Rains in Mumbai

Mr Naguesh compares the rains in Mumbai to the calamity in Texas and Louisiana. 
Let me inform u  that the reasons for the flooding are incomparable. The 
Hurricane Harvey caused major destruction which was uncontrollable. Yet those 
states have put in every effort and worked relentlessly to bring whatever order 
they could in that situation. In mumbai where I have lived for the major part 
of my life, this was a matter of a bad drainage system. Every year it is the 
same story, potholes on roads are not repaired, drains are not cleaned, the 
municipality fills  their own coffers with taxes from the public. One heavy 
shower and the streets are flooded. This year it rained very heavily and this 
was the result. This was just heavy rain not a natural calamity like a 
hurricane, tornado or typhoon.

This is in reference to a letter published on a couple of newspapers  in 
respect to Religion and Politics. The writer in fact compares the article on 
‘Renovação’ as a  misuse of Freedom of speech , when in fact, what he states in 
the letter as facts, have absolutely no truth, a clear falsification of history 
 that smacks of ignorance or ulterior motives.
Germany during the Nazi Regime was no more Catholic  as it is at present, which 
is around 30%, which definitely is not  Catholic Dominated as Poland.  History 
also says that the Church did fight against Nazi regime in its own way, maybe 
not by publishing articles, if that’s what the writer meant.  It is very 
glaring that the letter criticises the Church for publishing the article in the 
Church magazine, and in the same stride criticises the Church of being silent 
during the Nazi regime.  The writer and others who criticise the Church on this 
issue, specially Catholics, need to know that most Nazis were brought up 
Catholics but in adulthood  had turned hostile towards her.  Catholics were 
persecuted during Nazi regime, and infact many Catholics rescued Jews. History 
cannot be changed, but can be manipulated to the ignorants.
And lastly, There's a deep ravine that divides Politics and Social Injustice, 
and cannot be confused for one another.

The launching of that portal for the so called lodging of complaints by the
public is yet another eyewash by Chief Minister Manohar Parrikar and a
cheap publicity stunt to hoodwink the people.


In Goa over the years crores of rupees have been virtually poured down the
drain on those promised so called Government services through E-Governance
but most of the Government websites are non-functional. Ironically however
what is currently only successfully functioning online is the flourishing
flesh trade which is thriving in Goa with political patronage.


If this government was truly concerned about the grievances of the common
man it would not have gone all out to make important vital authorities like
the Lokayukta and Goa Human Rights Commission toothless. It is the rule of
the jungle that is prevailing with even the Police and Vigilance
departments being run as virtual organs of the BJP.

Setting up portals will only be a further criminal waste of public funds,
nless the true and sincere intent of the Government is to ensure that the
rule of law prevails at all times where nobody is above the law.

[Goanet] MAUVIN GODINHO CANNOT BE ABOVE THE LAW

Chief Minister Manohar Parrikar and the BJP may be publicly sermonizing on
Good Governance and Zero Tolerance to Corruption but the ground reality is
very much to the contrary. Highly objectionable is Goa Government’s
hurriedly issued order dated 4th August appointing Atmaram Nadkarni to
represent the State before the Supreme Court in the infamous multi-crore
Power scam case against former Power Minister Mauvin Godinho who now is the
Panchayat Minister in the Manohar Parrikar led government.



The appointment of Atmaram Nadkarni is suspect and has rightly raised many
eyebrows. Ironically the Advocate General Dattaprasad Lawande directed that
Atmaram Nadkarni who happens to be his relative be asked to appear in the
matter “as the issue involved is of importance to the State Government”.
The proposal to appoint Atmaram Nadkarni was moved on 3rd August and the
appointment order was issued swiftly on the very next day.  It is very
obvious that the Government is trying to covertly shield Mauvin Godinho by
appointing Atmaram Nadkarni to clandestinely get Mauvin Godinho freed.
Power scam case.



A Bench of the Supreme Court comprising of Justice R.V.Raveendran and
Justice H.L.Dattu on 3rd May 2011 had dismissed the Civil Appeal which was
filed by Mauvin Godinho in the same matter while the Goa Government was
represented by Adv. Ms Subhashini. What is now pending before the Supreme
Court is the criminal case against Mauvin Godinho which the government
should have infact requested her to handle as she is well versed with the
facts of the case. But possibly because Adv. Subhashini would not tow the
government line to defend Mauvin Godinho, the Government taking no risks
has drafted in Atmaram Nadkarni on the job. That Atmaram Nadkarni for
varied conflict of interest reasons should now not appear in the Mauvin
Godinho matter is another issue.



In public interest and to protect the sanctity of India’s highest Temple of
Justice, I was constrained to write to the Chief Justice of India drawing
his attention to this devious ploy of the Government in appointing Atmaram
Nadkarni to deceitfully shelter Mauvin Godinho in the Power scam case. The
Supreme Court ought to appoint an Amicus in this case to ensure that Mauvin
Godinho is not allowed to go scot free through sleight of the hand of this
government.



Mauvin Godinho with his former foe now turned friend Manohar Parrikar who
was the complainant in the very case will now connive together to sabotage
the case as Mauvin Godinho has joined the BJP with Manohar Parrikar
recently even having publicly claimed  that what Mauvin Godinho had done
was not a corrupt act but he only attempted to cheat.



In the Special Leave Petition filed in 2007 and pending before the Supreme
Court for over a decade, Mauvin Godinho has challenged the order passed by
the Bombay High Court at Goa directing framing of charges against him in
the power scam case.



By an order dated October 26, 2007, then Justice Nelson Britto had directed
framing of charges against Mauvin Godinho under Section 13(1) (d) (i) and
(iii) of the Prevention of Corruption Act, 1988 read with Section 120B of
the Indian Penal Code.



Justice Nelson Britto had in his order noted that the charges against
Mauvin Godinho came to be investigated and charge sheet filed based on a
complaint filed by Manohar Parrikar and that it appeared that the case took
different turns depending upon which government was in power in Goa.

Some facts that have emerged from recent analytical (as opposed to mere 
reporting) news articles from various sources:

1) Narendra Modi did not attract industry to Gujarat by his smart policies. He 
did so by offering more incentives at taxpayers expense than any other state 
could offer.

2) Demonetization was a complete failure. At first it was touted as a means to 
eliminate black money, then re-engineered as a means to digitalize the Indian 
economy. Both failed, causing growth loss as well as enormous trouble to 
citizens.

3) NaMo as he is called, is a liar but has a powerful digital media PR spin 
machine in the BJP both in India and overseas that is efficient at fake news 
covering his failures.

4) NaMo has not made a dent in the prevailing and widespread corruption in 
India. He is too politically naive to outsmart the old dogs of the corrupt 
political establishment.

5) NaMo will be re-elected at the next national polls for two reasons: a) the 
Indian public is too enmeshed in daily living struggles and easily forgets 
government failures and politician promises (see Parrikar's reelection) and b) 
there is, simply put, no alternative.

That is a sad conclusion of the mettle of Indian leaders who represent a 
population of 1.2 billion. A comparison with Indian sports talent would not be 
out of place.

Now given that the government has been unable to keep its promise of making
the roads of Goa ‘pothole- free’, will the authorities ensure that at least
the roads are cattle free. The alarming number of stray cattle on the roads
across Goa including the Highways is a matter of great concern and should
be dealt with on a priority. There is no point reminding this insensitive
government again about the menace of stray dogs which today has reached
alarming levels plaguing every nook and corner of Goa.

For the people of Goa the choices are limited. They are at the mercy of the
stray dogs and so also the rabid corrupt politicians who keep mauling and
crippling the State Exchequer. Unlike dogs the mating season for politicians 
is

now throughout the year!

Ironically despite the battalions of stray dogs patrolling every street,
the thefts and burglaries in Goa continue with the thieves having a field
day. Maybe canines are too busy feasting on the garbage strewn everywhere
with no time to be Watch dogs.

The Mala bridge was built after BJP came to power. Inspection by Girish
Chodankar and his team seems to suggest that a lot of deficiencies in its
construction are evident. The three BJP corporators namely Shubham
Chodankar ex-Mayor of CCP, Menino D'Cruz and Rekha Kande are unnecessarily
casting aspersions on the Congress candidate for Panaji in the by-polls,
Girish Chodankar, for pointing out deficiencies in the construction of the
bridge.  Crores of rupees were spent for the construction of this bridge
and therefore it is imperative that its construction should be adequate and
acceptable. It may be recalled that during the UPA-2 regime, the then Urban
Development Minister Kamal Nath had promised, and was ready to sanction,
hundreds of crores of rupees for  developmental works in Panaji and was
only awaiting proper plans and implementation details. Unfortunately
because of Parrikar, who was the MLA of Panaji, then became Chairman of the
JNNURM committee, the sanctioned funds were deliberately not utilized by
not co-operating with the CCP committee. On the contrary, Sanjith
Rodrigues was moved as full-time Commissioner of CCP to GSIDC, for reasons
best known to the BJP.  Also Parrikar made big promises in his Vision
Document 2012 for Panaji and then failed to implement 90% of its substance
thus miserably failing to live up to his expectation as some call him
undeservedly of the "strongman of Panaji". He does not deserve the tile at
all. Many of the projects that he inaugurated were started by the Congress.
Also Narendra Modi does not give credit to Congress leaders who have done
such a lot for India although on the contrary he and the BJP at large find
sudden praise for Congress leaders who leave the Congress and join the BJP
even if they used to curse those same leaders and accuse them of corruption
and other crimes before.



All this tamasha by these three Councilors mentioned above, who have no
knowledge at all in technical matters on the construction of the bridge,
was unnecessary. They should not have voiced their opinion on Girish's
team's expertise. The landing of the motorable road from Patto Plaza
connecting to the main Ourem road is perpendicular with less space
maneuvering of vehicles and chances of accidents are quite evident. I am
also from Mala-Portais and have lived and stayed very close to this area
for more than 50 years and I have full understanding of the traffic
situation.

I feel the three Councillors (one of whom is ex-mayor) are making this hue
and cry with the sole purpose of dethroning and perhaps taking the place of
the present Mayor Surendra Furtado, who has his name in the plaque of
foundation stone put up earlier.

It seems as if the BJP are only interested in taking credit for others'
achievements and are unwilling to take feedback on their mistakes.

any obstacles. The people are always willing to go the extra length to make
their National Team feel comfortable. And let me tell you that it just
wasn’t about the attitude of the people. During our stay in Mumbai, it
rained cats and dogs but never ever was a single practice session
cancelled. The ground condition has been superb and let me remind you that
played International matches on the turf. The boys trained hard and we
don’t have any injury concerns either.



*How much do you fear Macau?*



I think ‘fear’ is not the right word – I would rather term it as ‘healthy
respect.’ Let us not forget that they will be playing at home and in front
of their home crowd and like all other teams, they will be playing to win
at home.



Perhaps on paper, all may label us to have the advantage but unless you go
and play, and do the right work on the pitch, you won’t be able to come
back with a result. We need to continue doing the hard work on match day
and need to finish it off.



*What are you doing to keep the boys away from being over confident?*



The game against St. Kitts and Nevis was a wake-up call for us. We made a
mistake from a defending corner and we paid for it. To me, it was a lesson
learnt as we need to be more focused and determined. Also, we had chances
to win the match but as we didn’t take it and had to settle for a draw.



What I mean to say is that you won’t get that many chances against Macau.
So we need to be on our toes.



*How much did the two International Friendlies help?*



Immensely. Obviously, I would have liked to win them both. But they were
preparatory games for the match against Macau. I have always insisted on
playing an International Friendly prior to a Qualifier and since the season
hasn’t kicked-off, AIFF were able to squeeze in an extra game (smiles).



*You have always stressed on sports science during your coaching tenure.
How much has the team benefitted from it?*



I have been a following sports science for the last 10 years. It helps you
get the best out of your players, and also keep your best players on the
pitch. The information which comes in from Danny (Deigan) allows me to push
some players, and even rest some players in some cases. It generally keeps
us in a position from where we can control the welfare of our boys.

[Goanet] Bicholim fountain now a pond for breeding mosquitoes

circle in the heart of Bicholim which was once turned into a spot of 
beautification has today lost its glory and turned into a pond breeding 
mosquitoes.

It may be stated that the circle near Shri Shantadurga High school was turned 
into a beautification spot with a fountain installed at the site some ten years 
ago. The circle is crucial as it controls the vehicular traffic going from 
Assonora to Bicholim at the same time the traffic plying towards Bordem and 
Bicholim.

This intersection is in the heart of the city and with lack of attention paid 
by the authorities this neglected site has turned into a pond that today can 
well be considered as a breeding ground for mosquitoes.

“ Today the fountain has disappeared and what remains is the pond where water 
is accumulated posing threat of malaria and other epidemic,” said Prashant 
Dhargalkar.

“ The municipality is spending so much on the beautification of the city and we 
are surprised as to how they have not taken into consideration this area,” he 
added.

The fountain which earlier had railing is today missing. Earlier, the fountain 
was repaired before any occasion and was made operational especially during the 
‘ new Monday’- festival devoted to goddess Shri Shantadurga.

“ This fountain turned pond is dangerous as it is close to the primary school 
posing danger to small children studying here” Dhargalkar stated. “ no one is 
bothered about this and so we request the MLA and the councillors to look into 
this and repair the fountain.” This place was in news during the tenure of 
earlier MLA when there were planes to construct a statue of Shivaji at this 
central place. But later the plane fizzled out.

“ There is a need to develop this area and the authorities should now remove 
this pond and properly beautify this place” Shahaji Patil said adding “ since 
there are small children in the close proximity the pond should be removed 
immediately so that no accident takes place here.” samir Umarye bIcholIm
