[Goanet] Budget Game Change for NRIs

The latest budget has used NRIs as a source of revenue, ending a long span of a 
free lunch given to them.

In its utmost simplicity, the proposed budget requires Non-Resident Indians 
(Indian passport holders resident abroad for more than 182 days, now proposed 
at 240 days) to pay Indian income taxes if they are resident in countries that 
don’t tax them.

Why, you would ask, would the Indian Govt do this given the fact that NRIs send 
their savings to India anyway. The probable answer to that is less NRIs are 
sending such money to India, given the state of the banking system and the 
Govt’s fiscal fickle-mindedness.

Perhaps smart NRIs can take the Govt to court on this issue of paying taxes but 
not getting the same benefits as residents do.

More and more well-heeled NRIs in the Gulf countries are likely to flee to 
countries that tax them but give them good value. Unless of course the Gulf 
Country governments come up with their own form of advantageous taxation by 
which Indian citizens will not be required to pay Indian income taxes.

My thoughts only.

Last evening while our Ribandar’s great son, the so multi-talented Acacio
Tavares was being conferred the Goa State Cultural Award in Western Music
at Kala Academy it was a extremely  proud moment for every Ribandarite.

For Acacio what began as a hobby during leisure time strumming his guitar
later on turned to be his profession with a passion. Acacio first stumbled
upon an opportunity to play for a band “Moody Blues” in 1971. He later
played for ‘Planets’ ‘Chain Reactions, ‘Diffusions’ and ‘Modulators’.

In 1985 everything changed for the better with Acacio setting up the
‘Purple Rain’ with his fellow Ribandar musicians. ‘Purple Rain’ has been
reigning the music arena for over three long decades enchanting the
audience all over. Besides playing across the nook and corner of Goa, the
‘Purple Rain’ has performed at Kolhapur, Manipal, Hyderabad, Cochin,
Bangalore, Bombay, Indore and Calcutta.  At the International level they
have performed in Abu Dhabi for the ‘Manglorean Day’, in Kuwait for ‘Goa
Day’ and on four occasions in Dubai for ‘Goa Carnival’.

Purple Rain’ led by Acacio besides playing for Dances, live shows has the
distinction of playing for weddings of parents and their children too. The
‘Purple Rain’ has played at State sponsored Cultural and Food festivals,
the famed ‘Bonderam’ in Divar besides the New Year celebrations at Vasco
for the last 25 years.

Acacio’s varied talents knew no bounds. Besides playing for the band,
Acacio was a part of the cultural troupe “Alegria” which performed on
Government and private boat cruises besides performing at the 5 star Hotels
and in various States in India and abroad. The troupe ‘Alegria’ has the
distinction of playing for the VIPs during their visits to Goa. Being part
of the troupe Acacio had the privilege of performing before the
distinguished international dignitaries like the then Pope John Paul II,
King Hussein of Jordan, this country’s dignitaries the then President of
India Zail Singh, then Vice President of India Shri Venkataraman, then
Prime Minister of India Rajiv Gandhi and Cosmonaut Rakesh Sharma.

In addition to being a very talented musician that he is, Acacio has been
an avid football enthusiast and organized the once very famous ‘Bala Bala
Football Tournament’ for the villagers of Ribandar from 1982 to 1995.

Acacio has never missed on taking part in the Ribandar’s local festivities,
during the village carnival of yesteryears dressed in various costumes
during the 3day carnival with his friends and would go around the village
in disguise entertaining the villagers. He would play his guitar while the
folk would join in singing during the ‘Passoi’ held on the last day of
Carnival.

With his heart and soul fully immersed for Ribandar, Acacio though not a
professional actor has since 1985 been taking part in our traditional
Ribandar Tiatr held every January near the Fondvem Chapel.

In his entire journey his wife Lalita and daughters Wanda & Eunice have
been his strongest support system. Let us wish our one and only talented
Acacio Tavares all the very best.. Bala Bala Music… If music be the food of
love then long may Acacio play on. And our multi-talented Ribandar will
live on.

Albert Einstein referred to Mahatma Gandhi when saying, “generations
to come will scarce believe that such a man ever in flesh and blood
walked on this earth” but the sentiment applies equally to Bhimrao
Ramji “Babasaheb” Ambedkar.

If ever there was a right person in the right time and place, it was
this remarkable scholar and warrior for social justice, whose personal
imprint is evident throughout the Indian constitution which celebrated
its 70thanniversary earlier this week. That historic milestone was
commemorated by countless young citizens in public rallies across the
country, standing together to voice anew its stirring, timeless
aspirations: justice, liberty, equality, fraternity.

Ambedkar had no illusions about what he helped to put together with
hundreds of members of the Constituent Assembly. He said, “the
constitution is not a mere lawyer’s document, it is a vehicle of life,
and its spirit is always the spirit of the age” while cautioning, “if
I find [it] being misused, I shall be the first to burn it.”

Thus, seventy years on, it’s immensely moving to witness India’s
youngest adults defending constitutional values against sustained
assault from the country’s own leadership, especially via the
Citizenship Amendment Act (CAA).

As the activist-author Harsh Mander puts it, “this long night of
darkness has suddenly been interrupted by bursts of light in every
corner of the land...The popular movement led by India’s young for
solidarity, for Hindu-Muslim unity, for a just and kind country, is
picking up the unfinished business of the freedom struggle.”

In fact, the marvelously inclusive resistance spilling so much energy
and excitement into India’s public spaces is substantially
Ambedkarite, which is why his portrait and his constitution are its
natural rallying points. It was very revealing that when Ram Guha -
the great Gandhi biographer – was aggressively dragged away
mid-television-interview by the Bangalore police last December, he was
holding up an Ambedkar poster.

There would seem to be an inherent paradox when a document of supreme
law – for that’s what a national constitutions is - simultaneously
seeks to nurture and abet revolution. Yet, it’s what Ambedkar sought
to deliver, saying at the time, “How can people divided into several
thousands of castes be a nation? The sooner we realise that we are not
as yet a nation in the social and psychological sense of the world,
the better for us…Without fraternity, equality and liberty will be no
deeper than coats of paint.”

No one understood those nuances better than this lifelong campaigner
against discrimination, whose birth into the Mahar caste (treated as
untouchables in Hinduism) provided perspective and motivation for his
life’s work. He made himself an unstoppable force: the first South
Asian to earn a  foreign doctorate in economics – at Columbia
University in New York – which he capped with another one from the
London School of Economics, while also being called to the Bar at
Grey’s Inn, then serving as independent India’s first Minister for Law
and Justice.

With the hard-won lessons of that astonishing life journey embedded
throughout its logical and legal framework, Ambedkar’s document is a
foremost example of what the UK-based legal scholar Upendra Baxi
describes as “a transformative constitution” in “pursuit of the
politics of human hope” that “may, in some contexts of history, carry
a transformative burden, character, or potential.”

Several years ago, Baxi wrote that this aspect of transformative
constitutions (he also classifies those of South Africa and Brazil in
this category) become especially potent when adopted by “the voices of
human and social suffering” and “communities of resistance.” This is
precisely what’s underway at this juncture across the vast diversity
of India, accompanied by the mass rallying of the most politically
marginalized and disenfranchised segments of the electorate.

Where will all the tumult lead? No one knows, and it’s impossibly
difficult to say. One fact that isn’t going to change is the BJP
leadership of Narendra Modi and Amit Shah continues to possess an
unassailable majority in Parliament, and the egregious, unnecessary
implosion of the Congress Party has left it no serious nationwide
opposition. Shah keeps declaring, “we will not budge an inch on CAA”
and there’s no reason to disbelieve him.

In the meanwhile, his ruling disposition has become haughtily imperial
in its peremptory actions, in an astonishing breakdown of due process,
amidst widespread trampling of individual and collective rights.

One bizarre but illustrative example played out at warp speed this
week, after the politically-minded comedian Kunal Kamra mildly harried
the regime’s favourite media attack dog, Arnab Goswami, on a flight,
and posted the video on social media. He was quickly banned by several
airlines, and

fest'. Our Lady of? Livra Febres. ?Livra Febres? literally means ?relief from 
fevers?

witnessed  as long as one can remember in recent tomes Every inch of space 
inside and outside was packed to capacity All around the square right  upto 
Grace church the place was  over flowing with participants The crowd was 
massive which visibly included large number of women, religious and people pf 
sll faiths. The organisers might have not anticipated the crowds ,because the 
sound system outside the square was inadequate Hence there was  the attention 
of the people suffered The crowd carried a lot of placards and photos of 
Ambedkar, Mahatma Gandhi and National flags
Those participating at the rally displayed emotional connect and the feeling of 
oneness It was orderly and peaceful with extra ordinary large contingents of 
law enforces, who were not put to test and seen merrily charting and occupied 
with phones
The speakers got the crowds to interact and back the movement with 
participatory slogans enmass
The speakers Dr Oscar, Fr Savio, Kamat, Prabhakar Timble Damador mauzo 
captivated the crowd and enlightened them on secular nature of constitution and 
dangers  that citizens will be subjected to while enforcing CAA ,NRC and  NPR 
There was tremendous spontaneous  applause in unison 
Some politicians were in attendance to support the Anti CAA stir in South 
GoaThe message was loudn and clear that Goa too has joined the mainstream 
movement expressing their protests  on solidarity with the National movement 
and unequivocal dissent

[Goanet] GOA’S POLITICAL TURF NEEDS TO BE SAFEGUARDED FROM CRIMINALS

The order of the Supreme Court this week setting three months as the outer
limit for Speakers of Legislative Assemblies to conclude disqualification
proceedings was long overdue.  As Speakers today are no longer non-partisan
the recommendation of the Supreme Court to set up a permanent Tribunal to
decide such cases is also a step in the right direction.

The Anti-defection law came into force in 1985 to deter the evil of
political defections by legislators motivated by the lure of office and
monetary gains. The intent of the law was to prevent corruption by way of
horse-trading.

Our Goa may be India’s smallest State but with this never
ending political circus has become a laboratory for every
possible political experiment and has been in the news for all the wrong
reasons. We have shown the nation the ways and means to circumvent the
Anti- Defection law, with political prostitution and party turncoats at its
very hilt.

Today Politics at least in Goa is no longer a mission, not even an honest
profession. It has been reduced to a scoundrel’s last resort. It has so
sadly become a ruthless business, with morals and ethics twisted beyond
recognition, thrown to the winds or long buried deep in the slush of
ignorance and thuggery. Politics is now a safe vehicle to swiftly rise from
Rags to Riches and a personal gamble rather than a calling or mission to
serve the common good. Politics makes strange bedfellows and it is this
chronic political prostitution that Goa has been witnessing. Even those in
the world’s oldest profession do it better.

There is no hope whatsoever that our polity and political turf will ever
improve. It is only further deteriorating and awfully decaying by the day.
The unacceptable antics and behavior of some of our politicians in recent
times has turned it into a despised profession and looked upon with disdain
and held in low esteem by the very people that they are meant to serve.

Our former Supreme Court Judges B.N.Agarwal and G.S.Singhvi had so very
rightly observed that even God cannot save our country from such
politicians. Amen

I read a manuscript by Ahmad Virji about a novel which is, among other things, 
about the Asian expulsion by Amin.  I thought it was a good novel, written 
comic book style.
I taught at Kololo school after graduating from Makerere.  I taught for a 
semester before leaving for Leeds University.
Apparently I made a mark on Ahmad since he got in touch with me two months ago 
after several years sending me his novel.
We both had appeared in a book of writings about the Asian Expulsion, published 
in London in 1974.
I liked his novel,
Which is somewhat different from mine.
I sent John a few extracts from the novel three weeks ago.
 I thought you should look at it.
I know that evaluating a novel takes time.
Ahmad is wondering whether he sent it to the right address.
The semester started yesterday and there is a lot of snow.  It is cold
