[Goanet] Events at The Dogears Bookshop Next Month

We have a few events lined up for you next month, and hope you will find
the time to attend one or all of them.

*3rd Jan 2017*

Rana Ayyub will be reading and discussing from her book 'Gujarat Files'. It
is an eight month undercover investigation on the fake encounters and
Gujarat riots exposing the complicity of Politicians. In 2010, her
investigation on fake encounters landed the first serving Home Minister
Amit Shah behind bars. Posing as Maithili Tyagi, a student of the American
Film Institute Conservatory along with a French intern, she did a sting
operation on some of the top officials and bureaucrats in Gujarat. Tehelka,
the organisation for which she did this investigation refused to publish it
citing political pressure. Further two publication houses with whom she had
a contract eased out of it. When the mainstream media too looked the other
way, she self published the book in May 2016. From 500 copies to 4
copies, Gujarat Files is one of the success of the year 2016. In a review,
Business Standard called it India's entry to the Pulitzer.

We continue with our monthly open mic poetry slam sessions, held on the
first Friday of each month. The session on the 6th begins at 5pm.

*The Art of Translation: Practicalities, Pitfalls and Pratfalls*, a
workshop by Paul Melo e Castro, author and translator, will be held on 14th
January, 2017, at 4pm.

During this workshop, Dr. Castro will discuss his general translation
practice in terms of the compromises that must be made in shifting between
languages and the potential slip-ups that can occur when mediating between
languages, cultures and historical periods.

He will also discuss his translation of 'O Genro Comensal', a short story
by the Goan author, Vimala Devi. A copy of the translation will be shared
with the registered participants prior to the workshop, which will be
useful for anyone interested in translation as an idea or wanting to start
out publishing translations him or herself.

Those interested for the workshop may register with their email id and

[Goanet] GHRC SUMMONS CS & LABOUR COMMISSIONER OVER WELDER BURNT TO DEATH

The Goa Human Rights Commission (GHRC) comprising of Retired District Judge
A.D.Salkar and Mr.J.A Keny has issued notices to the Chief Secretary and
Labour Commissioner directing them to appear on 5th January in connection
with the complaint over a welder burnt to death. The  young welder Sarula
Sheikh, a native of West Bengal was burnt to death on 26th December at the
construction site of the third Mandovi Bridge in Panaji.



The deceased worker was employed on contract basis for a construction firm
Larsen and Toubro (L) which has been given the works of the bridge by the
Goa State Infrastructure Development Corporation (GSIDC).



As a safe workplace is a Human and Fundamental Right of every worker, the
authorities need to probe whether all the required Safety Standards were in
place at the site as the deceased worker reportedly fell into a hot deep
trench containing tar, while he was trying to do some welding work without
appropriate safety gear.



The authorities as usually done in such cases, taking advantage that the
deceased is a poor and defenseless victim, may high-handedly hush up the
case.



The authorities need to explain as to how they have been mere spectators to
the violation of the Human Rights of the deceased worker and other workers
working on that site. They must also detail as to what measures they intend
to take to avoid such inhuman mishaps leading to loss of precious lives in
violation of human and fundamental rights.

Kuttuparambil, astocky 17-year-old who wears high-top basketball shoes and 
slim, stylish glasses.His prosperous family was not particularly supportive of

tried to dissuade him. Chacko is the younger of two sons, andtraditionally it

[Goanet] HC directions speed up works in Sanquelim

PANJIM: Sanquelim Municipal Council ( SMC) in a writ petition filed before the 
High Court of Bombay at Goa has been pushing the Directorate of Municipal 
Administration ( DMA) to clear the pending development works.

Addressing the media, SMC Chairperson Dharmesh Saglani said, “ SMC has been 
denied better treatment by the BJP government, this is hampering development 
works of SMC. But after the HC issued directions the process has speeded up.” 
He added, “ Proposals for 27 developmental works submitted by SMC to DMA were 
pending approval and majority of the resolutions passed by SMC over the last 
three and half years were pending execution and during this period, 10 chief 
officers, four junior engineers and four accountants were transferred thus 
hampering the functioning of the SMC.” Saglani alleged that the BJP government 
is purposely hampering works of the council as it is worried that works 
undertaken by the council would lessen the chances of their candidate winning 
in the 2017 Assembly elections.

The High Court on December 15 issued directions to execute all resolutions 
passed by SMC within two months while also ordering DMA to decide on all 
pending proposals from SMC within six weeks. The court further stated that the 
code of conduct, which is likely to come into force soon, shall not affect 
these works.

However, SMC Chief Officer Jitendra Bugde, who was appointed on September 18, 
has assured that the remaining 17 proposals would be resubmitted to DMA and 
that they would require at least two months to go through the pending 
resolutions to verify their viability.
