the Diu Indo-Portuguese, which is itself almost extinct,
the Daman Indo-Portuguese (Língua da Casa), the Kristi Korlai
Indo-Portuguese, the language of some 1,000 Christians in an isolated
area around the village of Korlai in Raigad District of Maharashtra and
the Vypin Indo-Portuguese: in the Vypin Island, near Kerala.

“Our language is unique. Even if you were to know the Goa Portuguese,
you wouldn’t be able to fully understand what we are saying,” Dr Jaime
Pereira a former teacher native of Daman, but currently working in Goa
said.

So bad is the situation that today for any social or cultural functions
the community has to source music bands from either Mumbai or Goa, or
rely on a disc jockey to add music to the air.

However, owing to a close knit community which comprises around 600
Catholics still living in Daman (out of a population of around 35,000),
the language is not dead yet.

“We continue to speak Portuguese at home. Even in Goa people have given
up speaking Portuguese. We are very proud of our culture,” Maria de Ceu
Guedes, a former teacher said, adding that they continue to have daily
Mass in Portuguese, say their prayers in Portuguese even though many
priests sent here from the Archdiocese of Goa and Daman struggle to
muster Portuguese and learn as they go, egged on by the community, who
wants the Mass in their language.

Daman also continues to however fiercely hold on to traditions like
making a special dish for Christmas called ‘cozido’ a dish that is easy
to make made of meats and vegetables because ‘people are too busy
sharing sweets and good tidings on Christmas day, that they have no
time to cook’ and another dish called val nascido made on the occasion
of the feast of St John de Baptist.

The main reason for the death of the language and culture is, besides
the fact that it is not taught in schools, the mass exodus of people
and more so Catholics from Daman.

“Half of our community has gone to London. Mainly for better job
prospects,” Gabriel Guedes a principal at a privately run school in
Daman said adding that the Portuguese provision giving citizenship to
descendents of their erstwhile territories had only helped the exodus.

This despite rapid industrialisation of Daman, which while bringing in
blue collar jobs failed to attract white-collared jobs that the
Catholics, who enjoy a relatively higher social and economic status,
prefer jobs in the service sector.

Nice, in theory, but how do you expect this to be policed? Visas? 
 
Policing may be fine at airport, but what about people coming by road? By 
train? Seems impractical to me. There'd be large queues of traffic at the 
border; and there would be a need for border police presence on trains. As it 
is, it appears that Goa Police conveniently disappear from the bridges allowing 
these out-of-state vehicles to travel recklessly overtaking every possible 
vehicle on the bridges without care, especially on the 31st. All racing to 
reach their north Goa destination as soon as possible so that their thirst for 
mhaja may be quenched... 
 
In addition, would such policing be legal, since Goa is now considered part of 
India?

How GSRP will clean the Touristic messy scene in Goa.

1. Airport and all  entry points into Goa shall be tightened to check visitors 
coming in do have hotel bookings/reservations, guest house, rented place, 
government dormitories, friends etc. If they do not have this requirement, 
then they shall not be allowed to enter into Goa or at least make such 
arrangement first at the entry point and then leave. The 
reservations/accomodations shall be cross-chequeed. If  this is not 
practicable, then  representative/s of such accommodation/s shall be required 
to be present at the entry-point. This will stop people coming in by bus loads 
 and vans, eating, defecating and sleeping in fields, vacant plots,  and,  
what is worse, in parks, gardens and on promenades like Panjim, Campal and 
Miramar, etc. There is no one to stop this in Goa because we have Indian 
Governing System where any and all Indians are welcome, even beggars.

 Also, one needs to remember that these so-called freedom-fighters would be 
 termed as terrorists in today's world, and they would have been arrested and 
 thrown into prison without trial in today's India for doing the same things 
 they did in Salazar's Goa.
  
 Note: It has been said that the seminar mentioned above probably forced 
 Nehru's hand as the African delegates requested him to first look after his

Why a lady applicant applying for renewal and  with 6 International trips
is sent for police verification? The Margao police Station looking after
Colva, Benaulim,Margao cares to inform.The witness has to be present in
person and sign  his photo ID in their presence with telephone number,
hence another visit There is no direction that police verification is also
needed from Cuncolim police station. The CID Margao casually suggests to
visit the other police station and not as amust, The Cuncolim police
station says it  will not inform by phone. The applicant must personally
visit to check the arrival of documents
The second police station wants signed photo ID of witness,
Resident certificate of applicant, Epic. At both the police stations  oral
deposition  on no criminal offence  is recorded.There are no registers of
criminal records to verify from.. Who will voluntarily
implicate oneself, knowing that there is no possibility of verifying
records available at hand. The trouble for personal presence of the
witness can well be avoided, if these requirements are part of the
application What is the purpose of submitting to two police stations,
duplicating the same process, in case of the lady applicant as aforesaid
mentioned From 29/10/2012 to 31/12/2012 , help desk and status report of
passport office , continuously mentions to contact the S.P  District, South
Goa. Both the police stations in writing state the No and date of
submission of their report by 305/16-11-2012 , 440/12-11.2012 respectively
Inquiry with the Passport Officer, after along wait, directs to check from
Panjim town police station The Panjim Police closes for inquiry by 12. a.m
unknown to the Passport office or the applicant and hence another mindless
visit. Police only recheck the information already submitted to the
passport office.
When the applicant has submitted and complied to the requirements, why
should the individual be held responsible , instead of the Police and
passport office? When the reports do not reach after a certain period, the
Passport Officer should inquiry or issue the document in default. why hold
the applicant to ransom, harassment, delay and to and fro movements ?
Why treat normal, average citizens as criminals, when the reports are on
oral depositions and not based on verifiable registers of criminal records?
Applicants are sent back for not possessing of Ration card, when the same
is not shown as absolute  requirement. The police requirements should be
incorporated as a part of online information, for better compliance and
information of the applicants, specially those , who may not be literate

and are still relegating women to the status of servant or even slave. The 
total attitude that men are superior to women must be viewed in a different 
concept and women must take their place in society equivalent to men. Enough 
lip service has been paid to this subject and it is now time that society 
recognize the vital and significant role women play not only in the propagation 
of the human race but in every aspect of life. In the same context, the 
abortion of female fetuses must also bee looked into and stopped. This is 
already showing up in society where many males are looking for partners and 
there are few females available thus tipping the balance which could lead civil 
strife and even kidnapping and trading of women if allowed to continue. 
Trafficking of women is another aspect of life which should be looked into with 
a view of totally ridding society of this dreadful scourge. One is of the 
opinion that slavery was abolished a long time ago but this assault on women 
from every angle shows that indeed in this male dominated world, it exists to 
this day and steps to irradiate it must be taken otherwise we are no better 
than the beasts of the jungle without compassion or morals towards our own 
womankind. The Kam asurt mentality which prevails in India must cease. There 
are laws passed but unless these laws are enforced and those found in conflict 
of these laws vigorously punished, such injustices and sad occurrences will 
persist.

The Unspeakable Truth About Rape in India

On Dec. 16, as the world now knows, a 23-year-old woman and a male friend were 
returning home after watching the movie “Life of Pi” at a mall in southwest 
Delhi. After they boarded what seemed to be a passenger bus, the six men inside 
gang-raped and tortured the woman so brutally that her intestines were 
destroyed. The bus service had been a ruse. The attackers also severely beat up 
the woman’s friend and threw them from the vehicle, leaving her to die.
The young woman didn’t oblige. She had started that evening watching a film 
about a survivor, and must have been determined to survive herself. Then she 
produced another miracle. In Delhi, a city habituated to the debasement of 
women, tens of thousands of people took to the streets and faced down police 
officers, tear gas and water cannons to express their outrage. It was the most 
vocal protest against sexual assault and rape in India to date, and it set off 
nationwide demonstrations.
To protect her privacy the victim’s name was not released publicly. But while 
she remains nameless, she did not remain faceless. To see her face, women had 
only to look in the mirror. The full measure of their vulnerability was finally 
understood.
When I was 26, I moved to Mumbai. A commercial and financial megalopolis, it 
has its own special set of problems, but has, culturally, been more 
cosmopolitan and liberal than Delhi. Giddy with my new freedom, I started to 
report from the red-light district and traveled across rough suburbs late at 
night — on my own and using public transit. It seemed that something good had 
come out of living in Delhi: I was so grateful for the comparatively safe 
environment of Mumbai that I took full advantage of it.
The young woman, however, will never have such an opportunity. On Saturday 
morning, 13 days after she was brutalized, this student of physical therapy, 
who had, no doubt, dreamt of improving lives, lost her own. She died of 
multiple organ failure.
India has laws against rape; seats reserved for women in buses, female 
officers; special police help lines. But these measures have been ineffective 
in the face of a patriarchal and misogynistic culture. It is a culture that 
believes that the worst aspect of rape is the defilement of the victim, who 
will no longer be able to find a man to marry her — and that the solution is to 
marry the rapist.
These beliefs aren’t restricted to living rooms, but are expressed openly. In 
the months before the gang rape, some prominent politicians had attributed 
rising rape statistics to women’s increasing use of cellphones and going out at 
night. “Just because India achieved freedom at midnight does not mean that 
women can venture out after dark,” said Botsa Satyanarayana, the Congress Party 
leader in the state of Andhra Pradesh.
Change is possible, but the police must document reports of rape and sexual 
assault, and investigations and court cases have to be fast-tracked and not 
left to linger for years. Of the more than 600 rape cases reported in Delhi in 
2012, only one led to a conviction. If victims believe they will receive 
justice, they will be more willing to speak up. If potential rapists fear the 
consequences of their actions, they will not pluck women off the streets with 
impunity.
The volume of protests in public and in the media has made clear that the 
attack was a turning point. The unspeakable truth is that the young woman 
attacked on Dec. 16 was more fortunate than many rape victims. She was among 
the very few to receive anything close to justice. She was hospitalized, her 
statement was recorded and within days all six of the suspected rapists were 
caught and, now, charged with murder. Such efficiency is unheard-of in India.
In retrospect it wasn’t the brutality of the attack on the young woman that 
made her tragedy unusual; it was that an attack had, at last, elicited a 
response.

If Goa is currently considered a part of India, no problems. But Goa does 
not have to do is to entertain  any riff-raff just because it is Indian. 
Does it?

That is why Special Status is very much the need of the hour for Goa.
Where there is will, there is a way.
Whether it is railway stations, entry points, airport or seaport. The 
vigilance must be there not to make Goa a hotch-potch of India.


I agree, that this is a manmoth task, but accost this situtation with 
planned caution, and the message sent will be just right. Do not take GOA 
for GRANTED

And,
This can and will be done when Goa has it's own High Command in Goa. Not 
otherwise.

Nice, in theory, but how do you expect this to be policed? Visas?

Policing may be fine at airport, but what about people coming by road? By 
train? Seems impractical to me. There'd be large queues of traffic at the 
border; and there would be a need for border police presence on trains. As 
it is, it appears that Goa Police conveniently disappear from the bridges 
allowing these out-of-state vehicles to travel recklessly overtaking every 
possible vehicle on the bridges without care, especially on the 31st. All 
racing to reach their north Goa destination as soon as possible so that 
their thirst for mhaja may be quenched...


In addition, would such policing be legal, since Goa is now considered part 
of India?

How GSRP will clean the Touristic messy scene in Goa.

1. Airport and all entry points into Goa shall be tightened to check 
visitors coming in do have hotel bookings/reservations, guest house, rented 
place, government dormitories, friends etc. If they do not have this 
requirement, then they shall not be allowed to enter into Goa or at least 
make such arrangement first at the entry point and then leave. The 
reservations/accomodations shall be cross-chequeed. If this is not 
practicable, then representative/s of such accommodation/s shall be 
required to be present at the entry-point. This will stop people coming in 
by bus loads and vans, eating, defecating and sleeping in fields, vacant 
plots, and, what is worse, in parks, gardens and on promenades like Panjim, 
Campal and Miramar, etc. There is no one to stop this in Goa because we 
have Indian Governing System where any and all Indians are welcome, even 
beggars.

According to a historical report nearly 1500 peaceful protesters were arrested 
and jailed for expressing their opinions and disagreements in public.

It is embarrassing to see the various contortions presented in this forum to 
explain the murders and brutality committed by Salazar's police and agents with 
regard to peaceful protesters and other innocent Goans.

If the peaceful freedom fighters did not heed the command to halt at the 
border, and did not heed the warning shots, they would be killed as the Indian 
Border Police do today at India's borders. 
 
How many people were killed in Bombay by the Bombay police after the failed 
invasion of 15th August 1955? 
 
What did the Indian Police do just last week to a peaceful protest in Delhi?

EDITORIAL: A year of leadership failure

The last image of 2012 is protesters storming the bastion of Delhi,
outraged at the brutal rape of a young girl and the culture of violence
against women. This outburst by the educated middle class, many of them
young women, was spontaneous as much as it was leaderless. But as we
move to the next year, we need to think about the response of the
government to this protest and others. We need to understand if the
Indian state has any clue about what is going on under its nose—and feet.

In this case, on the first day people had gathered, peacefully but
resolutely, to register their anger. The educated middle class was
innocent, and arrogant, enough to believe it should be allowed to march
to the grand presidential palace, a symbol of power and compassion in
their eyes. But the government reacted with horror. It used water
cannons and tear gas shells to quell the protest. The next day, the
numbers swelled, social networks got busy calling for a gathering and
sadness for the young victim turned into anger against the callous
state. Still not all was lost.

Even the next day, protesters’ congregation was peaceful in the
beginning. But as it happens in such situations, something (or some
miscreants) provoked the crowd. It became ugly. Now the tear gas shells
rained on them; television screens flashed visuals of police brutality
as they beat protesters, including young women, with batons.

In all this, there was absolute silence from top politicians. Nobody
walked into the crowd, held a megaphone and shared the grief of the
people. Nobody came out to explain that the government would indeed take
the required action to fast track conviction of the vile rapists and
beef up security across the city; that it would make its people feel
safe. Instead, politicians and bureaucrats hid behind their many-layered
security walls. The irony was there for all to see. The disgust grew.

To make amends, UPA chairperson Sonia Gandhi and her heir Rahul Gandhi
decided to meet a few “representatives” to convince them of government’s
intent. But the fact is that this “movement”—for want of another
word—has no representatives. It is leaderless. It is just a collection
of people brought together by a common anger. They needed to talk to
all, not some.

The home minister—to whom the capital city’s police reports—added insult
to injury by arguing that if he had “spoken to this motley crowd, next
time there would be demands for government to speak to Maoist
insurgents”, equating outraged ordinary urban citizens with violent
secessionists. Clearly, nothing speaks more of the government being
completely clueless, hapless and out of touch with its own people.

This was not the first and last time it happened in the past year. Take
the protest against the Kudankulam nuclear power plant. As the plant
came close to commissioning, protesters blockaded the plant and held
vigils and rallies to say that they believe the plant is a hazard to
their life and livelihood as fishers. In this case, unlike the
middle-class Delhi protesters, it is fisherfolk who are agitating. They
have seen what happened in Fukushima on their television screens.
Whether right or wrong, these ordinary Indians are convinced of the
dangers of nuclear power. They need answers. They need assurance from
their leaders.

But instead what they got is first disdain—what do the illiterate know
about complicated nuclear affairs. Then
