Donald Trump  Cause or effect?Distrusted presidential candidates or 
eletorate?
Finally just three days to the US elections. It has been widely reported in the 
media that both American presidential presumptive candidates are overwhelmingly 
distrusted by the American public.  Is this a reflection on the candidates or 
electorate? 

For more than two decades, the public has been fed conspiracy theories 
ad-nausea, 24/7 via multiple media outlets.  These theories and conjectures has 
been booming business to the creators and spin-masters of these theories; who 
write books, make movies, deliver paid speeches, and be hired as talking-heads 
on print, radio and TV.   Truth-be-told these conspiracy theories are low-cost 
entertainment from the entire spectrum of print, radio and TV media (who in the 
process made a ton of money); and are great fund-raising tools for interested 
organizations, partisans and political parties.   

Hence these conspiracy theories and extreme partisan rhetoric are not allowed 
to die.  We-the-public as passive listeners enjoy these titillating bits of 
half-true factoids; proudly remembering them as privy information. Yet, on 
occasion, the paid pundits (who peddled the theories to major media outlets) 
have pleaded guilty and gone to jail for presenting false credentials like 
"worked for the CIA".    


Now the internet has been a cost-free media for anyone to create, plant and 
circulate false stories or conclusions; which then are recirculated as genuine 
articles feeding the growing ignorance even among serious and articulate 
individuals, spokespersons and political hacks. 


Likely we the electorate have difficulty separating truth from fiction and in 
the process distrust ourselves and/or reflect the distrust on others.  Which 
better figure to reflect the distrust than the political candidates?  After 
reveling in conspiracy theories, especially directed against President Obama, 
some Republican leaders now are openly concerned that Trump is fermenting 
trickle-down racism and sexism and sanctioning overt bigotry as a further 
extension of the same conspiracy logic.


Tragically with little social support, some "lone-wolf" convert this distrust 
to utter confusion, hate, fear and anger;  and express it at themselves (as 
suicide) or to folks around them (relatives, friends, strangers), through the 
barrel of the gun (hate crimes); resulting on average in 90+ gun-homicides a 
day (2500+ every month).

Their hearts are still beating. They urinate. Their bodies don’t decompose and 
they are warm to the touch; their stomachs rumble, their wounds heal and their 
guts can digest food. They can have heart attacks, catch a fever and suffer 
from bedsores. They can blush and sweat – they can even have babies.

And yet, according to most legal definitions and the vast majority of doctors 
these patients are thoroughly, indisputably deceased.

These are the beating heart cadavers; brain-dead corpses with functioning 
organs and a pulse. Their medical costs are astronomical (up to 
$217,784
 for just a few weeks), but with a bit of luck and a lot of help, today it’s 
possible for the body to survive for months – or in rare cases, decades – even 
though it’s technically dead. How is this possible? Why does this happen? And 
how do doctors know they’re really dead?

Premature burials

Identifying the dead has never been easy. In 19th Century France there were 30 
theories about how to tell if someone had passed away – including attaching 
pincers to their nipples and putting leeches in their bottom. Elsewhere, the 
most reliable methods included yelling a patient’s name (if the patient ignored 
them three times, they were dead) or thrusting mirrors under their noses to see 
if they fogged up.

Suffice to say, the medical establishment wasn’t convinced about any of them. 
Then in 1846, the Academy of Sciences in Paris launched a competition for “'the 
best work on the signs of death and the means of preventing premature burials” 
and a young doctor tried his luck. Eugène Bouchut figured that if a person’s 
heart had stopped beating, they were surely dead. He suggested using the newly 
invented stethoscope to listen for a heartbeat – if the doctor didn’t hear 
anything for two minutes, they could be safely buried.

He won the competition and his definition of “clinical death” stuck, eventually 
to be immortalised in films, books and popular wisdom. “There wasn’t much that 
could be done, so basically anyone could look at a person, check for a pulse 
and decide whether they were dead or alive,” says Robert Veatch from the 
Kennedy Institute of Ethics.

But a chance discovery in the 1920s made things decidedly messier. An 
electrical engineer from Brooklyn, New York, had been investigating why people 
die after they’ve been electrocuted – and wondered if the right voltage might 
also jolt them back to life. William Kouwenhoven devoted the next 50 years to 
finding a way to make it happen, work which eventually led to the invention of 
the defibrillator.

It was the first of a deluge of revolutionary new techniques, including 
mechanical ventilators and feeding tubes, catheters and dialysis machines. For 
the first time, you could lack certain bodily functions and still be alive. Our 
understanding of death was becoming unstuck.

The invention of the EEG – which can be used to identify brain activity – dealt 
the final blow. Starting in the 1950s, doctors across the globe began 
discovering that some of their patients, who they had previously considered 
only comatose, in fact had no brain activity at all. In France the mysterious 
phenomenon was termed coma dépasse, meaning literally “a state beyond coma”. 
They had discovered the ‘beating-heart cadavers’, people whose bodies were 
alive though their brains were dead.

This was an entirely new category of patient, one which overturned 5,000 years 
of medical understanding in a single sweep, raising new questions about how 
death is identified and dredging up some thorny philosophical, ethical and 
legal issues to boot.

NDTV India has been ordered not to broadcast on Wednesday, November 9, with a 
government panel ruling that it had divulged "strategically sensitive details" 
while covering January's deadly attack on the Pathankot air base.

NDTV has strongly refuted the 
challenges
 and "is examining all options."

"After the dark days of the emergency when the press was fettered, it is 
extraordinary that NDTV is being proceeded against in this manner," it said in 
a statement, adding that "every channel and newspaper had similar coverage."

A spokesman for the information ministry told news agency AFP that the channel 
will have to go off air "for violating the cable TV act" which limits what the 
media can report during major security incidents.

Although the government has ordered other temporary shutdowns of TV networks, 
it is the first time that this specific legislation has been invoked to take a 
news channel off air.

"The decision to take the channel off the air for a day is a direct violation 
of the freedom of the media and therefore the citizens of India and amounts to 
harsh censorship imposed by the government reminiscent of the Emergency," the 
Editors Guild of India said in a 
statement,
 seeking "an immediate withdrawal of the ban order."

The Mumbai Press 
club,
 which represents over 2,500 journalists, said that the government has the 
option to take an organization to court for "irresponsible media coverage," but 
that a ban against "a specific TV channel that has been critical of the 
government, and has done serious ground reporting on the views of the common 
man, does not augur well for freedom of expression of the country."

India ranks 133 among 180 countries in the latest annual World Press Freedom 
Index released by Reporters Without Borders in 2016.

No place in Goa better encapsulates the state's despoiled, criminally
squandered realities than the formerly pristine arc of sands
stretching from Campal to Caranzalem. An iconic location and cultural
lodestone, this is where tens of thousands gather to hear the
legislative election results. Miramar is a magnet for locals and
tourists alike. It is Panaji's most vital lung for fresh air and cool
ocean breezes, and also ancient gateway to the fabled port upriver.
Here the Arabian Seameets the Mandovi/Mhadei, the taproot of Goan
identity.

But walk the timeless vista any evening towards sunset, and only
degradation comes to mind. Garbage is strewn everywhere and the river
water distinctly stinks of sewage. Tourist boats blaring Bollywood
music churn right onto the sands, disgorging crowds of the
lowest-value tourists, who are taking advantage of ultra-cheap quick
spins around the bay. There's zero infrastructure, so lines of
(inevitably Indian) men head straight to the vegetation to urinate.
Vendors now sell snacks and bottled water right near the waterline,
all the debris is dumped directly underfoot. Touts lead throngs to
trample over the last precious patches of green.

Just above the sands, is another glaring symbol of the gross
fraudulence perpetrated in plain sight in Goa today. The perfectly
adequate (very recently re-tarred), tree-lined and scenic road
connecting Gaspar Dias to Dona Paula was egregiously dug up almost
three years ago, ostensibly to concretize and complete within a few
months. But deadline after deadline passed, and the alleged
improvement is still nowhere near complete. Now it's clear nothing
promised (international-standard bike-lanes, a generation of
durability) will ever be delivered. Meanwhile, the project cost has
soared to Rs100 crores.

Cross further to fill your eyes with more unavoidable reminders of Goa
gone awry. There is rampant real estate construction, which has taken
over the sea-facing precincts of Taleigao and Caranzalem. Here are
unbroken ranks of apartment complexes built right on top of fields,
wetlands, inlets and drainage channels. Where rainwater once streamed
directly to the ocean, now it sits stagnant. Sewage constantly
overflows into the drinking supply, because all the new construction
is slapdash and unregulated and there are no adequate treatment plans.
All the wells that served these areas are irredeemably contaminated.
Malaria and other mosquito-borne diseases are increasingly common.

Back to the waterline, where it takes only a few minutes to note much
else has gone terribly wrong. Vast swathes of sand are blackened with
discharge from ships far at sea, and also from the rapidly
proliferating rash of dirt-cheap Miramar tour boats. Piles of
jellyfish are washed ashore, an inescapable indication of oxygen
depletion in the ocean, itself a direct result of sewage dumping. The
National Institute of Oceanography has repeatedly warned all that
coastal waters of the state are unsafe because of municipal dumping of
wastes. But there are individual culprits too: a pipe leading out from
the Marriott has stained the sand with effluent, right down to the
sea.

There are many parts to the Miramar problem. But all lead to the
inexorable conclusion underlying every other major predicament that
besets Goa. It is comprehensive failure of governance, compounded by
free-for-all lawlessness. There is impunity for everyone, from the
architects of "infrastructure improvement" scams to the "make money
while the sun shines" irresponsible real estate developers to the
cheap-tour boat operators who blast music past every legal level, and
hand over plastic bottles to their clients who then throw them
straight into the water. There are no penalties for destroying
vegetation, or using the bushes as a giant open-air toilet, or for
littering anywhere and everywhere.


In any other major tourism destination in the world, everyone up to
the chief minister would lose their jobs for what has happened to
Miramar. But in Goa there are no consequences. Captain of Ports gave
permission for cheap-tour boats to ply right off the beach without any
concern for adequate infrastructure, toilets, garbage, preservation of
the last patches of green. The tourism department actively encourages
the least-value tourists to visit Miramar, with zero planning or
facilities that could alleviate their disproportionately high impact.
The magnates whose real estate and hospitality facilities exist
parasitically off Miramar's natural resources actively destroy,
instead of enhance or improve.


Just like the canary in a coal mine, the choking demise of the
once-magnificent Miramar beach indicates a doleful reckoning facing
the entirety of Goa. Person for person, Panaji is one of the richest
and best educated cities in the entire subcontinent. It is home to a

[Goanet] ACB FINDS FAULT AT MANNER IN WHICH PEON APPOINTED IN OFFICE OF PLANNING BOARD DY CHAIRMAN DATTAPRASAD KHOLKAR

Goa Lokayukta Justice P.K.Misra will on 15th November hear the complaint
filed against BJP Vice –President and Deputy Chairman of the Goa Planning
Board Dattaprasad Kholkar for having misused his office to high-handedly,
illegally and fraudulently appoint Diksha Pednekar as a peon.



The Anti Corruption Branch (ACB) in its 17 page final enquiry report
submitted to the Goa Lokayukta has stated that the appointment of Diksha
Pednekar as peon in the office of Dattaprasad Kholkar was carried out in a
hasty manner and without following the due process of recruitment.



Holding the then Director of Planning and Statistics s Anand Sherkhane
responsible for the appointment of Diksha Pednekar within a span of just
two days, the ACB in its report has also stated that the required
verification of antecedents and medical examination was not carried out
before issuing her the letter of appointment.



The ACB has also pointed out to the Lokayukta that Diksha Pednekar is
liable for action under Rule 3 of the CCS (Conduct) Rules 1964 for
continuing with her employment as housekeeping with Architect Indrajit
Chatterji at Olaulim in Pomburpa.



The ACB has in its report further submitted to the Lokayukta that the
Government of Goa may be asked to frame norms and guidelines for
appointment of personal staff to the Cabinet Ministers and those public
functionaries holding cabinet status.
