D'Pietro's new Konkani novel released Sankoll, a Konkani novel written by Goa's ace novelist Bonaventure D'Pietro, was released by chief guest Francis D'Souza, Dy Chief Minister of Goa, at a function organised by the Dalgado Konknni Akademi at the Goa State Museum hall in Panjim, Goa, on May 4, 2013. The book deals with the wedding traditions and rites of Goa's Catholic community through the State. It also carries a CD containing the music and the traditional Konkani songs during the Goan wedding. A boy and a girl dressed in wedding attire along with two tiny aides and a large red umbrella over their heads, brought the book for the launch. Earlier, the guests were treated to special Goan sweets like bol, Kazarache vodde, san'na, etc. Pietro's musician sons Rabin and Raju rendered some Konkani songs and daughter-in-law Ruby also sang a song. Could Aires or any other goanetter post what happened in court today regarding Subodh Kantak vs Aires Rodrigues case. In a different context, it's interesting to note that the CM's remark that no professionals are ready to head public boards or corporations because of Aires' penchant to go after them. Can't understand why anyone should fear the activists, including Aires, if those who are chosen to head the public boards, etc and over board in the professional lives. If they haven't done engaged in illegal activities, these guys shouldn't be scared of any public scrutiny. Goa Public service act The act came into force on the last day of the Goa Assembly session this year. It is being hailed as the important legislation akin to RTI Act 2005. There is no doubt that it is a bold measure by Parikar ,designed to stop harassment to the public under guise of of endless delays. The delays and frequent visits convinces the victims to grease the palms of greedy officials and their touts ,as there is no alternative. According to the this act, the designated services have to be delivered by time bound schedule, with the rider of fines and penalties to be awarded as compensation by the concedrned officer .Will it reduce inefficiency, corruption and change the face of Goa`s bloated bureuacracy in the display of insensitivity and indifference, arrogance? There is catch here.There is first appelate authority, then appeal to the second appelate authority, hence built in safety, cumbersome process and legal delay.One may not be able to go through this formalities , if it becomes a standard procedure defeating the very purpose of quick redressal and empowerment of citizens demanding and receiving basic public services The disposal by the first and second apellate authority must be similarly time bound for the deficiency of service expected There is some deterence where there was none earlier The common people need services like birth, cast and marriage certificates, police verification, voter card, water, electric , gas connections,voters, ration , adhar cards, passport and renewals among others The states of Madya Pradesh. Himachal Pradesh, Kerala , Uttarkand, Punjab , Delhi, Rajastan, Bihar , UP, have such legislation in place, Whether the Goa act has been based on the experience of these states is not known. Goa being more literate state may be able to enforce in letter and spirit. The Ombudsman stated that from Goa only 59/7000 complaints against the banks were received an indication of complacency or indifference or both. And now comes a voice from the wilderness asking how mature a democracy is India?. Selma Carvalho's piece doesn't add much in sustaining the debate that's raging in Goa's political and media circles. An unanimous resolution by Goa's Assembly adds extra weight to Goa's case that the Indian governmnet has been seized with. The Indian government's dilemma in accommodating the demands of Goa and other states is well-known and it would need more than political will for the government to act. Indian democracy has its faults and it must be said that no democracy in the world is perfect. It's matureed since attaining freedom but the problems of regionalism, sectarism and sub-nationalism will continue to test it. India has faced the issue of Sikh nationalism at a heavy price in the death of its prime minister Indira Gandhi. The current issue of Telangana is before the government and only a firm resolve to tackle it in the best possible way is what the government is perhaps working at. India's north-east is a battleground with dozens of militant groups fighting various causes. Insurgency is a part of life in the states in this part of India. Muslim groups carry on their own brand of identity nationalism in Assam. The politics of marginalization is played out here to the detriment of peaceful life. Therefore, the Indian government, no matter which party is in power at the centre, always have its plate full of regional problems that create pressure on the structure of federalism. That India holds itself together, however shaky it is, is a miracle in itself. No wonder that the former US Ambassador to India, John Kenneth Galbraith, said India was a functioning anarchy. It isn't what Selma wants us to believe that India has completely misunderstood Goa's environmental needs, tacitly supporting a policy of unrelenting environmental degradation both in the mining and real-estate sectors. The problem lies in the handling of these issue by the successive Goa government itself. The mining fiasco is a making of the nexus between Goa's mining barons and politicians. No need to look beyond Goa's boundaries. Selma must be reminded that Goa is part of India when she raises the alarm bells of India's demographic time-bomb. It's a matter for concern for all living in India. States that are blessed with natural resources and offer better living conditions are automatic magnets to those who face difficulties in their own states. Why are Biharis moving out of Bihar and those moving out to areas such as Punjab and Delhi face the wrath of locals.? Intra-state movements cause inbalances in demographics. Goa is fragile but, at the same time, its resolute. Worse still, it's beautiful and attractive. Goa's own fault is that it began blowing its own trumpet many years ago and invited attention of outsiders. The call of yesteryears had now turn in a cry for safeguarding the land and its resources. Not too late but late enough. Like multiple militant groups in the north-east states fighting for same causes, Goa has suddenly seen the rise of groups fighting for the specific reason - Special Status. A couple of Goan advocates, including former Indian law minister Ramakant Khalap, have given their expert views on the subject. Their views rise above the din created by those narrow-minded and bigotted writers who don't know where thepr hearts lie, as some of them have have been barking like mad dogs at Nehru, at Liberation, and everything they think smacks as anti-Goan. As for Selma's piece, with a heading that doesn't make sense to me, she has clearly failed to notice that the dialogue has been going on for years but its moved slowly. Now the BJP is exerting pressure because winning Goa's case could be a big political point in the next elections. Goa Right of citizen’s time bound delivery of public services This act passed on the last day of Legislative session of Goa Assembly in 2013 It is not unique legislation, as 15 states like M.P. UP,Delhi, JK,Bihar, Rajastan,Uttarkand,H.P., Punjab, Jarkand have notified it. The states of Kerela,Karnataka, Harayana, Orissa Chahatisgarrh have also presented the draft bills. There is now central bill also okayed by the Union Cabinet entitled Right to time bound services The previous Congress Govt in Goa presented such a bill on 30/3/2011. It was sent to select committee and lapsed, Mr Parikar has now scored a mile stone by passing the aforementioned bill He opines that it will not be magic wand, a panacea for all evils, It will be implemented in phased manner and may see the light of the day in July 2013 .The support systems rules, procedures, legal aspects should have preceded the Bill The announcement has raised lot of hopes , expectations and well deserved admiration The people feel that they will get the essential services as the matter of right and not favour in a transparent manner .It will usher in a culture of excellence and perhaps result oriented work ethics. Intentional delays, harassment, accountability frequent visits will be a thing of the past. There are expectations about the services to be included and the time frame for their delivery. Will the Panchayats, Municipalities, licensing authorities, central Govt offices/Departments and other private companies involved in the delivery of private services be made accountable? What is the difference between the state and central legislation on the delivery of essential time bound services regarding convergence or divergence on issues? The emphasis on electronic delivery of services would be easy and accessible .The services which people expect to be covered are .birth, death, marriage certificates ,mutation and partition documents, copies of orders of Mamalatdars, pensions, passports and renewals, income certificates, approval to building plans, demolitions of illegal structures, connections of water, electricity, telephones among others The present bill in Goa promises equitable access to the deprived sections, infirm destitute, senior citizens women and children. The Ministers and others have to clear the related files in 30 days The application refused because of the error must be accepted on rectification The fine for delays varies from Rs50 to Rs 2500 day, whichever is less. Fines for the deficiency of service is Rs 500= up to Rs 5000= It is to be recovered from the salary and other dues. Disciplinary proceeding is also to be initiated. The authority to fine is the chief secretary, Minister and C.M in case of discrepancy. The militant Govt. employees are difficult to be dismissed etc .Will the penalties deter and make them responsive and less indifferent and accountable, There is hope where there was none earlier and with firm C.M in saddle there is bound to be compliance. The complainants could be paid up to 60% of the fines collected. The complaint should be disposed of within 30 days. It should be accepted or rejected with reasons There is first appellate authority has 45 days with a fine of Rs1000 to Rs 5000=There is recourse to the second appellate authority with quasi-judicial powers, which makes the whole process technical and legal, cumbersome for common citizen’s. Here’s one example of how this incident may be, in a curious way, linked to mining in Goa and shortcomings in India’s developmental strategy: We know little about the Chinese military campsite, but it is probable that the steel poles and stakes that hold the PLA tents, as well as the officers’ steel spikes were manufactured with Indian iron ore. In 2010, India was one of China’s top three iron ore suppliers, with 90% of its exports ending up in Chinese factories (98% of mined iron ore is used in steel production, both for civil and military purposes). And to put this into perspective, China alone consumes almost two-thirds of the world’s total iron ore, India being the world’s third largest exporter. We’re told that a country has a good trade policy when it explores its comparative advantage by exporting resources, goods or services it produces more efficiently in exchange for resources, goods or services that are more costly to source domestically. So, at least in principle, there’s nothing wrong in India supplying its abundant iron ore at cheap prices to China. The hidden problem, however, resides in what economists call externalities: the invisible costs of production of a certain good (or extraction of a natural resource) to environmental, health and other public goods. In the mining sector these externalities are mostly negative (a burden), especially in a small and ecologically sensitive state as Goa, which accounts for an extraordinary share (up to half) of India’s iron ore exports. In the mid-2000s, booming China’s demand for iron ore increased dramatically, and thus so did supply from Goa, where illegal mining flourished overnight. This led to a devastating surge in negative externalities, including the collapse of vast parts of the ecosystem in the hilly hinterland, the silting of rivers and drinking water sources, massive landslides and floods, violation of labor rights (mostly immigrants from Karnataka), social and religious conflict, and a thriving mining mafia engaged in a variety of criminal activities. Despite all this, New Delhi in 2011 overrode expert recommendations and proposals for a partial mining and export ban in Goa in the interest of not further increasing India’s immense trade deficit with China. This show went on until the Supreme Court finally entered the scene and enforced a ban on all mining in the state. Unfortunately, this threw out the baby with the bathing water, stopping not only illegal activities, but forcing also legal and socially responsible companies to cease operations and thus also disrupting state finances. Naturally, all this was of no concern whatsoever to China, which moved elsewhere to source its iron ore. Thus, instead of a timely regulatory effort in the mining sector in the early 2000s, which would have limited export supplies, imposed taxes to offset negative externalities, and enforced closure of illegal activities, India ended up effectively subsidizing China’s economic (and military) development for almost a decade. The ultimate irony is that China sits on some of the world’s largest iron ore reserves, which it prefers to save for a rainy day. According to one official estimate, illegal mining cost Goa alone a whopping $6.5 billion in lost revenues between 2006 and 2011. This does not factor in the immense long-term social and economic costs of illegal mining, which devastated large parts of the state. Meanwhile, in Ladakh, the Chinese steel poles, stakes and pikes stuck in the ice should remind us that India’s race with China is more about smart, strategic and sustainable development than warmongering over a few square kilometers of barren land in the Himalayas. http://www.thegoan.net/View-From-Afar/Subsidising-China%E2%80%99s-incursion/Column-Post/00205.html

D'Pietro's new Konkani novel released Sankoll, a Konkani novel written by Goa's ace novelist Bonaventure D'Pietro, was released by chief guest Francis D'Souza, Dy Chief Minister of Goa, at a function organised by the Dalgado Konknni Akademi at the Goa State Museum hall in Panjim, Goa, on May 4, 2013. The book deals with the wedding traditions and rites of Goa's Catholic community through the State. It also carries a CD containing the music and the traditional Konkani songs during the Goan wedding. A boy and a girl dressed in wedding attire along with two tiny aides and a large red umbrella over their heads, brought the book for the launch. Earlier, the guests were treated to special Goan sweets like bol, Kazarache vodde, san'na, etc. Pietro's musician sons Rabin and Raju rendered some Konkani songs and daughter-in-law Ruby also sang a song.
