Most of your school friends are probably working out of Goa, and it appears that the imbalance between pay checks and the cost of living in the state is keeping them away from home.At nearly 90 per cent, Goa has one of the highest literacy rates in the country, with thousands of students graduating each year. But are we paying them enough to keep them in the state? “My salary expectations were way above what my first pay check was,” said Janice Rodrigues. With a post-graduate diploma in journalism and a masters degree in English, she felt overworked and underpaid at her job at a local English daily.“I was expecting at least Rs10,000 per month, but had to settle for around Rs6,000 per month, writing an article every day,” the 26-year-old added. Even if she were able to double her salary in the next five years, she knew that Rs12,000 a month certainly wouldn’t be much at an age when she would want to be thinking about owning her own roof or set of wheels.Her disappointment was echoed by Maryanne Aranjo Fernandes, who spent a fair bit of money and three years at a hotel management institute in the state, but landed up earning a comparatively dismal sum on her first job. “You spend in lakhs to study, but when it comes to salaries, you earn almost nothing,” she said. With dozens of youngsters lining up for tourism-related jobs, Maryanne found herself looking at Rs 3,000 a month as compensation for working eight hours in the front office of a hotel in Calangute. Soon she moved to a call centre in Mumbai where she started off with a salary more than six times her first pay check in Goa, and has moved up the ladder since then.A quick peek into ‘Situations Vacant’ in the newspapers reveals a wide range of jobs available for the taking. Still, a vast number of youngsters looking for quick growth in career and finances opt to move away from home. Rylan D’Souza bagged his first job through a placement programme at Goa College of Engineering. The Electronics and Telecommunications graduate got his career off to a flying start at Siemens in Mumbai.While he got the salary he expected, he looked to move away as a jumpstart to professional life. “Goa allows you a guaranteed balanced life, but from my knowledge and experience, job growth and learning or exposure is very limited,” the Abu Dhabi-based professional said. Engineering institutes can charge a few lakhs a year in fees and with a handful of companies in the fray, staying back in Goa is sometimes a gamble.According to the Goa Chamber of Commerce and Industry (GCCI), 82 per cent of Information Technology graduates look elsewhere for jobs, mainly zeroing in on cities like Pune, Mumbai, Hyderabad or Chennai or flying overseas. “The younger lot is moving out of Goa because they are aware of the difference in pay between Goa and other cities, particularly the metros,” Janice noted.Sahaad Fernandes too left Goa for better prospects abroad. “I moved to Dubai since the growth in jobs is better there. The salary is triple or more than what you’d get in Goa, but even if money was not an issue I would still prefer working abroad because of better standards of living and growth,” he said.Former president of the GCCI Manguirish Pai Raikar earlier said that more needed to be done to keep Goans in the state. “The GCCI has to strive towards creating employment opportunities in the state and have a brain-drain reversal by helping Goans find employment opportunities in our own state,” he had told an annual general meeting.But will creating more jobs alone keep Goans at home? Rylan believes the rising cost of living in Goa is making it increasingly difficult to enjoy a comfortable life here. “The cost of food and housing is becoming extremely expensive. As a fresh employee entering the workforce in Goa with the average salaries, it is next to impossible to buy a flat in areas like Panjim where I come from,” he said.Prices for two-bedroom apartments in the capital can soar way beyond Rs 50 lakhs, a figure daunting enough for well-settled middle class families. For many youngsters getting a foot in the door, ownership of their own apartment or even a car gets pushed back by EMIs on educational loans, a vibrant social life and now increasingly, travel.Janice summed up the situation: “If my average salary remained the same as what I earned over the last year or so, I don’t think I’d be able to afford my own flat for another 20 years!”

The short listing of National Congress Party (NCP) leader Nagesh Colvalkar for the post of Goa’s Chief Information Commissioner (CIC) and State Information Commissioner (SIC) has to be strongly objected. Section 15 (6) of the Right to Information Act clearly mandates that the CIC and SIC should not be a person connected with any political party. Mr. Colvalkar has been associated with the National Congress Party (NCP) for many years, addressed its public meetings and has even headed the NCP’s legal cell. The three member committee headed by the Chief Secretary which has short listed Mr. Colvalkar for the post of CIC as well as SIC has not done its home work. It is shocking to see that the committee recommended the name of a politician. The committee by considering the name of Nagesh Colvalkar had committed a blatant violation of the mandatory injunction of the statute which clearly bars persons connected with any political party from being considered for the post of Information commissioner. Chief Minister Manohar Parrikar has to ensure that the selection of the CIC and SIC is strictly in accordance with law so that the Pandurang Nadkarni and Pradeep Padwal fiasco is not repeated. Sesa Goa, Sterlite merger gets Madras High Court nod PTI NEW DELHI, JULY 25: The proposed merger between Sesa Goa and Sterlite Industries, aimed at creating a mega natural resources firm from India, has moved a step closer towards realisation with the nod from the Madras High Court today. “The proposed merger of Sterlite and Sesa Goa and Vedanta Group Consolidation has received the approval of the High Court of Madras on July 25, 2013 and the approval of the High Court of Bombay at Goa on April 3, 2013,” Sterlite said in a statement. As per the merger scheme, Sterlite will be merged into Sesa Goa and a new entity Sesa Sterlite will be created post merger. All other subsidiaries of Vedanta, except Konkola Copper Mines, would be controlled by Sesa Sterlite after completion of the process. The merger would create seventh largest natural resources company of the world (in terms of earnings before interest, taxes, depreciation and amortisation) and a cost saving of Rs 1,000 crore annually, Vedanta had said earlier. The merger scheme has already been approved by most of the regulatory authorities, including Goa Bench of the Bombay High Court, the Competition Commission of India, BSE and NSE. Shareholders of Sterlite and Sesa Goa have already given their approval in June, 2012. A glitch in realising the merger is a review petition filed by a shareholder of Sesa Goa in the Bombay High Court, challenging the court order. For 13 years they have lived in the shanty towns of the Indian capital, New Delhi, raising their children and sharing their lives with the locals. Their two sons, Tom, 12, and Oscar, 7, were born in India and have lived most of their lives in slums. The family home, in a neighbourhood called Janta Mazdoor Colony, is about the size of a typical Australian bedroom. They have no running water, no TV, no fridge and no washing machine. Two mattresses, used to sleep on at night, double as a lounge during the day. Meals are eaten sitting on the floor and they share with neighbours a squat toilet in a small bathroom. But the Delaneys are not complaining. For them, living in a slum has been deeply enriching. It baffles us that more people in Australia who say they are sick of their lives don't do something like we have, says Cathy Delaney, who holds a masters' degree in pure mathematics. The longer we have stayed here the more we can see the positive effect it has had on us as people. I feel much freer of money and possessions - these things don't define my life. Mark Delaney, a 42-year old lawyer, says more than a decade in Delhi's squatter settlements has been a radical detox from consumer society. For the first couple of years I thought, 'We'll do this for a while and then we'll go back to Australia, get a deposit and build a house', and so on, but I've let go of all that now, he said. Mark works part-time for a Delhi-based medical organisation but the family's main focus is on their slum. They are strongly motivated by their Christian faith, believing that life is more about caring for others than comfort and success. Our main purpose is simply to experience what life is like here, to live with and learn from the poor and contribute something positive to people's lives, says Mark. The Delaneys moved into their current neighbourhood on the eastern outskirts of Delhi in 2003. About 60,000 people are packed into the illegal settlement which is less than half a square kilometre. It is one of an estimated 1500 squatter settlements scattered across Delhi that house at least 3 million people. The settlement started 30 years ago as a cluster of makeshift humpies in an open field but as time went by, people gradually upgraded. Flimsy walls were replaced with bricks, slab roofs were added in place of black plastic. Even so, open drains still run along the slum's maze of narrow alley ways and empty into a putrid canal not far from the Delaneys' front door. Properties are bought and sold in the slum and there are even informal titles exchanged to prove ownership. Although these documents would not hold up in court they give those purchasing a slum hut a sense of security. A three-level slum house in the area recently changed hands for 190,000 rupees (about $6000). The Delaneys pay 1800 rupees ($56) a month in rent, although many small rooms in the slum are half that. Each day the family witnesses some of the vulnerability and powerlessness of the characters portrayed in the film. Witnessing this has nurtured a strong sense of social justice in the boys. I have realised that the most important thing is to help other people, says Tom. But I have also realised that I have limits. There is hot debate in the household about how simply they should live. Cathy is a bit harder line than me, says Mark Sometimes she says 'let's move down a bit' but I'm usually a bit resistant. Most people think we are pretty stupid already. Once Tom asked how much income his neighbours had to live on and insisted their family do the same. So for the experience, they cut their monthly budget from 10,000 rupees ($310) to 5000 rupees. First we ran out of cornflakes and then we ran out of jam. Our diet got much simpler, says Cathy. It was a hard experience but a really good one. Going by the latest official release of data by the Planning Commission, India has now only 21.9% of its population living below the poverty line in 2011-12 as compared to 37.2% in 2004-05. In absolute numbers this implies that a massive 133 million people have moved out of poverty over a period of seven years. According to a World Bank report released sometime in April 2013, India accounted for 33% of the worlds poor, indicating that India is still a major ground for the implementation of poverty eradication programmes. There is no doubt that the method of computation of the poverty line leaves much to be debated. Opponents political and otherwise have already started slamming the claim on the grounds that the methodology does not reflect the ground reality and this clamor is going to grow louder by the day. However, this debate is meaningless! For the time being even if we assume that the statistics released by the Planning Commission is indeed true and there has been a reduction in the absolute numbers, this does not throw any light on the quality of life of the poor who are migrating above the poverty line into prosperity (sic). This particular human resource is supposed to contribute to nation building but in reality it lacks in basic qualities. One often heard statistic is that in India around 53% of malnourished children are not defined as income poor. If the government continues to define poverty in monetary terms, these kids would be just fine. All of us know the deplorable conditions in which these kids live and survive. Health, education and living conditions are the three most critical parameters against which human development needs to be mapped. On all these parameters the progress made by India leaves a lot to be desired. In such situations, merely making a claim of reduction in the absolute number of poor in India is meaningless. The time is now ripe for the government to measure poverty through a multidimensional poverty index, which captures not only the incidence but also the intensity of poverty. By using a monetary measure alone, the poor may vanish from India (as per the Planning Commission) but the country will not be free from the poverty of hunger, health and living conditions.

The uncle of the reigning sultan was a contender to the Bijapur throne. So, the sultan worked a deal with Portuguese that they would get these territories as quid pro quo if they whisked away the contender (to the throne) to the Moluccas, which the Portuguese obliged. Very likely the transfer of the territories to Portuguese rule, prompted the significant Muslim population of these districts to move to other parts of the Sultan's dominion rather than live under Portuguese. Acquisition of these new districts was a marked contrast to the acquisition of Tiswadi; which was a completely devastated piece of real estate. Likely the Hindu population of these districts were delighted with the deal; and if Timoja was still living, his life's ambition and strategy was fulfilled. The Hindus likely looked forward to: 1. Acquiring land of the departing Muslims, who were a significant percentage of the population. 2. No longer living under Muslim yoke; which they did intermittently for 150 years. 3. End to the Jizya tax levied on non-Muslims. Unfortunately for the native Hindus, the Portuguese had other ideas! The whole reason for them to acquire these additional territories was to: 1. Better defend the Portuguese foothold in India. 2. Provide the Portuguese in Goa more living space. 3. In keeping with centuries-old tradition, use the land as compensation and source of employment for retiring and demobilized soldiers after their three years of duty. 4. Land for the Portuguese to be self-sufficient in food for their overseas colonies and territories. Clearly the Portuguese population in Tiswadi was growing by leaps and bounds with every convoy of caracks, caravels and galleons bringing soldiers and others (bureaucrats; support personnel for trade and shipping, nuns and priests); while returning home laden with spices and other exports from the East. The need for living space (or what the Germans pre-World War II called Lebensraum) was a concept even prior to Alexander the Great. Land was an essential way of compensating soldiers for their service. In addition to settling newly arriving soldiers and other civilians, there was now the next generation of locally-born Portuguese and even more as mestizos (mostly illegitimate). Retiring soldiers owning and cultivating land provides a Reserve Army, jobs and a loyal, vigilant and dependable native population base. The only Indians welcomed to Portuguese-Goa were those in trade, those who could service the colonialists (including ship building and repairs) and other related businesses. An additional welcome groups of natives were those who volunteered to fight under the Portuguese flag in the Chardo Regiment. Techniques used to displace native population next! Is this needless extra appointment a means to create a plumb post to accommodate at the cost of the State exchequer a politically well connected person. The Goa State information Commission is currently officially notified as comprising of Chief Information Commissioner (CIC) and one State Information Commissioner (SIC). A post for an extra State Information Commissioner has to be duly notified after following the due process of law. The advertisement issued on 4th May being for the post of CIC and one SIC, the government now cannot travel beyond in trying to high handedly appoint one extra SIC and that too with a vested interest. Even this week, the Advocate General of Goa Atmaram Nadkarni has rightly argued in the High Court, that with an advertisement for one post, two appointments could not be made and that such an exercise was a fraud. Information Commission of big states like Maharashtra and Karnataka have only four and five State Information commissioners respectively. The Goa State Information Commission can be ably managed with a CIC and one SIC. If very competent persons are appointed as the CIC and SIC of Goa, the backlog of pending cases could be cleared in about three months. It is an irony that this government after having allowed the State Information Commission to be dysfunctional for over a year, now eagerly wants to appoint one extra Information Commissioner. The salary and benefits of the State Information Commissioner are on par with the Chief Secretary. By appointing an extra Information Commissioner the government would unnecessary incur a huge financial burden for five years as the process to remove an Information Commissioner is very cumbersome. It is lamentable that the infrastructure by way of premises of the Goa State Information Commission is very pathetic and in shambles unable to even accommodate the CIC and one SIC. Why did the government not during the last one year take steps to acquire a proper office premises to house the State Information Commission.
