Eugene, let  me say that your opinion is not correct. GSRP had two sittings
with AAP. And we discussed only two points which are the constitutional
 points with GSRP. "We say that we shall make only 5 member cabinet [art.
34 of the constitution]. Tell us where you want to meet with us on that"
... we asked Pankaj Gupta of AAP. We also told Pankaj Gupta that we are not
averse to the adjustment on this one but it cannot be full 12. That some
self-sacrifice must be seen if GSRP is involved. The second point was
GSRP's  article 38 of the constitution, which says that GSRP will not give
Govt corporations to MLAs but hire qualified persons on hire and fire basis
to run these to  make them profit centers.  "Tell us where you want to meet
us on this one, we told him, "and then we shall discuss the seat sharing
arrangements et al." Pankaj Gupta told us that he has to talk this matter
with his High Command i.e. Kejriwal. He is  coming  to Goa, he said,  and
we shall arrange a meeting, then. Nothing happened. Looks like it is AAP
that is the one who wants to go it alone in Goa. Don't you think so?
GSRP is always open to aliances. But it will not dilute its firm points
which are the mainstays of this Party. GSRP is not POWER-HUNGRY. It it was,
then it would be in the Assembly a long time ago and it would  be
blacklisted too for not adhering to the founding principles.

[Goanet] Urgent improvements in Computer/IT Engineering Education

Dear members of Goan Technical Education Community,

The success of any educational institution is measured by the productivity
of the students in their professional life. This further translates into an
efficient country that is driven by good professionals. It is of utmost
importance to ensure that core concepts of the profession are absolutely
clear in the minds of students graduating from an institution. Students
should feel confident of performing their daily activities based on the
concepts taught in college. The few years of education have to be
productively utilized to lay a strong foundation of theoretical and
practical knowledge.

The reality of IT education, as reported by several students of engineering
colleges in Goa, is in stark contrast with the objective. The result is
that several companies that come for campus recruitment return back with
either zero or a handful of recruits. This reflects the failure of all
participants in the education process. As responsible professionals, we
want to change whatever is not in tune with the current trends and needs of
the IT industry.

*Absorb only the best students:*
Currently there is no cut-off for qualifying for an Engineering seat. A
Cut-off should be introduced so that only students who have put in hard
work qualify for an engineering seat. If seats remain vacant, so be it. We
should not have incompetent students in professional colleges. Also, let
only deserving students pass the engineering course. If students realize
that getting through the engineering course takes effort from their own
side, they will be motivated put in those efforts. Without the notion of
competence, we will have incapable students getting into the IT industry
which will in turn bring bad reputation to the state.

*Assignments should initiate curiosity:*
Most assignments seem to make the students copy text from the text book to
sheets. Merely copying content does not prove that the student has
understood the concepts. There is no effort put in by the student to
investigate and learn the practical use of the concept.
The questions or tasks given in an assignment should make the student look
up the internet to understand how and where it is used. The questions
should make the students apply their knowledge to real world problems.

*Give marks based on comprehension:*
It has been reported that a couple of students write the assignment and
everyone else blindly copies it. When the assignment is submitted, the
faculty member should approve it if and only if the student verbally
explains the assignment satisfactorily. Today faculty members seem to
approve the assignment only if enough pages are written. Assignments should
not be a blind copy paste from the internet. The student should prove that
he/she has understood it before submitting the assignment.

*Programs should be written only on computer:*
Many faculty members apparently ask the students to write the entire
program and algorithm on paper. It is absolutely shocking to see such a bad
practice being followed. Any sensible professional will testify that this
practice is pointless. A program that is shown to be working on a computer
should be considered as a completed assignment. The algorithm should be
written in short only to prove that the student has understood it.

*Assignments should be submitted electronically:*
Engineering education is for imparting knowledge and not for improving
writing skills. The piles and piles of paper that is used in this process
are a sheer waste of resources. Let us wake up to the 21st century where
files are no longer made of paper. They are stored digitally as MS Word
documents.

*Internal Tests:*
Continuous evaluation is a good concept. However, this needs to be done
through the performance in assignments. The semester exams already evaluate
the students based on course content and hence the ITs are redundant.
Another method of continuous evaluation is to have programming contests
that last a full day. The problems should be defined by the faculty members
and given to the teams who will work independently to win credit points.

*Project showcase:*
Projects that are undertaken by final year students need to be showcased on
the college website. This will provide a platform for students to invite
venture funding if their project has business potential. It will also
prevent copying of projects or repeating projects done in other colleges.
Students should be encouraged to take up projects as a startup or with a
startup or with Government or to solve a common/social issue. Marks should
be given for participation in national level contests.

If any of the above suggestions face a hurdle because of a guideline issued
by any governing body, it should be the duty of the educational institution
to recommend a change to the governing body and to implement the

An interesting answer on Quora to which is the better country:

Brazil!!! no India!! confused, lets compare:

1) Economy: Brazil is by far the biggest South American economy $2.25 Trillion 
whereas India the biggest South Asian giant is $1.84 Trillion. But since growth 
rate is higher of India, very soon it’ll surpass Brazil. GDP per ca-pita is by 
far much better of Brazil and probably stay ahead for at least 30 more years. 
But GDP by purchasing power parity India is ahead and will stay ahead for a 
long forthcoming years, that means India you can enjoy and survive more for the 
same amount of money you possess. In short, a millionaire in general will be 
able to enjoy/buyout more stuff in India than in Brazil.

2) Politics: They both are very stable Democracy minus a hiccup faced by Brazil 
now as of May 2016, and it’ll be good for both Brazil and the world to get over 
this asap.

3) Health: I will give this to Brazil, since lower the population, it’s easier 
for Brazil to take care of it’s population. Whereas India where the medical is 
much affordable but still not reachable to every individual of India due to 
much bigger population. But in medical research India is booming against Brazil.

4) Sports: Brazilians are crazy for Football(a.k.a soccer), whereas in India 
Cricket is not just a sport but considered a religion. Rest of the sports for 
both the countries are pretty much considered non-existent.

5) Education: Brazil, almost every one is literate, India is leaping in 
literacy rate with time, which is about 75% now, but considering quality of 
education, technology, research and development, India would be better choice.

6) Tradition: Brazil enjoys very liberal outlook and culture, whereas India is 
traditional, a tad conservative outlook. Both the countries agriculture is 
dominated and development is on the rise.

7) Crime: Any day you’ll pick India, not sure about the crime outlook of India 
in the world but statistically crime rate in India is lower than U.S.

8) Diversity - India is very diverse ethnic, cultural, linguistic, food, 
religion wise etc. Brazil is ethnically very diverse, multiple ethnicity 
survives but follow same culture, an example for the world where racism is 
non-existent. India is multiple ethnicity and culture basically gives rise to 
discrimination but overall picture of India is unified, since still everyone 
believes in Unity in diversity.

9) Orkut: Brazil and India were the only super users of Orkut, Facebook killed 
it. Useless comparison.

So, who’s your pick? Tough to compare these two nations. For some it’ll be 
India, to some it’ll be the other. But you’ll probably never meet any Brazilian 
who dislikes India or any Indian who dislikes Brazil, there’s no reason to not 
to like each other.

I am on vacation so just brief notes.
1) The US is trying to impose taxes on foreign steel - including that from
India and China - but has not yet done so. Please do not believe everything
you read on the internet.


2) The largest exporter of steel to the US is Canada.


3) By importing cheap Canadian steel, the US is importing deflation as the
cheap steel means cheaper prices for US manufactured products.


4) US special interest groups lobby US elected officials to pass all sorts
of trade impediments. This only serves to protect obsolete US industries.
The US thrives when it produces new industries - some not dreamed of a
couple of years ago.  Hanging on to industries that the US does not have an
advantage with - only serves to drain the economy.


5) Every country has to find its niche i.e. what it excels in doing right -
and exploit the same.


6) I contribute a higher percentage of my income to the US tax system than
Warren Buffet does. Trump, wise as he is, refuses to disclose his tax rate.
There is a serious problem when the billionaires are paying a less
percentage in taxes than you or me.


7)  I am at a loss as to why EU residents in Britain are not taxed at
source. Perhaps your perception is incorrect. The British system that
Tanzania and Canada inherited, demands that all employees are taxed before
they are paid. Maybe someone living in Britain can expound on this.
