[Goanet] SANDESH PRABHUDESSAI’S APPOINTMENT AS SIC IS HIGHLY OBJECTIONABLE

The politically high-handed and manipulated selection of Sandesh
Prabhudessai for the post of Goa’s State Information Commissioner (SIC) has
to be strongly objected.

Sandesh Prabhudessai has himself not even applied for the post. The
recommendation letter sent by Dr Oscar Rebello with the biodata is
surprisingly silent on Sandesh Prabhudessai’s educational qualifications.

The advertisement issued on 4th May being for the post of Chief Information
Commissioner and only one State Information Commissioner. The government
cannot now travel beyond in trying to high handedly appoint one extra SIC
and that too with a vested interest.

Chief Minister Manohar Parrikar in the last session of the Goa Legislative
Assembly had called upon thick skinned people to apply for the post of SIC.
Sandesh Prabhudessai’s illegal and malafied selection will not stand the
test of law.

Last week the Advocate General of Goa Atmaram Nadkarni had rightly argued
in the High Court, that with any advertisement for one post, two
appointments could not be made and that such an exercise was a fraud.

Chief Minister Manohar Parrikar is unnecessarily seeking to appoint an
extra State Information Commissioner to accommodate Sandesh Prabhudessai in
a plumb post at the cost of the State exchequer.

The Goa State Information Commission is currently officially notified as
comprising on Chief Information Commissioner (CIC) and one State
Information Commissioner (SIC). A post for an extra State Information
Commissioner has to be duly notified after following the due process of law.

Information Commission of big states like Maharashtra and Karnataka have
only four and five State Information commissioners respectively. The Goa
State Information Commission can be ably managed with a CIC and one SIC,
while the backlog of pending cases could be cleared in about three months.

It is an irony that this government after having allowed the State
Information Commission to be dysfunctional for over a year was now eagerly
wanting to appoint one extra Information Commissioner. The salary and
benefits of the State Information Commissioner are on par with the Chief
Secretary. By appointing an additional Information Commissioner the
government would unnecessary incur a huge financial burden for five years
as the process to remove an Information Commissioner is very cumbersome.

Vedanta hopes to complete Sesa Goa, Sterlite merger in a month

After
 securing approval of the Madras High Court, Vedanta Resources is now 
hoping to complete the much-delayed merger of Sesa Goa and Sterlite 
Industries within a month after getting a favourable verdict from the 
Bombay High Court as well, a senior company official said.

The merger was first announced in February 2012, and now final hurdle
 is to be crossed as a Sesa Goa shareholder has challenged the order of 
the Goa bench of the Bombay High Court approving exercise before 
division bench of the same court.

Hearings at the division bench has already been completed and the 
company is expecting announcement of the court order in next two weeks, 
the Vedanta official said.

The company is hopeful of completing the merger process within one or two weeks 
of the court order.

“Hearings are already over, just the order has to be announced, which
 we expect in the next one or two weeks (and in our favour). Thereafter,
 the scheme can be implemented because now we have the order from Madras
 High Court.

“Once court process is over, within a week or so, we will be 
announcing a record date and completing the share swap as well,” he 
said.

As per the group simplification exercise, Vedanta’s two leading 
subsidiaries, Sesa Goa and Sterlite Industries, would merge to create a 
new entity, Sesa Sterlite.

Accordingly, Vedanta will become the holding company of Sesa 
Sterlite, with 58.3 per cent stake, and Konkola Copper. All other group 
entities will get controlled by Sesa Sterlite.

Except Bombay High Court at Goa, the merger scheme has been approved 
by all other the regulatory authorities, including FIPB, the Competition
 Commission of India, BSE and NSE. Shareholders and creditors of 
Sterlite and Sesa Goa have already given their approval in June, 2012.

The merger is aimed at creating a mega Indian natural resources giant
 on the likes of BHP Billiton and Rio Tinto, Vedanta had said while 
announcing the simplification exercise. Sesa Sterlite, after creation, 
will have total assets worth $36 billion (Rs. 1,95,000 crore), net 
income of $1.9 billion (Rs. 10,000 crore) and cash and liquid 
investments of $ 7.7 billion (Rs. 42,000 crore).

However, it will also inherit nearly 87 per cent of Vedanta’s debt, 
which was $16.593 billion as of March, 2013, as loans taken to fund 
Cairn India acquisition would get transferred to Sesa Sterlite.

Accordingly, Sesa Sterlite will have a debt of $14.399 billion. It 
will result in Rs. 1,000 crore cost saving for Vedanta a year as its 
debt servicing cost would go down significantly.

As per the scheme of arrangements, Sterlite shareholders would get 
three shares of Sesa Goa for every five shares held according to the 
swap ratio.

Cairn India, Hindustan Zinc, Balco, Vedanta Aluminium, Madras 
Aluminium, Western Clusters in Liberia, Talwandi Sabo Power and 
Australian Copper Mines will become subsidiaries of Sesa Sterlite after 
the restructuring.

 are some interesting facts on the Lohana roots of Mohammad
 Ali Jinnah the founding father of
 Pakistan.He is the grandson of
 Premjibhai Thakkar (Gondal), a Lohana, who, to support his
 family, entered into the trading of fish in the coastal town
 of Veraval.
 His business, however, clashed with the strong
 (vegetarian) moral ethics of the Lohanas and as a result he
 was ostracised from the community.He
 made enough money in this trade and attempted to rejoin the
 community. He also discontinued the fishing business.
 However, the Lohana leaders did not accept his request to
 rejoin the community. Think about the course of history, if
 they had not had inflated egos and had allowed him  to
 come back!
 Premjibhai's son Punjalal Thakkar
 (Jinnah's father) was enraged at his father's
 humiliation and reacted like any other Lohana - with equal
 and opposite force. He adopted Islam and changed the names
 of all his four sons. However, he continued to use his
 Gujarati nickname: Zino (pronounced Jinno in old fashioned
 Gujarati) which means 'skinny.' Jinno`s son -
 Mohammad Ali - changed his family name to Jinnah - the
 nickname of his converted father.
 Jinnah's first marriage in 1892 was the
 result of his mother urging him to marry his cousin Emibai
 before he left for England to pursue higher studies.
 However, Emibai died a few months later. His second marriage
 took place in 1918 to Rattanbai Petit, a Parsi lady who was
 24 years his junior. Rattanbai converted to Islam when she
 married Jinnah and took on the name Maryam Jinnah. In 1919,
 she gave birth to their only daughter, Dina
 Wadia.
 Dina was born to Muhammad Ali Jinnah and Maryam
 Jinnah in London in 1919 - shortly after midnight on August
 15, 1919. As Stanley Wolpert's Jinnah of
 Pakistan records: Oddly enough, precisely
 twenty-eight years to the day and hour before the birth of
 Jinnah's other offspring, Pakistan.
 Dina had a rift with her father when she
 expressed her desire to marry a Parsi-born Indian, Neville
 Wadia. According to M C Chagla in Roses in
 December, Jinnah, a Muslim, disowned his daughter
 after trying to dissuade her from marrying Neville. Dina
 Wadia is the only direct living link to Jinnah and the
 nation of Pakistan which claims her father as ‘Father of
 the Nation’. Dina's descendants, including her son
 Nusli Wadia, who runs Bombay Dyeing, are part of the Wadia
 family and reside in India as she married and stayed in
 India after the partition of India. 
 So, here is the fact. Gandhiji, who spearheded
 the movement for independent India, is aptly regarded as
 ‘Father of India’. Gandhi and Jinnah (father of
 Pakistan), are both sons of Saurashtra, (old Kathiavad)
 Gujarat.

Over 50 years ago, an elegant Parsi in the Lok Sabha spoke , better to say 
roared.  He was exposing the first scam though he belonged to the ruling 
party.  His father in law, Nehru was hearing his thundering words. Nothing 
prevented Feroze Gandhi from exposing corruption.  The most extraordinary 
aspect of Feroze Gandhi�s work was the forensic precision with which he 
collected facts and the manner in which he marshaled his arguments.

He exposed the scam on the Life Insurance Corporation by Haridas Mundhra. 
 
Feroze exposed how Mundhra manipulated the LIC to purchase shares in his 
little known companies. Bowing to pressure, the​​ Government  appointed a 
commission of inquiry headed by Chief Justice MC Chagla  who upheld Feroze 
​'​s contentions and said that the Finance Minister should ​ ​take 
responsibility . TTK resigned, Finance Secretary was sacked and Mundhra 
jailed..

Feroze exposed corruption by Dalmia- Jain in the take over of Bennett and 
Colman by siphoning the funds of public money in Gwalior Bank and Bharat 
Insurance.  They were the directors of these banking and insurance 
companies and transferred the money ​into​their own company, which led to 
the immediate collapse of these public institutions. 

 
Feroze exposed Birlas, Goenka (not the one running a newspaper).
 
Such was his impact that within two months the insurance industry was 
nationalised.

When some alleged that Feroze was doing  ​all ​th isfor Tata ​'​s, as both 
​ are  ​ P​arsis, next came ​one ​against Tata.    Feroze exposed Telco for 
charging more than double for an engine to ​the ​railways, which led to 
​the ​exit ​o​f Tata and formation of locomotive workshops in ​the ​public 
sector.


 
Mahatma Gandhi is said to have told Feroze�s mother Rattimai in Allahabad 
in 1931:
�If I get seven persons like him, India would be free in seven days�.
 
Feroze the greatest campaigner against corruption passed away in 1960 at 
the age of 48. Seeing the huge crowd assembled for ​his ​cremation, Nehru 
said : ​​I did not know that Feroze was so popular ​​  






The Forgotten Legacy ​​


Son-in-law of one Prime Minister, husband of another and father of a 
third,its unfortunate that his daughter-in-law and grandson have forgotten 
his great legacy.
Her Government splurged Rs 7.25 crore on the birth anniversaries of Indira 
and Rajiv, but nothing on Feroze '​s birth centenary.

I Gobor said that GoanVoice must be named Ghantti Voice. I know who this
Gobor is and I am surprised that an educated man could write such stuff.

There appears to have been a selection - implying other candidates - and then a 
selection committee.

 6: why they were not selected?

I think that is best asked of the selection committee. I assume they know.

 7: what specific part of her CV made her the best candidate? 

I did not say this. 
I just asked if Goa should not be selecting the best from all of India for 
senior positions.

 8: if this is the process of appointments in other places in which you 
 have lived and worked? 
 9: would a non-French speaking person like me would be appointed 
 Information Commissioner in Quebec? 

Some government appointments are patronage appointments. We have many cases 
of these type of appointments in Canada and Britain.

 10: is Konkani the official language of Goa? Is she fluent in Konkani? 

Yes Konkani is. But the Official Languages Act also says Marathi shall be used 
for all or any of the official purposes.

 11: Is Goa already part of Maharashtra?

A meeting of State Level Steering Comiitee under JNNURM was held at
the Secretariat, Porvorim on 26th July , 2013 under the Chairmanship
of Chief Minister Manohar Parrikar and the a detailed Project Report
(DPR)) on Solid Waste Management for Panaji City costing about Rs.10
Lacks and The Review of Project approved under JNNURM on Heritage
Conservation (CCP) and 24 x 7 water supply Project for Panaji City
(PWD)  was discussed . Also another issues were taken up during the
discussion was Development of St Ines Creek which is costing 2500/-
Lacks, The comprehensive Mobility Plan (CMP) for 2011-2031 for Panaji
City costing about 750 crores and the Basic Services for Urban Poor
under JNNURM (BSUP) presented by Dr. Nandkumar Kamat costing Rs 10
crores  was also taken up by the committee for discussions.

The DPR presented and approved by the Steering Committee of the last
JNNURM committee was shelved by GSIDC and a new plant of German
Technology costing about 100 crores instead of 35 crores Solid waste
Management facility proposed by the DPR of Tetra Tech was kept aside.
My observation is that NNURM would not accept this proposal as it
involves huge maintenance, running and production costs Definitely
JNNURM , New Delhi would not accept this proposal which is a white
elephant and disastrous to the residents of Panaji in lieu of the
Tetra Tech proposal. The proposal submitted with German Technology
will surely fail which is impossible to run by the Goan unskilled man
power, which invites huge funding.

Another issue was proposed by the subcommittee for consideration of
SLSC for Basic Services for urban Poor by the Chairman Dr. Nandkumar
Kamat where a list of beneficiaries under BSUP within CCP is submitted
for consideration costing Rs 10 crores. It is strange that such a
expenditure is being proposed and hopefully it may be kept aside at
the moment, when we have 90% of Goa population contracted with the
Diabetics disease and not been taken care of, so far in a proper way.
The same amount could have been utilized for the manufacturing of
Insulin Plant in Goa, which will serve many Goan patients of Diabetic
disease. All these additional unwarranted proposals at the moment
should be kept at the back burner.

I suggest that the public should go through these proposals taken up
by the Committee in order to avoid wrong implementation and thus it
could be a failure of availing funds under JNNURM project on account
of huge cost expenditure.

*A nook tucked inside a cul-de-sac*

“The house was in good nick,” says Charlotte Hayward, as she hands a
carefully-preserved photo album, about how *Vivenda dos Palhaços* (House of
Clowns), now a boutique hotel, then a Portuguese house, in Costa Vaddo, on
a quiet lane in Majorda, looked like back when Goa was one big sleepy
village and not the trendy destination it has become today.  Neither
Charlotte nor sibling, Simon, a high-flying advertising executive who
worked in Hong Kong, New Zealand and Mumbai and is now the hotel’s owner,
who bought this nearly 100-year-old home, and threw it open to guests in
December 2006, complain about how much work went into restoring it into an
Indo-Portuguese* *mansion, built in 1929.

Simon decided to buy property at the time of the Goa boom and everyone and
his aunt were buying a piece of real estate here.  “Houses kept
disappearing,” remembers Charlotte about their search, adding, that they
finally decided they “should put the money where the mouth is” before
everything they liked was gobbled up by some other buyer.  It’s been worth
it evidently because five years ago, *Vivenda dos Palhaços* was listed by
Tatler’s as one of the 101 best hotels in the world and also Vanity Fair’s
2008 Best List – The details that make travel divine.

Excuse me for saying that the report has been taken down. In fact, it's
moved from its Articles section to the News section. Hence, I missed it.
However, on receiving an email with compilation of comments (second one) I
checked again and scrolling down the News section I found it on ninth
position.

The usual suspects are there blowing hot air.  These commentators seem
scared of their own shadows as their are hiding behind pen-names. I thought
Niz Goenkars are those who are in unafraid to use their real (as in
niz) names.
