This has reference to your write up in today’s Navhind Times (29th June
2017).

Congratulations on your new books Moda Goa - History and Style and Poskem:
Goans and Shadows. I have not read either book, but I wanted to share the
thoughts that crossed my mind when I read the titles. I think Moda Goa
should have been Moda de Goa if you mean to say fashions of Goa. But that
is a minor thing. Mainly I want to mention the impact or memories the word
‘poskem’ throws up for someone of my generation. (I’m in my 70s.) In my
youth, people used to call foster children poskem. Obviously I do not know
the circumstances under which your parents brought poskem at home but
generally poskem children were kept in those days either because the couple
did not have a child for a long time, or as an act of charity because they
were distant relatives whose parents couldn’t care for them for some reason
or the other. Usually the poskem children were asked to do all the donkey
work, similar to what maidservants do now, though some exceptions were
treated well. Because of this bad treatment, the word poskem became almost
like a slur.

Nowadays, there are complex rules regarding fostering or adopting children.
It is not that easy because the person had to go through lots of
formalities and conditions. Adoptive children have full rights on family
property and are considered the same as ones own children If the adopted
child is not treated well a complaint could be lodged to the Children
Welfare Organization and the parents could be taken to task.

Thankfully the days are over these innocent children are teased and mocked
with the word Poskem

Very ludicrous and bizarre is Chief Minister Manohar Parrikar’s statement
that his government can be brought down only with the mandate of the
people. Does Manohar Parrikar need to be reminded that on March 14th this
year he very deviously and crookedly usurped the Chief Minister’s Chair
despite the people of Goa having clearly voted out the BJP? It was a total
and blatant breach of the people’s verdict with the fundamental democratic
principles totally breached and violated.



And highly laughable and preposterous is Manohar Parrikar’s other cynical
statement that he has no objection to anyone contesting against him at the
by-election to the Panaji Constituency. Is Manohar Parrikar losing his last
marbles? In 2012 Manohar Parrikar had publicly stated that it would be his
last election and that he would take to farming after his retirement. If
that had happened, Goa would not have landed itself in the mess of
political poaching.


On 22nd September 2009 Manohar Parrikar had dubbed the veteran BJP leader
L.K.Advani as  ageing pickle that had turned rancid whose political innings
were more or less over. Maybe it’s now the very rancid Manohar Parrikar’s
turn to hang his boots and allow Goa to move on.

market and the  Government should stop such malpractices and see that the

dream and failed miserably.
This creek is in a very bad condition with foul sewage smell and completely
polluted with all kind of materials including plastic, cardboards, branches
of coconut trees  etc."


Comment:
The sewage and sanitation conditions described usually result  in contamination 
of food and drinking water with E coli bacteria.
Most local residents are usually immune to the devastation caused by  
Campylobacter infections. 
In a way, this may explain the low local priority assigned to resolving this 
sanitation issue.
Visitors from other countries, on the other hand,who lack this immunity are 
exposed to "travelers diarrhea" and diseases like IBS (irritable bowel 
syndrome)  that last a lifetime.
 It is known that the Gates foundation, quite active in India, has initiated 
and supports efforts to develop  and help implement sustainable sanitation 
strategies. Here are some excerpts from their overview statement:
"In the developing world, 2.5 billion people practice open defecation or lack 
adequate sanitation facilities; an additional 2.1 billion urban residents use 
facilities that do not safely dispose of human waste. Poor sanitation 
contributes to about 700,000 child deaths from diarrhea each year."
"A key part of our effort to radically improve sanitation in the developing 
world is our Reinvent the Toilet Challenge (RTTC). We are funding research to 
develop truly aspirational “next-generation” toilets that do not require a 
sewer or water connection or electricity, cost less than 5 cents per user per 
day, and are designed to meet people’s needs. Most of the projects use chemical 
engineering processes for energy and resource recovery from human waste."

I read the exchange of messages on this thread and was very disappointed.
The newspaper article that started this thread reported on the recent 
successful and productive visit and meeting between Indian Prime Minister and 
Goa-linked Portuguese Prime Minister.   
Goans in Goa and in Portugal should hail this meeting and interaction and 
should be the leading force to forge this friendship forward.  
Instead the Goan elite as seen on Goanet have elected to waste this opportunity 
and degenerate into their (sodanhe) usual quarrel on semantics of 57-year old 
Goa history.
Now we will see some North Indians and South Indians develop those economic 
links (to mutual advantage) ; while Goans will continue to lament about their 
own plight.

*Panaji, Jun 28 (PTI)* Congress president Sonia Gandhi has accepted the
resignation of the party's Goa unit chief Luizinho Faleiro who stepped down
from the post last week, senior leader Chandrakant Kavlekar said here today.

Faleiro had tendered resignation claiming that "some MLAs feel that his
continuation was creating hindrance to the formation of party's government
in Goa".

"The party high command as well as the state party president himself have
informed all the MLAs that his (Faleiro's) resignation has been accepted by
the AICC president Sonia Gandhi," the Opposition Leader told reporters.

Kavlekar said the party leadership was initially reluctant to accept
Faleiro's resignation, but he insisted to be relieved of the responsibility.

He said a new president of the Goa Pradesh Congress Committee (GPCC) would
be appointed once the Congress vice-president Rahul Gandhi returns from his
foreign tour.

He said the Congress will hold elections for the posts of state unit
president and vice-president, besides for the executive committee, between
September 16 and October 15 this year.

The Congress, which won 17 seats in the recently-held Assembly elections,
failed to form the government despite having a numerical advantage over the
BJP.

While the Congress was busy in deciding their leader, the BJP forged an
alliance with the Goa Forward Party, the Maharashtravadi Gomantak Paksha
(MGP) and Independents, and formed the government under Manohar Parrikar.

The Bal Sahitya Puraskar is for his book on 'Jaduche Petul' which was
released in 2011. Quadros who writes both in Devnagri and Romi scripts, has
written eight short story books, seven books on children's literature, one
novel and another book on spiritual matters. A prominent figure in the
Konkani movement, Quadros has been office bearer of several Konkani
organisations and have received awards from Goa Konkani Akademi, Konkani
Bhasha Mandal, Thomas Stephens Konkani Kendr, Dalgado Konkani Akadem--i and
other Konkani institutions.
