7-yr-old girl raped in Vasco VASCO: Even as the gang-rape and death of a young woman in the national capital has ignited outrage at sexual violence against women and girls in the country, in a shocking incident that occurred in the port town of Vasco on Monday , a seven-year-old girl student of a popular high school located at Headland-Sada was allegedly raped by a stranger when the minor went to pay visit to the toilet during the interval session. Taking strong cognisance of the negligence on part of the school management, the Chief Minister, Mr Manohar Parrikar directed the Crime Branch team of Goa police, who are investigating into the case, to book an offence against the headmistress of the school for negligence. The Crime Branch has also registered an offence against an unknown person under Section 378 of Indian Penal Code (IPC) and Section 8 of Goa Children Act for raping a minor girl. The victim has been sent to the Goa Medical College and Hospital at Bambolim for medical examination and the report would throw more light on the case. Taking strong note of the incident, the Chief Minister directed the Director General of Police to hand over the case to the Crime Branch for further investigation. Hundreds of people including parents agitated in the school premises since afternoon when the news of the rape incident spread like wildfire in the port town. The agitated people demanded immediate arrest of the school headmistress, and the culprit who committed the rape. The Chief Minister, Mr Parrikar along with Speaker of Goa Legislative Assembly, Mr Rajendra Arlekar, the Power Minister, Mr Milind Naik, Law Commission chairman, Mr Narendra Savaikar, Vasco MLA, Mr Carlos Almeida and BJP state unit president, Mr Vinay Tendulkar rushed to the school and had talks with Crime Branch team, school management, parents and the crowd gathered at the school premises. According to the information available, the victim who is a class II student of the high school was allegedly raped by a stranger who entered the school premises during the interval session at around 10.30 am. The incident was reported in the girls’ toilet and it came to light after the victim complained to her class teacher about pain. The headmistress, taking immediate note of the incident, intimated the victim’s parents. As the parents could not be present in the school in time, the incident was later brought to the notice of the Mormugao police at around 2.30 pm. The delay in intimating the police created panic among the agitated people, who had started gathering in the school premises in the afternoon. Despite the incident occurring at around 10.30 am, the victim was made to sit in the office room of the school for about eight hours and only then was she sent to the GMC for medical examination, at around 6.15 pm. This further angered the crowd and parents who had gathered in the school. The District Collector, South, Mr N D Agarwal, Superintendent of Police, South, Mr Shekhar Prabhudessai, Superintendent of Police, Crime Branch, Mr Nilu Raut Dessai, Deputy Superintendent of Police, Crime Branch, Mr Sammy Tavares, Crime Branch, PI, Ms Sunita Sawant and other top police officials visited the school premises and immediately started the investigation process. The director of education department and other officials also visited the school. The Chief Minister, Mr Parrikar along with other officials of the police tried to calm down the agitated crowd. Hectic efforts were also made by the police to calm the crowd and stop it from entering on the first floor of the school building where the headmistress was questioned by Crime Branch officials. Finally, with the intervention of the Chief Minister, the headmistress was arrested by the police and taken to police station with a strong police posse. As the police had a hard time in controlling the agitated crowd, additional force was summoned from other police stations. Meanwhile, the Chief Minister, Mr Manohar Parrikar on Monday said that the state government would sensitise the schools in view of the security of students, mainly the girl students, in order to avoid incidents like rapes and molestations. The incident of alleged rape on a 7-year-old student of a popular high school has served as an ‘eye opener’ for the state government in providing security to the girl students. The Chief Minister, Mr Parrikar said that the school management appeared casual when it was their duty to restrict strangers from entering the school campus. The Chief Minister has asked parents to take proper care of the security of their wards. He also said that every school teacher has his or her duty to keep an eye on children and can play a key role in avoiding any kind of incidents like rape and molestation within school premises. The only time I saw her was during TAG's awards Ceremony in Dec. 2009 and that's when I tried my best to capture her on my cameras (see pics and videos below). How one can forget the song 'Dol Mhoje Bai' in 1966 film NIRMONN? I am sure, most households in Goa sing the lullaby (that sung to young children before going to sleep)including Goans settled abroad. Shalini acted more in Gujrathi and Marathi dramas than in Konkani Tiatr (Drama) and yet she left behind some unforgetable memories such as her role in J P Souzalin 'Sat dukhi' where she acted as 'Saibinn' (Our Lady). The role was so pefect that the audience in the end lined up to kiss her (Saibinn)backstage - Watch video where some speakers talk about it. In my last contribution yesterday, I did undertake to make that one my last contribution on this subject but alas in light of Mervyn Lobo's somewhat feeble and disjointed attempt to rise to the challenge I presented at the commencement of our conversation and more so the pathetic offer of a tuition from Wikipedia, obliges me to respond, hopefully, for the final time. Else we run the risk of boring Goanetters unduly. Besides, however dear the subject may be to the two of us, it really does not merit this much print coverage. Whilst Wikipedia is an interesting, quick, convenient and helpful information source and is often the first port of call when one seeks an immediate reference point, it is important to remember that the information presented therein is often highly subjective, written as it is by contributors of their own volition. I personally really do not require to refer to Wikipedia for information on the background to Zanzibar's African Revolution given my background, my early, deep and abiding interest in all matters relating to that archipelago, and my own Master's dissertation on the subject of the Revolution. Whilst it might be suggested that my dissertation also reflects a subjective point of view, I would respond that academic dissertations are required to conform to rigorous rules, monitored scrupulously by tutors. Accordingly, for every bit of information included in that work, I was required to quote a source (primary or otherwise). Whilst I was permitted to include some information from the copious notes I brought with me from Zanzibar, I had to satisfy my tutor at every turn regarding the bona fides of that information, before it was accepted. The dissertation appends a reasonably-sized list of published sources and, over the years, I have amassed a modestly significant library on all aspects relating to Zanzibar, including various parts of its history. So, thank you, but I shall defer on Wikipedia for this purpose! Mervyn's latest (and hopefully also last) contribution on this just subject singularly fails to respond to my challenge. His latest post is but a motley collection of incoherent comments and assertions that stray from the central issue under discussion namely, his initial charge that the Sultan of Zanzibar was a puppet of the British, a notion that I rebutted at the very start, given my understanding of what a puppet must represent. Having revisited his various and disparate comments in all his posts on the subject (greater fool me for doing this!), I have failed to detect any coherence to support, let alone justify, his initial assertion. What have the now defunct concept of 'Divine Right to Rule', the Scottish Referendum, the unproven charge of electoral gerrymandering in Zanzibar in the 1960s, the Zanzibar Revolution and the many other disjointed comments got to do with whether or not the Sultan was a puppet? Dear Victor, In 1757, King Joseph I of Portugal issued a decree penned by his prime minister, the Marquês de Pombal, granting the Portuguese citizenship and representation to all subjects in the Portuguese Indies. The enclaves of Goa, Damão, Diu, Dadra and Nagar Haveli became collectively known as the Estado da Índia Portuguesa, and had representation in the Portuguese Corte (later, parliament). As you probably know, Dr. Francisco Luis Gomes, whose staute you will find at a park in Campal, was one of the representatives for Estado da India Portuguesa in the Potuguese Cortes from 1861 to 1869. The last ones to represent Goa in Portuguese Parliament were Purxotama Quenim and Sócrates da Costa. Thus the residents of the Estado da India Portuguesa had full citizenship of Portugal, much, much before Antonio Oliveira de Salazar was a twinkle in his parents eyes. And Goans had elections much before the Indians in the Indian Republic had, going from an article The First Elections in Goa by Lourdes Bravo da Costa, published last Jan 13 on Navhind Times Panorama (http://www.navhindtimes.in/panorama/first-elections-goa ). Also, bear in mind that the decree granting full citizenship of Portugal to the residents of the Estado da India Portuguesa (Portuguese State of India) was a couple of decades before the Boston Tea Party of 1773. And what was furore in America about? Does No taxation without representation ring a bell? What you are spouting, is the Nehruvian assumption. Because British India never had such privileges of parliamentary representation in Britain, Nehru assumed that Goans were only ayahs, butlers, and cooks (I believe he made such a statement to a newspaper reporter when asked why the majority of Goans were not protesting against the Portuguese). He ignored the hundreds of able administrators, judges and doctors who were serving Portugal in the Metropole and all overseas territories. The term Salazar used, Overseas Province, would be much the same that the British would use with relation to the Falklands, and the US with Hawaii and Alaska. I reiterate that Salazar had nothing to do with the fact that Goans are Portuguese citizens, or that Goa was an overseas province. Goa was the Estado da India Portuguesa since 1757; the Republic of India was born in 1947 (really speaking, the Republic was formed in 1950), when the ancient Bharat was split in 3 (could be 4, if Lanka is taken into account). The following article appeared in the Hindustan Times dated 13 January, 2013 Social revolutions can begin only at home The savage gangrape of a 23-year-old Delhi woman last month sparked public outrage and shamed us as a nation. Now, adding to our disgust are the insensitive remarks of leaders who should know better. For instance, Gujarat godman Asaram sanctimoniously declared that the victim was equally to blame because she had not addressed the rapists as ‘brother’ and pleaded with them to let her go. Abu Azmi advised women to observe a dress code and stay at home after dark. In the recent past we had other shocking crimes, and similar biased comments and decisions. Within days of a teenage girl being molested by an unruly group of men outside a bar last year in Guwahati, the male-dominated council of a village in Uttar Pradesh banned young women from using cell phones or appearing in public with uncovered heads so that they wouldn’t acquire loose morals. Some months ago, when a young legal professional was murdered in her flat in Mumbai for resisting a rape attempt by her building’s security guard, there were murmurs about how women should dress conservatively to prevent men from lusting after them. Such responses not only unjustly blame female victims instead of keeping the focus on condemning the perpetrators of the crime, but also point to the deep-rooted patriarchal biases in our society. In almost every instance of violence against women, it is their freedom that is questioned, and this is what forms the crux of all discussions on such crimes. Eye-opening statistics Leaders like Mohan Bhagwat assert that rape is a phenomenon occurring only in urbanised India where people are influenced by western culture. The truth is, rapes are on the rise in rural Bharat as well, though most of these go unreported because of the more conservative social mores there. According to the National Crime Records Bureau, there were 2,28,650 incidents of crime against women in 2011, of which 24,000 were rapes. And these are just the official figures. Gender equality in the home is the key The National Human Rights Commission’s consultation on violence against women, held this week in Delhi, threw up a host of suggestions including judicial reforms, police reforms and the role of the media. The way I see it, the root cause of the problem is gender inequality. And the shift towards equality between the sexes must spring from our homes and families. All discussions about empowering women or checking male violence against them would be in vain if we don’t openly address the reality of double standards in homes. Even today, when India is nurturing visions of becoming a future superpower, many men feel it is their prerogative to enjoy unquestioned authority and are disconcerted by even the thought of women’s rights and freedom. How many children see their mothers treated as equals by their fathers? The lessons of showing respect to women and looking at them as human beings in their own right must begin at home. Rape is a way of asserting domination over women. Boys who are taught to respect the principle of gender equality are less likely to abuse women when they grow up. At this stage I am reminded of Rabindranath Tagore’s acclaimed poem, Where the mind is without fear. It ends with the line “Into that heaven of freedom, let my country awake”. I think the great poet was not just espousing political freedom here, but an India where all citizens are free to fearlessly enjoy social and gender equality.
