[Goanet] CHEATING CASE AGAINST MANOHAR PARRIKAR: PETITION FILED BEFORE NORTH GOA SP

A petition has been filed before the North Goa Superintendent of Police on
the failure of Panaji Police to register an F.I.R against former Chief
Minister of Goa and now Defence Minister Manohar Parrikar for having in
2012 as the then Chairman of Goa Industrial Development Corporation
conspired to cheat and cause loss of Rs 40, 81,179 to the State Exchequer.



In the petition filed under Section 154(3) of the Criminal Procedure Code ,
it has been pointed out that the Panaji Police are acting as caged parrots
in shielding the politically very influential accused Manohar Parrikar.



In the petition it has been stated that if the F.I.R against Manohar
Parrikar is not registered the Court would be moved seeking directions to
the police to act in accordance with law.



On March 21st a complaint was filed at the Panaji Police Station against
former Chief Minister Manohar Parrikar and unknown others under
Sections 406,409 and 420 read with 120B and/or 34 of the Indian Penal
Code for having in 2012 as the then Chairman of Goa Industrial Development
Corporation conspired to cheat and cause loss of Rs 40, 81,179 to the State
Exchequer.



Along with the complaint submitted were documents obtained under the Right
to Information Act pointing out that an area of 67,457.50 sq mts at Shiroda
was allotted to Miditech Pvt Ltd on 29th June 2006 by the Goa Industrial
Development Corporation and that a total premium of Rs 1, 85, 50,813 in
seven installments was paid by the company from 31/10/2006 to 1/02/2012.



Miditech Pvt Ltd which is owned by the sons of then Rajasthan Governor
Margaret Alva moved an application in March 2012 to surrender the land.



On 27th August 2012 the accused then Chairman of Goa Industrial Development
Corporation Manohar Parrikar directed that only 1% be deducted despite the
rules requiring that 5% be deducted as surrender charges thus causing loss
to the State exchequer to the tune of Rs 40, 81,179 as only Rs 19, 92,742
was deducted instead of Rs 60, 73,921.



Also submitted along with the complaint was a copy of the report by the
Indian Audit and Accounts department raising very strong objections to this
loss of Rs 40.81 lakhs caused to the State exchequer.



Pursuant to the conspiracy earlier hatched,  Mr. Manohar Parrikar the then
Chairman of the Goa Industrial Development Corporation and other unknown
officials concealed crucial and material facts as regards to the rules in
force which deception and concealment was from the very inception thereby
inducing the Goa Industrial Development Corporation to only deduct 1% of
the premiums paid instead of the required 5% and thus causing loss of Rs
40,81,179 to the State exchequer and thereby in the process committing
offences punishable under Sections 406,409 and 420 read with 120B and/or 34
of the Indian Penal Code.

*TEHRAN:* Lavish praise from Iran Carlos Queiroz is what Stephen
Constantine’s young and brave India will take back from the majestic Azadi
Stadium as they next face Turkmenistan at home in Kochi on March 29.


“I was very much surprised by Team India’s display. There has been a vast
improvement in their performance over the last few months,” he said at the
Official post-match Media Interaction after Iran beat India India 4-0 in
the Russia 2018 World Cup Preliminary Joint Qualification Round 2 match at
the Azadi Stadium on Thursday (March 24).


Fielding a depleted side without four Starting XI Players including
“talismanic” Skipper Sunil Chhetri, young India had all odds against them.
On the field, they played their heart out with a fantastic work rate,
conceded two through penalties and were forced to make two substitutions in
the first half itself -- all in an Away match, that too at the Azadi
Stadium against Iran.


Two penalties converted by Captain Ehsan Haji (33rd and 66th); and one each
from Sardar Azmoun (61st) and Alireza Jahan (78th) settled it for Team
Melli. Iran led one-nil at the half time.


National Coach Stephen Constantine admitted it was a “very difficult” game.


“They controlled the game. It was a very difficult game for us even before
it kicked-off. In the first half, we conceded from a penalty and had two
Players coming out for injury. It made it all the more difficult for us,”
Constantine said at the Official post-match Media Interaction.


“We are a very young side. One boy made his International debut today and
he will never forget the fact that he played his first International match
at the Azadi Stadium against Iran” Constantine said, referring to Udanta
Singh who became the 23rd Player in the last one year to make his
International debut under the Coach, the 504th Player to have played for
India in the process.


“We tried to contain Iran and paid the price for some mistakes. We were
short in some areas and paid the price for that. Iran are one of the Best
Teams in Asia and playing at the Azadi Stadium has its own challenges.”


Watching from the stands, it was easy to pick up Pronay Halder as one of
the outstanding performers, playing perhaps his best ever game in his
career so far. He was ready to fight, lead, willing to stay in the zone,
not indulging in unnecessary tackles that has been his undoing so far and
winning almost the one to one battles.


India will leave from Tehran on Friday (March 25) evening and will arrive
in Kochi on March 26 morning.

Bailey's Jesus

God recently allowed me to see Jesus through the eyes of someone seeing Him for 
the first time. Having the advantage of knowing how the story ends, we can 
easily forget the cost of our redemption and the love of our Savior.

Every year we attend a local church pageant at Christmas time, which tells the 
story of Jesus from His birth through His resurrection. It is a spectacular 
event, with live animals and hundreds of cast members in realistic costumes. 
The magi enter the huge auditorium on llamas from the rear, descending the 
steps in pomp and majesty. Roman soldiers look huge and menacing in their 
costumes and makeup.

Of all the years we have attended, one stands out indelibly in my heart. It was 
the year we took our then three-year-old granddaughter, Bailey, who loves 
Jesus. She was mesmerized throughout the entire play, not just watching, but 
involved as if she were a player. She watches as Joseph and Mary travel to the 
Inn and is thrilled when she sees the baby Jesus in His mother's arms.

When Jesus, on a young donkey, descends the steps from the back of the 
auditorium, depicting His triumphal entry into Jerusalem, Bailey was ecstatic. 
As he neared our aisle, Bailey began jumping up and down, screaming, "Jesus, 
Jesus! There's Jesus!" Not just saying the words but exclaiming them with every 
fiber of her being. She alternated between screaming his name and hugging us. 
"It's Jesus. Look!"

I thought she might actually pass out. Tears filled my eyes as I looked at 
Jesus through the eyes of a child in love with Him, seeing Him for the first 
time. How like the blind beggar screaming out in reckless abandon, "Jesus, 
Jesus!", afraid he might miss Him, not caring what others thought. (Mark 
10:46-52)

This was so much fun.

Then came the arrest scene. On stage, the soldiers shoved and slapped Jesus as 
they moved Him from the Garden of Gesthemane to Pilate. Bailey responded as if 
she were in the crowd of women, with terror and anger. "Stop it!" she screamed. 
"Bad soldiers, stop it!" As I watched her reaction, I wished we had talked to 
her before the play. "Bailey it's OK. They are just pretending."

"They are hurting Jesus! Stop it!"

She stood in her seat reacting to each and every move. People around us at 
first smiled at her reaction, thinking "How cute!". Then they quit smiling and 
began watching her watch Him. In a most powerful scene, the soldiers lead Jesus 
carrying the cross down the steps of the auditorium from the back They were 
yelling, whipping, and cursing at Jesus, who was bloodied and beaten.

Bailey was now hysterical. "Stop it! Soldiers! Stop it," she screamed. She must 
have been wondering why all these people did nothing. She then began to cry 
instead of scream. "Jesus, Oh, Jesus!" People all around us began to weep as we 
all watch this devoted little disciple see her Jesus beaten and killed as those 
first century disciples had.

Going back and forth between her mother's lap and mine for comfort, she was 
distraught. I kept saying, "Bailey, it's OK. Jesus is going to be OK. These are 
just people pretending to be soldiers. She looked at me like I was crazy. In my 
lap, we talked through the cross and burial. "Watch, Bailey, watch for Jesus!"

The tomb began to tremble and lightening flashed as the stone rolled away. A 
Super Bowl touchdown cheer couldn't come close to matching this little one's 
reaction to the resurrection. "Jesus! He's OK. Mommy, it's Jesus!" I prayed 
that she wasn't going to be traumatized by this event, but that she would 
remember it. I shall never forget it. I shall never forget seeing Jesus's 
suffering, crucifixion, and resurrection through the eyes of an innocent child.

Following the pageant the actors all assembled in the foyer to be greeted by 
the audience. As we passed by some of the soldiers Bailey screamed out, "Bad 
soldier, don't you hurt Jesus." The actor who portrayed Jesus was some distance 
away surrounded by well-wishers and friends. Bailey broke away from us and ran 
toward him, wrapping herself around his legs, holding on for dear life. He 
hugged her and said, "Jesus loves you." He patted her to go away. She wouldn't 
let go. She kept clinging to Him, laughing and calling His name. She wasn't 
about to let go of her Jesus.

I think God in heaven stopped what ever was going on that day and made all the 
angels watch Bailey. "Now, look there! You see what I meant when I said, 'Of 
such is the kingdom of heaven?'"

Bailey's reaction should be our reaction every day. When we think of Him, who 
He is, what He did for us, and what He offers us, we have to say, how can we do 
anything less than worship Him?

Greetings from Goa!

By this letter may I in public interest most humbly seek your kind
intervention to ensure that for the below mentioned compelling reasons the
name of the very tainted Atmaram Nadkarni be not considered for the coveted
post of Supreme Court Judge.

It is with deep anguish and utter dismay that we have learnt of the secret
back door machinations by the Advocate General of Goa Atmaram Nadkarni to
try and get himself sneakingly elevated as a Judge of the Supreme Court of
India. It would be the darkest ever day in the history of the Indian
Judiciary if this were to ever be a reality.

India’s highest paid Advocate General Atmaram Nadkarni by his blatant acts
of omission and commission has brought utter and sheer disgrace to the high
Constitutional post of Advocate General of Goa.

Professional ethics demands that a person occupying the high and solemn
constitutional post as Advocate General should never appear for a private
party in a case where the government is directly or even indirectly a party
but this cardinal principle has been brazenly flouted by Atmaram Nadkarni
in his never ending penchant for raking in the moolah even by any unholy
means.

Persons appointed to any Constitutional position should never be someone
who has a lust and  greed for wealth or having vested interest with any
lobby but has to always ensure the State’s best interests at heart. They
should act as a role model while upholding impeccable integrity and the
highest ethical standards. Being important Constitutional functionaries
their conduct at all times must be absolutely beyond any shadow of doubt. But
the flamboyant Atmaram Nadkarni is known to be a man without any principles
and someone who would dip even into the gutter if the stakes are high.

As Advocate General of Goa Atmaram Nadkarni has maintained close links with
the Mining, Casino and Builder’s lobby while in violation of ethics and in
conflict of interest has been appearing directly and indirectly in cases
against the Government. Atmaram Nadkarni has also managed to get his very
own close relative and legally poor knowledged Dattaprasad Lawande
appointed as Government Advocate and as if that was not enough, as
Additional Public Prosecutor in the High Court with absolutely no knowledge
of criminal Law but drawing huge fixed amounts from the State's exchequer,
that too, with merely a solitary appearance in a month in criminal matters
and to crown it all was also appointed as the Assistant Solicitor General
of India.

There needs to be a probe into the mind boggling wealth and assets acquired
by Atmaram Nadkarni over the last four years in particular as Advocate
General of Goa. A report from the Intelligence Bureau if sought would
reveal his dubious antecedents and conduct. Also it would be worthwhile to
conduct an inquiry as to the persons with whom he has been interacting
either in Goa or in Delhi including the now fugitive Vijay Mallya and this
would only prove that these unwanted characters would be a major
embarrassment for the Judiciary. Despite representing the State, he has
chosen to appear for the establishments of Vijay Mallya, to protect
Mallya's interests, with his office juniors even appearing on other sides,
all part of the big well stitched game.

Besides other politicians the flamboyant Atmaram Nadkarni is known to be
also extremely close to Manohar Parrikar,  the now Defence Minister with
both being privy to each other’s deals. Infact the manner in which Atmaram
Nadkarni has been tagging Manohar Parrikar all along, he has been rightly
taunted as Manohar Parrikar’s ADC and Man Friday. They have even travelled
together all the way to the infamous red light “Walking Street” of Pattaya
in Bangkok.   Manohar Parrikar later publicly clarified that their visit
was not to have sex but that they merely enjoyed Thai massages. “Do I have
to go so far for sex” is what Manohar Parrikar had the audacity of asking
the journalists.

Atmaram Nadkarni has a very shady past who along  with the son of a then
very prominent Margao politician  had gone dressed as  policemen, to rape
foreigners in Benaulim village in South Goa and had got caught by the
locals but  managed to escape from their clutches and flee. The case was
hushed through the influence of the then prominent Margao Politician. Also
less said the better is on his role in the then infamous Miramar sex
scandal which allegedly involved prominent politicians and their kin.

As a lawyer, Atmaram Nadkarni had the dubious distinction of doing ‘fixing
and setting’ of cases when his father-in-law the late, Mr. Vijay Nadkarni,
was the Advocate General of Goa. Even before he was designated as Senior
Counsel, Atmaram Nadkarni very highhandedly started

The Goa Su-Raj Party-GSRP is deeply concerned about the grievious assault
on Cavrem Panch Member  Mr. Ravindra Velip in Sada sub jail, Vasco, where
he was detained with others for protesting against the transportation of
e-auctioned Fomento ore.

The police violence against the citizens of Goa afftected by the mining is
re-visiting us when a 80 year old Dora D'Souza was jailed at Aguada for
protesting against illegal mining and ore transportation some years ago.

The probe over this grievous assault on Ravindra Velip must be handed over
to a High Court retired judge for a thorough investigation and the culprit
jail attendant/s brought to book.

Goans shall not tolerated lawlessness at the hands of the government
authorities. Their raison d'etre is to protect the citizenry of Goa who
pays their taxes and have every right to voice their displeasure about the
non-functioning of the government machinery.

This Party is happy to note that OPA [Orixt Porjecho Awaz] of Naqueri
Betul's which is agitating against the DefExpo has joined the Cavrem locals
in their protest against illegal tranportation of mining ore.

* New GMC - Dona Paula highway fails to cover the obvious cracks*

T he Government spent more than Rs 35 crore for the development of a
highway by widening and providing footpaths including a cycling track from
Goa Medical College and Hospital at Bambolim to Dona Paula circle. However,
though the work should have been completed a year back, it is still going
on.

Instead of providing proper ' paver' tiles, as per ISI standards, the PWD
contractor has provided ' pavit' tiles for major portions of the road from
GMC to the BSNL quarters and further provided granites slabs for these
footpaths. These are not as per the standard specification specified by ISI
for footpath tiles.

How the PWD accepted such non- standard work from their contractor is the
million dollar question. This should be investigated and the responsible
person/ s should be booked. This seems to be a complete waste of public
exchequer money for the benefit of some individuals.

The work from GMC to the BSNL quarters is apparently delayed due to some
dispute with a tenant having a bar and restaurant who is objecting to the
widening of the road. The huge land which was uncultivated and not
developed was lying like that till the PWD started the widening work.
Surprisingly now the land is completely developed by the tenant and two
entrances have been made from the highway to the said land during this
year. As per the law, no such development or entrances can be approved on
to a highway, which creates any obstruction to the public footpath.

Similarly in many places along this highway, such gaps are seen. There
should be an inquiry as to which authority approved such development
carried out on such a large scale.

The width of this footpath throughout the project is around 2.45 metres.
The purpose of the footpath is for citizens to walk freely without any
obstruction in a safe manner.

However, Senior Citizens and health enthusiasts who want to use this
footpath for leisure will be in for an unpleasant surprise.

The footpath has many obstructions like electrical poles along with ( HT
line) - High Tension wires, trees, traffic signs boards, etc, as they have
not been removed.

As per the latest electricity regulations, a pole or any electrical
structure with an HT line is not permitted over a footpath as it should be
free from any obstruction for achieving its maximum utility and safety.

The quality of the work done along this stretch is also to be double
checked as I personally found that the road dividers are filled with shabby
waste materials like asphalt and stones and only the top layer is filled
with good earth instead of completely filling it with good mud ( soil) so
that plants can grow easily. The ground reflectors provided and fixed along
with the road are fastened without the proper resin compound at most
locations, and hence can come out in due course of time.

The granite tiles provided near the All India Radio gate are broken from
end to end right through the middle of the tiles, which will add to the
danger during the rainy season, as these tiles and granite slabs are
slippery and not advised by the Indian Standard Institute for usage on such
footpaths. Also the tiling is shabbily fitted with different colors all
along the footpaths with no regard for uniformity and aesthetics.

In the area near GMC and other places, many encroachments have taken place
by people who have extended their houses with compound walls. At certain
places, illegal shops have come up, and also a Microwave Tower has been
erected by a cellular service provider which is hampering the progress of
work. The department is not taking strict measures against these
encroachers despite the delay in completion it is causing.

Likewise, near the NIO staff quarters at Dona Paula, an electrical sub-
station is also creating an obstruction to the widening and completion of
the road and footpath in that locality. The issue of having a bus stand
near the slope of the NIO circle remains unresolved. The CCP’s Sanjit
Rodrigues and others officials from the traffic department including
architects, jointly discussed the feasibility of having a bus stand in this
area which is just off the main road as you turn towards the Rosary School
and NIO guest house. At the moment, all kinds of vehicles and buses
temporarily seem to have permission to park there. Vehicles parking in this
area are already creating obstructions for vehicular traffic while entering
and going out from the main road. Traffic congestion is a problem here with
many drivers having difficulties venturing into this sharp turn.

If this bus stand is finally approved, the authorities must ensure there
should be safety and good traffic control at this area.

This problem could be solved by proper widening of the road with dividers.

Ravindra Velip, a tribal panch of Caurem-Pirla has demanded with jail
authorities to file FIR against Sanguem BJP MLA Subhash Phaldesai and
owners of Fomento Mines, alleging them to have been involved in assaulting
him at Sada sub-jail.

In a letter written to the IG Prisons, Ravindra has narrated the whole
incident in the jail of the assault by blind folding him as well as the
background of the villagers’ ongoing protesting against alleged illegal
mining.

He has demanded that MLA Phaldesai and owners of Fomento Mines be
prosecuted for attempt to murder and causing grievous hurt in Sada jail on
23 March at around 10.30 am.

IG Prisons Elvis Gomes, who had not received the formal complaint it being
a holiday, however rushed to Sada sub-jail today evening to verify the
facts.

At a press conference held at Azad Maidan in Panaji today evening, social
activists have termed the incident as comeback of Mining Mafia, adding that
the horrific incident proves a nexus between the state authorities and the
miners.

The social activists also plan to approach the Goa Human Rights Commission
with a complaint about the inhuman attack in the jail.

The tribal village panch was attacked while in the judicial lock up for
stopping the transport of the e-auctioned ore purchased by Fomento from its
own lease, which was termed illegal and confiscated by the state government.

Abhijit Prabhudesai strongly suspects hand of ruling party legislator
Phaldesai, alleging that he had threatened to eliminate Ravindra and a
criminal complaint in this regard was filed at the Quepem police station
few months ago.

“Mafia Raj of the mining lobby is back with Defence Minister Manohar
Parrikar defending the mafias”, alleged Ramesh Gawas, an environmentalist.

Ramkrishna Jalmi, a tribal leader, has alleged that it is once again proved
that the BJP government is out to kill the tribals for the benefit of
mining lobby and has demanded a thorough inquiry into the attack.

In a post on social media, independent MLA Vijai Sardesai says the incident
proves that mining as well as activities of mining mafia have resumed in
Goa.

“Thanks to complete support by the BJP state government that is focussed on
election funds from the lobby”, he comments.

Goa Pradesh Congress Committee spokesperson Avinash Tavares has also
condemned the dastardly attack on Ravindra while expressing complete
support to their struggle.

Nilesh Gaonkar, who was beaten up in 2011 for exposing illegal mining in
Caurem, said they are not merely fighting to provide mining transport to
the locals but the continued activity of illegal mining.

According to him, the same lease holders are purchasing the illegal ore
they had extracted while showing the quantity much lesser than the actual
size of the iron ore dumps lying at three mines in Caurem leased out to
Fomento, Tarcar and Magnum.

“Through a co-operative society of local villagers, we not only want to
streamlining the mining activity but want to also keep a check on illegal
mining. That’s why the government is not approving our co-operative
society”, said Gaonkar.

Ravindra Velip, panch of Caurem-Pirla village protesting against alleged
illegal mining, was blind folded and mercilessly beaten up in Sada sub-jail
yesterday morning.

The shocking incident occurred yesterday as five protesting villagers were
remanded to judicial custody on 22 March, after they were arrested for the
second consecutive day for stopping e-auctioned ore transport.

Ravindra has received multiple fractures on his left hand besides bruises
all over his body as well as severe neck sprain.

According to Ravindra’s complaint, four unknown persons beat him up with
shoes while no jailmate is allowed to wear shoes in the jail, except the
jail guards.

As narrated by Lav Velip, the incident occurred at around 10 am yesterday,
when they were taken out from the lock up to the toilet one by one.

Ravindra, the last one to be moved out, was blind folded by covering his
whole face from backside and was beaten up mercilessly near the toilet.

The four persons literally lifted him up and threw down on the ground
several times while also kicking him all over his body while he lay down
injured on the ground.

They also threatened that his other four colleagues in the jail as well as
his family members would also meet the same fate if he complained about the
incident to the jail authorities.

Ravindra somehow managed to pull up the cloth on his mouth and shout after
which the assailants ran away.

“There was nobody when we rushed to him from the lock up’, Lav told the
media persons.



Fearing further attack, all five of them did not disclose the incident to
any authority but managed to contact their lawyer to get them released.

“I was told about the incident on the way after they were released at 10 pm
since all of them were scared with the unimaginable incident in the
judicial custody”, Adv Suhas Velip told the media.

While he rushed Ravindra to the GMC hospital, doctors identified multiple
fractures on his left hand as well as injury marks all over his body.

“I refused to be admitted due to fear of being further assaulted in the
hospital”, states Ravindra in his complaint.

This is the second incident of assault on the protesting tribal villagers
of Caurem after Nilesh Gaonkar, another tribal leader, was beaten up in the
village in 2011, when they had brought to the light the illegal mine, much
before Shah Commission had submitted its report.

“The illegal mining is still continuing in our village, now under the garb
of e-auction with double and triple the size of the legally shown ore is
being picked up by the same lease holders, who were held responsible for
illegal mining by Shah Commission”, alleges Nilesh.

Caurem village in Quepem taluka has three mines, leased out to Fomento,
Tarcar and Magnum, a Canadian firm.

  Procession of 'Capas Magnas'
Xempeanchem pursanv

First time I ever heard about it was 2-3 years ago through Goan newspapers
Just 2-3 days ago, I found out it actually happens on Good Friday

There were not many Xempddekars (priests /Canons) 
Originally, it seems there were 24 then down to 12 and 8.
Today, there were only 3.  (I guess, the Priests promotion file pending with 
Bishop house :-)

Here is the Video.  Could not do any better as it started around 6.30pm and 
that too withing the walls of the Cathedral (internal procession).
