MD clearly you did not review the speech, so I've included the text

the unique electoral system was devised for the purpose it serves. Remember
HRC received more than 3m popular votes but that does not give equal

So far I do not see any contribution to UN sponsored Green Climate fund by
major polluters, other than the USA.

[Goanet] GHRC INSPECTION REVEALS PATHETIC LIVING & WORKING CONDITIONS OF GOA COPS

In a major embarrassment to the Government, an inspection of two police
stations conducted by officials of the Goa Human Rights Commission
Commission (GHRC) has concluded that the working and living conditions of
cops at both the police stations was below standard and needs priority
attention so that the police force can work with optimal output and be a
stress free work force.

The inspection was conducted after the GHRC comprising of A.D.Salkar and
J.A. Keny after hearing a complaint filed had ordered an inspection to
verify the factual working and living conditions of the cops at the Old Goa
Police Station in North Goa and Colva Police Station in South Goa.

While strongly disputing the stand taken by the Chief Secretary and the DGP
that all amenities including canteen and recreational facilities were
available at every police station, it had been had sought that any two
police stations be inspected to ascertain the ground reality.

In the complaint to the GHRC in September last year it was pointed out that
the cops in the State were being made to work very long hours amidst
pathetic and very appalling working conditions and had sought that alike
all other government employees the police personnel should also get an
eight hour shift which will infact increase their efficiency.

A three member team headed by GHRC Secretary Margaret Fernandes, Under
Secretary Shashikant Bhamaikar and Police Inspector Manoj Mardolkar
attached to the Investigation Cell of the GHRC on 26th May inspected the
Old Goa and Colva Police Stations and last week submitted a detailed 11
page report along with photographs and video footage highlighting the
pathetic working conditions at both the police stations.

Pointing out that Old Goa Police station with a staff strength of 114 and
Colva Police station with 87 staff are housed in very old and overcrowded
premises which is neither suitable nor sufficient to accommodate the staff
working at the police station, the inspection report states that there was
a urgent need of new buildings for both the Old Goa and Colva Polce
Stations taking into consideration the basic needs and facilities for the
staff posted at these police stations.

Stating that there is also a need to fix an eight hour shift to resolve the
problems of stress, hypertension and diabetes,  the report while suggesting
that more staff be employed to overcome the work load has also expressed
the need to separate law and order from the investigation cells at the
police stations.

The report further states that at the Old Goa Police station it was
observed that the rest room for staff is very small having eight beds
without mattresses while at Colva it was 10 beds also without mattresses
and that at both the police stations there was no ventilation facilities
while there is only one toilet and a common bathroom shared by male and
female staff while affecting the privacy of the lady staff.

It has also been observed in the inspection report that at the rest cum
changing room for female staff only one staff can take rest while a total
of 20 female staff  are posted at the Old Goa Police Station and 11at Colva.

The report also points out that behind the Old Goa Police Station sewage
was seen flowing from hotels leading to breeding of mosquitoes posing a
health hazard to the staff working at the Police station.

Stating that there were no canteen and recreational facilities at both the
police stations, the inspection report has suggested that as a short term
measure on priority fridges be provided immediately so that the staff can
store food they bring from home.

The inspection report also states that in 2013 a proposal had been moved to
acquire land for the police station in Bakia property at Old Goa but that
it was rejected being a Custodian property while at Colva the Department of
Tourism has been asked to arrange to handover a plot admeasuring 2985 sq
mts for setting up of the police station.

The Inspection report states that after interaction with staff at both the
police stations it has emerged that though the living and working
conditions were very pathetic, the staff in public interest has coped with
the situation and were doing their duty with discipline and devotion to the
police force.

It augurs well for the grass root Democracy. Citizens are now  more
conscious about the local administration that has also impact on all
around. Panchayat has limited powers. There  is interference from local MLA`s
trying to control the functioning and attempt to keep the local body under
their thumb. Hence the decision are based on remote control. Frequent
changes in Sarpanchhave a telling effect on he administration .Host of
welfare schemes meant to ameliorate the conditions of marginalized, needy
do not reach them at , which would be real priority. In fact dissemination
of information is no one`s  cup of tea. It is more than surprising that
representatives are at the mercy of the Secretary, who is looked upon for
interpretation and final decisions., Representatives are not aware or
posses books of rules and regulations and even than most are unfamiliar
with the rights empowering the citizens

What is then the lure to be representative of the local body? The
reservations for OBC, schedules and backward, women assures winning hopes,
The process of transparency in rotation ensures political interference to
get even with their rivals and deprive them of a foothold, Politicians and
parties directly and indirectly use their influence, clout, financial
support to promote the win of their ardent supporters and then publish
controll of local bodies. The reservation in wards without even a
smattering presence of such community is a mockery, forcing the electorate
either to boycott or cast their ballot, There is no provision for NOTA .The
choice of candidates presenting themselves leaves much to be desired .Often
they  are without gainful employment, no record of social work, or capacity
to deliver and rea unknown in the place,  Many candidates are totally
confused  about in what way they can  contribute towards  wards They have
no plan or idea what is needed and how they can accomplish it . Their role
consists of faithfully attending  regular meetings and their involvement is
best  not commented.  Members gain importance at the time of or
displacement, appointments of Sarpanch, Deputy  Sarpanch is lure and
attraction. The honorarium comes handy for many others. Gratification by
people in kind and cash, invitation for social functions are latent
attractions  of gaining public acknowledgement. Yearly expenditure for
every member about Rs 20,000= is uncontrolled and  not monitored for
efficacy. The best opportunity is to look for avenues towards, builders and
all illegal constructions, wherein the member of the ward reigns supreme
There stories of outright demands for monetary  considerations. Many
favorable decisions by Sarpanch in connivance , manipulation of Secretary
are beneficial outcomes of undeclared avenues to profit. The activities
towards the wards of grass cutting, drain cleaning, providing electric
fittings are aggressively pursued  on the  eve of elections. or otherwise
the memember is unseen and unheard of. When same candidates continuously
try to present themselves as prospective candidates, the vested interest is
obvious Even family members joining the electoral fray is a case needing no
comment of believing of indispensability

The sad thing is people who are best suited by experience, education ,
proven social compassion and social standing by every count stay away from
filing their candidature and thus leaving the field open to all and sundry
 and sometimes unworthy The system of bribes at Assembly elections is
replicated at Panchayat elections on reduced scale. The virus of this evil
practises are distorting the truth.

So go out and vote to oust the same persons entrenched in corrupt practice
for personal enrichment elect new faces who will take time to mature and
graduate in corruption .People are under impressions that ill-informed
members are best bet for perpetuating illegalities. No wonder that
builders, businessman  are in the fray to stop being bled black and blue,
wherein the secretary becomes the king of all he surveys. Passing of plans,
occupation certificates, overlooking deviations in plan, illegal
construction, delaying and frustrating legal processes

I wanted to ask our Editors in Goa long back that their columnists should
be asked to give their email ID or Mobiles contact numbers so that people
can interrogate or call them to know more details of what  they write in
their articles. Most of the times their articles are  good  with lot of
substance but sometime is rubbish.  We need to counteract them and it is
possible only if the contact numbers are printed along with the  articles
with their position/designation.
It is fine that the photograph is published along with their articles .
Although earlier a good recent photo was seen but nowadays a caricature
photo is printed. Anyway it is the decision of the Editor what it should
come but definitely the position of the author/writer along with the
contact details is a  MUST> It may be useful in the point of security for
the Editor.

he Bicholim fruit and vegetable vendors and the municipality are in a tussle 
over where to sell goods even as the sopo collector is charging vendors double 
the amount.

The new municipal market was inaugurated on October 24, 2012, after demolishing 
the old shops, and the fruit vendors were given space in this market.

But after about five to six months most of the vendors abandoned the place 
given to them and started sitting on the steps, outside the market.

When this was brought to the notice of the municipality, they acted sternly 
with the vendors but there was not much change. “ We are repeatedly asking the 
vendors to sit inside the market and sell their goods but they are not ready to 
listen. The municipality has acted on this several times but it has not yielded 
any results” Bicholim municipal council deputy Chairman, Ajit Birje said.

“ If we tell them to occupy the place given to them they abuse us and accuse us 
of harassing them. We have allotted a very good place for them but they are not 
ready to conduct their business there. If all of them sit inside then naturally 
the buyers will come to them in the market and it will also not create any 
hindrance to the general public,” he added.

The fruit vendors who sit outside the market also reserve the place given to 
them by the municipality and pays sopo at two places.

They sit outside but in the evening keep all the belongings at the space given 
by the municipality.

When contacted the fruit vendors said “ We have seen that if we sit on the 
places allotted by the municipality we suffer huge losses.” Reshma Mayekar said 
and added, “ Last year during the Ganesh festival, the municipality had 
confiscated our vegetables and fruits. They charged us Rs 500 to return the 
goods but we did not pay the fine and suggested they keep it” The vendors feel 
they do not have any problem to sit inside but wants some other vendors who 
sell their goods outside to be given a place in the market. “ We are ready to 
sit inside provided the municipality shifts everyone inside and does not allow 
anyone to conduct business by sitting outside the market or on the footpath,” 
she said.

When contacted, the sopo collector conceded he was charging double the fees. " 
It is the look out of the municipality and it is equally true that they do not 
get business if they sit inside the market," Gaonkar the sopo collector said.

President of the USA - my choice would be the President.
The FBI are professional liars. The more lies they tell, the bigger their

He does not know whether or not he is lying. 
This is why the Republicans love him more than they loved Reagan. 
Lastly, I just love the abasement that Inspector Clouseau has brought to the 
US. According to smoke signals, Trump has agreed to return Alaska to the 
Russians (in exchange for them settling the US national debt.)

T.V. Padma, a science journalist based in Delhi, gives a comprehensive 
overview on science and science journalism in India, from the dawn of 
Independence until today. On the one hand, India is recognized for its 
achievements in science, on the other hand it struggles with third-world 
problems like high infant death rates or drinking water problems. T.V. 
Padma refers how science has been and is covered in India. Against the 
odds, she claims, India´s science is forging ahead, and Indian science 
journalists try to cope with the infrastructural and organizational 
challenges and with the communication bottlenecks. Some of their 
problems are common to science journalists worldwide; others have a more 
specific context.
