The same day in late May witnessed two important events. The Indian Space 
Research Organisation successfully tested a retrievable satellite and the Rajya 
Sabha MP Tarun Tejpal was assaulted for accompanying some dalits who wanted 
entry into a temple. On the following day newspapers had first page headlines 
on the satellite. Very few papers reported the attack on dalits and most of 
them relegated the news item to a three-inch column in an inner page. That 
symbolises the contradictions in our society. On the one hand we boast about 
the country’s achievements in space and in other areas and even claim that we 
had aeroplanes and inter-continental flying machines 5,000 years ago. On the 
other hand we refuse to treat a big section of our people as human beings. The 
glory of the country is judged by GDP not by human growth.

That caste attitude extends also to colour, as seen in the killing a Congolese 
national by some hoodlums in Delhi a few days before the above incidents. There 
were many such incidents elsewhere for example in Goa and an auto driver 
spitting on a Tanzanian young man and stripping of an African girl in 
Bangalore. But we refuse to call it racism. General V. K. Singh is reported to 
have dismissed them as minor incidents blown out of proportion by the media. In 
the past he had reportedly said after an attack on dalits that the government 
cannot act every time someone throws a stone at a dog. The foreign minister 
expressed sorrow about the killing of an African but did not call it a racist 
attack. She is reported have added that India cannot be racist. Some other 
leaders regretted the incidents because they bring a bad name to India not 
because they violate the human rights of Africans.

All of it hides a deep racist feeling and colour and caste consciousness in our 
society. One has only to see the marriage advertisements in the newspapers. The 
demand is invariably for a “fair convent educated girl”. Caste is mentioned at 
times but in most cases it is hidden in neutral terminology. Colour is never 
far from our minds. Most of our literature and digital media present evil as 
black and good as white. Day in and day out commercials advertise facial and 
body products to give us a fair skin. But we keep proclaiming that we are not 
racist or race conscious. When Africans were attacked in Goa the Chief Minister 
of the State is reported to have claimed that it was the result of their bad 
behaviour. When challenged he defended himself by saying that he was only 
“giving expression to the general feeling in his State” about their behaviour. 
That statement is not far from what some fundamentalists in cities and even the 
police in Delhi say about women from the Northeast attracting the attention of 
men through their dress and “non–Indian” behaviour. The victim is the culprit. 
It implies that the attacks will not stop till the victims change their 
behaviour or colour or both.

When the evil cannot be hidden, denial mode is the norm. It takes forms such as 
the claim that the caste system was introduced by the colonial regime, that 
missionaries brought witch hunting with them, that sati is the result of Muslim 
rule and that no such evil existed in ancient India. Such talk takes other 
forms too. When, for example, an Indian (normally from a dominant caste) is 
attacked in a western country, the media react violently against the “attack on 
an Indian”. When a dalit is attacked in India, it becomes a “minor incident.” A 
rape in a city becomes a national issue. But hundreds of dalit girls raped all 
over the country become only statistics if reported at all. Some like Cynthia 
Stephen even report that, in a few villages in Tamil Nadu most dalit girls are 
raped by dominant caste landlords but such cases are not reported, nor are 
other cases of rape or stripping in Rajasthan, Haryana and elsewhere.

The situation of dalits is expressed not merely in atrocities but also in daily 
life, income being one of them. While in India as a whole around a third of the 
population lives below the poverty line, even according official statistics 
their proportion among dalits is more than 60 percent. Only around 60 percent 
of dalits are able to enter class one but 80 percent of those who enter drop 
out before class 4 and become child labourers. Around 70 percent of child 
labourers in the country are dalits and tribals. There are reservations for 
them at school and in government and public sector jobs but only an elite among 
them can avail of them since the rest cannot afford the type of education that 
the jobs require. As a result, many reserved posts remain unfilled but persons 
from the dominant castes use the fact of reservations to make propaganda that 
dalits and tribals deprive

E. D'Souza's post on the popular You Tube jazz rendition of "Brazil" showing 
silky olive tanned Brazilian women dressed in Rio Carnival attire does little 
justice to Brazilian women.

In reality, many of them are stunningly beautiful with powerful personalities 
to match. They dress well but not skimpily and have an overpowering presence. 
They are great to talk with, shy, self-effacing but confident. For all the 
bravado and showmanship you see in the Carnival parade, they are great business 
and social company.

I suppose you can say that of other South Americans too - the Argentinians, 
Colombians, Peruvians and what have you. But to the Goan the Brazilians have a 
special affinity due to the common language heritage, if not culture.

I just happened to watch the assembly proceeding today ( 5th August) where
exactly Alina Sandanha,  Hon. Minister of Science and Technology ,was
delivering her speech.  That was the time when I switched on my TV set, I
heard her speaking  on garbage issue at Saligao Plant and the segregation
technicality etec.

You and Micheal Lobo also spoke in this connection. I was surprised your
speech was more of supporting Alina than of Lobo. He spoke well.

The plant cost was answered by Alina based on Sr. Rane’s question. That is
145 crores and each year re-payment of 30 crores is to be made for the next
10 year duration that is equal to 300 crores plus 8 crores per year. This
is quite exorbitant cost for the tax payer who will be burden to repay this
loan. This may likely set in for a major Scam which will be known very soon
if I am right.

Under JNNRUM,  the plant was prepared only for 38 crores by Tetratech, New
Delhi in which Parrikar was the Chairman and others like Dr. Nandkumar, Dr.
Joe D’Sousa etc were the members. It is failed to reach  Delhi for
acquiring funds and this project was fizzle out reasons best known to those
who hijacked this project.

This Saligao Plant was supposed to collect mixed garbage from various
constituencies and you heard  Lobo's observations  but failed to support
him at number of occasions.

Goa Government will have to pay another 8 to 10 crores for maintenance of
the plant. Your action was looking so bad in the house, that you found
mesmerizing Alina.

  One thing, I agree what you said in the assembly that Panchayat will not
be able to segregate garbage.

BJP MLA Michael Lobo is found alerting the house all the time which is
appreciated. In fact you being a Congressman your action should have been
stronger.

Just for your information today I happened to attend a funeral of our
family relative  Mr. Camilo Vincent from Maina Curtorim of your
constituency and on my way back to Dona Paula,  I saw a huge Margao
Sonsoddo in such a bad condition that the plastic covers put up, was blown
off and almost all the garbage is seen open to air and the rain is making
havoc. Such a bad condition is the Sonsoddo, and  your guys from Curtorim
are not been able to solve this issue?

Shame to all Curtorkars, including Sardinha , plus  Digamber and all others
from Municipality from Margao. Now the same kind of Sonsoodo has come up at
Campal parade ground but at least this is well covered with plastic sheets
and the credit goes to MLA of Panjim, Sidharth Kuncolienkar and not the
CCP.

Who knows when this garbage from Campal will reach to Saligao plant.

Hopefully that malaria, dengue and other contagious diseases does not
spread up to the residents of Campal and Panjimites.

A senior monk and a junior monk were traveling together. At one point, they
came to a river with a strong current. As the monks were preparing to cross
the river, they saw a very young and beautiful woman also attempting to
cross. The young woman asked if they could help her cross to the other side.

The two monks glanced at one another because they had taken vows not to
touch a woman.

Then, without a word, the older monk picked up the woman, carried her
across the river, placed her gently on the other side, and carried on his
journey.

The younger monk couldn’t believe what had just happened. After rejoining
his companion, he was speechless, and an hour passed without a word between
them.

Two more hours passed, then three, finally the younger monk could contain
himself any longer, and blurted out “As monks, we are not permitted a
woman, how could you then carry that woman on your shoulders?”

The older monk looked at him and replied, “Brother, I set her down on the
other side of the river, why are you still carrying her?”

I knew of a Canadian Zen master who used to tell the same story
substituting a tiger for the woman. I always thought that was an absurd
substitution as I personally fancy the version of the monks who were sworn
not to touch gold.  Speaking of which, no one over the past ten years has
suggested on Goanet to touch gold. This is welcome - but also a tad
distressing. Here is why. Anyone who bought a unit of gold with GBP prior
to BREXIT can sell the same unit for 22% more. Not bad. Not bad at all for
a two month return.

Lastly, the woefulness of BREXIT is only starting. The first calling card,
mentioned just a few minutes ago, was by the Canadian Governor of the Bank
of England. He decided to reduced interest rates in that country to .25%.
Not a typo. A quarter of one percent. My contention is this that the
Canadian is desperately trying to delay the collapse of  the financial
house of cards. The longer the delay, the more opportunities there are for
you and me.

I didn't know Joel, but I met him on a couple of occasions. I once asked
him if he has contact number for a journalist, who Joel knew well. I was
bit suprised when Joel told me that he doesn't have his number. He added,
"I dont't keep numbers, as everyone calls me."

Yes, he was humble and frank. No airs about him. He was great help to
provide information on certain things. His Village Voice series for Goa
Today were remarkable for providing information and details on many
villages he featured. He is perhaps sorely missed in the Goan journalist
fraternity.

It was nice to know him.

These 'Swachh Warriors' are the students and the management of 'Paathshala,' a 
school just outside the city of Chennai. The highlight of this place is that 
they provide the school with dry composting toilets.

Dry composting toilets work on a model which uses minimum water as instead of 
flushing the human excreta, the person covers it with saw dust. After six 
months, this entire waste is collected and used as compost for their gardening 
purposes.

By using this Gandhian philosophy which says 'we must treat our waste ourselves 
rather than asking someone to do that,' the people of this Paathshala have 
enabled their locality with a sustainable form of waste management.
"System of the dry composting toilets makes us completely responsible for the 
waste we generate in aN ecologically sane and hygienic manner. There are no 
septic tanks and very less usage of water and all that is required are a few 
lifestyle tweaks," says a student of Paathshala.

Through this model, one eliminates the abundant wastage of water which modern 
toilets are responsible for.
The flush in the toilets amounts to the usage of nearly 10-20 thousand liters 
of water, per person-per year. Using the Paathsahal School's model, one can 
additionally converse water while at the same time help the environment.

also inspiring the students of neighboring school to pick up the same model and 
eventually inculcate an entire generation of youngsters with a way to connect

What does Brexit and Sancoalexit have in common? If anything? Sadly, a lot.


The slum in Sancoale is a major slum in Goa of non-Goans who do jobs Goans
are unwilling to do for various reasons. As is to be expected, the level of
education among the squatters of Sancoale is not high as the job
requirements are mostly blue collar.


Th Sancoale squatters, however, are not criminals! They are bonafide blue
collar workers who are wire men, masons, people who build  our roads,  make
furniture for our houses, fix our roofs, and do a hundred and one other
jobs. All these jobs contribute immensely to building the Goan economy by
making it stronger. Can you imagine a pulsating Goan economy without these
workers?


Governments over the decades who have been in power in Goa - MGP, Congress,
BJP - all three have failed to organize and manage the needs of development
of the State. All three are guilty of the most devastating example of
non-application of mind. Buildings and flats, by the thousands, continue to
come up all over Goa. The builders are happy to do business with anyone but
will they take responsibility for where the out-of-state workers live?


In future, the government in power has to pass a few strict laws and
regulations which makes it mandatory for builders who employ masons and
other workers to guarantee proper legal residential premises and housing.
Otherwise, slums will increase and the rationale and humanitarian approach
of the incumbent government to regularize the shanties on government and
communidade land will be reduced to a farce. As three different political
parties and governments have created and compounded this problem to the
level of a crises it is absolutely necessary for all three to work together
to solve this ugly problem in Sancoale which is of course one of several
scars on the face of beautiful Goa.


While mistakes of the past on the part of titans of business and
governments are in the process of being corrected, plan for the future! Do
not allow history to repeat itself or Goa will be doomed to a dark and
gloomy future of a dozen slums and more in a small state.


Goans in Goa are worried about Goans working in the UK after Brexit. The
Goan workers who have emigrated to the UK for a better future are no
different from the majority of non-Goans who live and work in Goa and do
various jobs which Goans don't. The British government no doubt can offer
Goans in the UK a better deal than the non-Goans who are Indian citizens
get; the working conditions and welfare benefits are far superior as the
standard of living in the UK is much higher than India. While there are a
few bad apples among workers in both countries, the majority only want to
better the lives of their families through hard work.


Goans in Goa cannot do much to influence the British government. The Goa
government and the Goans in Goa however can improve the  working conditions
of non-Goans who live in slums in Goa and who make the lives of Goans more
comfortable. It is our duty and not a favor we are doing them. In this
regard, we need to applaud the BJP MLA Alina Saldana's humanitarian
contribution to the betterment of the lives of the slum dwellers of
Sancoale.


Whoever said charity begins at home had a point to make which is relevant
to our world today. Now is the time to show a bit of compassion for the
non-Goan workers who live in slums and slog to make the lives of people who
live in Goa better, much better. And, a good place to begin is Sancoale. No
exit, please.

It is amusing that the Goa Government has felicitated Atmaram Nadkarni for
the so called Mhadei victory. The Mhadei water dispute is far from over and
it could drag on for decades.  This battle which infact involves the three
neighbouring states of Karnataka, Maharashtra and Goa must in public
interest be resolved amicably. The three neighbours should see reason to
seek the intervention of Prime Minister Narendra Modi to reach to an
amicable and peaceful settlement.



The cash strapped Goa has already spent crores by way of legal fees paid to
Atmaram Nadkarni and his bandwagon of advocates. This water dispute needs
to be brought to an agreeable close because it’s dragging on is something
Goa desperately cannot afford.



In public interest let not more crores be poured down the drain on this
water dispute between neighbours. It is a criminal and unjustifiable waste
of public funds which only works to the benefit of the Advocates making hay
while milking and drying the State coffers. And Goa’s coffers are already
in dire straits.

Ribandar is relieved that the Casino Deltin Caravela has been moved out
today from Ribandar. The people of Ribandar are very grateful for the kind
intervention of Goa Governor Mridula Sinha, Chief Minister Laxmikant
Parsekar, MLAs Rohan Khaunte, Pandurang Madkaikar, Sidharth Kuncolienkar
and the local Corporator Rupesh Halankar.

We must also compliment the Captain of Ports James Branganza and his team
for all their assistance.


We need to commend the people of Ribandar for having stood unitedly in
opposing the Casino which was an environmental hazard and a nuisance to the
local fisherman. We are also thankful to the people of the neighbouring
villages for all their support on the issue.


There is a need to drive away all the Casinos from Goa. The BJP which had
vociferously opposed Casinos while in the Opposition must stop promoting,
shielding and further increasing the number of Casinos under the guise of
promoting Tourism.


Earlier the Congress and now the BJP are feasting and making merry with the
abundant kickbacks flowing from the Casinos. It is very anguishing that the
once Paradise of the East, Goa has now sadly become the country’s gambling
hub with the allied vices of Prostitution and the Narcotics trade also
flourishing while the Crime rate is also on a steep rise.



It is a matter of great concern that the football team FC Goa has been now
taken over by the Casino Tycoon Jaydev Mody whose treacherous Casinos have
already done irreparable damage to Goa. Goans need to boycott FC Goa as
long as the team is in the devious captivity of Jaydev Mody.
