Dear Mr. Parrikar,

What you call monstrosity, others call Human Development.

You see concrete. I see investment. I see new, clean, dry, strong, 
homes. I see bettering of a standard of living. I see the arrival of new 
Goan citizens and visitors. I see rising expectations. I see the call 
for new services. I see opportunities. I see new jobs. New careers.


I see a population level rising to sustain improved standard of 
healthcare and education institutions. Growing purchasing levels that 
will lower the cost of introducing improved products. I see an 
increasing life expectancy. I see a new Goa rising.


The world moves. Progress is not confined to just other places.

With wisdom and guidance. Here is what Goa will look like in the next 
50-100 years. Search:Google.com Tab:Images, Photos of Lisbon, or, Photos 
of London. Beautiful.


Some of the infrastructure of these older cities may of indeed been paid 
for by what you today judgmentally call, 'ill-gotten money.' Likely not. 
Most of the development is the result of plain old fashion hard work.


In the end it matters not. If they were lucky, past citizens enjoyed the 
fruits of their labour. Those initial investors are now dead and gone. 
But one thing for sure, wherever we live, today we enjoy their 
investment, their hard work, and their strong drive for progress.


Mr. Parrikar, God did not bequeath Goa to Goans. Goa belongs to who work 
for her. And those who invest in her future.

Think about it: these will all be outsiders, many of them with

to my original post.

Rajanbab, Goa foundation had shown very clearly how DLF had committed 
illegality by cutting hills in their Daboli project. That project could have 
been 
stopped to send a clear signal to others that illlegalities that were condoned 
by the previous corrupt Kangress government will not be tolerated any more. 
That requires nerve of steel and the backing of the populace. The latter was 
there last April and this is why it is tragic that no action has been taken 
against 
a single project in the last 12 months, nor has this government done anything 
or even said anything to discourage non-goans from buying the expensive 
apartments or villas that most Goans patently cannot afford to buy. In major 
trauma, in surgery, we call the first hour after major trauma as the golden 
hour 
and we recognise that if we do not do anything to reverse the effects of trauma 
in the first hour, the patient usually dies. I am afraid the golden year has 
been 
wasted. Now, with a scheme like Mopa, there will be attempts to topple the 
government. A wonderful opportunity given by Goans has been lost. As our 
friend George has often said and you have said it too, I have to reluctantly 
agree: It is RIP Goa.

Goan villages can be great places for rest and relaxation but you cannot for
a moment visualize the trauma and misery you can be subject to, if something
goes wrong. Something did go wrong for a Toronto friend who never misses the
Carnival season in Goa every year while escaping the Canadian winter at the
same time. 

Riding a motor scooter after Sunday mass to visit his friend, fate made him
a tryst with an SUV filled with young men determined to paint Palolem beach
red. Throwing rules of the road to the wind, their wheelman tried to
overtake a public bus and went onto the lane where traffic and my friend
were coming in the opposite direction. Head on, the SUV and the scooter. He
was flung onto the windshield and lay writhing in pain, fibula and tibia
broken and protruding on the hot tarmac. Remaining conscious, he told
passersby to call an ambulance and he was taken to the Hospicio in Margao.
He didn’t know it then, but his real troubles had just begun. 

The way he tells it, the facilities at Hospicio are abysmal. The premises
are dirty and so are the beds. The linen has stains, some of which look like
they unsuccessfully battled against the last laundry. The doctors have no
sense of urgency and are quite incompetent. When his wife, hearing of the
accident, rushed there, she took one look at the surroundings and decided to
move him to a private hospital in Margao. That decision had its own
implications. This hospital did not have several pieces of vital equipment
and supplies and he needed to be moved again. 

Somewhere between the two hospitals one leg of the poorly maintained
stretcher came unhitched and the patient fell to the ground suffering
additional trauma not only to his smashed legs but also to parts of the body
that came unscathed from the road accident.

Moved to a big name hospital also in Margao, where one would expect better,
he was subjected to more of the same. The staff was professional neither in
expertise nor service, and the toilets are what you would expect from a
rural health centre in say Bihar. Remember that he was not ambulatory and
had to depend on the nurses and aides for every bodily need. It didn’t take
long for him to decide that the sooner he was flown to Toronto the better. 

The stretcher at the airport run by an outsourced firm gave way and as if in
a déjà vu scene, he was again flung to the ground violently. The wonder of
it was that he came through this third episode not much worse for wear. A
lesser man would have been felled with paralysis or worse. However, his
guardian angel was on the ball and the fact that he is a fitness buff
probably helped. 

Meanwhile there was endless paper work to be taken care of. The police had
been bribed by the guilty party and the report completely absolved the
negligent person despite all kinds of evidence gathered at the scene by
witnesses who were willing to help, pointing to the contrary. Remember
Scarlett Keeling and many other instances?  Although the wife ran from
pillar to post to get justice from higher authorities, it was the usual come
tomorrow, come next week. The inevitable conclusion was that everyone from
bottom to top had their palms greased. Justice in Goa as indeed India, is a
Utopian dream.

The eyes of my friend that were jaundiced enough to overlook all that is
happening in his beloved Goa are now open wide. He says that Goans in Goa
have abdicated their roles in well-paying as well as menial positions.
Doctors, lawyers and police think they are Gods and play with mortals from
that position. He compared his spending of money resultant from this
incident to the salt one sprinkles from a shaker. He laughs as he recalls
how the private hospitals made him purchase his own supplies and then billed
him for those very supplies he had to buy from outside. There is no value
put on human life in Goa, he wistfully whispers. So what else is new, I
should have told him, but didn’t. 

He is at peace that comes from returning to a sane world and is recovering
well in a Toronto rehabilitation center. He doesn’t know about tomorrow he
says, but smilingly talks about a day at a time.

I accept. You have written eloquently about what YOU see.

I too see the arrival of NEW Goans, and the expectations you listed.

I wish you had written a bit more about: The OLD Goans (as in
elderly), the effect of this uncontrolled development on Food, Water
and Energy supply, the presence/absence of Health and Support
infrastructure, the effect on the environment (and water table),
pollution and on flood/landslide control..etc.

I agree entirely that development and investment helps a place and its
people to grow along with benefits for the investors. This would be of
particular use to SENIOR citizens (of the place) who have struggled
all their lives and should (in a reasonable and caring society) expect
to survive comfortably with reasonable health care, food and living
during their golden years.

That is what is one forecasts reasonably in 'controlled' development.

On the other hand, the defenders of 'uncontrolled' development are
effectively saying the following: This is the era of NEW Goans. It is
time for them to make way for those with money who wish to have a
third or fourth holiday home. The Old and Elderly Goans have lived and
enjoyed Goa enough. Like disposable syringes and old mobile phones, it
is time to discard them.

Originated by psychotherapist Iona Teeguarden, JSD promotes a pleasant

Introductory class:

*FUNDAMENTALS OF ACUPRESSURE (2 DAY COURSE)*

Participants will learn to locate 30 main acupoints and how to use them for
general energy balancing, relaxation and well-being. The focus is on
self-acupressure, but time will also be given to locating the points on a
partner. Fee includes a course manual with instructions on how to use these
points effectively for health maintenance and relaxation.

9:30 - 12:30 morning session Theory/point location

12:30-2:00 lunch

2:00 - 5:30 ish afternoon session Theory/point location/practice

5.30 -Qigong/laughter yoga for all.
