Migration: I am biased, for people

It is not possible to be neutral in these times. I believe the
Citizenship (Amendment) Act, 2019 (CAA), which fast tracks Indian
citizenship to immigrants of certain religions, is deeply flawed. Not
only it is against the secular nature of the country, but it also
completely misses addressing the massive issue of human migration.
Migration is not just about foreigners entering India illegally; not
even just about Indians immigrating out—often illegally. It is also
about
internal migration.

When people move to cities and countries, it builds tension between
“insiders” and “outsiders”. We need a response to this. CAA
takes all this and makes it into a simple issue of providing
citizenship based on religion to fix historical injustice of partition
— creation of India, Pakistan and Bangladesh on the basis of
religion. It is selective, parochial and unjust. Worse, it will divide
us along “insider” and “outsider” lines and spread hatred.

The question is when will this end? Or will it only grow and spread
like cancer. It should not surprise anyone that in Assam — where
more of these people are expected to gain citizenship in the immediate
future — the anger is not about the selective nature of CAA. In
Assam, people do not want the outsiders — Hindu, Muslim or Jain —
because they will take away their lands, livelihoods and threaten
their cultural identity. Their fight is for their already scarce and
contested resources. But it is also about their identity. This is

January 20 is Martin Luther King Day to celebrate the memory of the Rev. Martin 
Luther King, Jr. January 16 is the Feast of Goan born St. Joseph Vaz 
(1656-1711), the Apostle of Kanara and Sri Lanka, Patron of the Archdiocese of 
Goa and of Sri Lanka.

As America celebrates the life and work of the great human rights activist, 
Martin Luther King Jr. on Jan. 20, let us remember that five years ago, H.H. 
Pope Francis canonized St. Joseph Vaz, the Apostle of Kanara and Sri Lanka, and 
honored the struggle he led for freedom of religion and worship in Sri Lanka. 

We invite all devotees and admirers of this great Goan saint to remember that 
he laid his life on the line to work under persecution to win back religious 
freedom for the descendants of Sri Lankan Catholic converts in Sri Lanka. St. 
Joseph Vaz, born in Goa, offered to go to Sri Lanka under disguise.  He lived 
and worked there for twenty-three years, walking barefoot and escaping capture 
by the Dutch who had banned the practice of the Catholic faith and all priests 
from entering Sri Lanka. Through his arduous labors and courageous resistance, 
he built up an underground church, even underground schools, and a Catholic 
community that has survived to the present day. The Sri Lankan Catholic 
community that he successfully founded and the country of Sri Lanka hosted the 
Pope’s official visit to Sri Lanka in 2015 to canonize him as Goa, Mangalore, 
and Sri Lanka’s first canonized Saint.

St. Joseph Vaz will always remain a symbol of hope and inspiration for all 
those who suffer persecution and are standing up for freedom of religion. We 
invite all those who are working for human rights and social justice to join us 
in celebrating his saintly life at our annual Feast Day Mass, to be held this 
year on Feb. 9, 2020, and help make him better known as a model of service to

    Omar Ishraq is the CEO and is credited with turning Medtronic into a 
behemoth that producesmedical devices very profitably for shareholders. He was 
interviewed by CNBC yesterday.   He spoke like us Xaviers/Campion/Marys' kids 
and used a full vocabulary. I wasvery surprised because he is a Bangla.  He was 
not raised in the west, clear from hisaccent which otherwise was impeccable. 
Could he have been raised in Calcutta !   I had met a visiting Chittagong Goan 
family in 1964, which was before the first ofthe three monkey wars. Cross 
border travel is no longer permitted.


[Goanet] TOWARDS GOOD GOVERNANCE IN GOA

There is a need to ensure that in every government office in our tiny State
all the staff from the Peon to the Director is very and extremely
punctual in reporting for work. Even in the Secretariat at Porvorim we very
sadly see staff merrily walking in past 10.30 if not later. This is
impermissible and our very proactive Chief Secretary Parimal Rai must crack
the whip. Infact the Heads of all departments across Goa should themselves
lead by example.

Besides every government employee has a duty to ensure that in serving the
public, the staff discharge their duties very courteously, professionally
with love, passion, integrity and more importantly with that much needed
smile. They must realise that the very people they serve, pay for this
service and are therefore their employers who are entitled to expect an
excellent service at all times. Those who consider serving the people a
burden and cannot even smile have no right to continue in service.

Government employees reaching the office late, merrily absconding during
office hours and leaving office early is absolutely unacceptable as it is
an inconvenience to the people visiting the government offices to redress
their grievances.

Every step possible must be taken to also ensure total transparency,
efficiency and honesty in the working of every department. Only then will
there be a hope for the much needed Good Governance in Goa.  The Government
offices in any smooth functioning democracy must always be of the people,
by the people and for the people. Let us hope that every government servant
will truly vow towards this goal. Those who cannot deliver must make room
for the young and vibrant who are ready to serve with total devotion.
