Radars and telecommunications projects within 100 km (62 miles) of the 4,000-km (2,500-mile) border with China, large parts of which are disputed, will be put on an automatic approval list. 6. Govt. Approved a long-stalled proposal to raise the height of the Narmada dam to 138.73 metres (455 feet), from 121.92 metres (400 feet), so more water will be available for drinking, irrigation and power generation. 7. In another significant move, the government has decided not to hike the prices of LPG cylinders. Also, the cap on the number of subsidised LPG cylinders will remain unchanged at 12 per year. 8. In a significant development, the Modi government has decided to make X-Ray, MRI and CT scans free of cost for the poor at government hospitals. 9. The Government plans to plant 200 crore trees along the entire 1 lakh km National Highways network across the country to employ jobless youth. A similar scheme could be implemented under MNREGA (Mahatma Gandhi National Rural Employ-ment Guarantee Act) along the village and district roads and state highways. That has the potential to employ 30 lakh youth. 10. Moving ahead with its plans of creating a "broadband highway" across the country, the inter-ministerial telecom commission approved a revised strategy for kick starting the ambitious National Optical Fibre Network (NOFN) that plans to provide broadband connectivity to 2.5 lakh gram panchayats through nearly 6 lakh km of optic fibre by March, 2017. Dear Drs JC and FRF Apologies for the delay in responding to your recent posts. The sun had its hat on in Thornton Heath, it has been wet and windy and I could not resist the temptation to clear the weeds from our neglected small garden. As you are aware, if this is not done, the weeds take over the garden and eventually the field. Just like some of our good Goan organisations that are full of weeds and now dysfunctional and not fit for purpose apart from take, take, take. Even in Goa today where our people of all ages can be seen to drop litter and choke the soil. The magazine Goa Today in March 2010 documented this. In their issue of July 2014 there is an announcement from the Government of Goa, Department of Science, Technology & Environment with guidelines to "Keep Goa Clean". On the back page of this same issue there is another announcement issued in public interest by Goa Tourism. The slogan reads "If there is anything that we need to dump, its our bad habits" "Naarlu Bab says, "Let's keep Goa clean! "If Goans won't do it for Goa, who will?" So come on everyone pull your finger out and get on with it. Response to JC: 1. Try pronouncing "Kithem santam rae" slowly, I am no good at spelling in our language. *PRESS NOTE* IN FAVOUR OF PUBLICATION *Meet Danny of Ribandar at TAG’s “Meet the Tiatr Artiste” on 21st July* Every month Tiatr Academy of Goa invites artistes of repute to interact with their fans/followers and other tiatr loving people. Such a meeting helps the audience to know more in detail about the artiste. It also helps TAG to create documentation for its library in order to preserve it for posterity. A well known tiatr personality, Jose Luis Diogo Fernandes, popularly known as Danny of Ribandar will be the “Artiste of the Month” in this monthly programme to be held on Monday, 21st July 2014 at 4.00 p.m., at Conference Hall, Tiatr Academy of Goa, AS-1, 2nd Floor, Campal Trade Centre, Campal, Panaji Goa. Hailing from Ribandar Goa, Danny of Ribandar was born to Manuel Fernandes and Maria Amelia Ines Fernandes on 16th December 1949. Danny first stepped on tiatr stage at the age of 11 at annual village tiatr on feast day of Infant Jesus. Danny’s talent was appreciated and popularity spread not only in Ribandar but in surrounding villages. He still continues acting in the village tiatr. This annual village tiatr has a tradition for over 100 years. Fully inspired Danny, in 1970 with couple of friends decided to produce one more *tiatr *on another occasion in the village. His friend, Poly Fernandes wrote the *tiatr* entitled, ‘*Adhar’*. Veteran tiatr artistes from Ribandar, late Souza Boy and Gerald Fernandes encouraged and guided them in their endeavour. Soon after in the year 1973, Danny penned his own *tiatr* entitled, *‘Hanv Bhikari’*. His brother-in-law, Luis Rodrigues and Souza Boy supported him. After that Danny never looked back. In the year 1979, he participated in Kala Academy’s State Level Tiatr Competition with his *tiatr*, *‘Bodlo’* under the patronage of Dramatic Troupe of Ribandar and became a regular participant in the competition. He bagged first place for direction for the *tiatrs* *‘Dhondo’* (1997), *‘Parashrayee’* (2003), and *‘Dennem’* (2006) while *‘Dhaago’* (2004) and *‘Dolleam Add’* (2007) got second place. For his scripts, *‘Dhondo’* (1997), *‘Parashrayee’* (2003) and *‘Dolleam Add’ *(2007) bagged Second Place. The *tiatrs* *‘Dhondo’* (1997), *‘Dhaago’* (2004) and *‘Dennem’* (2006) won first place in the performance category. ‘*Sharonaeta*’ (2002), *‘Parashrayee’* (2003) won second place where as *‘Ekuch Kuttumb’* (1999) and *‘Dolleam Add’ *(2007) bagged third place. He is the founder member and President of Dramatic Troupe of Ribandar. Also participated actively as a member of various church, chapel and club committees in the village. In the year 1980, Danny resigned as Upper Division Clerk from Archives and Archaeology Department and left for Kuwait for better prospects. He worked for Commercial Bank of Kuwait as Senior Clerk for many years. This never stopped him for his passion for *tiatr*. In Kuwait he acted in *tiatrs *of Rosary Ferns, etc. Beside this, he also made best use of his holidays every year by acting and producing *tiatrs *in Goa. He has produced audio album entitled, ‘*Rinn*’ (1997) and tele-films ‘ *Dhaago*’ (2004) and *‘Dennem’* (2006) which became instant hits in the households of Goa, Gulf and United Kingdom. He has acted in *tiatrs* directed by professionals like Patrick Dourado ‘ *Patok*’ (1980). He has produced and directed the *tiatrs* with stalwarts like Late Jacinto Vaz, M.Boyer, H. Briton, Greg, Valente Mascarenhas, Souza Boy, Conception, etc. Swindon Goan Association in United Kingdom in the year 2011 and recently Dramatic Troupe of Ribandar on their 40th anniversary felicitated Danny for his contribution in the field of Tiatr. Danny always worked for the upliftment of Tiatr and Konkani stage. Also worked to help the fellow tiatrists in their time of need. Danny specially produced the tiatr- *‘Utor’* in the year 2012 to generate funds for the aid of ailing Antonette de Calangute. So far Danny has written and produced 44 tiatrs. The 45th tiatr, *‘Daanxur’ *will be released in September this year. Cecil: Thanks you for the certification but I consider myself informed and aware rather than 'educated'. Roland: Therefore it is surprising that you mention your doubts on how you yourself would have reacted in a school situation in Panjim, like that of Rivona. I thought education would count for the difference in your behaviour about which there should have been no doubts on the score that children with HIV do not deserve to be shown any difference from those without that condition, period. Cecil: I always question myself and my actions, reactions and motivations. It is very easy to do armchair analysis from a distance. It is easy for me to condemn the parents of the Rivona school sitting here in Panjim. What if I was in their place? How would I have reacted if kids living with HIV were admitted in my son's school. I ask myself such questions all the while. Only after asking myself these questions, and sincerely analyzing my reactions, can I then turn the scope on the Rivona parents. And incidentally I passed my own test with flying colours. But yes one must do a lot of introspection before being critical of what others do. Fore example there are lots of Goans living abroad who are very vocal in Goan cyberspace. Which is good. We can learn from exchanges. But some of them constantly scream in a shrill voice telling us what to do and what not to do. Most of these people have a very vague idea of ground realities here in Goa. These people should also pause and walk a mile in our shoes before screaming their nonsense advice. Roland: And I certainly hope that in your last sentence "For our kids and their kids" you do not mean "for their kids with HIV and our kids without", because it certainly lends itself to that interpretation, when one knows you have skill in wordcraft and all. Cecil: Your interpretation exposes your blinkered understanding of issues. "For our kids and their kids" is a slogan I have used before when raising funds or awareness for issues related to young people. It is a beautiful phrase that encompasses everyone. Please note that a non-existent company QATAR FOUNDATION FOR CONSTRUCTION AND OIL SERVICES is sending out Appointment Letters with fantastic offers to job seekers. The letter is very authentic looking with very lucrative terms and has authentic looking stamps of the Qatar Labour Department etc. It is a well planned con job. First they browse career sites and contact candidates and ask them for an updated bio-data. They then send an Appointment Letter and ask the candidate to contact some representative here in Delhi, India. This representative in turn eventually asks for Visa fees. Once the Visa fees are paid the agent disappears. A close relative of mine almost fell for the trap but fortunately I have friends in Qatar who confirmed for me that the company did not exist and that there are many such Job Offer cons going on. Please inform prospective job seekers you know to be very wary of job offers that sound too good to be true and to do their homework diligently. Cheers! Cecil
