[Goanet] MR CHIEF MINISTER, WHY DOUBLE STANDARDS?

This week Sunil Masurkar was posted as the Chief Officer of the Mormugao
Municipal Council. But this BJP controlled council opposed his appointment
as they did not want a ‘strict’ officer. The ruling councilors flexed their
political muscles and as expected Chief Minister Manohar Parrikar caved in
and cancelled Masurkar’s order. This after all his talk of Zero tolerance
to Corruption and good governance.


Earlier in March this year Sunil Masurkar was transferred as Secretary of
the Goa Public Service Commission (GPSC) but he was then also very
high-handedly not allowed to join duties by the Chairman of GPSC Kurapati
Dwarakanath Row who is a relative of Manohar Parrikar.  Row did not want
Sunil Masurkar, a known no-nonsense officer fearing that he may crack the
whip on the ongoing glaring irregularities at the GPSC.


If the Mormugao Municipal Council can have a Chief Officer of its choice
why double standards by the Chief Minister in not acceding to Panaji Mayor
Surendra Furtado’s request to post a good and sincere officer devoid of
arrogance as the Commissioner of City of Panaji (CCP) .

During the UPA regime Chief Minister Manohar Parrikar kept ranting that he
was not getting officers of his choice posted in Goa. Could not the Chief
Minister himself show such courtesy  and statesmanship by giving  the Mayor
of Panaji a list of three or four officers from which he could choose a
full time Commissioner which the city so desperately needs. Just because
the CCP is not ruled by the BJP is no reason for the Chief Minister to
engage in such cheap political hypocrisy.

stuff. They should be encouraged and empowered - which is what Hansel is
doing. I do my bit in support too - by consuming copious amounts!

My understanding is that ageing mellows the spirit but, as always, the proof is 
in the tempered buds of the taster. 

My favourite bottle has light amber/golden coloured feni, which is normally 
what happens to clear alcohol that has been sitting around in a wooden cask. As 
I sip gracefully into middle aged, I find myself willing to pay a premium for 
what is marketed as the high product. 

Your last sentenced floored me though. No one is supposed to remember how much 
s/he consumes. The idea is, and has always been, to enjoy the company and er, 
good spirit.

Panaji: After the recent controversy over Goa ministers being sent on
a study tour to Brazil for the World Cup, CNN-IBN has now learnt that
several ministers in the Goa government have been globe trotting in
the name of study tours and striking trade deals. But not much has
been yielded from such trips.

The CAG report accessed by CNN-IBN shows how the tourism department
has failed despite ministers embarking on such trips on a frequent
basis. Tourism Minister Dilip Parulekar, who assumed office in 2011,
is one such minister with the maximum number of foreign trips.

The CAG report reveals that during the period 2007-2012, the
department has participated in 38 International Trade Marts (ITMs) and
organised 15 road shows worldwide. The expenditure incurred during
this period by the department was Rs 19 crore. Audit suggests no MoUs
were signed during any of these roadshows or ITMs.

The report says that the department conducted 14 roadshows incurring
an expenditure of 4 crore between August 2011 and November 2011. They
were expected to contact 150 major tour operators/travel planners for
participation in the events and showcase Goa as a brand. They managed
to ensure a mere 25 to 64 participants.

Ministers on holiday on taxpayers' money?

- In March 2013, Parulekar attended roadshows in Berlin, Netherlands
and Denmark.

- In December 2013, Parulekar went on road shows in Los Angeles, New York.
- Other ministers have also gone on similar trips.

- Industries minister Mahadev Naik went toDubai for the India Trade Fair.

- In September 2013, deputy speaker Anant Shet went to Russia for an exhibition.

- MLA Ganesh Gaonkar went to ITB Asia in Singapore.

- For the road shows in Australia and New Zealand, MLA Nilesh Cabral
was sent as part of the delegation which also included other members
of the tourism department.

Every morning Nilanjana Roy, the Indian novelist, goes
through the same routine in her New Delhi apartment: a few
minutes of yoga and meditation, before turning on some
Hindustani classical music to drown out the sounds of the
traffic, flipping open her laptop, and refreshing Twitter.
Roy has 100,000 followers; today there are 300 replies.  The
first one sets the tone: "You hole who should be raped by a
bamboo lathi."

  Roy, who shares strong, widely read opinions on
  politics and gender, is used to the barrage.  In
  the past, the web was a safe space for women -- or
  at least safer than the unpoliced, unpredictable
  wildness of India's streets.  These days, though,
  nowhere is protected: some Indian men are
  determined to use the web to target women whose
  opinions they hate or fear.  And, just like street
  hoodlums, they employ a mob mentality, work in
  packs, and deploy sexual language to terrorize and
  humiliate women.

It's clear from their online behavior that these men are
largely privileged Hindus, many of whom live outside India
and enjoy well-paying jobs. Prominent political journalist
Sagarika Ghose, who has 361,000 followers on Twitter, calls
them "communal techies." She also coined the now-ubiquitous
term "Internet Hindu" in a reference to their infatuation
with the Hindu right wing nationalist ideology of the
Bharatiya Janata Party (BJP), which won an overwhelming
majority in the general elections that were held in April.
The Hindu far right is famously patriarchal, and blind to the
humanity and individuality of women.

In addition to harassing women simply because they are women
with opinions that differ to their own, some of these men
have also imported India's fault lines of caste and
communalism onto social media. They attack women who belong
to marginalized communities, tarnishing the modern world with
their hateful old prejudices.

Prominent women on Twitter whose names or work reveal their
caste inspire the sort of venom that confirms what is widely
known as a result of well-documented cases -- that some upper
caste men consider lower caste women fair game for
everything, including rape.

Take poet and novelist Meena Kandasamy. She writes about
sexuality with a rare frankness, has over 25,000 followers on
Twitter, and is a regular target of abuse. Speaking to me
from Chennai, she said that the particular vulgarity of the
tweets she is subjected to is influenced by the fact that she
belongs to a low caste.

"They want to frighten me off Twitter," she told me. "They
want me in a subjugated role."

  The fact that a low caste woman could be seen as
  successful, not just by the standards of her
  community, but by the intellectual mainstream, is
  galling to caste-obsessed right-wing Hindu men.

Their obsession has also led them to target women who belong
to minority religions. Sabbah Haji runs a public school in
the northern state of Jammu & Kashmir, and has over 18,000
followers on Twitter. Like Kandasamy, she expresses her
politically liberal views without a filter. She is a Muslim,
and can't count the number of times she has been called a
jihadi, she told me on the phone from Doda district. She is
asked whether her Muslim "terrorist" "brothers" are enjoying
their virgins in heaven.

  Like those who hound Roy and Kandasamy, Haji's
  attackers seem to feel empowered because they know
  that women on Twitter -- just like women on the
  streets of India -- are unlikely to fight back.
  Through experience, they've learned that responding
  brings pleasure to the attackers who, above all,
  crave attention and affirmation.  They are also
  unconvinced that their complaints, like a woman's
  calls for help on the street, will draw support.
  They suspect that it's just as likely that they
  will induce judgment, mockery, or even further
  harassment.

Indian Twitter wasn't always such an inhospitable place for
women. Roy recalls that when she joined it was a space that
was conducive to a range of opinions, generally expressed in
a civil manner.

It was still a masculine domain, where opinionated women
would often hear phrases like "who asked you?" "shut up!" and
"tum nahi samjhogi" ("you won’t understand").  Women who had
grown up being shushed and shooed away from participating in
critical decisions at home and work; who had been made to
feel, even by those closest to them, that their opinions did
not matter, immediately recognized -- and flinched from --
the entrenched patriarchy behind such tweets.  But they
didn't fear for their safety, as many do now.

Lastly, two years ago someone gifted me a bottle of cashew in Goa which was
the best feni bottle I have ever opened. The bottle itself is gorgeous,
with a mini bottle shaped like the fruit, within it. The contents? Well let
me put it this way, it is so precious that the bottle is still half full.
But you remain the lucky one for now, as cashew feni aged in wooden
barrels, is available in Goa. With premium feni now available in Toronto, I
hope it is only a matter of time before we get aged feni in Toronto as well.

Of Marine Lines' Lanes, Prayers and Pregnant Women

Prohibition in the city then known as Bombay resulted in the
birth of a cottage industry.

There were three stages to the whole process. Distillation
(in cans and cycle tubes, rubber bladders). Transport (from
the suburbs like Juhu, Santa Cruz, Andheri, Kurla). Its sale
and consumption.

Where film-star Amitabh Bachchan's bungalow now stands (as
does Dharmendra's) was once a hooch distillery.  I know
because one weekend afternoon when we headed to Juhu, hoping
to buy some booze, we found the place turned into a
construction site with a bungalow coming up.  This was
sometime in the mid 1970s.

  Cops would rarely come and check because they were
  bribed and also these illicit distilleries were in
  isolated areas where it was difficult for the
  police to get to.  They found it far easier to wait
  at the roadside and catch and demand bribes from
  the carriers.  Some carriers were smarter, instead
  of heading back toward Bombay they would catch a
  BEST bus to Andheri station and beyond, and catch a
  local train back towards South Bombay.

Various people were paid off: cops, railway ticket checkers
(who would extort money), even the motormen of local trains
who were paid to stop in between stations to let the booze be
carried off by people waiting on the railway line. The
Central line running from Byculla to Currey Road especially
where many buildings came right upto the line and in others
places on the Western line like Mahalaxmi, Bombay Central and
Grant Road were popular stops. The trains would inexplicably
halt for a few moments; we knew hooch was being offloaded
because there was no other reason for the stops.

  Transportation: the hooch was carried in cans and
  cycle tubes (worn wrapped around the body under
  their clothes) and by women posing as pregnant
  woman (a rubber bladder fastened around the
  stomach.  Usually a football or a volleyball
  bladder).  In those days the Bombay Police had very
  few women constables and these were usually posted
  to places like the airport.  This meant that
  suspected women couldn't be searched or detained.
  There were even women in their fifties and
  mid-sixties in the trade.  One day when there
  enough women constables, a raid was carried out and
  a lot of pregnant women were detained.  They turned
  out to be carrying hooch in rubber bladders instead
  and one of them was in her mid-sixties!  This raid
  was somewhere on the Central Railway Line, I forget
  where exactly but the next day the newspapers
  carried photographs of the raid.

Hooch was smuggled in relatively small quantities as you can
see, which meant that there had to be many people available
to carry it.  There were lots of willing smugglers to carry
hooch, the money was good and many people I know personally
actually supported their families on the money they made.

These carriers would move in pairs or trios.  One to carry
the stuff and the other to escort and bribe their way into
South Bombay.  Sometimes there would be one escort for two or
even three carriers.  There always had to be an escort
because it was difficult to both carry alcohol and bribe
one's way.  Also if for some reason somebody had to be
detained, it was usually the carrier who stayed back.

I remember one particular escort, Rodrigues by name, from
Caranzalem, Goa.  In Bombay he lived in Wellington Terrace,
Dhobhi Talao.  Tall, well built, a fast talker; just the kind
of person you would want for an escort.  He later opened a
bar in Margao after Liberation.

Speakeasies were mostly run by women because they knew it was
difficult to be caught.  Popularly known as 'aunties', they
were mostly Christian.  Mostly Goan, a few were Mangalorean.
Few Maharashtrians were in the field particularly in areas
where there were no Goans.  But they weren't as popular
because their service wasn't as good.  They were very grumpy
hosts, I suppose.

A few trusted customers were sold booze on credit, most
others cash.  The booze cost eight rupees a bottle, and you
could either buy the whole bottle, a pint for four rupees or
a nip for two.  These rates prevailed from circa 1950 to
1960.  Later went up to Rs 20, 16 and 12.  Soda was extra,
two rupees a bottle, which was Roger's.  Roger's was the most
popular and expensive because it was supposed to have more
fizz.  Duke's was next, at Rs 1.50 a bottle.

  My last memory of going to a speakeasy is sometime
  in 1980.  Towards the end we went only on dry days
  which were once a week (Wednesday), and other other
  dry days like Gandhi's birthday and even Christmas
  and New Year's.

All these speakeasies were in the aunties houses,
