The MPs ET talked to insisted that they have to spend a good sum on visitors from their constituen cy and other visitors. MPs also have to pay salaries of additiona support staff. The last increase in salary and emoluments for MPs was done in 2010. Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi said “most MPs do feel that an independ ent institution or an established com mission should look into increasing their salaries and perks automatical ly at a fixed time gap as is done for gov ernment employees by the Pay Com mission. It is logical and practical to hike the salaries of Indian lawmak ers. Being public figures, they have to bear several expenses.“ SAD's Naresh Gujral said, “there should be some institutional mech anism to deal with rise of salaries of MPs as it is a shame that in a de mocracy whenever the salary of an MP is increased there is a hue and cry.“ SP's Naresh Agarwal was cat egorical that there is a definite need to increase the salary: “If you expect MPs to be honest and want probity in lawmakers then their salaries should be fixed on the same pattern as that of other Com monwealth countries.“ However, unlike most MPs, he feels the par liamentarians should not give up their right to decide their salaries. Bartuhari Mahtab of BJD recalled that when the issue of increasing salaries of MPs came up for discus sion during Speaker Somnath Chat terjee's tenure it was suggested that the hike should be automatic. “It looks very odd that MPs themselves decide their salaries. A system should be put in place as done in other democracies,“ he said. NCP's DP Tripathi maintained that a comparison should be made with the salaries of MPs in Europe an nations, US, Canada, Australia and other nations and a commen surate hike be given to Indian MPs. ==

Have written to Prime Minister Narendra Modi not to appoint Atmaram Nadkarni as the Additional Solicitor General of India or to any other position at the centre. Narendra Modi’s attention has been drawn that India’s highest paid Advocate General Atmaram Nadkarni who by his blatant acts of omission and commission brought utter disgrace to the high Constitutional post as Advocate General of Goa, is now all set to move to Delhi this month while reportedly lobbying very hard through his friend Defence Minister Manohar Parrikar to be the Additional Solicitor General of India. While seeking a CBI probe into the mind boggling wealth and assets acquired by Atmaram Nadkarni over the last three and a half years as Advocate General of Goa, the Prime Minister has been informed that a report from the Intelligence Bureau would reveal his dubious antecedents and conduct. As part of promoting family Raj, Atmaram Nadkarni managed to appoint his very own close relative and legally poor knowledged Dattaprasad Lawande as the Assistant Solicitor General of India. Professional ethics demands that a person occupying the high and solemn constitutional post as Advocate General should never appear for a private party in a case where the government is directly or even indirectly a party. The Prime Minister’s attention has been drawn that this cardinal principle had been brazenly flouted by Atmaram Nadkarni in his never ending penchant for raking in the moolah by any unholy means. A person appointed to any Constitutional position should never be someone who has a lust and greed for wealth or having vested interest with any lobby but Atmaram Nadkarni is not a man of principles but someone who would dip even into the gutter if the stakes are high. An Advocate General should act as a role model while upholding impeccable integrity and the highest ethical standards by being absolutely beyond any shadow of doubt, but Atmaram Nadkarni has maintained close links with the Mining, Casino and Builder’s lobby while in violation of ethics and in conflict of interest appearing directly and indirectly in cases against the Government. The Prime Minister’s attention has also been drawn that the flamboyant Atmaram Nadkarni is known to be extremely close to Manohar Parrikar with both being privy to each other’s deals with Atmaram Nadkarni now rightly taunted as Manohar Parrikar’s ADC. They have together even travelled to the infamous red light “Walking Street” of Pattaya in Bangkok while Manohar Parrikar publicly clarified that his visit was not to have sex but that he merely enjoyed two Thai massages. ‘Do I have to go so far for sex” is what the then Chief Minister Manohar Parrikar had the audacity of asking the journalists. It is now a known fact that Atmaram Nadkarni is moving to Delhi to deviously prepare his path to be a Supreme Court Judge. It would be the darkest ever day in India’s Judiciary as Temples of justice cannot end up as dens of chicanery and jugglery. The Dr Shekhar Salkar issue needs to be highlighted only to save further innocent patients falling victims to this quack. The issue was raised only after confirming with Senior doctors in Goa and outside who all have opined that the conduct of Dr Shekhar Salkar was a sheer act of quackery. The horror stories that are now emanating from the family of his victims are very disturbing. His other malpractices and illegalities are also now oozing. Over the last four years in particular Dr. Shekhar Salkar has clearly misused the proximity with his mentor Manohar Parrikar while acting as a bouncer at times. It was long overdue that Dr Shekhar Salkar was shown his place. Stay tuned for further updates on Dr Shekhar Salkar’s mindboggling cancerous mischief. The worse is yet to come. Yesterday I was sent five questions on the issue and below are the answers that were sent by me. 1. Would you describe Dr Salkar as a fraud? If so on what level? Yes I would, because a doctor who styles himself as a Super Specialist should possess a super specialty qualification over and above his general specialty qualification which Dr Shekhar Salkar does not possess. 2. What has he been doing that can be construed as malpractice? Dr Shekhar Salkar has been faking himself to be an Oncologist and Oncosurgeon which he is not. It is a gross malpractice in misleading the patients and in rank violation of professional ethics. 3. Do you know exactly what degrees he has, and what these allow him, ethically, to do as a doctor? Dr Shekhar Salkar possesses an M.B.B.S degree followed by M.S Degree in General Surgery. So he can only market himself as a General Surgeon alike all other surgeons who practice either at Goa Medical College or Directorate of Health Services or in the private sector. There are so many of them who possess the same qualification as Dr Shekhar Salkar without labeling themselves as a Super specialist. 4. When he claims to be an oncologist, is he faking? What proves this? Yes, he is blatantly faking that he is an Oncologist or a Oncosurgeon. Please note that Oncology and Oncosurgery are super specialties which include doctors who have obtained a DM (Doctorate in Medicine) in Oncology, or MCh (Master of Chirurgiaein) in Oncosurgery or DNB (Diplomate of National Board), in either Oncology or Oncosurgery. Dr Shekar Salkar does not possess any of these three Super Specialty qualifications. 5. In your opinion, how does this effect the patients he treats at Manipal? Ethically Dr Shekhar Salkar should not have been misleading patients that he is a super specialist. He cannot be projected by Manipal Hospital as the Head of Oncology. The acts of Dr Shekhar Salkar are clearly in gross violation of the Medical Ethics as laid down by the Medical Council of India which ironically Dr Shekhar Salkar himself as President of Goa Medical Council is supposed to regulate amongst the doctor fraternity in Goa. To Goanet - Recently I posted these snippets elsewhere and would like to deposit them here for the archives. *I recall there is a brief mention of DD Kosambi in the memoirs of the great mathematician Norbert Wiener. I may have the book on my shelf and if I find it I will post the excerpts (just for the record here - I have no illusions that very many are interested). Professor Wiener also fondly mentions a Goan priest he met in Bombay, if I recall correctly. Found it. The excerpts are from Wiener's delightful memoir I Am A Mathematician. Wiener made fundamental contributions to electrical engineering, robotics, and signal theory. From Madras I made a brief excursion to the delightful city of Bangalore, where I saw more of Raman and I took an active part in lecturing and in the intellectual life. Thence I returned for a week as a guest of the Tata Institute at Bombay. Bombay was full of first-rate scientists, both Indian and foreign, and I found a rich opportunity both to teach and to learn and, in particular, to collaborate with and to criticize the work of several young mathematicians. My special crony during this episode was Professor Kosambi, who had been a boy at the Cambridge High School during a period when his father, a refugee from British India, was working over the rich Sanskrit material of the Harvard Library. The son, perhaps owing to his American early training, has been a bit more of a fighter and a bit less of a serene Indian scholar than most of his fellow countrymen. However, I found that he was not the only Indian to counter my admiration for the serenity of the Indian soul with an equal admirationfor the drive of the westerner. * The other reference to Goa: After settling down at the Taj Mahal Hotel, which is a fascinating combination of the East and the West, I went the next day to the cornerstone laying of the new Atomic Energy Institute on mititary territory near the harbor. There was an interesting group of notables present, including Nehru himself, who gave a short and excellent speech. Among the visitors present was the Cardinal of India, a tall Goanese gentleman representing the old Portuguese religious tradition in India. This Christian tradition, like the old Syrian Christian tradition of the South, is often ignored by foreigners or, at any rate, not sufficiently emphasized. Actually, the Portuguese are older in India than the Mogul emperors. Notwithstanding the fact that Goa is not at present in India itself (as of the date of my writing, at least), Goanese are found all over India, particularly on the Bombay side. They consider themselves a thoroughly Indian element of the population. I had the pleasure of meeting Goanese officers both in the Army and in the Navy, and it was manifestly clear that they considered themselves, and were regarded by the others, as true Indians.* r

Sujata Saunik, the head of the state's health department, says it used the data from that earlier survey to design a programme to improve child health.It has been a great success. She says stunting has been cut by almost 41% and in the number of underweight babies is down by 24%.These are encouraging trends, she says, rather modestly.India, however, is unlikely to see similarly dramatic changes in the national picture.The Indian government spends just 1% of GDP on healthcare - one of the lowest figures in the world.And since Mr Modi came to power, he has cut central government spending back.

Shekhar Salkar is a well-trained cancer surgeon. He obtained his specialty training in cancer surgery or surgical oncology in Tata Memorial Cancer Centre in Mumbai more than two decades ago. Medical/Surgical residency at this institution of high repute in the cancer field is recognized by the Medical Council of India and respected all over the world. In the medical field rigorous training at a recognized and renowned tertiary teaching hospital in a particular field, coupled with long clinical experience in that field, after one has obtained a postgraduate degree such as an MD or an MS, are considered not only sufficient to be recognized as a specialist in the field, but indeed something that trumps any number of paper fellowships, diplomas and certificates. What has he been doing that can be construed as malpractice? Dr Shekhar Salkar has been faking himself to be an Oncologist and Oncosurgeon which he is not. It is a gross malpractice in misleading the patients and in rank violation of professional ethics. 3. Do you know exactly what degrees he has, and what these allow him, ethically, to do as a doctor? Dr Shekhar Salkar possesses an M.B.B.S degree followed by M.S Degree in General Surgery. So he can only market himself as a General Surgeon alike all other surgeons who practice either at Goa Medical College or Directorate of Health Services or in the private sector. There are so many of them who possess the same qualification as Dr Shekhar Salkar without labeling themselves as a Super specialist. 4. When he claims to be an oncologist, is he faking? What proves this? Yes, he is blatantly faking that he is an Oncologist or a Oncosurgeon. Please note that Oncology and Oncosurgery are super specialties which include doctors who have obtained a DM (Doctorate in Medicine) in Oncology, or MCh (Master of Chirurgiaein) in Oncosurgery or DNB (Diplomate of National Board), in either Oncology or Oncosurgery. Dr Shekar Salkar does not possess any of these three Super Specialty qualifications. 5. In your opinion, how does this effect the patients he treats at Manipal? Ethically Dr Shekhar Salkar should not have been misleading patients that he is a super specialist. He cannot be projected by Manipal Hospital as the Head of Oncology. The acts of Dr Shekhar Salkar are clearly in gross violation of the Medical Ethics as laid down by the Medical Council of India which ironically Dr Shekhar Salkar himself as President of Goa Medical Council is supposed to regulate amongst the doctor fraternity in Goa.
