The remarkable thing about a landmark document on gender policy written by the 
Catholic bishops of India is the extraordinary extent to which women were 
involved in the process, says an Indian lay woman who assisted with the 
document.
“Not only did women set the agenda for this meeting, 40 of them were present in 
the [delegation], participating in all the group discussions and plenary 
sessions,” Dr. Astrid Lobo Gajiwala said during a recent webcast lecture on the 
topic, “Creating a Roadmap for Gender Equality in the Church.”
Gaijwala said the staff of the Catholic Bishops Conference of India (CBCI) 
Commission for Women, for which she acts as a consult, worked to allow everyone 
a voice in the issue.
“We had organized right through the year before the plenary assembly grassroots 
meetings and national consultations to propose topics for this plenary assembly 
and to elicit grassroots realities and expectations. All of this was brought to 
the plenary assembly,” she said.
Gaijwala spoke Aug. 26 at a teleconference organized by FutureChurch, the 
Cleveland based organization that works to make changes in the Catholic church 
to allow all Catholics to more fully participate in church life and leadership.

said there were five women speakers, including herself as one of the keynote 
speakers. Her paper was focused on women in the church.
“In another momentous first the bishops nominated three women, SMMI Sr. Lily 
Francis [Salesian Missionaries of Mary Immaculate], who was secretary of the 
CBCI Commission for Women, Dr. Rita Noronha the other keynote speaker, and 
myself, to be on the drafting committee. Many of our recommendations were 
accepted by the bishops and included in the statement on their commitment to 
action. This statement, approved by 163 bishops who were present at the 
meeting, documented the bishops commitment to evolve within a period of one 
year regional gender policies with time bound action plans and monitoring 
mechanisms.”
Gajiwala said the CBCI Women’s Commission studied national and international 
gender policies, taking into account recommendations from the women at the 
grassroots level and those who attended the plenary assembly. A balancing act 
was necessary between the bishops and society.
“Walking the tightrope between what women wanted and what the bishops could 
relate was not easy while drawing up this policy,” she said. “With regard to 
empowering women in society we knew that we would have the full support of the 
bishops. Where we had to tread carefully was with regard to women in the 
church.  It is true that the bishops have made changes to the original draft, 
but for the most part it remains the same.”
Gajiwala answered questions from listeners following her presentation. She was 
asked how it happened that the bishops in India even took up the cause for 
women.
“Initially the bishops took up this challenge of equality for women because 
women are obviously poor, marginalized, and this was the original focus,” 
Gajiwala said. “But the moment they took up the situation of women in society, 
obviously they also had to take it up in the church. There have been a number 
of meetings focusing on this.”
The CBCI has been restructured, and they no longer have a committee to monitor 
the policy implementation. That now falls to the three rites in India — Latin, 
Syro-Malabar and Syro-Malankara. Gajiwala said the women are now looked after 
in their own rites with their own commission. She also said she is trying to 
get the topic back on the agenda for the CBCI Council for Women.
Gajiwala said it has been five years since this policy has been released.
“What is important for women to realize is with this policy, the bishops have 
handed power over to them,” she said. “In effect they have said this is what 
the church is committed to do for women. This is what we are willing to do to 
make resources available for. The bishops have made themselves accountable. 
What remains is for us women and men, priests and religious, to hold them to

I have admired  Agnelo Fernandes'  administrative skills  only when I
interacted with him as the passport officer when I had a problem obtaining
the renewal of my passport because of a criminal case having been
registered against me and many others by the Porvorim Police when we had
courted arrest at the Goa Legislative Assembly Complex when we wanted to
submit a memorandum to the CM ( Digamber Kamat against MEGA PROJECTS in GOA
by outsiders)  and when PI Devendra Gad assaulted women activists. When I
told Agnelo Fernandes that the case was a stupid one and it was dismissed,
he held me responsible for not disclosing the same in my application and as
a result I had to pay Rs. 5000/- fine if I wanted my passport. I refused to
pay the fine. But he stuck to  his guns. Eventually, I had to pay the fine
and take my renewal. I had congratulated him on his putting the Passport
Department in good working order and parted as citizen - Government Officer
 but with me holding him in deep respect. One hundred bottles of foreign
liquor is no crime. He could be a collector of foreign liquor bottles. If
he has contravened the laws of the land, he should be punished. But let
this punishment be unilateral and not selective. This vendetta seems to be
a selective vendetta on a GOAN Officer when the  Passport office in Goa is
infested with Keralites and others. This will change drastically when  GSRP
is at the helm of Goa's affairs and GOANs will be in charge of Departments
whether the Centre likes it or not. But GOANs or not none shall be
protected for excesses.  GSRP

[Goanet] CRIMINAL MINDED DATTAGURU SAWANT HEADING BJP POLITICALLY GEARED LOUIS BERGER PROBE

One does not have to be a genius to conclude that the current Louis Berger
probe is an attempt by the BJP in Goa to keep the people distracted from
the glaring acts of omission and omission of a miserably failed government



Anyone indulging in any corrupt practice should not be spared however high
he may be and regardless to which political party he or she is affiliated.
The Congress has been corrupt but things have only got worse over the last
three and half years of the BJP rule in Goa and the 16 months that it has
been in power at the centre. The BJP had promised Zero Tolerance to
corruption and transparency by way of good governance. However, the ground
reality is that we have landed from the frying pan into the fire. The only
difference is that the Corruption by the Congress was out in the open for
all to see, but the BJP has been engaging in it on a much larger scale but
very discreetly masked and extremely subtly executed. The mind boggling
assets acquired by the BJP leaders including Manohar Parrikar over the last
three and half years  is testimony to the heightened levels of Corruption.



In 2013 to keep the people of Goa distracted and entertained from the
follies and bad Governance, Manohar Parrikar enacted the Tarun Tejpal show
with the Crime branch going all out to nail the Tehelka Editor-in-Chief
while Manohar Parrikar led the tirade. The result will be known soon, a big
Zero with lakhs if not over a crore of taxpayer’s money already squandered
on that vicious political vendetta.



Now we are sought to be entertained with the Louis Berger show with once
again Manohar Parrikar leading and directing the script of every skit,
while the very credibility of the probe in question. The very tainted
Investigating Officer Inspector Dattaguru Sawant is a known sidekick of
Manohar Parrikar whom Manohar Parrikar as Chief Minister had in 2002
illegally inducted as a Police Sub- Inspector. Dattaguru Sawant with RSS
credentials has had a very shoddy history as a Police officer who even came
to be dismissed from service in 2004 for extorting money at Mapusa only to
be reinstated in 2006 with the blessings and pressure exerted by his
Messiah Manohar Parrikar as the Leader of the Opposition.



Dattaguru Sawant with his very strong BJP roots has been an integral part
of the saffron brigade with a criminal record even before becoming a police
officer after having sprinkled black ink on Congress Rajya Sabha MP
Shantaram Naik. Less said the better on the consistent and repeated dubious
record of Dattaguru Sawant who has been accused of one too many wrong
doings as a Police Officer. In 2013 as the Sub Inspector at the Konkan
Railway Police Station at Margao Dattaguru Sawant slapped a fabricated case
against a porter who refused to give him a free helmet which he had
demanded. That is how low Dattaguru Sawant’s greed can stoop. For that
high-handed act Dattaguru Sawant is currently being prosecuted before the
Goa State Police Complaints Authority with Dattaguru Sawant having
absconded for the hearings over the last few months. Despite his shady and
extremely dubious record, Dattaguru Sawant managed to get himself promoted
last year as Inspector courtesy his Guru Manohar Parrikar as Chief Minister.



For any probe to be credible, it has to be led by a credible and an upright
officer.  With an awfully tainted officer Dattaguru Sawant, it will all end
up only being a very blemished probe in which no one should be expected to
have any faith in.



While the Louis Berger show is on, it is an irony that investigation into
all the other pending cases at the Crime Branch have come to a standstill
with BJP mission Louis Berger being the only agenda. Only time will tell
whether like the Tarun Tejpal case, this one will also end up a fiasco and
a big zero. With the probe into the 35,000 crore Mining loot deliberately
and conveniently heading nowhere, the Crime Branch has now made this Louis
Berger handful of crores a priority.



The people of Goa are watching the events and scenes of the Louis Berger
drama as they unfold. Nobody can be above the law. But for now we know that
though the law should always takes it own course,  it has not been so in
the corruption cases against Manohar Parrikar, Dilip Parulekar, Rajendra
Arlekar, Mahadev Naik and others in the saffron brigade. In the Mickky
Pacheco saga he has been sought to be treated as a VIP even after his
conviction being upheld by the Supreme Court. The rule of law is a distant
dream while politicians in power ensure that the law is made an Ass. And
unless criminal minded corrupt officers like Dattaguru Sawant are not
flushed out of the Goa Police, the rule of the jungle is here to say. God
Save Goa’s Ruins.
