LIFTING OF LOCKDOWN This small letter is pointing to the new danger of the Centre, State and citizens not all being on the same page . The Centre cannot have a rigid yardstick for all States viz no pilion rider for two wheelers. Modification pillion maybe family member only and no compulsion for second helmet makes sense in India. Yes migrant labor/poor must first be kept in mind! States must endeavor to follow centre's guidelines in letter and spirit as far as possible, but good implementation like in Kerala must be encourged/ copied by MHA not censured to impose its rigid will. Wearing of ordinary masks in Indian summer though recommended maybe counterproductive for some who sweat profusely. The people I'm afraid are generally indisciplined and many ignorant/illiterate/poor do not get knowledge/communication they can comprehend.They have many bad/dirty habits that will take time changing especially after Nitbhaya and Gau Raksha lynching incidents. A culture of violence and dadagiri was permitted/ encouraged to flout the law by patronage of those in power besides VIP culture.The colonial police culture came back into force! Riding without helmets, not obeying traffic rules, spitting etc have become entrenched dirty habits, all of which must permanently be banned! Modi warned the people that Corona knows no religion, caste or monetary status and I trust he will also follow that advice in future policies and governance of our great nation. Dirty politics, hate and polarization has to end if we do not want world war 3 which some say has already started. A different type of war with mind control, financial power dominance and human robots.

April 21, 2020 is tragically also the First Anniversary of the bombings of Churches and hotels in Sri Lanka last year on Easter Sunday which happened to fall on the Birthday of St. Joseph Vaz. Bishop Michael Barber, S.J. of Oakland Diocese will celebrate the Holy Eucharist that our Joseph Naik Vaz Institute and devotees of St. Joseph Vaz are offering at Oakland's Cathedral of Christ the Light on April 26, 2020 at 11 a.m. in memory of the victims of the 2019 Easter Sunday tragedy. [Goanet] GOA NEEDS TO TREAD CAUTIOUSLY IN THIS BATTLE AGAINST THE DREADED CORONA VIRUS
With the Goa Government easing the lock-down restrictions it must however ensure that all the State borders remain absolutely safely sealed for now as a matter of abundant caution. At this stage allowing Air, Rail and Road traffic into the State could be disastrous. Social distancing and compulsory use of masks is here to stay. For the benefit of especially the poor, the government must arrange distribution of free masks across the State. There can be no room for complacency. The government must use whatever breathing space they have to put in place comprehensive and robust plans and urgently take decisive action to be prepared to face and deal with such situations. Making policy on the hoof or trying to close the stable door after the horse has bolted with great unnecessary inconvenience to the people is not good governance. On bringing back our seafarers it is anguishing that the slumbering authorities are still in the process of compiling the list of those stranded seafarers. The government is also yet to identify hotels and hostels that could be used as quarantine centers. All this ground work should have been completed by now. The government can use all the land Casinos and those in the Mandovi as they would be ideal to provide quarantine facilities for the COVID-19 patients. Where there is a will there is always a way. On those postponed inconsequential Zilla Panchayat elections the government would be well advised to scrap the entire process as the voters by now have forgotten the candidates who were in the fray and so also the cash and kind that was distributed. The Administrators for the North and South who have already been appointed can carry on overseeing the work of the two Zilla Panchayat bodies while it could be left to the next government to decide in March 2022 after a proper consultative process on whether this extra layer of administration is actually required in a very tiny State.
