need of preparation so that it turns out well and beneficial for us. If we are 
going for an interview we prepare ourselves and rehearse our responses. For 
exams we prepare well in advance if we want good grades. In sports there are 
months and months of daily training, exercises, diet and tough routines. If we 
are to prepare a delicious meal for special guests we don’t leave things to 
turn out well by chance! Are we prepared for God’s coming? Have an exciting 
week in joyful anticipation of His coming! –Fr. Jude

Today’s readings sound the note of joy. But we could ask what is there to be 
happy about. After all there are so many things that depress us and make us 
sad. Yet we are asked to rejoice, to be a Christian we have to have joy in our 
lives. Isaiah will point out that we should rejoice in the Lord! Isaiah 
believes he has been chosen to bring good news to the poor, to heal the 
brokenhearted, to bring liberty to captives, freedom to those in prison, to 
proclaim the joyful news that God will do all these things for us. He is 
coming, He will not delay, He is faithful to his promises. He will come! 
Whatever your situation, He will come!

Rejoice, the Spirit can and does change us!A couple enjoyed a happy married 
life for a year and a half and as usual began to go through hard times. Their 
family deserted them as theirs was a love marriage. The first child died after 
three months, and the man’s job was at stake. However, the news of the second 
child delighted them for some time and they could bear all hardships. Soon, at 
the time of delivery the doctor declared that the baby was dead in the womb of 
the mother and that the mother could not conceive any longer. This was a big 
jolt to the man who was on the periphery of his spiritual life unlike his wife 
who was firmly rooted and grounded in her commitment to the Lord and the 
Church. The man went into drinking. His company sent him abroad so that he 
might improve his behavior but all in vain. He came back home in a worse 
condition. However, his wife’s prayer-life moved him and he agreed to go for a 
retreat where he experienced the power of the Holy Spirit in such a mighty way 
that he decided to give his life totally to the Lord. Today he is a known 
retreat preacher along with his wife.Robert D’Souza in ‘Liturgy and Life’
In the Gospel we have John pointing out to the people that he is not the 
messiah, he is not the prophet, he is not Elijah but the voice of one crying 
out in the wilderness. He reminds them that there is one person in their midst 
who is greater than he is, but they do not recognize Him. John is merely a 
witness, pointing out to the one who is coming so that they might not miss him. 
He is the light, He is their hope, He is the promised one! If we do not see 
him, accept him, believe in Him, then the source of our joy is lost. We have 
missed the one who can bring meaning into our lives! We did not know He was in 
our midst. He came unto his own and his own did not recognize Him. God comes in 
strange ways!

Defending champs Goa to lock horns with Maharashtra in the men’s final



DECEMBER 11, MAPUSA: Defending champions Goa will lock horns with
Maharashtra in the finals of the 4th Senior National Futsal Championship,
organised by Futsal Association of Goa (FAG) under the aegis of Futsal
Association of India (FAI), played at Peddem Sports Complex, Mapusa, on
Monday.

While Goa scored a resounding 8-3 win over Karnataka, Maharashtra edged
pass Mizoram 2-0 in the second semi-final. The North east side gave the
Maharashtra side a tough fight as both teams displayed some attacking
brand. The Maharashtra defence stood strong and denied the Mizoram side any
chance to sneak in and score. D. Singh scored from the spot to give his
team a lead in the much anticipated game.

But nothing seemed to have been working for the Mizoram team as Vishal
Magle added another to give the Maharashtra a well needed two goal lead in
the game. The Mizoram boys pushed hard to open their tally but a resolute
defence denied them all the chances.

In the other semifinal of the day, Goa thumped Karnataka 8-3. After
sneaking their way past Tamil Nadu in the quarterfinals 4-3 via
tie-breaker, Goa got the game underway with an early goal courtesy to
Michael Silva who scored in the 2nd minute itself.  The joy was short-lived
as Karnataka levelled in the 5th minute as Raj Kiran lobbed the ball in off
Sridhar’s pass.

The game intensified as Karnataka had a few potent attacks post the
equalizer through Sridhar and he made no mistake to give his team a 2-1
lead in the 7th minute. But Goa equalised in the next minute through
Fredson whose powerful shot was in no reach for the away keeper. Fredson
has been outstanding throughout the tournament. The National player showed
his class and why he is rated as the top player slotting him the equaliser.

On the other side, Karnataka’s Sridhar was close to scoring but placed his
shot high.  Fredsan Marshall scored again for Goa in the 18th minute to
give the team a 3-2 lead in the first half.  Moving into the second half,
Karnataka found the equalizer through Arbhaz Khan.

Both teams looked eager to move on and it was the home side who took the
lead through Savio Fernandes in the 8th minute of the second half. With a
one Goa cushion, Sridhar tried his luck but it was the Goan keeper who
saved the attempts created by the away team.

Nothing seemed to have stopped the Goa team as they ran riot and scored
four back to back goals in a span of ten minutes. Hannlum Furtado scored
two, Fredsan Marshall and Lyndon Cardozo scored one each in the second half
to snatch away a win from the away side and advance to the finals. The
finals will be played at Peddem Sports Complex, Mapusa, on December 12,
2017 (Tuesday).

The power and joy of giving.

Increasingly one finds difficult to give as the receivers of late are few
and choosy because of economic improvement. It is not that beggars have
decreased, but begging has become sophisticated and professional . Children
are trafficked, maimed in an attempt to professional begging.The Christians
in particular are more inclined and disposed towards charity during the
season and obliged to part with certain percentage of income. The aim of
giving, generosity, magnanimity   is inner call to assist those in need and
a gracious act of self denial. It also ensures the welfare of the less
unfortunate, marginalized socially disadvantaged. Then there are gapping
reasons in society divided between extreme poverty and affluence. Income
tax offers sops for regulated donations and charity. The joy of giving
motivates and sublimates towards these charitable dispositions.   Fake
NGO`s are also operating, capitalizing on the sentiment towards charity.
Those neglected, destitute are victims seeking succor for sustenance. In
order to discourage public begging legislations are in place discouraging
this activity. Giving is  also propaganda material for individuals and
establishments to be seen as angels of concerns, “Let you  left hand not
know, what  your right hand does”, “Give and you shall receive” screams a
Bible lines, stressing there by anonymity of giving to those not even
remotely connected, Publicity is its own reward. Public display of charity
can be humiliating, touching low self respect and resentment. The receiver
of aid gives pleasure to the donor by acceptance. Acceptance of gifts need
not necessarily implies ,need, greed for acquisition but acceptance
definitely enhances the feelings of  joy of the donor. Giving depends on
excess, disposable income to spare, may not necessarily be rooted on
religious tenets to be recognized as philanthropist in the esteem of the
society. Charity can also be viewed as giving back to the society in
gratitude. In India there are no soup Kitchens regularly catering to needy
in a dignified style. Some night shelters are in place in some cities for
street children Individual examples of providing assistance are few but
appreciable. Help extended to tribal’s, schedule tribes are looked with
colored vision, termed as deceptions for conversions.

Established institutes, religious,NGO`s etc are in operation looking after
the orphans, widows, abandoned, elderly etc, hence these Institutes offer
reliable, valid , accountable openings for equitable disbursement of
resources in an organized form. Donating of old , unused  articles like
toys, books medicines, etc. is not in the right spirit, though there may
 takers of course but  does not glorify the acts . Donating blood can be
best act of charity and needed the most. Temples are offering daily meals
to those who may wish to benefit. The hotels, catering outlets spare the
excess food for distribution to organized bodies. After joyous public
celebrations the leftover is also sent to such institutions. Fortunately
now a day on happy occasions, special feasts, weddings exclusive treats are
in the pipe line to the needy. On the other hands donors buy new goods for
distributions in kinds .Giving must hurt a little bit,must be seen as a
sacrifice .Donors find it convenient in donating cash, but giving of spare
time, concerns, feelings is  to be most appreciated. Visits to hospitals,
prisons, old age, participating in literacy movements is giving without
expectations and much more demanding.  Govt now a days runs residential
facilities for elders, orphans, as its commitment towards social
responsibility and political outreach

Many NGO`s receive  foreign aid in terms of old used clothes, food too to
continue to pour. There is greater pride on depending on our own resources
 and citizens and not be seen  as parading with begging bowl .Responding
emotionally, spontaneously towards natural disaster whether locally or
outside with resources is display of National sentiments is on expected
lines.

*DECEMBER 11, MAPUSA: *Karnataka will clash with defending champions in the
women’s final of the 4thSenior Futsal National Championship, organised by
Futsal Association of Goa (FAG) under the aegis of Futsal Association of
India(FAI) and played at Peddem Sports Complex, Mapusa, on Monday.

Karnataka secured a fluent 2-0 win over Mumbai in the second semifinals as
Goa trounced Madhya Pradesh 5-0- in the earlier match.

In the second semis, Both teams restricted to passing and crosses in the
initial minutes but it was Karnataka's Lilly who came close to scoring but
was denied by the Mumbai’s Shareiva.

For Karnataka, Tania Thomas tapped the ball over to Lilly who was in a one
on one situation with just the keeper to beat but she failed as her shot
went wide.

The next minutes saw both teams try to find the opener. First through
Sanjana who shot straight to the keepers arms for Karnataka while Lavanya
tapped the ball to Khushi but she failed to get a chance to tap it in for
Mumbai. Both teams were goalless in the first session.

For Mumbai, Lavanya was good with her passing but she failed to get support
of her other teammates further up.  Lilly was yet again close to scoring
for Mumbai but it was  the Karnataka keeper Vinaya who came out to save it.
On the counter attack Rasiga's shot for Karnataka hit the near post denying
them the opening goal.

Sanjana of Karnataka displayed some exciting skills and she lobbed the ball
over to Lilly who swiftly scored the first goal of the day to give the
Karnataka side an edge over the Mumbai team in the 11th minute of the
second session.

On the counter attack for Mumbai, Andriette Rodrigues's shot was well kept
at bay by the keeper.Sanjana netted it in for Karnataka with a low shot in
the nets to give her team a 2-0 lead in the dying minutes.

Mumbai kept trying hard to net in goals but were not successful on numerous
attempts. Nothing changed the final score as Karnataka will now face hosts
Goa in the women's final at the Senior National Futsal Championship.

Earlier, Goa had an easy 5-0 win over Madhya Pradesh in the first
semi-finals of the women's category.

The Goan girls went into the game as strong contenders and this was evident
as they attacked from the start. Reema Noronha's shot on target was well
saved by the M.P keeper but she made no mistake to score in the next minute
off a free kick making it 1-0. The next minute Velanie Fernandes tipped the
ball to Reema who added her second for the day.

The Goan side dominated proceedings and Velanie tried her luck from far but
an alert keeper Mohimma Khatun saved it. Goa added another to their tally
with Velanie Fernandes netting in her fine strike in the back of the nets
in the 10th minute.

The away side had their share of chances too as Rani Bourmick was good at
her feet but she failed to get support from her other teammates.  In the
first session, the best attempt by Madhya Pradesh was created by Rani but
her goal bound shot was well caught by the goan custodian.

Moving over, Madhya Pradesh we're restricted to their side as Goa continued
with stringent attacks. And the home side added another through Velanie
five minutes into the second half which gave Goa a comfortable 4-0
lead.  Velanie
added another and completed her hat trick as the Madhya Pradesh side was
left in dismay with Goa's performance.

Shilpa Soni should have pulled one down for Madhya Pradesh but she failed
to time her run. Michel Castanha played an impressive role in the team with
her excellent clearances. Goa will now play   in the finals of the women's
category Futsal Championship.

Its revolt to be fought for! Calling People of Goa to join!

Goa Liberation of 1961 and declaration of Goa's six rivers as National 
Waterways; do they have any similarity? Well really yes, according to Goa Chief 
Minister Manohar Parrikar's response to Maggie Silveira, President of Bharat 
Mukti Morcha, Goa Unit. They both are decisions are of Government of India, 
both taken without consulting people of Goa supposedly for the benefit of Goa. 
One taken by Congress government in 1961 and later by BJP government in 2016. 
Mr. Parrikar was speaking in a discussion after presentation of Draft 
Memorandum of Understanding (MOU) between Inland Waterways Authority of India 
(IWAI), Government of Goa and Mormugao Port Trust (MPT) for development of 6 
Waterways of National Importance in Goa referred as "National Waterways" on 
December 11, 2017.

Invitation for this meeting was sent out by Captain of Ports Capt. James 
Braganza to many people. Surprisingly when people turned up to attend but they 
were prevented by police from attending so they staged demonstration outside 
Menezes Braganza Hall. 

After the Power Point Presentation by Secretary Fisheries Govind Jaiswal 
discussions were initiated on declaring rivers as National Waterways. However 
when the discussion were found to be getting Chief Minister Manohar Parrikar in 
embarrassing situations as he ran short of answers meeting was stopped. 

Here we share point of debate between Maggie Silveira, President, Bharat Mukti 
Morcha, Goa Unit  and Manohar Parrikar on declaration of Goa's rivers as 
National Waterways.

Maggie: Why did Indian Government passed National Waterways Act 2016 without 
taking people of Goa in confidence on March 26, 2016?

Parrikar: Government of India is not required to consult anyone before passing 
of laws. This law is passed in Lok Sabha as well as Rajya Sabha unanimously. No 
member from Goa in Parliament objected to this law. I was present in the 
Parliament. Also it is not required that Indian Government consult any State 
Government before passing of this law I was not Chief Minister that time. 

Maggie: Then what is the use of democracy? People have the right to voice out.

Parrikar: Passing of this law relating to Goa is like Liberation of Goa. These 
questions were raised that time in post 1961. I support the idea because we are 
going to get funds for dredging of rivers.

Maggie: What Ravi Naik, ex-CM of Goa said on ways of raising funds I 
appreciate, central government can give grants to Goa Government for this 
purpose. There are other ways of raising funds rather than surrender our rivers 
to Central government.

Parrikar: I will appoint you as Advisor to Government of Goa on raising of 
finance. Simply some body has set Goa's rivers on fire. No where in India 
people are objecting to declaration of their rivers as National Waterways.

Maggie: I am not interested to be on your advisory Board. I have much better 
things to do. We have to protect our rivers, Casinos have polluted river 
Mandovi.

Parrikar: Are there Casinos in River Sal, it is also polluted.

Maggie: What government was doing as the river Sal was getting polluted?

Parrikar: That is a separate question from today's' theme of National Waterways 
MoUs.

Maggie: Don't include the six rivers as National Waterways.

Parrikar: They are already included and I can do nothing about it.

Maggie: Then see that MoU is not signed by Goa Government's Captain of Ports. 
We protest declaration of Goa six rivers as National Waterways.

Parrikar: Okay, I have noted your views.

Manohar Parrikar said that MPT is not involved in signing the MoU but the draft 
he gave to Churchill Alemao has MPT in it. And also the invitation to this 
meeting says so. One again Parrikar tried to confuse people.

MoU Parrikar said in response to Olencio's question are not superior to the law 
namely Inland Waterways Authority of India Act 1985 and National Waterways Act 
2016.

There are few other people who questioned Chief Minister Manohar Parrikar on 
various counts. Savio Correia, Olencio Simoes, Churchill Alemao, Ravi Naik 
publicly.

Govind Jaiswal, who is also Secretary (Ports/ fisheries) informed that fishing 
rules of 1981 are more dangerous and restrictive to fishing than MoUs 
provisions. Manohar Parrikar repeated the same again.

Then suddenly Secretary Fisheries Govind Jaiswal declared meeting stopped 
without thanking anyone. Then people raised alarm to continue but Captain of 
Ports said that without government authority meeting cannot be continued. He 
perhaps forgot that he himself was an authority and had invited the people 
sending letters. 

The over all speaking was done by Manohar Parrikar. The Captain of Ports who 
technically knows every detail was not allowed to speak in spite of people's 
demand. The mike was taken away from Captain of Ports by Manohar Parrikar.

*Coal dust pollution at Vasco alarming*

Coal dust pollution in the port city of Vasco has reached with alarming
proportions with as many as 50 village panchayats in the South as well as
North Goa having passed resolutions against the handling and transportation
of coal, making the people of Vasco susceptible to serious especially
respiratory ailments.

On November 30, 2017 I was on a visit to Vasco and observed at Baina area
an under construction reinforced cement concrete ( RCC) bridge. I noticed
about a number of bridge piers under construction.

On enquiring, I was told by the locals and also by a reliable and
knowledgeable source who is a resident of Vasco that this bridge was being
built to be used for the transportation of coal which is handled by Adani
and also for evacuation of all types of cargo from MPT. The coal is
currently transported through Vasco city roads. Vascoites are presently
more affected by the pollution of mud dust due to transportation for this
construction. The Chief Minister of Goa has already stated in very clear
terms that expansion of coal handling facilities will not be conducted
since the matter is of grave consequences to the people of Vasco.

So, if such is the case then why is this bridge being built? If the coal
handling facility at MPT is shelved then this bridge should not have been
built in the first place.

The transport department is contemplating fixing digital meters for taxis
and fixing per kilometer rate. However, considering that various varieties
of taxis ply on Goan roads starting from a less luxurious taxi, such as a
Maruti van to a more luxurious taxi such as a Toyota Innova with leather
seats fixing a flat rate would not be fair.  Is it fair to have one fixed
fare for both these types of taxis? To be more particular, the taxis plying
on Goan roads have varying degrees of value in that taxi might have been
used for a long time and has depreciated considerably, while others are
newer and still others are spanking new and luxurious. Can all these
varieties of taxis be clubbed all into one category? It is noticed also
that in the recent past, in order to attract customers, the later bread of
taxis drivers have been buying expensive vehicles, thus it is right for
them to charge a higher fare.
Besides, many-a-times taxi drivers especially when catering for tourists
double up as a guide also on a sort of a conducted sightseeing tour. In
which case, would it be fair for them to charge a separate service charge
for having become a driver-cum-guide? It is pertinent to note that
a calibrated approach should be adopted while fixing meter-based taxi fares
so as to take various realities.
A cola in a small hotel/restaurant cost Rs. 15/-, whereas in a  5-star
hotel it costs it the amount of almost Rs. 150/-

The cover photo animation depiction on your esteemed weekly Goan Observer
under the headline "Nachh Manohar Nachh" of Manohar Parrikar dancing to the
tunes of a smiling Atanasio " Babush" Monserrate on the tabla and Vijai
Sardesai on the harmonium seems to be exactly what is happening to Manohar
Parrikar at the moment. Vijai by a long shot seems to be the dominant
player in the coalition as well as the most tactful of the ministers. On
the other side, Atanasio Monserrate, who is on self-imposed sabbatical
seems, to have woken up from hibernation and looks set to be in charge of
the ' greater Panaji ' PDA, a gift that he will relish as it most suits his
taste. While all political candidates from Panaji backed out and Atanasio
"Babush" Monserrate , himself the major contender against Manohar Parrikar
threw in the towel, making Parrikar's win look like a certainty, even as a
Congress import from Salcete, Girish Chodankar, having campaigned for only
19days polled a creditable 5,000 plus votes against Parrikar. Thus Babush
did Parrikar a big favor and had to be rewarded for ensuring Parrikar's
safe passage. As an analogy. Norman Mailer, the celebrated best selling
American novelist in his book titled " Tough Guys Don' t  Dance" seems to
have aptly portrayed a background description which makes it look as if
Manohar Parrikar is in such an awkward  situation, a compulsion of
modern-day coalition politics in which he is the Chief Minister doing the
balancing act.
As a natural progression, this stage in the political twist was expected to
happen.
