Very good article Vivek, not only for content but also for calling out Narendra 
Modi’s Indian Government actions.

The debacle of what the OCI means is not surprising though. Although the 
document is made to look like a passport, it is nothing but a life-long visa 
exactly as you mentioned. This is not a status of Overseas Indian, it is but an 
embodiment of a Govt Paper that recognizes an Indian Bond with the expectation 
that you will be a willing pawn when the occasion arises - either monetary, 
social or political. It is time the card was called by its proper name: OEI - 
Overseas Exploitable Indian.

But to be fair, lets look from the other side, outside the scope of your 
article. Too many Indians take foreign passports because those passports give 
them advantages that the Indian passport can never deliver. At heart they 
remain Indian and think Indian. That is OK, each one has the right to be who 
and what they want to be. But they have no right to expect the best from both 
worlds without any tradeoffs. And that is what they are really looking for - 
the undiluted best of both I mean. The example you gave of Aravind Arunachalam 
serves to demonstrate this.

Although most western democracies give equal rights to their permanent 
residents as they do to their citizens, in unusual circumstances, those 
governments are duty bound to look out for their citizens before they can serve 
the others. That is what the Indian Govt is doing. Undertaking the greatest 
repatriation ever seen, it expects you to look up to your primary country for 
assistance. They have never promised that for an OCI, India will be their 
primary country.

I cannot understand the rationale of people in the examples you have given in 
your articles, including your own. Arunachalam wants to live in the US and 
presumably wants to take off for India because his family is there. He wants 
the Indian Govt to be responsible for taking him back as if he is an expatriate 
in the US, which he is not. If he wants to disentangle his knotted hair, why 
expect the MEA to make it their problem? 

In your case, your daughter having an OCI presumably has the passport of 
another country. So how can you accord to her the right of being repatriated to 
India as if she was an expatriate in the first place, on account of her 
parents’ status.

If one dwells on the problem of Goan Passport holders, that is the worst 
Xec-Xec of all. You have a Portuguese passport holder holding an Indian 
passport on the specious reasoning that he or his father never renounced the 
right to be Portuguese, now staying in England, knowing little or nothing or 
all three main languages of those three countries, wanting what he or she 
probably doesn’t know themselves except a comfortable life.

The Indian Govt has been too lenient I say. Wouldn’t blame them if they cracked 
the whip.

consisting of brothers David Bellamy and Homer Bellamy, from Darby, Florida.

Their father played in a Swing band and even though they had no formal music 
training, between the two of them they learned the guitar, mandolin, banjo, 
accordion, fiddle, organ and piano.

They had many hits in the seventies and eighties starting with Let Your Love 
Flow in 1976. They now raise cattle and horses in their Florida ranch and in 
2020 also started a successful cannabis operation.

This song of Mexican Romanticism, was performed on stage in an opera house in 
Jalisco, the heart of the nineteenth century ‘ranchera’ movement that Juan 
Gabriel the composer is evoking. The opera was very nineties but the music is 
timeless, a love song meant to soundtrack an epic romance between the composer 
and Rocío Dúrcal the Spanish singer and actress in this song.

The beginning of this journey may have been entirely arbitrary, but it began 
with her singing a song written by him, and this final pairing, just before she 
developed the lung cancer that would eventually kill her, is very much a 
fitting swan song, sweeping, majestic, and sumptuously reveling in the fine 
details of their voices, both separately and together.

Earlier this week, the Modi government announced “the world’s largest
evacuation.” Air India, Air Force jets and Navy warships are being
deployed to bring back 1.8 million Indians. But millions more were
conspicuously left out of this safety net, and the Ministry of
External Affairs (MEA) has no plans to help them. These are Overseas
Citizens of India (OCI), many of whom are in distress and desperately
seeking repatriation home.

According to the MEA, there are 28 million people of Indian origin
living abroad. After the 2003 Citizenship (Amendment) Act, the
government made provisions for them to acquire Overseas Citizenship of
India (OCI), which includes every privilege that other Indians enjoy
except for voting, holding political office, and owning certain
categories of agricultural land. There are over 6 million OCI
scattered around the world, with huge numbers in India as well. On
March 18, all of them watched in horror as their status changed
overnight.

With just 24 hours notice, the Indian government announced “visa free
travel facility granted to OCI card holders stands suspended till
April 15, 2020.” That deadline passed, but the ban continues. It’s an
extraordinary reversal of longstanding assurances, including one made
by Narendra Modi at the 2017 Pravasi Bhartiya Divas, “We do not care
to look at the colour of the passport. It is the blood relationship
that matters.I have directed all of our embassies to be proactive
towards all the needs and problems of the entire community.” But
whenthe coronavirus emergency struck, those promises were ditched
overnight.

“I feel let down and abandoned by the government” was one of the
earliest messages on “OCI Return to India”, one of countless WhatsApp
groups connecting victims of the drastic policy change. Someone
responded, “no country in the world would treat their own blood like
this but India.”

Another member (there are over 200), Aravind Arunachalam wrote, “on
that day, I realized why our Muslim citizens were so agitated, and
protesting against NRC. If they can use a silly pandemic as an excuse
to revoke OCI, which is a promise by a sovereign government, at the
simple stroke of a pen, why can’t they do this to Muslims? I am not
saying they will, or that it is their intent, but Muslims were correct
in their hunch to not trust the government on such matters. The
feeling of someone saying you don’t belong here anymore is awful.”

Via email, Arunachalam told me he’s stuck in Dallas, and losing heart
about reaching his wife and children in Chennai. He said “our
government’s promise to treat OCI at par with other Indians, except
for restrictions on voting and purchase of agricultural lands,
encouraged us. Both me and my wife were in tears on the day we became
citizens of US, because we were giving up our identity that we were
born with.  This sadness remained with us until we received the OCI
booklet which carried the GOI emblem, which brought the smile back on
our faces.”

But now, he said, “this kind of a flip flop, more so at the time of a
pandemic, where the need for travel back to be with the family is much
stronger, has rattled us. All our relatives live in India. We have
invested in properties, and our kids go to school there. Our prime
minister's vision for a large and robust economy, and schemes to
support that vision like "Make in India" requires, among other things,
free movement of citizens, both Indian and overseas, with no
differentiation.  Rescinding these privileges promised by law will
discourage the OCI community, and change the way they look to India.”

When the author and journalist Aatish Taseer had his own OCI
sensationally taken away in 2019 (many people believe it’s because of
his critical Time magazine cover story about the prime minister), he
wrote with great feeling, “India is my country. The relationship is so
instinctive that, like an unwritten constitution, I had never before
felt it necessary to articulate it. Though I am a British citizen by
birth, the OCI, as a substitute for dual citizenship, had made this
bond even more real, as it had for so many people of Indian origin
worldwide.

In much the same vein, Arunachalam told me, “No parent will ever
disown their own child, even in situations of life and death. Every
country in the world has owned up the task of taking care of
evacuating their citizens at the earliest opportunity. By the way of
our deeds, India has to demonstrate to the world that it can deal with
any disaster without compromising its citizens. Because a mother never
has to promise her child that she will take care of them at all times,
good and bad. It is a way of life for her, and reflects in her deeds
and actions always.”

The crisis is especially acute for parents in India, whose minor
children studying abroad are isolated and vulnerable. Over 750,000

The Judiciary is the common man’s last hope for Justice. Has it failed in
these critical days while the pandemic rages? Dispensation of justice is an
essential service which has to be provided uninterrupted.

Video-conferencing may be a good concept, but was it proper for the Courts
to have suddenly invoked it without the proper infrastructure in place. It
may not have been right to hurriedly introduce a system without proper
planning, training and effective awareness for all participants.

With already such a huge pile up of cases, the current extended closure of
Courts is a matter of concern. The working of the Judiciary has practically
come to a grinding halt with only urgent cases being heard. But every
litigant knows the urgency in his case. There is no excuse why Courts
cannot still function while observing the health and safety protocols and
using whatever digital aids as appropriate. The wheels of justice were
already turning slowly before the pandemic and must not be allowed to grind
to a halt. People expect and demand justice in a timely and honest way.

Courts after taking all the required precautions in the current
circumstances could have heard a fixed number of cases a day. The fountains
of justice must keep flowing. Justice delayed is Justice denied and this is
impermissible. Justice must be timely or not at all.
