Common sense and Hindu nationalism Why the Catholics in Goa are not Hindu: Albertina Almeida Others SEPTEMBER 16, 2013 This Guest Post by ALBERTINA ALMEIDA, AMITA KANEKAR, DALE LUIS MENEZES, JASON KEITH FERNANDES AND R. BENEDITO FERRaO is a response to a statement by Chief Minister of Goa, Manohar Parrikar. [Kafila.org] Can a Goan Catholic be Hindu? Can Catholics professing a tradition of Catholicism that is over five centuries old be considered Hindu in culture? This is what the Chief Minister of Goa, Manohar Parrikar, sought to suggest in a recent interview with Sambuddha Mitra Mustafi of the New York Times India blog India Ink, where he said: I am a perfect Hindu, but that is my personal faith, it has nothing to do with government. India is a Hindu nation in the cultural sense. A Catholic in Goa is also Hindu culturally, because his practices don't match with Catholics in Brazil [a former Portuguese outpost like Goa]; except in the religious aspect, a Goan Catholic's way of thinking and practice matches a Hindu's. So Hindu for me is not a religious term, it is cultural. I am not the Hindu nationalist as understood by some TV media -- not one who will take out a sword and kill a Muslim. According to me that is not Hindu behavior at all. Hindus don't attack anyone, they only do so for self-defense -- that is our history. But in the right sense of the term, I am a Hindu nationalist. Parrikar's bizarre statement was in response to the question of whether he saw himself as a Hindu nationalist. Of course, a quick and easy response to his statement would be to summarily dismiss it as expected rhetoric flowing from his saffron affiliations; yet, questions persist, not least because of the peculiar and oft-misrepresented Goan scenario. More than meets the eye Goan Catholics today find themselves in a strange situation. On the one hand they are summoned to maintain a distinct Goan identity which rests in large part on the Portuguese past of the territory. This distinct identity is called upon not merely by an officially approved tourism policy and practice, but also by local elites who use the claim of a distinct identity to cyclically generate local mass movements that help them maintain their dominance. On the other hand, as Victor Ferrao argues in his recent book *Being a Goan Christian: The Politics of Identity, Rift and Synthesis* (2011), there is a simultaneous suggestion that this Catholic 'cultural' element is not compatible with a Goan and Indian identity; this is precisely what Parrikar is proposing here. What he further does is to paint the community as a monolithic entity, despite a situation where large segments of the Catholics are being delegitimized by dominant-caste members of their own faith who participate in a Hindu nationalist reading of Goan history. Parrikar's statement also distorts history through a saffron lens, contributing to the further marginalization of not only Goan Catholics, but also Goan Muslims, Dalits, and Adivasis. Finally, when Parrikar says that his Hindu faith has nothing to do with governance, he is cleverly skirting the intimate connection that religion and caste ideologies, including the right-wing one he professes, have with state apparatuses in post-1947 India. In the political mobilizations of the dominant as well as the subaltern sections in India, religion has emerged as a potent and important factor. Our contention, not necessarily a new one, is this: that religion in post-1947 India is not a personal affair; it is deeply public and profoundly political, and has now become even more overtly so with the rise of the BJP. Goa's encounter with Christianity This background of political machinations and mobilizations makes it even more necessary to unpack Parrikar's statement against the actual historical context in which Goa and Goans encountered Christianity. As has been pointed out by the historian R. E. Frykenberg in his book *Christianity in India: From the Beginning to the Present* (2008), despite appearances to the contrary, the transmission of Christianity from the proselytizer to the converted always involved shifts in practice. These shifts resulted in new and unique forms of Catholicism or Christianity as the converted took in the message of the faith and made it their own. Thus, when Parrikar views a Goan Catholic as different from Catholics in Brazil, he is right only to the extent that there would be some ethno-local differences, because the local culture of Goan Catholics is Goan culture in its multiple variations, including, but not limited to, Hindu culture. Seb, you have a point. Being a resident in Dubai you are the best person to know the reality. I agree with you that even in London the posh places of tourist interest are awesome and very clean viz. Buckingham palace, London bridge, etc. while places inhabitated by immigrants like Southall etc. are just like being in some of the filthy places in Mumbai and not better places like Nariman Point, Churchgate, Ballard Estate etc. However the fact cannot be denied that the same Indians abroad and back home are a different breed altogether. At home they would consider their right to dispose garbage/litter and just piss and shit wherever they feel like. I feel as a first step there there should be more importance to cleanliness and education given in schools and publicity in general given to it so that with awareness a small beginning in whatever way could be made by all. Mr. Parrikar is an affable face of the Hindu right and leader of Indias most prosperous state by per capita income, which is also home to an influential Catholic minority and their distinct history. It will also be in the national interest. UNQUOTE The tweet by Shobha De is VERY interesting. So, in our very own chief minister destined for higher things? But then that will depend on how much of the assessment made by Sambuddha is correct? Going by various statements of various political and economic analysts in Goa, and what some on this discussion group have written, it would seem to me that the assessment is not fully to the mark! I also read somewhere that Sambuddha has made Goa his home! And in New York Times article, he is said to be a media entrepreneur and freelance journalist!! There are some people on this discussion group who are in a similar profession like Sambuddha. Saying so I am thinking in particular of Fredrick Noronha and Mayabhushan Nagvenkar. Perhaps they can enlighten us more about Sambuddha and his source of information.

Briefing the media Mr Naik said that he was surprised to learn about the criticism made against him by very persons who once appreciated his efforts and he even took the trouble of attending one of their meetings to explain the meaning and implications of special provision popularly called 'special status' During the days fixed for Private Members business, a member can either give a notice of Private Member's Bill or of a Private Member's Resolution but, it is only those, whose name comes in lot are those who get the opportunity of getting a bill or resolution ,as the case may be, discussed. If an MP gets such an opportunity even once during his entire term ,he should be considered lucky. Mr Naik said he had been giving notices of bills and also resolutions from time to time on the subject and, to his luck on 30 thAugust, 2013 his resolution secured number one in the ballot and ,luckily, House was running that day. Mr Naik said that such resolutions are meant to bring about a discussion on the subject, which happened. Mr Naik said no one expects the House to pass such resolutions, and, that too , a Private Member's resolution suggesting a Constitutional amendment. They are to be withdrawn as per Parliamentary convention ; even members of opposition parties do it, Mr Naik added. If the subject matter of a bill or resolution is one which can be easily fulfilled , government gives assurance to that effect but irrespective of assurances bills/resolutions are withdrawn. If those interested in getting special provisions for Goa had understood the procedural aspect and limited scope of private members business, He would not have been misunderstood, Mr Naik said. As to why BJP members in the Rajya Sabha did not participate in the debate despite the fact that List of Business was sent to the houses of MPs in the morning as per practice, and, despite the fact that the same was available on the net previous day, only BJP can answer, Mr Naik said. If somebody expected that he should have gone begging with BJP MPs to speak, that would be too much to expect from him, Mr Naik said. *WHAT IS 'SPECIAL STATUS' ?*** Let me make it clear , at the outset, that there is nothing called 'special status ' in the constitution of India. There is article 371, under which, special provisions can be made with respect to a State or States. Since every one has been referring to non existence status of special status, he had to fall in line, Mr Naik said. He has now developed a new expression, Special provisions under article 371 of the constitution popularly called as special status, Mr Naik added. He has been demanding special provisions for Goa for the last more than three years. I submitted my Memorandum to PM in 2010 but a case has to be built up by State Government, Mr Naik said. He has been contending that Land is becoming a scarce commodity more particularly in smaller States. Land mafia from foreign countries are landing in States like Goa with tons of money buying huge areas creating social and economic chaos. Some of the parties are potential enough to buy a whole village in a smaller State like Goa. Persons in real estate in the country too, are resorting to similar purchases disturbing the social fabric in the State. States have to be empowered to enact appropriate legislations to bring in restrictions on transfer of land and other immoveable properties on grounds of duration of residential requirement in the State, social and economic needs of the State, environment and public interest, as may be specified by the law. Similarly, the State of Goa consist of hardly 3,702 sq meters of land with a population of roughly 14 lakhs, increasing number of migrant population has reached to an unmanageable proportions. While it is the fundamental right of every citizen under Article 19 of the Constitution to move freely throughout the territory of India , it is also the fundamental right of others to live a decent life with basic amenities provided by the State. In order to safeguard the basic rights of those Goans as also non-Goans who are settled in Goa for a number of years, further inflow has to be regulated to avoid a virtual stampede in near future, Mr Naik said. Homem in turn willed the town to the Carmelites who used all revenues to support St. Paul's College in Old Goa. --- Subject : History of Bandra *History of Bandra* Bandra was a tiny fishing village inhabited farmers and fishermen. It was acquired by the British East India Company while the rest of Bombay belonged to the Portuguese. There was an 18 hole golf course in Bandra called Danda Green with an English style Club House on the top of the hill, surrounded by trees. Membership was only for the British who lived in Pali Hill.. Each cottage had a stable for horses. Bandra consisted of the villages Sherly, Malla, Rajan, Kantwady, Waroda,Ranwar, Boran, Pali and Chuim. Ranwar also had a tennis court and the famous Ranwar Club famous for its Christmas and New Year eve dances. Most adults in Bandra worked for the East India Company... and hence were called East Indians. In the Bandra of the forties and earlier, large cottages with large gardens were available for rent at Rs 30 a month. Marriages were celebrated for 8 days from Thursday to Thursday for a Sunday wedding and the whole village was invited. Thursday was pig slaughter day and Friday was to make pappads for drinks, Saturday to make fugias and bring water from the village well to bathe the bride or groom. Sunday was the wedding ceremony and long reception.. Monday was day of rest and to finish remaining food and on Tuesday the feet of guests were washed in exchange for cash. Then farewell dinner on Wed and guests left on Thursday by which time honeymoon was over. Tradition has it that the suburb was originally known as Vandra or Ape as it was the home of monkeys, then Bandor as the Portuguese called it in 1505, then called Bandera, Bandura, Bandore, Pandara, Bandorah, Bandara and finally Bandra till a railway sign board finalized it at the end of the last century. Salsette was originally separated by a tidal creek which Portuguese called Bandora creek. English changed it to Mahim creek. Bandra had 2 hills, Mount Mary hill and Pali hill. On 12th Apr 1867 the first railway service was inaugurated with one train per day between Virar and Bombay. Bandra at one time was peopled mainly by East Indians (original residents of Bombay Salsette, Bassein, and Thana), a few Goans and Manglorian immigrants, Parsis, Muslims, Europeans and Hindu Kolis. Till as late as the 30's Bandra had only one bus service from Pali Naka, Hill road to the Rly station. Other people just walked to the nearest Rly station. After World War II the building boom started to accommodate immigrants. The five oldest roads in Bandra are as follows: Godbunder Road, which originally ran from Mahim causeway, then skirted Bazaar Road, went past the Bandra talab (lake) and continued to Godbunder. The Road was later made straight by cutting through the talab. Bazaar Road began at Godbunder Road opposite the mosque and ran through the market keeping close to the coast which is now the reclamation. Hill Road starting from the station went through middle of Bandra town, past St. Andrews to terminate at the foot of the Mount near Mehboob studio. Pali Road began at St. Peter's and cut through Pali village till it reached Danda. BJ Road runs from St. Andrews to Lands End, was built by Byramjee Jeejeebhoy and opened to public in 1878. There are over 150 crosses at various places. Many crosses were built to ward off the plague epidemic (1896-1906). The oldest is the one relocated in St. Andrew's church compound. Stands 17ft high and made of a single stone. It was originally in the Jesuit seminary of St Anne built in 1610. The bldg was destroyed in 1739 and the cross was relocated to St. Andrew's church. The surface is carved all over with 39 emblems of the passion of Christ. Bazaar Road is only 2 km long but houses a Jain temple, Ram Mandir, Hanuman temple, Khoja mosque, Christian chapel and a Sikh gurduwara. Main roads in Bandra, Perry, Carter, Bullock, Kane, and Bates were named after British collectors and magistrates. Mr. Carter was collector in 1924 and Mr. Bullock was the Chief Magistrate. Christians in Bandra are mostly of the Koli, Bhandari and Kunbi castes. The architect of Mount Mary's church was a Bombay architect Shahpoorjee Chandabhoy. The basilica was built in 1904 at a cost of 1 lakh. Also the first time a non-Catholic was asked to build the church. It was built to serve the garrison posted at Castella de Aguada - the fort at Land's End road. It was destroyed in a fire in 1739 and rebuilt in 1761, the year marking beginning of Bandra feast as it is celebrated today. Aadhaar cards must be scrapped completely and totally giving due respect to the Parliament of India. How can Prime Minister legitimize Aadhaar cards as he has done in his press release of September 2nd 2013. BENEDITO FERRaO is a response to a statement by Chief Minister of Goa, Manohar Parrikar. [Kafila.org] Can a Goan Catholic be Hindu? Can Catholics professing a tradition of Catholicism that is over five centuries old be considered Hindu in culture? This is what the Chief Minister of Goa, Manohar Parrikar, sought to suggest in a recent interview with Sambuddha Mitra Mustafi of the New York Times India blog India Ink, where he said: I am a perfect Hindu, but that is my personal faith, it has nothing to do with government. India is a Hindu nation in the cultural sense. A Catholic in Goa is also Hindu culturally, because his practices don't match with Catholics in Brazil [a former Portuguese outpost like Goa]; except in the religious aspect, a Goan Catholic's way of thinking and practice matches a Hindu's. So Hindu for me is not a religious term, it is cultural. I am not the Hindu nationalist as understood by some TV media -- not one who will take out a sword and kill a Muslim. According to me that is not Hindu behavior at all. Hindus don't attack anyone, they only do so for self-defense -- that is our history. But in the right sense of the term, I am a Hindu nationalist. Parrikar's bizarre statement was in response to the question of whether he saw himself as a Hindu nationalist. Of course, a quick and easy response to his statement would be to summarily dismiss it as expected rhetoric flowing from his saffron affiliations; yet, questions persist, not least because of the peculiar and oft-misrepresented Goan scenario. More than meets the eye Goan Catholics today find themselves in a strange situation. On the one hand they are summoned to maintain a distinct Goan identity which rests in large part on the Portuguese past of the territory. This distinct identity is called upon not merely by an officially approved tourism policy and practice, but also by local elites who use the claim of a distinct identity to cyclically generate local mass movements that help them maintain their dominance. On the other hand, as Victor Ferrao argues in his recent book *Being a Goan Christian: The Politics of Identity, Rift and Synthesis* (2011), there is a simultaneous suggestion that this Catholic 'cultural' element is not compatible with a Goan and Indian identity; this is precisely what Parrikar is proposing here. What he further does is to paint the community as a monolithic entity, despite a situation where large segments of the Catholics are being delegitimized by dominant-caste members of their own faith who participate in a Hindu nationalist reading of Goan history. Parrikar's statement also distorts history through a saffron lens, contributing to the further marginalization of not only Goan Catholics, but also Goan Muslims, Dalits, and Adivasis. Finally, when Parrikar says that his Hindu faith has nothing to do with governance, he is cleverly skirting the intimate connection that religion and caste ideologies, including the right-wing one he professes, have with state apparatuses in post-1947 India. In the political mobilizations of the dominant as well as the subaltern sections in India, religion has emerged as a potent and important factor. Our contention, not necessarily a new one, is this: that religion in post-1947 India is not a personal affair; it is deeply public and profoundly political, and has now become even more overtly so with the rise of the BJP. Goa's encounter with Christianity This background of political machinations and mobilizations makes it even more necessary to unpack Parrikar's statement against the actual historical context in which Goa and Goans encountered Christianity. As has been pointed out by the historian R. E. Frykenberg in his book *Christianity in India: From the Beginning to the Present* (2008), despite appearances to the contrary, the transmission of Christianity from the proselytizer to the converted always involved shifts in practice. These shifts resulted in new and unique forms of Catholicism or Christianity as the converted took in the message of the faith and made it their own. Thus, when Parrikar views a Goan Catholic as different from Catholics in Brazil, he is right only to the extent that there would be some ethno-local differences, because the local culture of Goan Catholics is Goan culture in its multiple variations, including, but not limited to, Hindu culture.
