As was expected the rubber stamp Governor of Goa Mridula Sinha has
converted the Raj Bhavan into a BJP Dharamshala for the RSS, VHP, and the
Bajrang Dal to congregate while she very deviously continues to keep the
Raj Bhavan out of the purview of the Right to Information Act so that the
veil of secrecy persists.

The Goa Raj Bhavan has a whopping 136 staff to take care of the Governor
which includes 12 drivers, 11 peons, 11 gardeners, 13 labourers, 8
sweepers, 7 waiters, 5 telephone operators, 5 cooks and 4 electricians.
Surprisingly, the Raj Bhavan has only one Computer operator.

This huge extravagant expenditure at Raj Bhavan is a criminal waste of
public funds. For a cash strapped Goa, the Raj Bhavan should have led by
some austerity measures.  The Governor Mridula Sinha must bring the Goa Raj
Bhavan within the ambit of RTI so that there is accountability and
transparency in all that transpires within that heavily guarded fortress.

His father and grandfather are clearly Goans, born in Saligao. No question of 
being Portuguese.

These Diaspora Indian local newspapers even of the standard of India Abroad are 
mainly unreliable, cut-and-paste periodicals. Their reason for existence is not 
real news, just to fill up pages with ads targeting local Indians and make 
profits for their owners.

Great to hear that Goa now has a Deaf Blind institution in Saligao with 65 
residents.

In Ontario, as more and more blind and visually impaired (the latter being a 
less severe affliction) children’s parents choose home schools, the W Ross 
MacDonald School for the Blind in Brantford Ontario now serves more and more 
Deaf Blind children rather than Blind alone. 

The Brantford School which has a large campus, magnificent buildings and the 
latest facilities, is a provincially owned and run residential school for Blind 
students in all of Ontario who choose to go there. Children from Toronto and 
nearby areas are  bussed home every weekend and those in more remote northern 
and eastern Ontario towns are flown every weekend, all at government expense.

Parents could chose either this one central school or they could choose public 
or Catholic schools in their neighbourhood that are served by itinerant 
teachers who are dedicated to these Blind kids. Most parents chose the 
Brantford school because of facilities and experienced teachers.

Now however more and more students are choosing neighbourhood schools and the 
Brantford school has gradually had to change focus from Blind to Deaf-Blind. 
There was always a small Deaf-Blind separate wing and building but now it it 
expanding to premises occupied previously by the Blind section alone.

Teaching Deaf-Blind children is a very specialized and challenging skill. Most 
of these children will find it difficult to ever find employment and therefore 
emphasis has to be on only basic education, independent living and volunteering 
where they can in later life. Their needs will be met by a government pension 
and by legacies from family. So they are really taught  to play with whatever 
stacked deck that life has handed to them.

Canada is a wonderful country compared even to the USA in this respect and 
though not by any means perfect, children and people with disabilities live the 
independent lives they wish to. This country truly believes that the human 
chain is as strong as its weakest links.

A recent study conducted by the Goa State Pollution Control Board (GSPCB)
has revealed alarming proportions of air pollution due to vehicular
emission as well as industrial activity. Levels of particulate matter 10
microns and 2.5 microns are very high in and around the Mormugao Port Trust
area in the port city of Vasco due to coal dust pollution as well as in the
cities like Panaji, Mapusa, Ponda and the Industrial estates of Kundaim,
Cuncolim and Tuem. It is also a matter of concern that the population to
vehicle proportion in Goa is now almost 1:1. To curtail air pollution in
cities it may be highlighted that prospective buyers should phase out their
old vehicles running on petrol and diesel and instead purchase electric
vehicles with both 2-wheelers and 4-wheelers being available at rates of
Rs. 30,000/- and Rs. 7,00,000/- respectively. Also all electrical vehicles
are subsidized and do not have to pay road tax which is about 8% ti 9%.
Also electric vehicles do not have to pay registration and licensing fees.
These electric vehicles are ideal for those two wheelers doing 30-40
kilometers a a day and four-wheelers doing 70 to 80 kilometers day.
Traditional notions to buy only petrol and diesel vehicles should not
become an impediment since electric vehicles in the long run are
environment friendly as well as cheaper to maintain as also reduces
emissions of carbon dioxide, carbon monoxide, sulphur dioxide and nitrogen
oxides which cause acid rain and contribute to water pollution.
