in Goa*



Catholic faith leaders got together to discuss response from the faith
community to HIV in Goa on the side-lines of International AIDS Candlelight
Memorial on 19th May, at a memorial service organized by Human Touch
Foundation at Margao.



Delivering the opening remarks, Peter F. Borges, Founder of Human Touch
Foundation said, “Religious leaders can have massive impacts within their
communities in the fight against HIV. With their considerable presence and
reach, Church can help to shape government policies and advocate with the
government for better access to healthcare. In addition, religious leaders
can talk to and inform their own faith communities. The church is a
powerful agent to change individual beliefs and values” He called for faith
leaders to give and set examples and shape attitudes about HIV.



Narrating her experiences of addressing HIV during outbreak of the
epidemic, Sr. Lourenca Marques, said that even today that faith leaders are
lagging back and have a key role to play in increasing access to HIV
testing and treatment, breaking silence and stigma, promoting human rights,
and building bridges between people and communities affected by HIV.



Explaining the plans of Human Touch Foundation, Sr. Crina Cardozo talked
about initiating programmes of reducing stigma and promoting HIV testing in
Goa through involvement of faith leaders in line with the campaign of World
Council of Churches, leading by example. She stressed that faith leaders
should demonstrate to the faith community that HIV is still present and
does not need or deserve stigma. Further, she called on faith leaders to
share positive messages, such as preaching sermons about the importance of
testing and treatment, in order to prevent discrimination within their
communities.



During the dialogue, participants addressed the realities of how stigma and
discrimination are perpetuated both in religious communities and society at
large. Fr. Paul Alvares, heading the Conference of Religious of India – Goa
Chapter, assured to bring various heads of religious congregations in Goa
and seek their engagements towards a joint collaboration to end HIV in Goa
by 2030 with engagement and dialogue with the government.



An adolescent living with HIV also recounted her experiences when she and
her other friends were discriminated and expelled from the school in 2014.
She shared her journey as to how they had to undergo through several
challenges to overcome that situation and called to end discrimination
against children living with HIV.



Participants affirmed in their concluding statement the "renewed sense of
urgency" to prioritize and strengthen the response to HIV.  They pledged to
commit themselves to strengthened efforts to respond to HIV in Goa, which
includes acting decisively to protect human rights through collaboration
and by influencing local and national decision-making processes on HIV.



A memorial service was conducted by team of Human Touch Foundation to
honor, support, and advocate for those who have been affected by the global
HIV epidemic.



Human Touch Foundation has representation in Global HIV Strategy Group and
International Reference Group of Ecumenical Advocacy Alliance, an
ecumenical initiative of the World Council of Churches, a global network of
churches and related organizations committed to campaigning together on
common concerns for justice and human dignity.

That was how everyone of his colleagues greeted him , when I was head of
Rosary High School Navelim   ,between 1982-84

I too followed the tradition and used the same salutation, as he was much
more senior and respectful individual, but very courteously, humbly
requested me to call him as Felicio, but I preferred to call him  Felicio
 Bab, as he richly deserved this courtesy during my stay there.

The memories came to me  in flood and torrent ,forcing me to recall his
characteristic personality with  sincere admiration. The topic  GUJ awards
for excellence in Journalism for 2012-18.For the  very first time, I am
conscious of award in Journalism in memory and honour of late Felicio Cardoz
for  Environmental  Journalism, which is a well reasoned  move to
perpetuate his memory

He was  always  respectful to the authority, reserving his right to
 express dissent and not for  once displayed arrogance of experience or
seniority or his privileged  position as an outstanding  freedom fighter.
He was not holding mandatory training qualification, which was relaxed by
Education Department. His classes were lively with interaction with
students in a relax setting .He did not follow the formal teaching methods.
It was his opinion, as he confided in me   that   he  would discontinue,
if  students were not in the mood . I silently avoided any comments on his
 approach of formal accepted methods .In  my personal conversation, I
understood that he was  Chief moderator and also head of paper setting in
Konkanni  over the years. He was also on Goa  Board syllabus and book
writing in Konkanni  as an expert. I  quietly  scrutinized his record,
 results in Kon Subject at SSC  over past years and  was pleasantly
surprised that for 5 times the students of RHS had topped the board in
Konkanni. There were no failures inKonkanni .  It was an enviable record.
On Teachers day  , presented him with  recognition for the first time and
he was surprised and humbled at this gesture. I persuaded him in vain to
accept his rightful   due of FF pension. and institute an award in Konkanni
 at RHS   Navelim.  Accepting it for any noble purpose would defeat his
principle of not availing it, he said..  He had his own views, beliefs of
forcing religious activities on any one .He refrained  from accompanying
students to Church on First Friday Eucharistic celebration , After much
persuasion ,he did relent much against his convictions and his
 acceptance,presence helped to maintain discipline and sent a silent
message, especially to all vulnerable, impressive young  minds .In my
tenure a Head in 10 DSE schools I have not encountered Kon teacher, who has
risen above the shoulders of Felicio Bab and matched his records or status
he held.,

 In his  incarceration in prison he used  prison term to  educate himself.
There was no formal training in Konkanni  as at present and still he had
his head high in all humility. His personal experience of  treatment of
prisoners was very distressful and humiliating treatment, which he
recounted to students on Goa liberation day. He was also deputed as guest
speaker on Goa Liberation day

One day he suddenly requested me to accompany him on a visit to a College,
much against my principles He introduced me to Principal Malar of Law
College, who handed me  a receipt  of admission to first year  of 3 years
of part time LL.B course, the fees having been paid by him. It was his gift
to me he said  and not refundable. I did not know how to react, as  it was  for
once intended to pursue such a course. Besides it was a school with 26
divisions in secondary section , in addition to Primary and pre Primary
responsibility

My experience as Headmaster was just 3 years, I was wondering how I will
manage studies with a task at hand. I realized Felicio Bab had more faith
in me in my abilities perhaps I had in myself and I pursued it with all
seriousness, From second and third year without attending a single day, I
was ranked second in class, in the  second year and granted an award too. I
owe my LL.B qualifications to his vision and goal for me. On retirement I
worked as legal practitioner  for a limited period and enjoyed  the
diversion. I do not know how to ever record my gratitude and appreciation
even to this day

He was also a journalist of repute and Editor of Konkanni  daily, He
influenced me to write and translated it for publication in Konkanni
His humility is admirable with all his achievements as a teacher par
excellence, a self educated  educator, a journalist of repute an  Editor,
and a worthy human being and never flaunted his role as F F. He remained a
bachelor and a passed away in a tragic accident

Mr C. P.Da Costa ..An honest businessman , freedom fighter and a Politician
Popularly known as Mr, C.P Da Costa, his registered name is Mr. Sam Paulo
Cruzinho , born to Mr. Lawrence Benedito & Mrs Apolonia da Silva on 30 June
1927 at Village Xiro, Carmona Salcette . and passed away on 13-11-2014.
His Primary Education was in Portuguese completing Permeiro and Segundo
Grau. He studied English at Sacred Heart High School ,Carmona under the
guidance of Prof.Egidio Rodrigues .Completed Secondary School at
Proprietary Fort High School, Bombay. Conferred Diploma in General Commerce
& Higher Accountancy,DAVAR`S College of Commerce ,Bombay &.Diploma in
Commercial law, London Chamber of Commerce
All India General Insurance Company, Bombay was his first employer
.Influenced and inspired by Prof. Davar, at 21, confidently plunged into
business at Margao. He expanded his business activities in major towns and
was admired for his integrity , dedication and honesty. Power never
intoxicated him nor position, influence bloated him with pride. His
business interests were not favoured by any political contacts.
The revolutionary Konkanni Weekly CHABUK awakened in him his Nationalist
urge. In 1953 he joined the under ground revolutionary movement against
Portuguese Colonist regime and his establishment at Station road became the
nerve centre of underground resistance movement .Eng Nanda Gaitonde led him
and stalwarts activists Anthony D Souza,Antonio Viegas,,Foilano
Machado,Jose Antonio Louis to stage a public mass Satyagra at Margao. He
was incarcerated in prison in 1954, &1955.
His career graph in political ascendancy was swift and continuous.
Appointed, President of Mandal Congress Committee ,Varca, Orlim,, Carmona,,
Cavelossim, soon after Liberation in 1961. Vice President Salcette Taluka
Congress, Vice President of, Goa Pradesh Congress Committee by Mr Rajiv
Gandhi, President of INC. Nominated as a Congress observer ,Maharshtra
Parliamentary Constituency including Jalgaon,Buldora, Jalna, Akola. Elected
unopposed as the President of Congress, South Goa District Committee .His
ideology was guided by Jay Prakash Narayan and hence refrained from
contesting elections to seek public glory. He served as a prestigious
member of S.P.D.A Margao,Regional Transport Authority, South Goa,Vidya
Vikas Mandal,Dept of Science,Technology and Environment, Goa, Railway Board
and Cell at Lokmata publication
Married happily to Mrs. Emy Gomes d/o Mr Gregorio Gomes& Mrs LucyAnn
Alemao, hailing from Dandeavdo, Chinchinim was born on 08-9-1947 .An
unassuming, God fearing, simple and humble person, devoted mother and wife,
sheet anchor of family growth and upbringing. She has amply proved the
addage “ .behind every successful husband stands a wife” She passed away on
03-8-2011
Mr.C.P Da Costa, remains an astute, qualified businessman, a dedicated
freedom fighter, a shrewd politician , committed social worker and a
devoted husband and parent
They are blessed by Sons Jhony/Rita, Bertrand/Freda,Vijaya/Alison, Acena/
Rodney and their children, educationally highly qualified and
professionally well placed with grandchildren adding a halo of honour and
glory to the family tree,

Mr .CYRIL FERRAO ,….. First Goan, professional football coach.

Mr. Antonio Ciril Ferrao, alias Cyril was born on 2nd. Nov.1929
at Chinchinim, to late Mr Tomacino and Mrs Amaldina Ferrao. Eldest in the
family of two brothers and sisters,lost  Mr. Jose and Mrs. Valdomira ,
leaving  behind Mr, Ludovico (player) and Mrs. Celine.   He completed
Secondary School at  St, Bosco`High School Chinchinim ( New Educational H
S), and Portuguese Education (Lyceum) up to grade 7(setman). He was fluent
with the  English language.



He can proudly be   honored and included amongst my memoirs
“ PEARLs of Chinchinim Village”. He has left a blazing trail
and indelible foot prints on the football map of India and Goa in
particular. He has thus carved a special niche in the hearts of football
lovers, who had   great respect for his dedication and immense
contributions to promotion of sports. and as the only Goan qualified soccer
coach in 1962

He was employed as the Head clerk at Salgaoncar at Vasco,  but nursed
 altogether a different ambition in life , which he  pursued  with single
minded devotion . In his youthful days he was very much associated
with CRCC   devoted to football. It was  reputed as the  granary and
nursery of football players   on the football map of Goa and India .   He
coached the players of the club .His personal interest, observations,
suggestions and guidance to other talented players led to polishing and
improving of their skills. He was compelled by circumstances of difference
of opinions to register and fund CHINCHINIM YOUTH CLUB (Deussua). As  the
founder,  intended to rejuvenate and infuse interest in the dying game. The
players were mostly from Sucaldem and Plamar-grande wards of Chinchinim. He
was generous in extending much needed financial support. It was for the
first time,  exclusive and historical , for   any Village   to  register
two clubs.  It was only  possible because of his clout with sports
authorities and organisations.   . . Dedicated coaching of the village
youth took the game of soccer to great heights of recognition and
excellence. As the coach he was a hard task master, strict and
disciplinarian. Budding players groomed by him loved and feared him as much
but respected him for his foresight and vision.  He was firm in his
conviction not to field or coach players from outside the Village. Under
his tutelage St. Bosco`s H. School ,Chinchinim (New Ed, School) were
crowned finalists under his guidance, twice in a row (1954), at all Goa
School tournament   At the age of 15 years he played for his school,.  Many
players of Chinchinim Youth Club (CYC) were recommended by him for
placement and therefore found lucrative, professional openings in football
clubs in the state and India. They climbed the ladder of success in soccer
and rose to prominence and fame at International level too. Their
gratitude, appreciation and advancement further enhanced his commitment.
CRCC games  were being fielded and funded by Chinchinim Motorcyclists and
also by  Rev Fr. Agnelo,  amongst others to keep the fires burning. He did
   always maintain a healthy, co- operative and sporting spirit
towards CRCC, in spite of differences of opinions and thus remained its
admirer to the very end. He was  the  Coach with Education Dept till his
end, built up the Goa Football team, which put up commendable show at the
 Nationals. He was actively associated with Volleyball,and Athletic
Associations.  A founder member and player for CRCCin 1954. The club won
all Goa  League Championship that year., A day to rejoice, when he played
for Goa against Pakistan 1958. His services were sought  by GFA for 5
Nationals at Gawhati,Hyderabad,. Cuttack,Nowgung,Jullunder.

 He dashed off to Panjim and secured blood that  saved the lives of
those  Chinchinim players involveled in the deadly accident at Curtorim . A
compromise and understanding was arrived at and he
disbanded Chinchinim Youth Club in favour of CRCC. It was due to his
initiative in indicating and securing the present premises of CRCC with the
support of Mr.Alvarino.  The only existing Church ground was temporarily
under seize by Portuguese army garrison .Instigated by the vested interest,
the dispossessed tenants of CRCC ground, publicly abused and threatened him
.  He  was arrested, detained  overnight  due to motivated, fabricated
police complaint in revenge but soon released, unharmed due to influential
contacts .It is with pride  and honour we recall that Chinchinim Club was
declared Champions   in 1951 , runners up 1952.The football lovers were
delighted and ecstatic . He was part of  the team of
Club Desportivo Chinchinim ,he coached and  which won Goa`s first
ever Primeira Division League title.



Mr Cyril captained Salgaocar team and he donned colours for Amadores de
Margao, Paulo XI,  M.C.C. among others, as the  dependable centre half

 His talents were recognized first by M/s Shantilal , to  coach the team
for 2 years, which he selected and was  declared as

Exit polls  speculative trends

It is not fair to rubbish the exit polls .Since all of them are pointing
trends in the same directions, the error and margin is possible. The polls
are not disclosing the methods and  and conclusions arrived at

Under such circumstance should the media channels should not  refrain in
giving widest publicity.

The polls raise hopes of some parties and depress others .It is an exercise
that is an interlude between the clam and storm before actual results. The
poll numbers have never been as close to the  projected figures and there
is always a slip between cup and lips

The issues like demonetisations, farmers distress , suicides, women
security, unemployment, economic downslide, rising prices and escalating
fuel prices, intolerance, pseudo nationalism, public  lynching , cow
politics,  rapes,corruption etc the voters still prefer the authoritarian
rule, then voters wisdom or ignorance must be respected and the
consequences will bear down on everyone

The intelligentsia has protested in loudest terms and resented the
interference in CBI. Judiciary, ED, EC,Income tax and the period ahead is
frought with serious consequences

The Indian politics, essentially elections may be just a fig leaf of
authoritarian democracy

What will happen to Ram Mandir, article 370,  citizens bill, the most
contentious issues will be closely watched

The new term of BJP is expected to be more turbulent, authoritarian
concentrating power in one and half men. The speculations and apprehensions
are justified against their past performance RSS statements

[Goanet] Modi Must Win - Here’s Why

1. The Congress must be chastised for one term longer and made to pay for the 
horrendous suffering to India for their limitless corruption.

2. Modi’s economic policies are disastrous. If the Congress were to win, they 
would be blamed. Now that Modi is expected to win, he will get the full 
opportunity to stew in his own juices as the economy heads further south.

3. With Modi being elected, he will try to distract from the economic mess by 
further dividing the country. If none in his party control him, the BJP will 
become irrelevant for a long time to come.

4 With the infiltration of BJP cadres at all levels of authority, there will be 
a breakdown in governance. Few countries will trust India and foreign direct 
investment will trickle to a halt, slowly choking growth.

5. Under Modi, fringe elements of the BJP and its subgroups will soon become 
mainstream hastening a banana republic outcome.

To be realistic, the Congress is currently totally incapable of governing 
India. The BJP does a better job and minus Modi, the party can even look 
slightly respectable. One can hope that saner minds will in due course throw 
out the chaiwalla.

It is interesting and amusing to read what foreign media say about India.
One of my favourites is rt.com.
Here are some recent snippets on rape, kidnapping & ransom in India.

1.  A wealthy businessman in New Delhi was taken hostage by a group of women 
over alleged sexual abuse. Rape is a major problem in India, as well as the 
growing number of false accusations.  It was soon established via CCTV 
footage that the 64-year-old left his five-star hotel accompanied by two 
women and departed in a Hyundai Verna vehicle.
The senior manager was discovered locked in one of the rooms. He explained 
that he was invited to Laxmi Nagar by two women, one of whom he knew 
beforehand. But once they arrived, two more females appeared and accused him 
of raping one of their daughters, demanding ransom for his freedom.

The USA based Mr. Glen Perry jazz musician son of the noted musician (trumpet) 
late Chris Perry finding his apartment at  Perry Arcade Fatorda Goa India 
trespassed into by some migrants allegedly on them paying an amount of  Rs.3.5 
lacs to one Mr. Constancio Fernandes has sent shock waves in the diaspora. Mr. 
Perry was on State-sponsored visit to Goa for a road naming function - of late 
Chris Perry on 3rd May, 2019 This writer received several telecalls to 
ascertain the veracity of this incident as they have their own apartments in 
Goa under lock and key mostly without caretakers
PI Mr. Salim Shaikh, the In-charge of the newly created Fatorda Police Station 
South Goa District who slapped an FIR on the alleged culprit Mr. Constancio  
Fernandes reportedly from Curtorim deserves compliments or handing over vacant 
possession of the premises in a jiffy to Mr. Perry.  
Had Mr. Perry sought recourse to the legal forum for obtaining the vacant 
possession of his premise despite unsolicited advice given to him to do so it 
could have drawn him into an unending legal battle up to the highest court of 
this land besides causing him mental agony for no fault of his.  Appreciate 
that wiser counsel prevailed.
The  Police should now dig discreetly into the antecedents of the accused who 
is reported to be still at large as only this will prevent a repeat of similar 
acts besides it would act as a deterrent to others who indulge in similar acts 
unreported till date.  
Hence in  the first instance whethera) the accused is a person of Goan origin 
or has adopted this Goan name under the ubiquitous "Change in Name and Surname 
Act" prevalent in Goa as was reported in the case of  one accused in a criminal 
case;b) his actual place of residence viz  Maina Curtorim, Chinchinim, or 
Navelim in South Goa District as some discreet inquiries by sources from  Local 
Information Bureau  suggest; c) there is any nexus remote or near with the 
Perry family which the accused took for granted to play this prank, while the 
owner/s were away in a distant land.d) criminal antecedents of the accused 
relating to forgery cheating etc  pending/discharged 
In my humble opinion,  PI Salim Shaikh also needs to be awarded for his 
commendable effort by the Director General of Police State of Goa.
