One may also comfortably presume that DySP Sammy Tavares is being brought

bamtte-giri. At this stage in the overall deterioration amidst the sordidly
on tap, one needs a whole higher set of acuities. I earnestly hope that
DySP looks at similar cases in other places and seeks research far and
wide.

I also wish he pens notes which could be parlay towards a book in the near
future. Goa deserves just that.

[Goanet] In Contempt of Goan Decency, and Indian Democracy (Times of India)

Instead of celebrating one of the best weeks of India's culture
calendar, the tolerant and peaceful state of Goa is forced to mourn a
vicious attack on democratic values by its own elected officials.
Instead of showcasing this unique culture's admirable bedrock
principles of accepting diversity of opinion, and embracing the free
expression of ideas, Goa's government has instead demonstrated
extraordinary cowardice, persecuted and imprisoned both young and the
elderly, and disgraced the state in a manner it will take a long time
to recover from.

Ironies abound in this situation. On one hand, the 46th International
Film Festival of India (Iffi) has perhaps its best and most profound
line-up of movies in its recent history. From early morning to very
late at night, full houses of avid cinephiles from around India and
the world -almost 3,000 from Goa among them - enjoy an extraordinary
banquet of films, including 26 nominated by their countries for this
year's Academy Awards. An added bonus is none of the foreign films had
to pass India's censor board, whose Pahlaj Nihalani has become an
international laughing stock for cutting a James Bond kissing scene by
20 seconds, comparing it to "sex in your house with your door open".

But the positive effects of this very welcome degree of artistic
freedom at Iffi 2015 are cancelled by the preposterous overreaction to
a negligible (actually closer to non-existent) threat posed to the
festival's success by a few students from the Film and Television
Institute of India (FTII), and the grieving cordon of demonstrators
who gathered far down the waterfront on November 21, to press the
authorities to probe the death of activist priest Bismarque Dias. An
FTII student was expelled from the festival campus, and detained by
the police, simply for wearing a badge that expressed solidarity with
his classmates. Far worse, hundreds were abused, jostled and arrested
on the 21st: grannies, college professors, the exceedingly gentle
violinist and physician Dr Luis Dias.

Justifying this extraordinary abuse of state machinery to disrupt
peaceful expressions of disagreement and dissent, chief minister
Laxmikant Parsekar said, "I am not willing to accept that protesting
is their right. We are the organizers, and anything that happens at
Iffi will reflect on the state and the functioning of the government."

But what his administration engineered definitely reflects extremely
badly on the state, and the functioning of his government, and all the
delegates who attended the festival from abroad will now return home
with an unavoidable impression that India is deeply intolerant, and
that Goa's government will readily unleash police against its own
citizens without the slightest pretext.

One highlight of Iffi 2015 is Chaitanya Tamhane's masterpiece, Court
(2014), India's official entry for this year's Academy Awards which
has already earned endless accolades and prizes including high honours
at the Venice, Mumbai, Vienna, Antalya and Singapore film festivals,
and Best Feature Film at the National Film Awards. It is an
unflinching, unhurried movie. Tamhane's wide-angle lens inexorably
records all the detail, pathos and casual tyranny of judicial
procedure in India, as an obviously innocent Dalit folk singer is
unwaveringly bulldozed by the state on trumped-up charges, based on
vaguely phrased or archaic laws (which nonetheless remain on the
books).

Cruel irony that the movie ran at Iffi 2015, even as the colonial
era-derived Section 144 has been enforced in Panjim because of the
festival. Bengali actor Dhritiman Chatterjee spoke for very many when
he said, "Section 144 is in force. I have never seen such a surreal
situation when a district magistrate says Section 144 is imposed
because a celebration of cinema is going on." In fact the law about
"unlawful assembly" was first applied in India in 1861 under the
British Raj, with the express purpose of preventing Indian
nationalists and patriots from overthrowing the unjust colonial
regime. The offence doesn't exist in Britain itself, for good reason.
As played out in front of the cameras on November 21 in Goa, it is
only ever used by weak governments to try and silence its critics.

If this BJP-led government wants to strictly apply laws to spread the
right impression about Goa to Iffi delegates, it should consider
enforcing its own special amendment to the Goa Public Gambling
(Prevention) Act, that barred visitors to casinos under the age of 21.
Every day, every person who enters the multiplex walks past a giant
billboard advertising a casino backed by a staunch administration
supporter, that flaunts this message 'Special Entertainment for Kids'.

I, along with one of Bismarque's favourite musical warrior had a long
sitting with DySP Sammy Tavares to appraise him of all details that needs
to be taken care of in this investigation. He has given us a patient

While the fact that an official organ of the IFFI, the Peacock  was
subverted to promote an avowedly non-official cause is praiseworthy, there
is a larger issue involved which is disquieting.

Such subversive activities happen essentially in regimes where repressive
measures are already in place. There was need for this during the Emergency
for instance. In the case of India, we are not some totalitarian state (as
yet officially) but we are a democracy and a republic and not (as yet) a
fascist dictatorship.

We are also not a capitalist state like the USA where people have
internalized a state of mind where repression over other countries and
peoples is so natural they don't even realize they are doing this. In such
states the citizens  pretend that 'all is well'. with themselves although
on the odd occasion (as in the case of a Snowden or a Julian Assange or
when some poor minority try to demonstrate) will the full force of the
repression be evident.

What I'm struggling to say is: we all must be prepared to answer the
question: Quo vadis?

The determination of friends to seek justice for Fr is getting bolder,
stronger and wide spread, It is a sign that the truth is concealed
intentionally, knowingly, willfully by authorities concerned There has been
stinging response to Hema deliberately trying to mislead the cause for
justice and truth. A section of the press appears to be  under obligation ,
pressure to malign Fr by planting news favourable to the murderers,
attempting to derail,mislead the case. Heraldo on 27 11-2015 has devoted a
full page to the views on Fr Bismarque. Many more could not be accommodated
as there was deluge of response  and the daily apologized ,promising  to
carry more in regular daily columns, The 3 questions posed by the daily(
I-)--Can I buy Justice from the market ? ( II)…..When you challenge the
 police, what can they do? Police only put protestors in van and took them
to some other place(Anjuna, Porvorim). ( III)…….There is no unanimity among

One of former US president Bill Clinton’s favourite quotes is: “You
can put wings on a pig, but that doesn't make it an eagle.” The
pun­chline, though, doesn’t seem to apply to successive governme­nts
drawn from Goa’s tight-knit political elite, who continue to bulldoze
through an astonishingly ill-conceived billion-dollar “second airport”
project in the north of India’s smallest state. Despite the fact that
outrageous scandals emerge every time the project is submitted to any
kind of scrutiny, Mopa continues to rumble to take-off.

The latest head-shaking moment came last week when the state’s
undersecretary (finance expenditure), Sushma Kamat, rai­sed red flags
of alarm when CM Lax­mi­kant Parsekar’s cabinet sent her Mopa’s draft
terms of agreement for approval. It turned out that the winning
concessionaire would get 232 acres of prime land (out of the project’s
total 2,271 acres) “for unrestr­icted use for commercial development”,
which could be und­e­r­ta­ken without any prior approval of the town
and country planning board.

According to the cabinet-approved terms of agreement, if the project
is cancelled for any reason, all that land—mostly seized from
reluctant farmers and small landowners—would remain with the
concessionaire, along with the license to build without approvals. If
the project is delayed—as all projects in Goa always are—the
government pays the concessiona­ire a hefty Rs 3.6 lakh per day until
resolution.

Stating her case admirably mildly, Ms Kamat noted that “unrestricted
land use may be used for commercial activities which may not be
beneficial to the state and its people. Handing over such a land mass
to a private entity who may develop it for whatever purpose may create
third-party rights without adequate compensation to the state
government”. But her complaints were ignored, and the Goa cabinet
passed the terms of agreement anyway.

The logic for Mopa has always been strained. In order to get the
initial go-ahead, the state government had to persuade the Centre to
relax its informal rule that no airport would come up less than 150 km
from another. Its propone­nts have never been able to explain why
North Goa simply can’t use the brand-new greenfield airport nea­ring
completion at Sindhudurg, just 100 km from Goa’s border. Now, there
will ostensibly be three international airports lined up in a row
close to each other.

In 2007, the state sou­ght the expert opinion of the UN’s
spe­cia­lised agency, the International Civil Avia­tion Organization
(ICAO), on the matter. The findings were unequivocal: Mopa and Dabolim
aren’t viable together. Unhappy with the UN aviation arm’s disapproval
of its pet billion-dollar project, the state's political elite turned
to their  favourite crony consultant, the Louis Berger Group. This is
the same notorious concern which earlier this year admitted in a US
court to violating the Foreign Corrupt Practices Act (FCPA) by paying
approximately $9,76,630 in cash to ex-Goa CMs Digamber Kamat and
Churchill Alemao to take control of a Rs 1,000-crore water-supply and
sewage project funded by the Japan International Co-operation Agency
(JICA).

The same James McClung of Louis Berger, who confessed to paying bribes
in Goa, became the direct overseer of the Mopa airport project. What
the ICAO analysis had found strictly unviable now became viable, at
least on paper. The Goa government has paid Louis Berger at least Rs
14 crore so far (despite its tainted legal record, the group remained
the Mopa consultant) to push the project closer to development.

There are still some hurdles to be crossed before the first scheduled
flights take off from what is still a pastoral, wooded plateau at
Mopa, where scores of species of birds can easily be spotted in a
single morning. There are petitions before the National Green Tribunal
contesting the hasty env­ironmental impact assessment rep­o­rts
submitted by the government, and other permissions still to be
granted.

But Goa’s people find themselves fighting a growing demographic
imbalance, and a rapacious construction lobby advancing fast on
several fronts at the same time. Mopa is backed by the state’s
politicians as well as the directorate of civil aviation. As proven
last week with the egregiously flawed Terms of Agreement, that
combination is powerful enough to get its way.

GSHRC notice to CS, DGP on police brutality

Panaji: Taking cognizance of a petition filed by social activist Adv Aires
Rodrigues, based on an extensive report on Herald, Goa State Human Rights
Commission has issued notices to the Chief Secretary and Director General
of Police in connection with Saturday’s police brutality against “peaceful
protesters” demanding justice for Fr Bismarque Dias.

The Commission, comprising chairperson Justice P K Misra and members A D
Salkar and J A Keny, has directed the Chief Secretary and DGP to be present
in person or through advocate on January 13, next year,


Rodrigues has alleged that Goa police personnel very high-handedly abused
their powers, used excessive criminal force and manhandled the protesters,
without provocation. He said that the peaceful protest by citizens was held
demanding a free, fair and impartial probe into the mysterious death of
priest-turned-social activist Fr Bismarque.

Police arrested around 105 protesters for violating section 144 of Cr PC
which has been imposed in the city in view of ongoing International Film
Festival of India (IFFI).

“Innocent bystanders including senior citizens and women came to be ruffled
and arrested,” Rodrigues said. The petition has attached a copy of Herald’s
November 22 report, along with photos of police brutality.

The Indian Police who think no end of themselves and at times acts worst
than thugs should be punished. Law is applicable for all and no one should
be spared even if it is police or people in Judiciary and Government.  The
Goa Chief Secretary and DGP be made responsible and if they have acted on
the behest of the vested interest then they too should be booked and
forthwith sacked from the posts.

Advocate Aires Rodrigues as an activist has done right thing by rightly
taking cognizance and filing petition based on an extensive report on
Herald, Goa State Human Rights Commission has issued notices to the Chief
Secretary and Director General of Police in connection with Saturday’s
police brutality against peaceful protesters demanding Justice for Fr.

No one should rest till the police culprits are booked and punished.

Why you guys ( committee members)  from the Smart City ICLEI consultants
 do not send intimation well in advance. This is not the first time such
intimation are sent. You expect stake holders to be ready within few hours?
I just  received in my mail box this intimation of meeting on 27th at 9AM
 to 1 PM   at Fidalgo Hotel

Please see it does not repeat in future, and this is not correct. It only
gives us a doubt that this meetings/seminar/worshops are  being adjusted or
manipulated  as per the needs of the organizers.
