No politicians of Goan origin has occupied  volumes of space in print media and 
social platform till this date. The social and electronic media is abuzz with 
curious details and  anecdotes recalling his memory. His being on central
Ministry of defence has added and enhanced his worth and prestige He remained a 
simple person in his attire, food habits, friends and by not using the 
facilities of his designated post at the centre and shunning security and 
publicity He did travel  by air in economy class making friends on his travelAs 
CM he mingled with the people freely even   Driving pillion on  bike to some 
remote places incognito The administration was responding to his call to serve, 
punctuality and avoid corruption at every step
Parikar was man of integrity and credibility but as a politicians he had his 
compulsions to  corner opponents with ulterior motives like any other of his 
kind and cannot be faulted to that extent
He was date Savvy CM. Time bound announcements and worked to meet the target no 
matter what
As the politician he created a band of critics but as a person he earned 
enormous following of good will with artists, religious and cultural bodies 
,sports persons, intellectuals etc
He steered clear of controversies of MOI,age reduction for 
retirement,appointments on lecture basis, contract appointments, timings of 
school day, length of vacations,and various welfare  and social schemes  to win 
the masses  which were a drain on resources of public funding of projects
He never completed his term as CM due to various reasons but can be credited 
for bringing stability in Govt He destabilised parties to secure power by tact 
cunning and at times secret dossiers, intimidation and mild threats  He 
practically  encircled many A politicians for their sins  of omission and 
commission
He was thorough with his facts and figures as an intelligent person did his 
home work well He lost mining revenues his forte for development but succeeded 
in pouring of funds from centre. A lot of resources were lately confined to 
bridges starving funds for other infrastructure facilities. The selective 
attention towards development in constituencies of his party MLA and those of 
his allies indicated his partiality and bias unwelcome as CM of the State As 
Minister of Education he did push it to some heights of excellence by 
reformation
Other central ministers like Edward Faleiro, Ramakant Kalap  Naik never 
measured  up to his achievements popularity  respect and acceptance
It will  be longtime when some other Goan politicians rises above his shoulder 
as central and state leader
Parikar had dwarfed all politicians of Goa on all parameters  and will be 
recalled as man of masses who accomplished much in simplicity and humility of 
his personality

Manohar Parrikar, Chief Minister of Goa died on 17.3.2019 , funeral took place 
on 18th March 2019 at Miramar beach next to Dayanand Bandodkar Samadhi or 
memorial.
Chief Minister's mortal remains were kept at Kala Academy for  public to pay 
last respect from 10.30am to 4.30pm.

Manohar Parrikar died of Pancreatic Cancer which was first  diagnosed in Mid

Contradictions characterize the life story and political trajectory of
Manohar Gopalkrishna Prabhu Parrikar, who was cremated yesterday with
full state honours in Panjim, the pocket-sized capital city he
represented for 25 years (with a short break as Narendra Modi’s
Defense Minister) in the state he dominated throughout the
21stcentury. His personal rectitude was unimpeachable, yet flamboyant
criminality flourished under his watch. He loved Goa with touching
sincerity, but also fostered immensely grave threats that continue to
imperil its social, cultural and environmental wellbeing. His
easy-going charm held no communal edge, but he leaves India’s smallest
state polarized like never before since decolonization, with its
famously tolerant atmosphere vitiated near breaking point.

It’s an unexpectedly tragic legacy for one of India’s brightest
political stars, who debuted with seemingly unlimited promise in 1994
as the very first IIT graduate to achieve elected office. In those
initial years charged with energy and full of optimism, Parrikar drew
immediate national attention for his technocratic approach, hard work
and casual mastery of subject materials. In 2000, he became Chief
Minister for the first time, but even when Leader of the Opposition
remained all-powerful in the state polity. All the while, his status
within the BJP grew. In 2009, it was the Goan who heralded Narendra
Modi’s rise to party leadership with the ungentle jibe, “Pickle tastes
good when it is left to mature for a year. But if you keep it for more
than two years, it turns rancid. Advaniji’s period is more or less
over.”

Parrikar’s plain-speaking modesty had irresistible appeal, both in Goa
and on the national stage. But that self-effacing mien was deceptive,
because alongside came an unshakeable belief in his own abilities that
often crossed the line to arrogance. He found it very difficult to
countenance rivals within his party, and comprehensively failed to
nurture the next generation of politicians. This meant outright
disaster the moment his grasp on power weakened, following the
diagnosis of pancreatic cancer (which was hidden from the public for
almost a year) in early 2018. From that moment, warring factions in
his uneasy coalition battled openly against each other, as well as
party leadership. Their fractious inability to settle on any
replacement forced the dramatically weakening 63-year-old to continue
in office until the bitter end.

Zoom focus into Panjim, which fell hard for Manohar Parrikar in 1994
and returned him back to office every time he faced elections, and
it’s clear the electorate’s longstanding loyalty is now laced with
disappointment. The residents of this famously pretty riverside city
have seen their gracious way of life severely degraded. They remember
the BJP leader railing against casinos in 2012, as “a social evil” he
would eradicate, then reversing gears immediately after being elected.
The main casino owner occupied a prime seat at Parrikar’s
inauguration, and it’s widely understood the chief minister’s personal
fiat allowed the universally reviled gambling boats to stay,
eventually mushrooming their neon footprint all along the city
waterfront.

In recent months, as the man at the helm visibly faded, citizens of
Panjim watched in shock as outrageously incompetent proxies ran
roughshod, with especially egregious havoc wrought in the name of
“Smart City”. Millions of dollars have been squandered with no
appreciable results, as prime heritage buildings like the 500-year-old
Adil Shah Palace were hijacked by highly dubious bureaucrats and
cronies operating with impunity, without any semblance of
accountability. In this way, huge damage was done to the reputation of
Manohar Parrikar, while the man himself lay almost helpless in his
sickbed. It’s one of the saddest, most shameful final chapters in the
history of Indian democracy.

He has also completed his Masters in Social Welfare from the
Tilak Maharashtra Vidyapeeth, and is known for his

Manohar Parrikar. It was he who brought me to politics, I
became the Speaker and the CM today, due to him.

now and the responsibility has been given collectively to me
by my party, alliance partners and independent MLAs. This is
a big responsibility. Manohar Parrikar was a visionary leader
and he had carried out a great body of work for the state.

The work he had done is big and while explaining work I
always do it in two ways, human development and
infrastructure development.

When one speaks of human development he did a lot of work for
youth, people and for the social sector with schemes which he
conceived.

He started the Investment Promotion Board. Along with that he
also started infrastructure work throughout the state,
bridges, Mopa international airport.

I will ensure that the works which have been targetted will
be completed. Whatever time is needed I will give for Goa. I
and my associates will work on the principle of Antodaya, to
reach out to the last person in society.

  When asked about the state of mining in Goa, newly
  sworn CM said, "I will not respond to all questions
  now. I will speak after taking charge. Portfolio
  distribution will be done in eight days. I will do
  it as soon as possible".

Mr Modi has been urging the union health ministry (AYUSH) to increase its
ayurvedic research to find a cure for Tuberculosis. A nationwide AYUSH grid
is being set up to network all hospitals & labs after a national policy on
the integration of AYUSH with current treatments. /1

While AYUSH continuous to boast its previous formulation BGR34- our
research showed it is ineffective, ill-researched drug, with a plethora of

A seven day official state mourning has been announced perhaps out of respect 
Goa  Government Employees should come in to work an hour earlier for seven 
weeks to assist the public and catch up the backlog anticipated in Public 
Office.

I indulge your patience. Am fascinated by the “Papiya” phenomenon.

Here is a group praying in front of a roadside cross, an icon common in East 
Indian Catholic villages in Bombay. 

Leaving aside political correctness, East Indian men love the bottle, like 
their Goan and Mangalorean counterparts but during Lent they will be completely 
“on the wagon”. After midnight mass on Easter they will make up for anything 
they missed for the previous 40 days.

The funerals of Darryl D’Monte and Manohar Parrikar followed
each other in quick succession. I had the privilege of
working under D'Monte and meeting Parrikar on four occasions.
But Darryl never met Manohar although both shared some common
traits.

When I joined The Times of India in 1985, as a young man in
my early 20s, after being interviewed by then editor Girilal
Jain and the management's Ram Tarneja, I hardly ever saw
either of them. Girilal Jain was remote and aloof who never
interacted with his reporters or chief sub-editors. The only
exception being when the evening meeting was held around 6
p.m. for the line-up of stories planned the next day. That
was an era when computers and mobile phones had not yet made
their advent. Another era. Another time.

  So, when Darryl first walked into the newsroom in
  1988, he summoned me to his cabin and I
  inadvertently called him "Sir." His response still
  evokes smiles. "Damn it! Don't call me Sir. Just
  call me Darryl," he told me peremptorily.

The next day, I inadvertently again slipped up. The "Sir"
escaped from my lips to evoke a sharp retort from Darryl. "I
told you never to call me Sir. Just call me Darryl."

That was the quintessential Resident Editor. Informal, clad
in a bush shirt and open sandals -- like Manohar Parrikar. I
never ever saw him "suited and booted" though he may not have
been as averse to donning a tie as Parrikar.

  On a lighter note, I remember Darryl always being
  in a hurry. So much so, that when I was in the
  washroom, he told me to send a telex to two special
  correspondents to send them out of their base
  stations to cover some event. He muttered two names
  in a hurry and left. I send the telexes and after a
  day had elapsed, he came to my desk, hit himself on
  the forehead and said I had sent one telex shifting
  one special correspondent to a different venue.
  After that, I ensured never to visit the washroom
  when he used it.

Darryl was always open, friendly, approachable and
encouraging to those journalists who wanted a byline --
provided you deserved it. I remember getting my very first
front page byline in The Times of India approved by him and,
after that, there was no looking back. He always sounded a
word of caution if you were investigating a sensitive story
and were likely to tread on the toes of those high up in the
management.

It was in the 1990s when the Bombay Union of Journalists
(BUJ) and the Mumbai Mazdoor Sabha came on a collision course
and a strike was called when all journalists owing allegiance
to the BUJ struck work and the BUJ leaders M.J. Pandey, Achin
Vanaik, and their colleagues called for a strike. The
country's premier English newspaper did not come out for
several days, leading to a loss of several crores of rupees
each day.

Dileep Padgaonkar had to fly down from Delhi to resolve the
impasse and Achin Vanaik, who was an assistant editor and had
a cabin next to us on the third floor, was asked to speak to
the management. Soft-spoken Darryl was asked to mediate -- a
task which was neither easy nor to his liking. He would be
damned between the journalists, their unions and the
management.

  The outcome of it all was the introduction of the
  contract system for journalists so that if you
  wanted a promotion, you had no choice but to accept
  a contract. Darryl had no choice but to toe the
  management line and offer us contracts. I was one
  of the first few journalists to be offered a
  contract on a raise and a promotion which I
  promptly turned down. But Darryl only smiled and
  never insisted that I accept a contract.

The 1980s and the early 1990s were heady years in The Times
of India with big names like Allwyn Fernandes, S.
Dharmarajan, Tyrone D'Souza and others of their ilk who were
our seniors. The atmosphere was informal, easy, and Darryl
was responsible for that. All of them have preceded Darryl to
the world beyond. Perhaps they may have an informal
get-together there.

It was sad when Darryl was not treated well by the management
of Bennett Coleman & Co. and resigned as Resident Editor of
the Mumbai edition. His last day in office was an emotional
one for all those journalists who worked under him. We all
grouped around him, wishing him well. After he left The Times
of India, he wrote several books on the environment in his
inimitable style. I phoned him every year on November 11 to
wish him a happy birthday and he was touched that I kept in
touch with him on a regular basis.

It was soon after the funeral of Darryl D’Monte was over that
I heard the news of Manohar Parrikar having passed away.
Well, there goes another stalwart, I thought to myself. I had

The next C.M of Goa

The aspirations of Sudin , MGP were scuttled by Vijay Sardessai, who had
none of it with all his plans A B  C etc Neither anybody would vote for
Vijay for that matter The choice had to be from BJP and strong the party
with its connection at the centre. The  threat of time bound decision
almost rattled the alliance partners .The possibility of keeping the
assembly in suspended animation or dissolution of Assembly, President rule
were not in anybody`s interest. Besides the uncertainty of bye elections
may favour BJP, thereby bargaining power of alliance partners will
diminish. What happens to stated position of GFP that their support is for
Manohar Parikar and not to BJP ? Can  there be any doubt  about the
opportunistic stand and personal aspirations of the leader? The interest of
state take a back seat

Now both the alliance partners will have eat crow working under  a novice
in politics or are they both working on the premise of arm twisting of C.M
with their  seasoned experienced and  as politicians ?

Pramod Sawant is relatively young and was promoted actively by Parikar and
will have longer innings  to carry forward the legacy of BJP in future.
Whether he will have the charisma and skill of Parikar to deal with the
situations only time will tell. But as of now the BJP has enforced its will
decisively without giving any indication of its future strategy, The MGP
and GFP being minor parterres have demanded and got their pound of flesh.
There  is also  tacit agreement on sharing of more portfolios

Dr Pramod Sawant remains untested in the murky politics of pulls and
pressures. Will the BJP be able to hold at bay its other members with their
rising but suppressed aspirations? Manohar  Parikar had his special
 ability to deal with the dissidents The  state of Goa is under flux and
any guess will be too premature, As the elections progress the permutations
and combinations are bound to shift Right now everyone is buying time and
quick fix to send message of unity and continuity

The body of CM  late Mr Manohar Gopalkrishna Prabhu Parrikar  a gaud Saraswat 
Brahman  lying in state at the Kala Academy Campal Panaji this afternoon for 
the public veneration. )see picture)
Parrikar  a widower  with two sons was also an ex student of Loyola High 
School, Margao in the early seventies for a brief period .. An RSS activist yet 
he was generally liked by all .  . Some of his  actions viz decision on Good 
Friday holiday  antagonised the  Catholic community and they never forgive him 
for that faux pas.  He had during his first stint of CM after he technically 
constituted the Government proved  to be an excellent administrator and this 
quality was appreciated by the IAS (ADMU) cadre of the State.  He was an 
exemplary workaholic . On the occasion of Goa hosting the first International 
Film Festival  he personally supervised the civil and other administrative  
works day and night .  The workers most of who hailed from UP were surprised to 
see a CM dressed in shirt  pant and slippers interacting with the workers until 
late night  . Even the journos covering the event had a word of praise for his 
workaholic nature.Even despite his unfortunate ill health work did  suffer to 
an extent and many argued that he could have easily passed on the baton.   On 
several instances he proved  the canards spread by the  Opposition wrong .  No 
doubt when the end came on Sunday 17th they  beat a hasty retreat from all 
their machinations and joined the mourning .  Seeing his pathetic condition 
even his bitter foes turned compassionate.
This writer held him is high regards though at times Mr Parrikar could not 
tolerate criticism.  His "know all" attitude and bragging also was not taken 
well by many.  Nevertheless he was one of the best CM's of Goa.  He could have 
done much with the enthusiasm and drive that his early term witnessed had he 
not been unseated.
There were many issues he could have taken but failed to accomplish them .  The 
  recognition for  Konkani in  English script besides Nagri script in the 
Official Language Act The  opening up of the Anjediv Island to the Catholic 
faithful for celebrating two customary feasts although he provided this writer 
funds to repair the Church .  Today the ASI Dharwad region has done a 
commendable job thank to his efforts as an ex Union Defence Minister..  
Despite being an IIT graduate , the  Government headed by  him of a State  the 
size of a small district in India failed in maintaining the pristine nature of 
this State (as was the case post December, 19th 1961, be it  in the field of 
waste management , polluted rivers , the coal pollution the ravaging of hills, 
and ushering in a  " concrete jungle "  
Many would believe that it was the large bureaucracy that he headed which could 
not keep pace with his workaholic attitude that caused him anxiety and 
frustration at times which inevitably reflected on his arrogant utterances.
Yet as the embers die over the pyre we salute the man for what he was and Goa 
will now remember him for posterity.

[Goanet] The Papiyas of Bombay’s Suburbs

You will find them in groups in the East Indian villages of Vasai (Bassein), 
Manori, Gorai, Borivli, Amboli, Vakola and Thana.

Papiyas – Special Prayers and Hymns at Lenten time

*Papiya is a Marathi word which means Penitents.
*Papiyas or Devaats as they are called, are a group of devout christians who 
move about from cross to cross at the dead of night, chanting prayers and 
imploring Christians to wake up from their sleep, get down on their knees and 
pray and ask for God’s forgiveness.
*These groups become active from the Sunday night before Palm Sunday and their 
activity culminates in a crescendo on Maundy Thursday.
*Papiyas organize themselves into groups of 10 to 20 persons or more and start 
with visiting various Gaothans (villages) during Lenten time.
*They shroud themselves in black or blue or brown tunics with a hood so they 
cannot be easily recognized.
*Their lamentable chants in tones similar to Gregorian chants are in East 
Indian dialect.
*Listening to their mournful chants can be a hair raising experience and can 
send shivers down ones spines, especially when one hears them at the dead of 
night.
*Tradition has it that Papiyas from one village would visit the neighbouring 
village and vice versa. No two groups could come face with each other.
*If both groups had the occasion to travel and would cross paths, then the 
group that spotted the passing group would hide behind the bunds (baands) of 
the field till the other group passed by.
*People of the neighbourhood would keep a kettle of hot tea at the foot of the 
cross for the Papiyas. Papiyas are representative of the apostles Peter, James 
and John who accompanied Jesus to the Garden of Gethsemane where Jesus prayed 
and during the ‘Agony’ on the Mount of Olives.

If they were not devout Catholics practising their tradition, one could easily 
mistake them for the Ku Klux Klan, with their hoods, their chanting and 
carrying a large wooden cross in the dead of night, waking up everybody.

I am delightfully enlightened to read Roland Francis's information about the 
origin of the Mango, my favorite fruit.I had heard that  Potatoes  and Cashews 
came from the Americas.  I am not an authority on this.  But RolandFrancis 
makes a convincing argument about the origin of the Mango.
Mangoes are so widely grown all over the world, including  Africa, and 
Australia, with versions that are  totally different from the mangoes we get in 
Goa, that one might have competing claims to their origin.  In Adolfo's part of 
Africa, I remember with great fondness the " Ëmbe Dodo " and   "Ëmbe Mauzo" 
mangoes  that my childhood friend and playmate Professor Adolfo Mascarenhas is 
still enjoying. By the way, I heard that the mangoes in East Africa  was 
brought there by the Arabs, who ventured into the hinterland, and dropped seeds 
along the  way after consuming the fruit.  But Adolfo is an authority on this.  
 
In Goa, unfortunately, unless one is blessed with having a mango tree in his 
own garden,the mangoes available in the Market somehow do not taste so good.  
They are often plucked prematurely, and  sometimes ripened through artificial 
(chemical) means, leaving  them  with a lackluster taste.

The current pathetic and very appalling working conditions of the police
constabulary in particular is an issue that needs to be dealt on a priority
by Goa’s new Director General of Police Pranab Nanda.

The policemen are made to work long hours which needless to say is taking a
toll on their personal lives. We have been witness to a spate of incidents
that has exposed the stress related fragility affecting the force. Some of
them get a break after many days. On account of the long hours of work
related stress a lot of the policemen are grappling with health problems
like hypertension, diabetes and depression. The working and living
conditions of the staff at some of the police stations and barracks
is inhuman to say the least. The uncaring treatment meted out to the police
force is a clear Human Rights violation.

Like all other government employees there is no reason why the police
should also not get eight hour shifts which will infact increase their
efficiency.  Goa has enough policemen, but they are not being rightly
deployed. Hundreds of policemen are being assigned to protect and serve
politicians and other VIPs beyond their official entitlement. Today
policemen have no time left for proper investigation of crimes and street
policing which infact are the basic duties of the police force.

The authorities seem to have lost sight that a policeman has a personal
life too.  A human body can only do so much. One cannot be expected to work
over eight hours a day. Even an animal requires rest and, for that matter,
not even a machine will function unless it is rested adequately. The
Government cannot be a cause for ruining the health and lives of the
policemen.

These genuine grievances and pathetic working conditions confronting the
police force must be looked into in right earnest. Otherwise, instead of
focusing on building bridges and  roads, the Government may have to set up
on a priority more hospitals to take care of this over worked constabulary,
if not more crematoriums, cemeteries and khabrastans for perennial rest of
their spent bodies.

The Portuguese-Jesuit-Brazilian-Goan/Indian connection could be merely the 
stuff of Goan urban legend. 

You are correct in saying that the mango is an old Indian fruit. This article 
says it goes back to millions of years. After all the botanical name of the 
fruit is mangifera indica.

Interesting to note the Keralites called it ‘Maanga’ and the Portuguese first 
came across it there, incorporating that word as their term for mango.

The article also says that one variety Mulgao (could it be the grand-daddy of 
the Goan malcurado), was created by grafts brought in by the Portuguese. 
Another grafted variety could be the Alphonso its non-Goan equivalent.

Mexican and Brazilian mangoes are available through most of the year in 
Toronto. Peruvian, not so much. The best varieties are the Ataulfo, also called 
Adolfo your namesake by the way, and the Hayden which is a 100 per cent twin of 
the Goan ‘mussorate’, Konkani for Monserrat. They are sold for about a third of 
the price of the Indian Alphonso when seasonally available.

Every politician wants to remain in saddle, Once having tasted power , it is 
like addiction to opium , seek it no matter what.Politicians stick to power and 
position like limpets .They vouch for sacrifices to the general public at 
immense personal costs to their personal life and family wellbeing . Never 
,ever will they  reveal what they benefit directly by tax free salaries,perks 
like free travel , medical care, free postage ,phone, electricity, 
water,pension Besides allowances free  travel subsidised food, allowance to 
attend sessions and subsidised meals . Then there is always. Illegal 
gratification associated with position and power ,and selling govt jobs,and  
allowance to celebrate national days at their residences. Interest free or 
minimum interest loans. Free petrol. , staff and police to guard them.  
,commissions from every project even before it starts .Why  on earth will they 
jeopardise their  benefits and have you ever heard of any  politicians 
admitting their bonuses without any accountability of time or work on daily 
basis
Right from Election Day ,their energies are geared towards preparing and wining 
next elections in perpetuity 
They will swallow all insults expletives hurled at them till they win. It is 
only after elections they display their arrogance  and snap back at you
Few give up due to ill health and call it a day . But they would prefer to go 
down with boots on and hog all the lime light to the grave Some maybe honoured 
with monuments to their immortal memory or install just like Idi Amin ,lest 
people forget them
Look at CM. His state a pitiable condition , running affairs from hospitable 
bed in USA and now from confines of his house converted into  temporary home 
hospital. He will serve the state till his last breath .He  is so indispensable 
and those minions singing  
his glories are his cronies living under his shadow and patronage They fear his 
ability to corner their misdoings  and dossiers to minutest details Poor CM can 
hardly stand, talk, read ,and moving about with nasal tubes and  discharge bags 
hanging by his frail sides
This is classic example of holding on to power at all cost for the love of 
power, position .This is absolute greed for power at its best and no better 
example in the history of Indian Politics Even Arun Jaitley has nominated  his 
reliever in his absence
May their tribes increase and multiply, as we cannot do without them to enjoy 
our democratic freedom to vote and be disappointed
