‘Dhedd Xanno” is a piercing Konkani term that comes to mind every time
a little bit more of the “Smart City” strategy and planning for Panjim
is revealed. The tiny riverside capital of India’s smallest state
commemorates its 175th year as the urban centrepiece of Goa in a
shameful condition of disrepair, with the achievements of generations
past literally crumbling to bits on the roadside. Meanwhile,
incredibly large sums are now set to be squandered on egregious,
totally unnecessary, site-inappropriate technology that ignores the
most basic needs of city residents and visitors alike. Instead of
improvements to quality of life, these extra-smart shenanigans will
benefit no one other than the usual suspects in a small coterie of
cronies.

The cruel irony is that Panjim embodies smart city planning in its
very DNA. It was the first rigorously planned and designed city in
India in the colonial era, the very first to be laid out in a grid
pattern with broad sidewalks on all streets. Its 19th century city
fathers took ideas for drainage and sanitation from Europe, and made
sure to create plazas and open spaces for the benefit of all
residents. All this ensured a famously gracious quality of life that
persisted all through the 20th century, but is now under considerable
assault. Anyone familiar with the colonial-era photographs of low-rise
flaneur-friendly Panjim cannot help being shocked and dismayed at the
current state of the roads and pavements, where simply walking in a
straight line is impossible and often hazardous.

The feisty London-based activist Carmen Miranda grew up in Altinho
overlooking Panjim in the 1950’s. Recently, she wrote on Facebook, “I
knew a Panjim that viewed from my house in Altinho, looked like a
coconut plantation, and where all the buildings and houses were below
the hight of a coconut tree by law. The transformation since 1950s is
huge, and not particularly nice...the holes, broken pavements,
garbage, noise, chaotic traffic, entire pavements surrounded and
blocked by motorbikes and cars. Panjim is decrepit, dilapidated,
crowded and dirty. It does not have to be that way. Incompetence in
the administration at all levels does not help this lovely city cope
well with the overwhelming growth of population. Yes, there are still
a few jewels surviving and reflecting our past history...but for how
long?

Miranda accurately nails down the most important issues facing the
city, each of which could easily be solved given the political will.
But matters like impassable pavements are not on the minds of
so-called “Smart City” planners. Instead it is all big-budget
electronics costing many millions of dollars. A city reeling from an
onslaught of garbage piled up on the streets and thrown in the river
is supposed to get a “technology-based solid waste management system”
that would fit “every household in the city with QR codes” to feed
data into an “integrated Command and Control Centre” where there will
be “minimal human engagement.” The rather ludicrous end result of all
this, we are told, is that the city will know whose garbage has been
collected.

Most absurd of all is another extra-smart plan to install at least 450
advanced digital cameras on Panjim’s lamp-posts (it’s doubtful there
are even so many lamp-posts) fully equipped with facial and
number-place recognition, in order to blanked one of the quietest and
safest cities in the world with ridiculously inappropriate
surveillance. This tender alone is estimated to rise above 250 crore
rupees. Where is the need? Why does Panjim need even one of these
military-grade cameras, let alone 450? How can the city justify such
expenditure, while ignoring the elementary needs of its citizens?
There are no answers here to satisfy anyone, let alone respect the
constitutional rules of democratic engagement. Dhedd Xanno, indeed.


[Goanet] THE GREATER PANAJI PDA MUST GO

In a democracy it is the will of the people that should always prevail. The
Town & Country Planning Minister Vijai Sardesai should immediately scrap
the entire newly formed needless Greater Panaji Planning and Development
Authority and lay to rest the issue which has rightly been agitated by
concerned citizens. It is no secret that this new PDA was created by Chief
Minister Manohar Parrikar out of political expediency only to reward and
accommodate Babush Monseratte. With Vijai Sardesai having now agreed to
exclude all villages Kadamba Plateau should also go. What remains is
Taleigao and it would be prudent to allow the locals through a Gram Sabha
to decide their way ahead. The Taleigao BJP Block has already strongly
opposed the inclusion into the PDA.



The people rightly have serious apprehensions about the Chairman of the
Greater Panaji PDA. Babush Monserratte in January 2005 was stripped of the
Town & Country Planning portfolio by Chief Minister Manohar Parrikar for
having committed large scale and rampant illegalities in conversion of
land. Later due to his very controversial Regional Plan 2011 which led to a
huge uproar and public outrage, Babush Monserratte in January 2007 was
forced to resign as Town & Country Planning Minister.

Babush Monserratte has also committed very serious criminal offences
involving moral turpitude and stands charge sheeted by the CBI in the
Panaji Police Station storming case while the alleged rape case against him
is also pending probe before the Crime Branch. Besides his deep rooted
links with the land mafia, Babush Monserratte has huge land banks within
the jurisdiction of this newly Greater Panaji PDA. We cannot allow the
accelerated destruction and devastation of the remaining hills and fields
in these villages.



On the vexed issue of the Regional Plan it would be prudent for Vijai
Sardesai to constitute a five member committee of reputed expert Planners
to advise the government on the way forward.



The Town and Country Planning Minister should also consider undoing his
very flawed decision of appointing three Chief Town Planners for our State.
To ensure administrative efficiency and accountability it is imperative
that every department has one head. Two Deputy Chief Town Planners could
have been appointed one for the North and the other for the South.



I would like to remind Vijai Sardesai that our body organs can be
transplanted but the damage being done to our pristine hills and fields is
irreversible. Our invaluable heritage on the Kadamba Plateau is being
crushed right under his eyes.



Vijai Sardesai needs to rise to the occasion and act as a Statesman
otherwise he may never be forgiven for having willfully abandoned Goem,
Goenkar and Goenkarponn. Over to you Vijai bab.

platform for women this year.  *“This year we will have women’s football as
well. We have already shortlisted 72 women footballers for the league who

The women’s tournament will also be played in the league cum knock out
phase wherein the top two teams will battle it out in the final.



The tournament will be played in league and knockout phase at a neutral
venue –Ambelim Sports Complex. All the matches will be played under
floodlights.

Excellent - best alternative, until the marauders take over the fields, like 
they are doing in north Goa. And they have a devious scheme. They collect all 
the debris from broken buildings and tell the truckers to dump them on certain 
tracks of field Late in the evening. The dumpers are very happy to get rid of 
this stuff.  Slowly this builds up  and next thing you know is that a small 
shop has sprung up there. The authorities are blind to all this.

[Goanet] Forget mining and prosper with agriculture

BICHOLIM: These farmers took up agriculture when mining stopped four years back 
and say they are happy and earn more in their fields than the mining job


He left mining some four years ago, when the first blow hit mining in the state 
in 2013. He had a small piece of land. Instead of lamenting the loss of mining, 
he thought of returning to the fields and cultivating rather than wait for the 
mining to resume. Four years down the line he feels that he is happy and is 
earning substantial gains in this profession. 

This is the story of Vishnu Naik from Maina Navelim who today lives comfortable 
life – with farming. “For several years I was working with the mining and some 
four years back when there was turbulence in mining I left the job and resumed 
my age old tradition of farming.” Vishnu states. 

“I am doing this business for the past four years and it is profitable. Almost 
throughout the year I cultivate some crop or the other and am earning good 
amount. There is no effect of closure of mining on us and if everyone turns to 
farming they would earn substantial amount,” Vishnu claims. 

It may be stated that Navelim is one of the villages where there is lot of 
mining activities and Vishnu claims that not all are dependent upon mining. 
“Money is not just in mining but even in fields there is lot of money. There 
are few people who are dependent upon mining like the truck owners but we also 
have fields which yield good returns,” Vishnu disclosed. 

Vishnu is not just one farmer but there are about 40 others in Maina Navelim 
who are dependent upon farming. “We feel that more than mining, farming gives 
good return as there is more profit and less loss,” Sadanand Naik claimed. All 
these farmers get hybrid production and supply it to horticulture thereby 
getting profit. 

“Throughout the year we are producing crops in these fields, including rice 
during rainy season and chillis, brinjals, chawli, alsande and other such crops 
during other seasons,” said Vishwambar Gawas who turned to farming after 
working for a mining company for about 18 years.
