Today on 26th November as we observe our Constitution Day we have a lot to reflect on what has been going wrong with the very guiding principles being flouted with impunity.70 years ago on 26 November 1949, the Constituent Assembly adopted our Constitution which was drafted by a committee headed by Babasaheb Ambedkar who played a pivotal role in its drafting. Perhaps the founding fathers never visualized or anticipated that Money and Muscle Power would one day rule the roost in our country’s political arena with people lacking morals and ethics assuming Power. So now there is need of urgent amendments to our Constitution to safeguard those fundamentals while leaving no grey areas for manipulation and towards this the Legislature, Executive and Judiciary must look within. The loopholes that have crept in the Anti-Defection law must be plugged. The Autonomy of the Reserve Bank, Election Commission and the CBI must be restored. And more importantly the very vital Independence of the Judiciary can never ever be compromised. Let us all sincerely commit to protect and ensure that the doctrine of our Constitution is strictly adhered to in letter and spirit with no room for fudging or fraud. Only then will there be something to rejoice and celebrate on our Constitution Day. They have large number of properties, which Canon Antimo was collating to use as resources to modify the residence and make it livable in dignity as per their status Had he lived long enough, his dream would have materialized because he was always a dedicated worker as he had turned around all places with which he was connected with He himself did the cleaning and painting and carried his own required furniture and even requested other Canons to come together in solidarity, It was pitiful that he survived on tin food and even the toilets were pathetic, He bequeathed his assets on his demise to the house of Canons It was established in 1534 by Apostolic See by BULL AEQUUM REPUTAMUS oldet institution first in Asia. .Chapter of Canons was an advisory body to the Bishop defined as COLLEGE OF PRIESTS, which has its own code of Canon law. The Bishop alone has the authority to change the statutes ,Canons looked after administration in his absence. Besides they celebrate more solemn liturgical services .The most popular service was XEMPEACHEM PURSANV , procession of tails, to commemorate Cruxifixion on Good Friday with Bjshop in attendance ,attired is special dress and which is huge attraction.. After Vatican II their role is restricted to solemn celebrations only and consultative functions are the privilege of COLLEGE OF CONSULTORS, in order to reduce burden on Canons. Two Canons were appointed last in 2011. The newly appointed six Canons are Rev Canon Herculano Correia, Velim Rev Canon. Amandio Valladares , Majorda, Rev Canon Valerian Vaz, Velsao, Rev CanonLucio Dias, ,Cansaulim, Rev Canon Alfred Vaz , Majorda Rev Canon Rosario Oliveira Tilamol This honorific title is bestowed on select priests after retirement with required qualities and aptitude after the ripe age of 75. This age limit is not rigid. The AUDITO CAPITULO or Cathedral Chapter makes the choice of conferring this title with special consideration of intellectual qualities. aptitude and other required qualities .The other title of MONSINOR was discarded in 1972, as it created as it creates class between priests .The other titles CAMAREIRO SECRETO, PRELADO DOMESTICO, serve special needs of Pope and still in existence, The Bishop has discretion in appointments of Canons. Mumbai too has discarded this practice of late. The institute of Canons is based at St Asis Church, where they are expected to live in community .They are free to reside as per circumstances and cause they spouse. The original chapter of Canons consisted of 12 Canons,5 Dignidades,, half canons, Quarteros, Capelaoes Cantores .These classifications are now a history. Their duties consisted praying for successful pastoral work, act as advisory body to Bishop, in spiritual, financial, administrative matters. The Canons maintained the services at See Cathedral with resident priest .Special committees are now in place. The Canon are referred to advise, offer opinions, suggestions but the discretion is of Bishop. The dignified up keep and maintenance of Canons is duty of Diocese. They have in the past contributed immensely towards the Diocese in building faith with zeal and enthusiasm. The offer to nominate Canons is not by applications but by discretion of Bishop

[Goanet] OUR POLICE FORCE BEING TREATED VERY INHUMANELY
The Police staff deployed on duty for the current International Fraud Festival of India (IFFI) are not being served snacks, meals and not even drinking water. They have also not been paid the promised food allowance. Infact the food allowance for those police deployed on duty during the last session of the Goa Legislative Assembly in July is yet to be paid. A very sad state of affairs while Chief Minister Pramod Sawant alias Property Sawant who is also the Home Minister is busy buying properties while the welfare of the Police force is totally neglected. Even street dogs are treated better. Today on the very first day of the Novenas at Old Goa while we gear for the Feast of St Francis Xavier it was so nice to attend the 8.15 mass this morning. It was for the first time in my years that a Novena mass was hosted by our very own Ribandar Parish. Our dear and so toiling Parish Priest Rev Fr. Lourenco Fernandes who concelebrated the mass spoke as always concisely and in total clarity from his so rich heart. Thank You dear Rev. Father as your every word today has enriched and made me wiser. We are ever so proud of your hard work and dedication to ensure that our Ribandar Parish grows and blossoms. A so very pleasant surprise today was the presence of our Former Parish Priest Rev. Fr. Newton Rodrigues who co- celebrated the Mass. Thank You dear Rev. Father for sparing the time for your former Parish. Needless to say our outstanding Church choir today as always was so ever stunning. As already said, may our Goa's Patron Saint bless us all especially the poorest of the poor and those in distress or despair. The rich cannot get richer while our poverty stricken Brothers and Sisters are sadly further sinking by the day. There is a need to ensure that in all government offices the staff is very punctual in reporting for work. Even at the Secretariat in Porvorim you see staff merrily walking in past 10.30. This is impermissible. Infact the Heads of all departments across Goa should themselves lead by example. Besides every government employee has a duty to ensure that in serving the public, the staff discharge their duties very courteously, professionally with love, passion, integrity and more importantly with a smile. They must realise that the very people they serve pay for this service and are therefore their employers who have a right to expect an excellent service at all times. Those who consider serving the people a burden have no right to continue in service. Government employees reaching the office late, merrily absconding during office hours and leaving office early is unacceptable as it is an inconvenience to the people visiting the government offices to redress their grievances. Every step possible must be taken to also ensure total transparency, efficiency and honesty in the working of all departments. Only then will there be a hope for Good Governance. Government and government offices in any smooth functioning democracy must always be of the people, by the people and for the people. Let us hope that every government servant will truly vow towards this goal. The much-promised visit of Dr Pramod Sawant, chief minister of Goa, did not materialise but instead Deputy Chief Minister Babu Kavlekar was the chief guest at the function. However, a video message sent by the Chief Minister was shown on one of the giant screens put up a the venue. Also in attendance were P Kumaran, Indian Ambassador to Qatar, and Ricardo Pracana, Portuguese Ambassador to Qatar. A host of other delegates from around the world and key Goan representatives from the Gulf Cooperation Council countries were present at the six-hour long function which was compered by former footballer-turned compere Kuwait-based Gasper Crasto. The event which is being held every year, is organised by the Goan Welfare Association in Qatar. Incidentally, the Association also celebrated its 20th anniversary this year. World Goa Day celebration is perhaps the only global Goan event that reminds the Goan community of their identity as Goans. The event is intended as a day for Goans worldwide to focus, take pride and celebrate their culture, language, traditions, music, cuisine, and more, wherever they are on planet earth. The World Goa Day has now become a signature event worldwide and appears in the calendar of events of every major Goan associations worldwide. ‘Amchim Bhurgim Amcho Fuddar’ was the theme for the day. While the event highlighted Goan art, culture, traditions, language, music, costumes, etc, Rocking Goan band R99 was the star attraction for the event. Those who performed included darling of social media Sanio Fernandes from Dubai, Avers Pereira from Muscat, Gulf Voice of Goa fame Slenzitta D’Cruz, Kuwait’s Esparansa, Natcey Barretto, Peppy Pereira, Figo Rodriguese and Viola Pereira.
