 THE CULTURE OF DEATH
 October 31st 1984 and the days that followed, will be forever be etched in
 my psyche and memory,In the wake of the assassination of the Prime Minister
 Indira Gandhi on that fateful morning,we were witnesses to one of the most
 violent and bloodiest chapters in the history of modern India.
 It was unthinkable and totally unacceptable that any human being could be
 so inhuman! The way innocent Sikhs were butchered; many were hounded out of
 their houses which  were then  looted and razed to the ground. Remembering
 all this make one -even thirty years later -hang our heads down in shame!
 The total collapse of civil society and the inability of the then
 Government  to deal with the situation with a firm hand-has definitely left
 not merely several unanswered questions -but make them also complicit in
 the act.
 Some of us were involved in a kind of a response: identifying bodies from
 the Tis Hazari morgue, helping to trace missing persons and even in  the
 running relief camps;besides , we were also engaged in fact-finding: trying
 to identify persons who were responsible for the actual  murderous violence.
 Very tragically for India, the wheels of justice have hardly moved. The
 persons behind this genocide were protected and were never brought to
 justice
 So when the Gujarat Genocide took place in 2002 -presided over by those
 who rule us today- the constant reference point has been Delhi 1984..So in
 more ways than, one the horrendous massacres that took place in Gujarat
 post -February 27th 2002 , seemed to draw a legitimacy from what took place
 in Delhi post- October 31st 1984!
 Two wrongs have NEVER made a right!For years now we seem to permit
 violence and the culture of death to permeate the very core and fabric of
 our country. The big guys easily get away with murder;being elected to
 power or to an office DOES NOT cleanse one of guilt nor absolve one of the
 crime.History has many examples to demonstrate this.
 We don't seem to have learnt either from the lessons of 1984 or 2002! It's
 already very late- but there is still the possibility for us to wake up -
 to ensure JUSTICE for the victim survivors of 1984 and 2002; and above
 all,to move from  the culture of death towards a culture of life!Fr. Cedric

Only last year, Goa Chief Minister Manohar Parrikar told *The New York
Times* that the Gujarat riots were a blot

on Narendra Modi's career and that he would have handled the violence
situation more efficiently. Parrikar is now a favourite for a high-profile
union cabinet post, possibly defence minister.

It is easy for people who aren't from the state to be taken in by the
unassuming metallurgist with unkempt salt and pepper hair, who wears
crumpled bush-shirts and scuffed sandals to work and has a reputation as a
man who can perform miracles in governance.

Critics in Goa actually paint an image of the 58-year-old IITian in a
magician's hat, stylishly pulling rabbits out of it in quick succession.

Only the rabbits aren't real.

*A stellar reputation*

Parrikar's reputation as a modest man and an efficient administrator with
zero tolerance for  corruption is as much an urban legend as Tamil Nadu's Ramar

claimed to have invented herbal petrol.

Never has this been more evident than in Parrikar's third term as chief
minister, when with an unprecedented simple majority in the 40-member state
legislative assembly, he not only massively failed in his delivery of key
manifesto promises, but also played a shadow minister for the mining,
casino and real estate lobbies - all of them together.

Here's a case in point.

In July last year, the Justice M.B. Shah Commission indicted nearly every
mining company worth its name in Goa in a Rs. 35,000-crore mining scam. As
leader of opposition for seven years, Parrikar had gone hammer and tongs at
the mining industry, alleging gross illegalities. As chief minister,
Parrikar last week renewed the leases of the same mining companies. This
despite the fact that the Supreme Court had cancelled all mining leases in
Goa in April.

Parrikar's renewal of mining leases goes against Prime Minister Narendra
Modi's promise in his 2014 Lok Sabha election manifesto to auction national
resources.

*Casino permissions*

The other glaring contradiction was turning back on his promise of doing
away with Goa's casino industry, which has emerged as one of the most
powerful lobbies in the absence of mining in the last two years. After
threatening to drown Goa's casinos in the Mandovi river when in the
opposition (there are five operational offshore casinos and a dozen-odd
onshore casinos in five-star resorts), the Parrikar administration gave
permission to the Deltin group to launch the state's biggest casino. This
decision was made shortly after the conclusion of the 2013 BJP national
executive meeting in Goa, where Modi was formally anointed the face of the
2014 poll.

Parrikar's promise of zero tolerance to corruption and good governance
comes into question if one considers the fact that one of his ministers,
Ramesh Tawadkar (sports), has been charge-sheeted for rioting with arms,
while Dilip Parulekar (tourism) is an accused in a land-grab and cheating
case.

Further, Goa has a lame-duck State Information Commission, with only a
Chief Information Commissioner and no mandated Information Commissioners.
The incumbent CIC Leena Mehendale has on repeated occasions complained to
the media about government apathy towards implementing the Right To
Information act.

Even though the BJP's poll manifesto promised a Lokayukta in 100 days, Goa
also has had no functioning anti-corruption ombudsman.

As if this wasn't bad enough, the Goa chief minister says that there are no
organised drug gangs in the state. He made this claim in the state
legislative assembly in August, even as documents tabled during the same
session showed that there was a drug bust every week in the state, known
for narco-tourism.

While there may not be much of a silver streak to the gloomy spell of Brand
BJP governance in Goa over the last two and a half years, a saffron slip is
definitely beginning to show.

In his first stint as chief minister in the early 2000s, Parrikar marched
on the streets of Panaji in the Sangh uniform on Dussehra and even
performed tricks with the lathi for the media and eager onlookers.

*RSS leanings*

In this third term from 2012, he has taken adequate care to not make such
obvious mistakes. But he has indulged the Sangh Parivar in other ways. He
has made budgetary allocations for a defence academy to run by Forum for
Integrated National Security, a think-tank promoted by Rashtriya
Swayamsevak Sangh ideologue Indresh Kumar. He also cleared the way for Baba
Ramdev to teach yoga

Tripurari Poornima -  Unique Boat Festival at Vithalapur Sankhali (Sanquelim, 
Goa)
on 6th November 2014 around 11.30pm
 
  This day marks the end of Diwali, which is celebrated as the festival of 
Tripurari Purnima. Tripurari Purnima, is declared as a state festival by 
Government of Goa as a part of its effort to promote local fairs and festivals.
Tripurari purnima is jointly organized by Department of Art and Culture, Goa 
Tourism Development Corporation, Department of Tourism and Department of 
Information and Publicity in association with local Deepavali Utsav Committee, 
Vithalapur, Sankhali.
The festival of Tripurari Purnima marks the celebration of a mythical legend 
based on Lord Shiva and a demon named Tripurasara. The demon received blessings 
from Lord Shiva to build three cities made of gold, silver and iron, after 
which he became extremely powerful. His inflated ego knew no bounds and he 
started attacking and tormenting humans and demi gods (devas). Brahma and 
Vishnu failed to contain Tripurasura who was armed with several boons from 
Shiva.
Eventually, Lord Shiva had to intervene and destroy the demon. This great 
victory happened on the full moon day in Kartik month and therefore the day is 
celebrated as Tripurari Poornima. Traditionally, the festival is celebrated by 
lighting of lamps.
Vithalapur in Sanquelim, near the Pundalik Temple, will be lit up and ready for 
a boat contest which is the main highlight of this festival. The river Valvanti 
which flows nearby makes it an ideal spot for the boat competition. Diyas or 
lamps are placed in the water before the boats enter. The boats are miniature 
replicas of actual ships while others are traditional crafts mostly made of 
thermacol and cardboard. This colorfully lit up scene forms a visual treat for 
the large numbers gathered.
Apart from the boat competition, there are a host of cultural programmes which 
includes songs by well known Goan artistes and performances of various 
traditional folk dances such as Goff, Dhalo, Tonyamel, Veerbhadra, Samai dance 
etc. As the competition progresses the competitors boats are brought and 
displayed near the shore. The night ends with an extravagant firework display. 
Prizes are awarded to winners of the boat competition.

GTDC arranges for transport facilities for in-house guests (at the Residencies) 
and local Goans to witness the Tripurari Poornima celebrations. GTDC 
Coaches/Buses leaves from Miramar, Santa Monica Jetty  Mapusa Residency 8 pm 
onwards and will return at 12.30 pm in the night. Tickets will be charged @ Rs. 
100/- per person. 
 Every year nearly 15000 spectators attend this festival. International 
tourists staying at five star hotels also attend this festival in large numbers 
through special tours conducted by hotels.

Wanted to go there for last several years, finally made it lastnight.
We left 8.30 and arrived there after 9.30pm
Panaji, Mapusa, Tivim, Asnora, Bicholim and then Sankli.
The boat show started 11.45 and ended just before 12.30am with fireworks etc
We were back home around 2am

This year, there were about 46 colourful boats.
I wish I could see the beats day time too to know or to appreciate the art.

public policy on December 7 within the GALF programme schedule. For

professionals, practitioners, journalists, students and active

wonk in contemporary India? And more significantly, how does one
utilise a particular background towards solving public challenges in

Folks,
1) When I get out of my subway station I have the choice of two buses on my 
route. The express takes 14 minutes to get me home and the regular bus can take 
twice as long. I used to take the first bus that came along but now the TV 
screens clearly indicates the time of arrival of the next five buses. In other 
words, I now have the choice of skipping the next bus that comes into the 
station and wait the extra two minutes for the express to arrive.

2) The Smart Phone App works well. It takes me a minute to walk from home to 
the bus stop. The App gives you the time the next bus will arrive at the stop. 
I now can leave home when the bus is two minutes from home and thus spend less 
than a minute in the cold shelter, before the bus arrives. This App is 
especially useful when a person has more than one bus route available to 
him/her. The commuter can go and stand at the stop that is going to be serviced 
the earliest.

Let us not talk the word RSS because this is a sensitive issue and it may
bounce against BJP itself. First an foremost whether Laximikant or Arlekar
can take up CM's post by replacing Parrikar  if he takes up assignment as
Defense Minster of India?  I am strongly in the opinion that Arlekar is no
corrupt man.  Parsekar has to clear the Pernem land issue, whcih allegedly
has got at cheap rates as people are after him especially the Congress
leaders.When he has some patches in his back he may not succeed well as CM
in Goa. GMC Hospital is still with problems and not yet solved. Even Health
Dept he could not looked after well.
Panjim MLA replacement Parrikar must find out a person who will improve
Panjim and that CCP which is already dead  needs to be resurrected. So many
problems/issues Panjim is having , for example;  garbage, Miramar beach is
completed damaged with sand dunes,  mangroves, and environment etc. Parking
issue not solved at all,  Casinos, Traffic of tourists crowding  in Panjim
and worst at D.Paula and Miramar, Urination and Defecation at all the
places in Panjim especially near the construction. High rise approvals for
construction, CRZ problems, Sharada Mandir school and foot bridge not taken
any decision to shift or break it, No plan so far for Panjim city
upgradation as all the time say it is in pipeline but never materializes,
St Inez Creek forever dirty and polluted, Drains not in place in Panjim as
no drawing plans with CCP and PWD, IFFI is an another disgusted problem for
Goans and old GMC building is always found empty but  and it used as
kitchen,  roads are completely dilapidated and damaged with sewage work
without any plans in place, lots of corruption at all levels, etc etec,
 Another issue, is casinos which everybody knows it is a bigger problem for
Goans but BJP wants it for keeping BJP alive for funds and not for Casinos
interest , whether it will be temporary or permanent nobody knows . Once
Mining get clear which is not sure  and it may go upto 2016 or 17 and by
that time Goa will be in ruins. Arlekar also has minor patches but perhaps
he may get it over it. Others in BJP are all corrupt at the extreme except
one or two but they are not fit for Defense.
Finally Parrikar is leaving Goa when Goa has not completed all issues and
they are pending. We needed him for Goa. After all Nation comes first. Modi
wants him by hook and crook.  Shantaram Naik, says that Parrikar is running
away from Goa as he does not want to give any explanation for others
whether legal or not legal. Once he gets Defense perhaps he is free from
all these issues.  I know for sure that IIT person cannot do wonders for
all kind of assignment, there are limitation for this intellectual IIT
cadre . Some knowledge may be of importance which may help him.  He is
expert and  excellent in administrative duties and not corrupt.  Only we
pray that his health gives him support and GOD will surely allow him to
work for the country under Modi Government only.

house in CH. The downside is that there is no RSS orginsation in that country,

challenging topics are brought to the fore. It is also a channel that is
appearing fearless and taking up high and mighty. It also done a lot of
serious investigating and supporting at length popular movements
relentlessly, The channel has endeared to the listeners because it is
touching the pulse of the people and voicing their concerns. It brings
instantly facts and contradictions interjecting during discussions. It puts
the debaters on defensive and making them divisive and uncomfortable,
beating about the bush

But unfortunately the anchor does not control the speakers at all; there is
utter confusion, chaos and simultaneously speaking, drowning the issues and
getting boisterous, a free for all. Then some speakers lionizes maximum
time and all speakers are not budgeted equal time. The anchor does not
allow the participants to complete the answer and openly emphatic about his
own views and does not tolerate The anchor should be the facilitator of
discussion not taking sides and conducting himself as one participants.
Then there is a constant tussle between two major political parties
resorting to the blame game and deflecting the main issues, The debates
with Pakistan participants are really irritating and non  productive as the
speakers cannot accept insults against their Nation , irrespective of the
facts and truths

All other channels though they may not enjoy the popularity of Times now,
but forgive me they are orderly, no cross speaking, shouting and drowning
others, The anchors are very particular and firm to maintain decorum of a
debate. The anchors must restrict their emotions and prod the speakers to
come out instead of snubbing midway. Many listeners feel that absolute
order, decorum and discipline must be brought in very interesting and
burning topics, which Times Now focuses and pursues for a long time

Francis D’Souza being the Deputy Chief Minister should have been the
natural, unanimous and obvious choice to be Goa’s next Chief Minister. But
with the RSS calling the shots if it does not happen it would only confirm
the BJP’s communal credentials.



It is very appalling that after all that talk of Zero Tolerance to
Corruption the BJP even dared consider the name of Rajendra Arlekar who is
facing corruption charges. The court has adjourned to 12th November
arguments in the disproportionate assets case against him.


While Goa rejoices and is relieved with the exit of Manohar Parrikar and
his sidekick Advocate General Atmaram Nadkarni,  the focus now has to be to
bring Goa back on track after all the mess and controversies created by
Manohar Parrikar. But in Manohar Parrikar’s departure what is Goa’s gain
may sadly be India’s liability. We shall soon know.
