It passed closest to the Sun on July 3, and its closest approach to Earth will 
occur on July 23.

The ancients believed that the comets were harbingers of doom.

Comet Neowise will reappear in our skies in about 7000 years.

Sir Stuart Saunders Hogg stares at the piece of paper in his hand, astounded 
beyond words. The formidable Commissioner of Police, Calcutta, truly cannot 
decide what to do. Should he laugh? Cry? Who on earth can possibly know what he 
is going through? Has anyone ever had to arrest himself before?

Indeed, his predicament is unprecedented in the annals of the Calcutta Police. 
The annals of the country, come to think of it. Unprecedented, unthinkable. 
Here’s the story then, as it happened.

An accomplished student, Sir Stuart Saunders Hogg spent most of his educational 
career at Eton College. Having joined the Bengal Civil Service, he arrived in 
India in 1853 to begin a distinguished career that saw him adorn several 
important positions.

Able administrator that he was, Hogg was equally famed as a generous, 
compassionate man who, as district magistrate of Bardhaman, opened the doors of 
his spacious office-cum-residence to the starving populace during the famine of 
1865-66. To the thousands of people whose lives he saved, he was nothing less 
than a God.

As a reward for his undoubtedly superior administrative skills, the British 
government rewarded Hogg with two important postings when he moved to Calcutta 
in mid-1866. At one go, he became both the Commissioner of Police and Chairman 
of the Calcutta Corporation. Half his day was spent at Lalbazar, the other half 
at 4, Janbazar Street (which later became Corporation Street and still later, 
S.N. Banerjee Road), the Corporation headquarters.

A career as chequered as his was understandably peppered with milestones, two 
of which merit a mention here. As Chairman of the Corporation, he set up a 
market that has become an integral part of our city’s history. Initially known 
as ‘Hogg Market’ following a decision by Lord Curzon to name it after its 
founder, the legendary institution is familiar to modern day citizens, of 
course, as ‘New Market’.

And as Commissioner of Police, Hogg will be forever remembered as the creator 
of the famed Detective Department, founded on November 28, 1868, vide 
Commissioner’s Order No. 149.

Farsighted as he was, his study of the nature of crime in Calcutta led Hogg to 
the realisation that the police force needed a dedicated crime control 
division. The catalyst for that idea was a sensational murder that occurred in 
the Amherst Street police station area on April 1, 1868. The victim was a young 
Anglo-Indian woman called Rose Brown. Entrusted with the investigation, an 
officer named Richard Reid acquired overnight fame when he cracked the case, 
and is today acknowledged as the first ‘detective’ of the Calcutta Police. In 
his book ‘Everyman his Own Detective’, based on the Rose Brown murder case, 
Reid paid handsome tribute to Hogg.

To return to the story we started out with, the one about the Commissioner 
arresting himself, Hogg is on his way back to Calcutta from a vacation in 
London, when he misplaces a piece of his luggage. His department is naturally 
in turmoil – imagine the Commissioner’s luggage being misplaced or, horror of 
horrors, stolen! All over India, the police swing into action in their attempts 
to locate the missing item.

Finally, the missing bit of luggage surfaces in Allahabad and the local 
Magistrate issues a summons in Hogg’s name. More properly, in the name of the 
Chairman of Calcutta Corporation, asking him to travel to Allahabad, identify 
the missing case as his in court, and take it back.

Burdened by his immense workload and twin responsibilities, Hogg simply cannot 
make time to travel all the way to Allahabad, and fails to appear before the 
Magistrate. Incensed at his absence, the latter immediately issues an order, to 
‘Commissioner Hogg’ this time, asking him to arrest ‘Chairman Hogg’ and present 
him before the Magistrate.

Receiving his copy of the order, Hogg is reduced to speechlessness. How bizarre 
can a situation be? Has anyone ever faced such a dilemma? How can a man be 
ordered to arrest himself? Who has heard of such a thing?

However, disobeying a court order amounts to contempt of court, and so Sir 
Stuart Hogg does the unthinkable. As Commissioner of Police, he issues a 
warrant for the arrest of the Chairman of Calcutta Corporation, and then sets 
off for Allahabad, having ‘arrested himself’, presumably. Needless to say, 
nobody misses the humour in the situation, and the ‘Hindu Patriot’ does a 
detailed, amusing piece on the entire incident in 1871.

Ultimately, Hogg does make a face-saving appearance in court, though the ending 
isn’t entirely happy. The still annoyed Magistrate issues clear orders that not 
a penny of Hogg’s expenses will be borne by the government. So Kolkata’s 
redoubtable Commissioner and Chairman has to finance the entire process of 
‘arresting himself’, and then ‘escorting himself’ to another city.

Destiny must have had quite a laugh!,"

[Goanet] C. F. Andrews - Gandhi’s Guide.

THE MAN WHO ADDRESSED THE MAHATMA AS "MOHAN" 

He was a Christian missionary, educator and social reformer in India who became 
a close friend of Rabindranath Tagore and Mahatma Gandhi. He identified with 
the cause of India's independence and was instrumental in convincing Gandhi to 
return to India from South Africa, where Gandhi had been a leading light in the 
Indian civil rights struggle.

Charles Freer Andrews was affectionately dubbed Christ's Faithful Apostle by 
Gandhi, based on his initials, C.F.A. For his contributions to the Indian 
Independence Movement Gandhi and his students at St. Stephen's College, Delhi, 
named him Deenabandhu (Friend of the Poor).

Rev Andrews was born on 12 February 1871 in Newcastle, England. His father was 
the Bishop of the Catholic Apostolic Church in Birmingham. The family had 
suffered financial misfortune because of the duplicity of a friend, and had to 
work hard to make ends meet. During his student years, Andrews moved away from 
his family's church and was accepted for ordination in the Church of England 
from whence in 1897, he was ordained a priest.

In 1904 he joined the Cambridge Mission to Delhi and arrived there to teach 
philosophy at St. Stephen's College, where he grew close to many of his Indian 
colleagues and students. Increasingly dismayed by the racist behaviour and 
treatment of Indians by some British officials and civilians, he supported 
Indian political aspirations. Andrews soon became involved in the activities of 
the Indian National Congress, and he helped to resolve the 1913 cotton workers' 
strike in Madras.

Known for his persuasiveness, intellect and moral rectitude, he was asked by 
Gopal Krishna Gokhale to visit South Africa and help the Indian community there 
to resolve their political disputes with the Government. Arriving in January 
1914, he met the 44-year-old Gujarati lawyer, Mohandas Gandhi, who was leading 
the Indian community's efforts against the racial discrimination and police 
legislation that infringed their civil liberties. 

Andrews was deeply impressed with Gandhi's knowledge of Christian values and 
his espousal of the concept of ahimsa (nonviolence) – something that Gandhi 
mixed with inspiration from elements of Christian anarchism. Andrews served as 
Gandhi's aide in his negotiations with General Jan Smuts and was responsible 
for finalizing some of the finer details of their interactions. 

Following the advice of several Indian Congress leaders, Andrews was 
instrumental in persuading Gandhi to return to India with him in 1915.

Deenabandhu disagreed with Gandhi's attempts to recruit combatants for World 
War I, believing that this was inconsistent with their views on nonviolence.  

Andrews developed a dialogue between Christians and Hindus. He spent a lot of 
time at Shantiniketan in conversation with the poet and philosopher 
Rabindranath Tagore. He also supported the movement to ban the 'untouchability 
of outcasts'. In 1919 he joined the famous Vaikom Satyagraha, and in 1933 
assisted B.R. Ambedkar in formulating the demands of the Dalits.

Charles Freer Andrews accompanied Gandhi to the Second Round Table Conference 
in London, helping him to negotiate with the British government on matters of 
Indian autonomy and devolution.

It was due to his efforts that the British Colonial Government in 1920 formally 
abolished the system wherein Indians were transported to Fiji to work as 
indentured labour.

Gandhi considered Charles Freer Andrews as his closest friend. The often quoted 
saying "I love Christ but not Christians" is misattributed by hatemongers to 
Gandhi and is something Gandhi never actually said - He was too noble a soul to 
ever say this. Reverend Andrews was perhaps the only major figure to address 
Gandhi by his first name, Mohan. 

Charlie Andrews died on 5 April 1940, during a visit to Calcutta, and is buried 
in the 'Christian Burial ground' of Lower Circular Road cemetery, Calcutta. 

He is honored with a feast day (12th February) in the liturgical calendar of 
the Episcopal Church in the United States of America. In 1971, India issued a 
commemorative postage stamp to mark the birth centenary of Andrews.

Had it not been for Rev Charles Freer Andrews, history would most probably not 
have seen The Mahatma return to Indian shores to spearhead us to Independence. 
The irony was that it took The Mahatma to give the Colonials a lesson in 
Christian principles in action. Andrews was the soul brother of Gandhi whose 
friendship transformed The Mahatma into spiritually the greatest Christian to 
walk the earth - inspiring other great leaders like The Frontier Gandhi Khan 
Abdul Gaffar Khan, Rev Martin Luther King Jr and Nelson Mandela who completed 
the unfinished work of Gandhi in South Africa.

It is said: The memory of the righteous is a blessing. May the platonic 
friendship of the Reverend & The Mahatma be always remembered.

Party Hoppers
This is malaise effecting the opposition party due to ambitions and also lack 
of central control on electors. The switch has taken in Goa, Karnataka, M P and 
now simmering in Rajasthan. The internal dissensions are exploited by BJP to 
gain control in States where   elections fortunes do not favour the ruling 
party  .One may call it poaching  or horse trading. or internal revolt within a 
section of MLA’s .The opposition   party   must look within instead of blaming 
the incentives baits of position and financial windfall. The old guard does not 
want to distance themselves from seat of power  nor  the youngsters  want to be 
patience for their turn and resort to revolts in numbers defying authority
The defection law is made a mockery and right of Speaker  to decide on the 
issue is  embroiled into  purposive delays  not withstanding strict observation 
and direction by S.C
A very simple rule  may be that those  politicians, independents resigning  
from parent party , merging must lose the right to elections , membership 
immediately for one or two terms , barred from any legal recourse , appeal and 
must not to be allowed to hold any Govt office, postings in any Govt  posts 
whether ministerial or otherwise  during the period of ban .It will be 
unambiguous and without loopholes to be exploited 
This will protect all the parties  from this scourge of defections ,attracted 
by positions and financial bonanza and security assurance of giving tickets .No 
where in the world one sees these destabilising process so   frequently  making 
mockery of electoral process in a democracy. Coalition Govt is on another level 
accepted as new normal The BJP is too happy to enhance it’s prospects thro 
backdoor entry 
One is pleasantly surprised , shocked at the attitude of the  voters of the re 
electing the deserters  on another party symbol, even though they had betrayed 
their trust earlier Voters too wittingly or unwittingly  seem  to encourage and 
bless  these transgressions

 The hippies came in large numbers to Goa after the strife in Casmira. The 
freaks were bringing in foreign exchange much needed to pay the petrol bills. 
The coastal belt of Goa became a haven of free drug peddled by those from the 
north of India. 
Those who took over Goa in 61 bat an eyelid to these events and instead 
established several banks as collection points to the much needed US Dollar.

those entering were subjected to a 'regimental' haircut by the border

It was a truly forgotten paradise, where you found peace and freedom. 
The Catholic urban population, strongly oriented towards Portugal, 
welcomed the visitors as fellow Europeans, while the fishermen of the 
ancient tribe of the Ramponkars, who lived along the beaches, also 
warmly welcomed the travellers. They did not take offence at the free 
behaviour of the young Westerners. On the contrary, they rented cabins 
and houses, started restaurants and shops, and so a close bond was 
formed. Many travelers built their own huts in the woods or just camped 
out in the open air on the beach.

In the course of the seventies Goa developed into the meeting point of a 
cultural avant-garde of freaks and world travelers. Beneath the palms, a 
series of villages with a new culture emerged, where people experimented 
in every possible way, including by entheogenic means [i.e.: 
'substances']. Goa became known as an ideal place to spend some time, 
meet kindred spirits and hear the latest news from friends all over the 
world. A solid core of a few hundred inhabitants braved the monsoon 
rains in summer, but in winter many thousands stayed here for short or 
long periods of time. A lively market grew up in the most exotic things 
from far and wide.
