I have it all in my collection which were bought purely on promotion basis 
(promoting on the net with CD cover as and when they are out)

More than half are sealed or not opened yet.

A great case study in the Indian Express, for anyone interested in how police 
"encounters" take place in a major Indian city, in this case Delhi.

Delhi like the American state of Texas is a place where almost everybody packs 
heat and has little hesitation using it.

The place is so lawless that a high ranking almost fearless IPS police officer 
in Bombay who was constantly being rubbed the wrong way by his superior officer 
confided to me that he had to take the garbage heaped on him or else he would 
be transferred to Delhi or UP and that would be an extremely dangerous 
situation for him.

This Manoj Vashisht in the IE article, is a local Don. Many like him control 
areas of Delhi. They are ruthless and if you want to know how ruthless, think 
of Albert (Mad Dog) Anastasia once a capo in the New York crime family.

In India (as may be elsewhere) it's not a clear-cut thing like the cops on one 
side and thugs on the other. They have a mutually beneficial relationship most 
of the time, but when the writ is handed down by a politician or a top cop, 
then the thug is as good as dead. Thugs enrich cops and police use thugs to 
kill off rival gang members.

It is rumoured that Julio Ribeiro was the first to create the "encounter". If 
so, he cannot be blamed. When he took over as Bombay's Police Commissioner the 
place was in a mess. Organized crime had taken over the city and the ordinary 
citizen feared for his safety. Matka gambling was at its peak and the money was 
flush and finding its way into all avenues of legitimate commerce causing 
rivalry and crime in the form of extortion, to flourish. It got so bad that 
rich doctors who were taking patient money "under the table" would get a call 
from a gangster asking for a hefty levy. Pay or be killed. One example made for 
someone ignoring that demand was enough. It got so bad that the gangs had their 
own call centres from where extortion calls were made to people buying cars, to 
builders big and small, to Bollywood actors, to anyone with big money. The rich 
started living like they were poor, or else the call. The mess had to stop. The 
order apparently went out from JR's office and the "encounter" helped to bring 
city to heel. He took the full responsibility (though no one protested) and 
every cop supported him and breathed a sigh of relief. The encounter system had 
begun though in Bombay it is rarely used today.

What is the "encounter"? At its most simplistic it's an oral order from a high 
up officer to kill a gangster in cold blood under pretense of a shoot-out. As 
encounters progressed, thugs did start to open fire. What did you expect them 
to do when they see their executioner taking them to Hades? Who were targeted? 
Only criminals with several murders to their credit who were being constantly 
acquitted by the courts. Even policemen have their patience limits.

If truth is sometimes stranger than fiction, than the encounter qualifies for 
such an exception.

In Goa, the gangs controlling drugs, the flesh trade, the real estate mafia, 
smuggling, and other revenue generating illegal activities, by big city 
standards, are still small timers. The big guys from Bombay, Delhi and 
Bangalore have been eyeing the place for years. It takes time to create your 
grip.

But now Goa is low-lying fruit for them. Corruption is rampant, crime goes 
mostly unpunished and the police are a joke. If you think the Russians, the 
Israelis and the Nigerians are international, wait till you come across these 
guys who talk local but have overseas reach. Marathi, Urdu, and Haryanvi, are 
their tongues but guns are their currency.

Unless Goa gets its Julio Ribeiro, these guys will rule the roost.

There's lots more money to be made and only the big boys have the needed 
connections and the know-how.

[Goanet] IT’S TIME FOR PRATAPSINGH RANE TO HANG HIS BOOTS

Over the last five years the Congress as the principal Opposition party in
Goa has abdicated its responsibility and has been a desolate disaster on
every front. The Congress Legislature Party (CLP) headed by the very meek
and dormant Pratapsingh Rane did not hold a single meeting attended by all
its handful of MLAs. And with most Congress MLA’s having gory skeletons
galore, the BJP government was successfully able to tame and silence them
all to oblivion.



Reginaldo Lourenco has been the only Congress MLA who consistently and
fearlessly took on the misdeeds of the BJP Government. And if it was not
for the very vocal Independent MLAs Naresh Sawal, Rohan Khaunte and Vijai
Sardessai, the BJP government with all its misdeeds would have had a field
day.



As Leader of Opposition Pratapsingh Rane enjoyed all the perks but did not
perform inside or outside the Legislative Assembly. Instead of taking the
BJP head on, Pratapsingh Rane miserably failed to do justice to his post
while staying mute as a mouse to all the illegalities committed by the BJP.
He infact covertly cosied with the BJP, possibly to safeguard himself from
the saffron retribution.



Pratapsingh Rane's initial innings as Law Minister under Goa's first Chief
Minister Dayanand Bandodkar in 1972 was commendable, a post in which he
continued to hold under Goa's second Chief Minister, Mrs. Shashikala
Kakodkar. Pratapsingh Rane's first stint as Chief Minister in 1980 was also
good, while he even drove his own Premier Padmini car to attend private
functions. On what followed in the later years, less said the better as it
is all part of history with Goa having evolved as a laboratory for
political experiments.

After having been an MLA for 45 long years Pratapsingh Rane by now should
have groomed a youth from his constituency to be his successor and should
have gracefully called it a day. But a very astute politician that he is,
Pratapsingh Rane has always been able to grab a Chair. From 1972
Pratapsingh Rane has had the best of times with Power and the Red beacon
never ever having eluded him.

Pratapsingh Rane has not been able to stay aloof from power while he has
shrewdly maneuvered his way around the political game board. In 2012
Pratapsingh Rane had vowed it would be his last election, but at 78 he has
contested the Assembly elections this time around too.



But he now needs to be put to pasture though he may still have dreams of
becoming the Chief Minister again. For the sake of Goa, it’s time to hang
up your boots and call it a day, Mr. Rane. If you are elected on March 11th,
for the next five years please courteously stay as a mere MLA and guide the
new government without a Red beacon.


Mr. Rane, please don’t cry because it’s over, but smile because it
happened.  Posterity will remember you for this long overdue and gracious
act.

Alan DeSousa (born 1959)[1] is a city councillor from Montreal, Quebec,
Canada. He is also the borough mayor of Saint-Laurent, and the former
chairman of the Montreal Executive Committee. He is currently vice-chairman
in charge of sustainable development, the environment, parks and green
spaces.

He was a member of the Union Montreal majority municipal party until its
dissolution in 2013.[2] By profession he is a chartered accountant.

On June 19, 2013, he declared himself a candidate for the job of interim
mayor of Montreal after the resignation of Michael Applebaum.[3] However,
in the council session on June 25 to select the new interim mayor, DeSousa

Born in Pakistan to a Roman Catholic family, his family immigrated to
Canada when he was a teenager.[5] Alan DeSousa has lived in Saint-Laurent
for over 35 years. He is married to Florence Beaudet and has two sons,
Martin and Victor.[6] DeSousa completed a Bachelor of Commerce from McGill
University in 1981. In 1984, he was named to the Ordre des comptables
agréés du Québec, and in 2005 was given the honorary title of Fellow.[1]

He has previously served as Vice-President, Corporate Finance, of BioChem
Pharma, and has worked at Ernst & Young as an expert on corporate and
international taxation.[6]

Prior to its merger with Montreal, DeSousa was a city councilor with the
former city of Saint-Laurent since 1990. In November 2001, he became
borough mayor of Saint-Laurent, a position that he has retained for three
consecutive terms. He serves on Montreal's Executive Committee, with the
responsibility of sustainable development.[6] In 2004, economic development
was added to his responsibilities.[1]

Religious sentiments hurt

The incident at Rachol involved  two students from  a prestigious Bits
Pilani, Sanny Agraval and Bhojraj  Sirkarwar .They are intelligent students
for securing admissions not some imbeciles  to be ignorant of the gravity
of the offence and be absolved of their behaviour

Familiar as they are with their religious practices  but pretended to be
innocent of their sacrilegious act. In some temples the prassad is just  a
piece of coconut, sweet, or even sacred water and one has to even pay for
it. The sacred offering is not a sweet catering to tastes, unless the ladu
prassad offered at Tripuati  but  it  is a spiritual ritual loaded with
faith. and not taste. Nowhere does one hear of   sacred offering being
defiled with scant reverence.. It appeared to be a deliberate act and not
 a spontaneous, impulsive act on the part of well educated, sound students
and not mentally deranged individuals.  They received the sacred host, then
spat it out because of taste and further stamped upon it ,either to hide or
just to trivialize it. That simple reasoning is not justifiable at their
level. They knew very well that they could not receive it in the first
place. It is a first of an incident when otherwise non believers have
merely walked away with the sacred host.

They have underestimated the gravity of sacred defiling of the sacred host
and such an act is blasphemous and condemnable. It is fortunate that
emotions and passions were not inflamed with violent behavior and simple
apology cooled down tempers on the advice of the P.P.  The catholics are
forgiving by their faith and they demonstrated in practice but that does
not condone the irreverence to the sacred host held in great reverence with
 fundamental spiritual significance. That they merely transferred their
practice to another religion with which they were not familiar with is no
excuse. they are fully accountable for their actions. The police did well
in controlling the incident and limiting it. In these days of surcharged
atmosphere of religious intolerance Goans have displayed once again
resilience by accommodating it.   Elsewhere in the country with narrow
,parochail  feelings, the place would have been on fire setting off
communal riots.

It is ill advised that publicity should be limited and culprits be allowed
to go scott free. The college to which they belong should be informed for
necessary disciplinary action and also because they have brought the
institution in  public  disrepute Th parents too should hang their heads in
shame. and impose restrictions and disapproval

The incident has highlighted the teaching of forgiveness as the central
tenet of catholic belief and has displayed the peaceful nature of Goans not
to have been provoked in the face of unforgivable provocation. Besides it
helps the faithful to renew their faith in a peaceful manner. God forgive
them for they know not what they do. The exemplary role of both the P.P and
police, faithful in limiting the incident needs to be applauded.

 The State of Goa's Indigenous People, Gawdas can be gauged from the renew 
assault on from State Administration. The latest incident has come from 
Colomba, Rivona village in Sanguem Taluka on February 27, 2017. According to 
the reports flowing in officials from Mamlatdar's office in Sanguem went to 
Dayanand Gaonkar's house with three Pock-line machine declaring that his house 
is illegal and decided so by some case which we do not know as yet. Cruel 
demolition this time is not of any non-Goan by of indigenous people from Goa, 
the tribal family. 

Dayanand died few years ago while his wife and son survives and witnessed the 
roof over their shelter being torn down by the State Government machinery.  
According to villagers around mining company is behind this demolition as it is 
trying get control over land for the purpose of mining. This village of Colomba 
has history of protest against mining and repression from the State 
administration protecting mining interests of Fomentos since 2007. The house 
selected for demolition this time was reportedly existed for past several 
decades in survey no. 49/1 of Colomba in Rivona village of Sanguem Taluka. 
Gaukar's family widow Kesar and her son are forced to live without house in 
open under the Jack-fruit tree close by. 

Six years back when Supreme Court ordered portion of Cidade de Goa Five Star 
hotel near Dona Paula to be demolished Timblo family who also owns Fomento 
mining company got then Congress Government headed by Digambar Kamat to change 
laws through ordinance followed by passing in the Legislative Assembly when 
BJP's Manohar Parrikar was the leader of the opposition. How come house 
belonged to Gawdas are demolished while 5 star hotel belonging to Bamon is 
protected through extreme steps? What is operating in Goa is Dictatorship of 
Bamons and Bharat Mukti Morcha strongly condemns the spirit of racism operating 
in Goa's administration as well as Political system.

Irrespective of what the legal status of Gaonkar's status it is complete 
violation of Human right to demolish their house and to leave them to fend for 
themselves and now one week has completed. This is one more remainder that 
Goa's Indigenous People are  subjected to oppression. 

The demolition of Gaonkar's house in the manner it was carried on raises 
question whether Goa's indigenous people are slaves and freedom of Goa as well 
as freedom of India is a myth than reality. What are the causes that has led to 
this state of affairs?

This is wishing Goa’s former Chief Secretary Dr. J.C.Almeida a very Happy
Birthday as he turns 87 today.


Dr. J.C.Almeida has been a distinguished administrator and a dear friend to
the student community. It was due to his untiring efforts that during the
1979 student agitation, he managed to prevail upon the then Government that
the students of Goa should be bestowed 50% bus concession.


Having worked under Goa’s first Chief Minister Dayanand Bandodkar and other
successive Chief Ministers, Dr J.C.Almeida is a living witness to how over
the years our once beautiful State has been sinking from bad to worse.


On 6th November 2016 at a public function in Panaji, Dr Almeida while
expressing deep anguish over the current destruction and devastation of Goa
lamented that Goa was now gone and not salvageable.


Pointing out to the rampant corruption and bad governance that has engulfed
the State, Dr Almeida recollected how bureaucrats during the tenure of
Chief Minister Dayanand Bandodkar and later under Shashikala Kakodkar
strictly functioned within the parameters of law.


At 87, Dr J.C.Almeida is still going strong, candid and bubbly as ever. May
he be an inspiration to some of those spineless bureaucrats of today who
unfortunately have ended up being slaves of their Political masters.

[Goanet] Despite development, Karapur- Sarvan is beset with host of problems

K arapur- Sarvan, which is a having 11- member panchayat, has witnessed major 
development in the area since last five years.

The panchayat’s strategic location has given it an upper hand over other 
panchayats in the taluka. Since the last five years, several housing projects 
have come up in the panchayat area as a result of which the price of land has 
increased. There are several establishments including banks, petrol pump, 
Bicholim PHC and the new Bicholim Police Station in the panchayat jurisdiction.

D e - s p i t e these faci l i t ies, the residents complain that not much has 
been done by the panchayat.

“ The panchayat has always been busy in internal politics. Seven sarpanchas 
have been elected while on the other hand the panchayat has witnessed three 
deputy sarpanchas,” claimed Tukaram Sawant, a resident.

“ In some places, the panchayat has repaired the roads and has also developed 
some lakes. But major problems such as garbage and water scarcity have been 
ignored,” Sawant added.

The residents of Vitthalapur, Gokulwada and Ektanagar complain that every year 
in April and May, they face acute water scarcity and have accused the panchayat 
of not doing anything to solve the problem.

They further complained that Vathadev village has been reeling under the 
garbage problem and the panchayat has turned Nelson’s eye to this problem too.

Deputy Sarpanch Dheeraj S a w a• t claims they have proposed a new building and 
during the current tenure the existing building has been renovated.

“ In some wards we have replaced old electricity wires with new ones and we 
have also renovated the local lakes which were neglected all these years,” 
Sawant informed.

He lamented that despite making several requests to the elected representatives 
they were unable to sanction a playground for the panchayat.

The panchayat is faced with another problem – the increasing number of roadside 
vendors along the Bicholim- Sanquelim road.
