Wednesday, 23 April 2014 - 4:40pm IST | Agency: DNA Parth MN The principal of St Xavier's College, Frazer Mascarenhas pulled a rabbit out of his hat when he wrote an email to students of the college, outlining a certain criterion to consider before exercising the right to vote. The email criticises the Gujarat growth model for being conducive for merely big businesses. It cites the Human Development Index and the poor quality of health and education in Gujarat to indicate that where quality of life is concerned, the state has not done well. The email then praises the Rojgar Yojana and the Food Security Act as they enhance the wellbeing of citizens. It also commends the Right to Information Act. The email concludes as follows: 'The prospect of an alliance of corporate capital and communal forces coming to power constitutes a real threat to the future of our secular democracy. Support people who pledge to work to take Human Development Indicators higher and who commit themselves to a pluralistic culture in diverse India. Unsurprisingly, the email has created a bit of a furor. BJP's Mumbai chief Ashish Shelar has called it a violation of the election code. Defending himself, Mascarenhas explained, I have laid out certain criteria such as human development indicators, corruption, inclusive development and the environment for students to think about and make a choice. As an educational administrator, I only urge students to vote and make an informed choice. Even though Mascharenas has rightly given the diplomatic answer and even though the email does not mention any party or a candidate, there is something called 'subtext'. Let there be no doubt about the fact that it bats for the Congress against Narendra Modi's BJP. However, the fundamental question one needs to ask is: Why such hullabaloo in a democratic country if a principal exercises a right given to him by the constitution of India? If a certain section of the country openly wishes to endorse a particular party, it is definitely well within its rights to do so. Did we object when Lata Mangeshkar 'wished' on behalf of the country for Modi's Prime Ministership? Do we demur when Baba Ramdev or Sri Sri Ravi Shanker eulogise Modi and BJP? Or has Mascarenhas been targeted because he belongs to the minority? Not long ago, senior journalists Bibek Debroy, Surjit Bhalla, Arjun Dangle and company issued a statement in favor of 'strong and stable government', which clearly supported BJP. Girish Karnad, on the other hand, has been campaigning for Congress' Nandan Nilekani. Our intention is that communal forces like BJP should never come to power. We are against Narendra Modi. For this, a few responsible citizens like us including Girish Karnad, GK Govinda Rao and others decided to campaign against the BJP and support Congress, said K Marulasiddappa. 60 odd members of the Hindi film fraternity issued a statement, which evidently opposed Modi but the likes Anupam Kher, Madhur Bhandarkar and Chetan Bhagat are on the other side of the fence. Any citizen, with slightest of social awareness will have political inclinations and people expressing those in public is, in fact, a healthy sign of our democracy being alive and kicking. There are a few objections against Mascarenhas. One of them is timing. Now if the principal has sent an email regarding voting, it is but obvious that the email will be circulated before polling. Another important objection is of influencing the voter. Mascarenhas is the principal of an educational institute. The precise point of an educational institute is influencing its students. Therefore, he has done nothing unusual than what he does on the other 364 days of the year. Having said that, what amazes me the most is the insecure reactions of the political party and its supporters. Is your party so brittle that an email can hamper its chances? And the more important question is: Are the voters so fragile that an email can prove so decisive? Let us not forget that the voter is the king at the end of the day. The voter has made Indira Gandhi fall flat on her face. The voter has thrown out Winston Churchill when he was on top of his game. The voter has the power to make or break governments. By Dr. Alan de Sousa Rodrigues Dr. A.C.L de Sousa combined medical brilliance and foresight with statesmanship and a profound sense of responsibility to the land he lived in. A pioneer journalist, a great politician, an active social worker, an accomplished leader of many facets, a devoted husband, loving father and wonderful friend he was. Born on May 10, 1883, in Carmona, Goa, he left the village, disillusioned with village jealousies and petty politics. In Bombay he studied medicine at J.J. College of Medicine. On arriving in Kenya in 1915, he was appointed Government Medical Officer in Mombasa. Thus commenced an epoch so eventful that it ended only with his death on July 17, 1958. In 1919 he married the charming and gracious Dr. Mary Matilda Pereira of Mazagon, Bombay, whom he met while at medical college. He entered private practice with his wife and lived at his beautiful home in Parklands with their children, Theo de Sousa, Dr. Peter de Sousa and Aura de Sousa Rodrigues. Writing was in his blood. His forceful notes were masterly political writings loaded with sound facts, fearless arguments and logical criticism. No subject did his prolific pen not adorn. He was gifted with a flair for eloquence which could sway a mob or charm the most cultured audience. He expressed his frank and studied opinion on every subject affecting his community. He wrote freely for the *Democrat*, later for *Fairplay*, a weekly he helped to found, then for the *Colonial Times* and later for the *Goan Voice*, of which he was founder and editor. A worthy tribute to him would be to compile all his literary works in one single volume -- newspaper articles, editorials, funeral orations, messages of sympathy and appreciation, speeches at condolence meetings and brochures, to capture the spirit of the man and extent of his contribution the Goan and Indian community in Kenya. Whatever he touched in public life, he adorned. As a public worker he rose in the eyes of all communities of Kenya. His opponents said he was overambitious. If ambitious he was, his ambition drove him to work for his people. His work was so much behind the scenes that people had no real knowledge of the extent to which he served the community. His understanding and love of the necessity of education is his greatest work. He is one of the few Goans who never swerved from the path of rectitude for personal gains -- if so, he would have been a millionaire. Brutally outspoken and serious looking, the lion was not as fierce as he was painted. Within him was a heart of gold and wells of kindness and compassion. A great Goan, one of the first to step on the shores of East Africa, he will be remembered with gratitude for his service and for the Indian Maternity Hospital, built as a result of his efforts, the Goan Overseas Association of which he was founder and President, the Desai Memorial Library, the East African Goan Conference. the Goan Housing Scheme, the Indian Association, and the Indian Medical Dental Association. He was a member of the Legislative Council from 1934 to 1938 and of the Nairobi Municipal Council for many years. Described as the greatest protagonist of Goan Education in East Africa, in fact, the architect of Goan history in East Africa, if not for his fighting spirit and dynamic personality, the Goan School in Nairobi or for that matter any Goan school in Kenya would not have seen the light of day. With his tenacity and whole-hearted support of the Goan community he achieved the goal of separate schools for Goans. This whole-hearted support, except for the sullen rancor of a few discordant voices, he enjoyed to the end of his days. Death restored him to his rightful place among the eminent Goans for his un-sullied probity, undisputed services and splendid name. I was only four when grandpa passed away. All I know of him is from what mother shared with us, her five children, as we grew up, from letters from my uncle, Peter de Sousa and his wife Sofia and from numerous friends of the family from Nairobi. A First Information Report (F.I.R) has today been filed at the Crime Branch against Saaniya Salve and Atmaram Nadkarni. Saaniya Salve is the daughter of former Solicitor General of India Harish Salve while Atmaram Nadkarni is the current Advocate General of Goa. The F.I.R has been filed under Sections 45 of the Special Marriage Act, 1954 and Sections 181, 193, 197, 199, 200, 209, 420, 465, 466, 468,471 and 120 B read with Section 34 of the Indian Penal Code. The F.I.R points out to the signed false declaration made by Saaniya Salve on 20th January 2014 in her notice of interned marriage filed before the Panaji Civil cum Sub Registrar that she was a resident for over six months at 105/106 Altess Manor at Caranzalem, in the outskirts of Panaji. It has been alleged that this false declaration was made by Saaniya Salve in connivance with Atmaram Nadkarni who is the owner of that premises 105/106 Altess Manor at Caranzalem. The movements of Saaniya Salve besides her mobile phone calls during that period would confirm that her declaration was false and that she never resided in Goa as falsely claimed by her. The Crime Branch must immediately register the F.I.R and speedily investigate the case. The attention of the Crime Branch has been drawn to the Constitutional bench judgment of the Supreme Court delivered on November 12th 2013, in Lalita Kumari Versus Govt. of U.P. Ors, which mandates the forthwith registering of an F.I.R when a complaint discloses the commission of cognizable offences. In this case the Crime Branch should show the same zeal and diligence in the investigation as they have demonstrated in the infamous Tarun Tejpal case. One of the first Goan pioneers to venture to Nairobi - a Nazareth walked all the way from Mombasa as mentioned in the book written by Teresa Albuquerque: Goans of Kenya; no mean feat in the early days. The railway hadn't been built and there was no Mombasa to Nairobi taxi service. Cars were a rarity and it was oxen driven transport. Even in India and Goa in particular in the 1950's there were hardly many cars. The great Global migration including the exodus of East African Goans came about because of Air Transport. As we all know that in Mumbai the custom is completely different from Goa, years ago. Why the Church should have different set of rules for different states in India or will it be on account of the jurisdiction of the Bishop? We all belong with the same Roman Catholic community. Before Father Ventura Lourenco, Parish priest was transferred from Taleigao Church, I have suggested him that the blessings could be performed right outside the Church after the Eucharistic celebration as it is difficult for the priests to go around the vast areas and moreover the priests finds difficulty on climbing high rise buildings etc.and also the shortage of priests. Therefore the blessing could be done ward vise or a house representative to be present for the blessing at the Church premises. Shri A.F.Nazareth suggested that the person can carry a holy water and bless his own house is not acceptable, but I feel it needs to be done only by a priest. The priest is a representative of GOD and he is the only one who can act this ritual. The email concludes as follows: 'The prospect of an alliance of corporate capital and communal forces coming to power constitutes a real threat to the future of our secular democracy. Support people who pledge to work to take Human Development Indicators higher and who commit themselves to a pluralistic culture in diverse India. Unsurprisingly, the email has created a bit of a furor. BJP's Mumbai chief Ashish Shelar has called it a violation of the election code. Defending himself, Mascarenhas explained, I have laid out certain criteria such as human development indicators, corruption, inclusive development and the environment for students to think about and make a choice. As an educational administrator, I only urge students to vote and make an informed choice. Even though Mascharenas has rightly given the diplomatic answer and even though the email does not mention any party or a candidate, there is something called 'subtext'. Let there be no doubt about the fact that it bats for the Congress against Narendra Modi's BJP. However, the fundamental question one needs to ask is: Why such hullabaloo in a democratic country if a principal exercises a right given to him by the constitution of India? If a certain section of the country openly wishes to endorse a particular party, it is definitely well within its rights to do so. Did we object when Lata Mangeshkar 'wished' on behalf of the country for Modi's Prime Ministership? Do we demur when Baba Ramdev or Sri Sri Ravi Shanker eulogise Modi and BJP? Or has Mascarenhas been targeted because he belongs to the minority? Not long ago, senior journalists Bibek Debroy, Surjit Bhalla, Arjun Dangle and company issued a statement in favor of 'strong and stable government', which clearly supported BJP. Girish Karnad, on the other hand, has been campaigning for Congress' Nandan Nilekani. Our intention is that communal forces like BJP should never come to power. We are against Narendra Modi. For this, a few responsible citizens like us including Girish Karnad, GK Govinda Rao and others decided to campaign against the BJP and support Congress, said K Marulasiddappa. 60 odd members of the Hindi film fraternity issued a statement, which evidently opposed Modi but the likes Anupam Kher, Madhur Bhandarkar and Chetan Bhagat are on the other side of the fence. Any citizen, with slightest of social awareness will have political inclinations and people expressing those in public is, in fact, a healthy sign of our democracy being alive and kicking. There are a few objections against Mascarenhas. One of them is timing. Now if the principal has sent an email regarding voting, it is but obvious that the email will be circulated before polling. Another important objection is of influencing the voter. Mascarenhas is the principal of an educational institute. The precise point of an educational institute is influencing its students. Therefore, he has done nothing unusual than what he does on the other 364 days of the year. Having said that, what amazes me the most is the insecure reactions of the political party and its supporters. Is your party so brittle that an email can hamper its chances? And the more important question is: Are the voters so fragile that an email can prove so decisive? Let us not forget that the voter is the king at the end of the day. The voter has made Indira Gandhi fall flat on her face. The voter has thrown out Winston Churchill when he was on top of his game. The voter has the power to make or break governments. I don't know whether the general public is aware of the manner in which the National Service Scheme (NSS) was used to further the pre-election buildup by the ruling party in Goa. The Depts of Education and Higher Education issued fatwas that schools and colleges should send their students for Run for Unity rallies (ostensibly to promote Sardar Vallabhbhai Patel) and Vivekananda rallies. Inducements in the way of some 20 NSS 'hours' were offered to students This amounts to almost one third of the work that a student has to do per semester. Compare this with the 2 NSS hours the students are given for an activity lie campus cleaning. The students were also promised caps and T-shirts which incidentally were not given. And what happened? Students were herded by the colleges and schools one morning. The CM and his cronies arrived to start the rally. Photographs and videos were taken by press and TV reporters and then - and then - the run simply came to an end!! And there was very little protest about this by anyone around. Although propogandizing similar to Mascarenhas is practices by educational institutions affiliated to the RSS, I feel that he should have avoided giving the high moral ground to the HIndutvavadis. For ready reference, I would like to highlight the major differences in the two schemes as they stand today : 1) While the PIO Card is valid for 15 years, OCI registration entitles for lifelong visa. 2) While PIO is granted to foreigner married to Indian citizen or a Person of Indian origin, such foreigner is not eligible for OCI registration. 3) Minors whose parents are Indian citizens or one parent is an Indian citizen and the other is not, are not covered under OCI Scheme whereas they are eligible under PIO Card Scheme. 4) PIO Card is not allowed to nationals of Pakistan, Bangladesh, Sri Lanka, Bhutan, Nepal and China, whereas OCI is not allowed to nationals of Bangladesh and Pakistan only. 5) While PIO Card is granted to PIOs whose parents / grandparents / great grandparents are or had been of Indian origin, OCI registration is granted to PIOs who were Indian citizens on or after 26th January 1950 or eligible to be Indian citizens on 26th January 1950 or to persons belonging to those territories which became part of India after 15th August 1947 (like Goa)and also to children / grand children of such persons. Against this background, the Govt. of India decided to merge the PIO Card Scheme and the OCI Scheme into a new category called Overseas Indian Cardholder (OIC). The merger is proposed to be achieved by amendment to the Citizenship Act, 1955. A Bill to amend this Act has been passed in the Upper House i.e. Rajya Sabha and is awaiting the approval of the Lower House i.e. Lok Sabha. But all the Human Development Index indicators and the cultural polarization of the population show that Gujarat has had a terrible experience in the last 10 years. Take the example of education: schools for the ordinary populace show abject neglect with a very high dropout rate in the last 10 years. Higher Education has not been allowed to move forward. To take just an example, St. Xavier’s College Ahmedabad, thrice NAAC accredited with an equivalent of the A grade, has not been able to gain permission from the Gujarat Government for Academic Autonomy, for the last 10 years and has finally won a battle in the High Court to approach the UGC directly for this status. Gujarat has also been the worst performer in settling claims and distributing title deeds to tribal people and other forest dwellers, as shown by the latest data put out by the Union Tribal Affairs Ministry. Till 2013, the State, with 15 percent tribal population, settled only 32 per cent of the claims, the lowest rate in the country. As opposed to this, efforts like the Rojgar Yojana and the Food Security Act have been called “election sops”. However some of our best social scientists like Amartya Sen and Jean Dreze have supported these as necessary in the emergency economic situation the country and the world is facing. The country is grateful that committed activists like Aruna Roy and Shailesh Gandhi have worked with the Government to initiate and sustain the Right to Information Act which makes accountability possible. Corruption still needs to be addressed effectively but since it is so prevalent at every level of society, it will take civil society long agonizing efforts to root it out. A massive investment in health and education is sorely needed in our country of widening disparities and those who support big business and its unethical profits will never agree to such public expenditure for the masses. In fact, the worsening situation of environmental degradation and depletion, in the lunge for growth and profit, shows up the real intentions of the greedy. None can withstand this, as seen by the many clearances given in a week’s time after the recent change of guard at the Central Environment Ministry, which had earlier tried to hold the line under a different Minister. So what lessons does a reflection on the approaching elections teach us? The prospect of an alliance of corporate capital and communal forces coming to power constitutes a real threat to the future of our secular democracy. Bejiment Tracker is the name of this practical App which allows anyone to track where the priest is and what route he is taking. I spoke to my parents, and even my uncles in Carona, and realised that this what-time-will-the-priest-arrive problem has been around for generations. A quick calculation told me that in Goa itself about seventy eight thousand four hundred and twenty two man hours are wasted every year by people waiting indefinitely for the priest to turn up. Also take into account the energies wasted and the amount of money spent on phone calls to neighbours to ask if they have any clue where the priest is. I have designed it basically for the altar-boy to initialize the app on his phone and to update it as he progresses. This is because most of the older priests are not comfortable with Smartphones., says Leroy. Basically the app tracks the priests route and movement automatically, using GPS, and this information is made available to any Smartphone user by interacting with Google Maps or Latitude. It's basically a free App but in the Premium paid version there is further information made available. A pioneer journalist, a great politician, an active social worker, an accomplished leader of many facets, a devoted husband, loving father and wonderful friend he was. Born on May 10, 1883, in Carmona, Goa, he left the village, disillusioned with village jealousies and petty politics. In Bombay he studied medicine at J.J. College of Medicine. On arriving in Kenya in 1915, he was appointed Government Medical Officer in Mombasa. Thus commenced an epoch so eventful that it ended only with his death on July 17, 1958. In 1919 he married the charming and gracious Dr. Mary Matilda Pereira of Mazagon, Bombay, whom he met while at medical college. He entered private practice with his wife and lived at his beautiful home in Parklands with their children, Theo de Sousa, Dr. Peter de Sousa and Aura de Sousa Rodrigues. Writing was in his blood. His forceful notes were masterly political writings loaded with sound facts, fearless arguments and logical criticism. No subject did his prolific pen not adorn. He was gifted with a flair for eloquence which could sway a mob or charm the most cultured audience. He expressed his frank and studied opinion on every subject affecting his community. He wrote freely for the *Democrat*, later for *Fairplay*, a weekly he helped to found, then for the *Colonial Times* and later for the *Goan Voice*, of which he was founder and editor. A worthy tribute to him would be to compile all his literary works in one single volume -- newspaper articles, editorials, funeral orations, messages of sympathy and appreciation, speeches at condolence meetings and brochures, to capture the spirit of the man and extent of his contribution the Goan and Indian community in Kenya. Whatever he touched in public life, he adorned. As a public worker he rose in the eyes of all communities of Kenya. His opponents said he was overambitious. If ambitious he was, his ambition drove him to work for his people. His work was so much behind the scenes that people had no real knowledge of the extent to which he served the community. His understanding and love of the necessity of education is his greatest work. He is one of the few Goans who never swerved from the path of rectitude for personal gains -- if so, he would have been a millionaire. Brutally outspoken and serious looking, the lion was not as fierce as he was painted. Within him was a heart of gold and wells of kindness and compassion. A great Goan, one of the first to step on the shores of East Africa, he will be remembered with gratitude for his service and for the Indian Maternity Hospital, built as a result of his efforts, the Goan Overseas Association of which he was founder and President, the Desai Memorial Library, the East African Goan Conference. the Goan Housing Scheme, the Indian Association, and the Indian Medical Dental Association. He was a member of the Legislative Council from 1934 to 1938 and of the Nairobi Municipal Council for many years. Described as the greatest protagonist of Goan Education in East Africa, in fact, the architect of Goan history in East Africa, if not for his fighting spirit and dynamic personality, the Goan School in Nairobi or for that matter any Goan school in Kenya would not have seen the light of day. With his tenacity and whole-hearted support of the Goan community he achieved the goal of separate schools for Goans. This whole-hearted support, except for the sullen rancor of a few discordant voices, he enjoyed to the end of his days. Death restored him to his rightful place among the eminent Goans for his un-sullied probity, undisputed services and splendid name. I was only four when grandpa passed away. All I know of him is from what mother shared with us, her five children, as we grew up, from letters from my uncle, Peter de Sousa and his wife Sofia and from numerous friends of the family from Nairobi.
