permission, to challenge New Delhi's ‘excessive maritime claims’.


The US Navy said it deliberately refrained from asking India’s consent 
for a ‘freedom of navigation’ patrol near its Lakshadweep archipelago 
this week because New Delhi’s demands to do so contravene international 
law.

the Order of the Brilliant Star of Zanzibar. 

His other titles were:

Baron Greenwich, Royal Knight of the Most Noble Order of the Garter, Extra 
Knight of the Most Ancient and Most Noble Order of the Thistle, Member of the 
Order of Merit, Grand Master and First and Principal Knight Grand Cross of the 
Most Excellent Order of the British Empire, Knight of the Order of Australia, 
Additional Member of the Order of New Zealand, Extra Companion of the Queen’s 
Service Order, Royal Chief of the Order of Logohu, Extraordinary Companion of 
the Order of Canada, Extraordinary Commander of the Order of Military Merit, 
Lord of Her Majesty’s Most Honourable Privy Council, Personal Aide-de-Camp to

This is a life well lived! 


I am trying to figure out what titles I would award my friends - and others I 
know - and suddenly realise that Idi Amin was a condenser, able to compact his 
titles to: 
His Excellency, President for Life, Field Marshal Al Hajj Doctor Idi Amin Dada, 
VC, DSO, MC, Lord of all the Beasts of the Earth and Fishes of the Sea and 
Conqueror of the British Empire in Africa in General and Uganda in Particular.

Oh! and from time to time, Amin also claimed title to "King of Scotland" which 
I am assuming is more interesting than, "Duke of Edinburg."

[Goanet] EMPOWER THE GOA LOKAYUKTA OR DISBAND THE INSTITUTION

I have done my duty, more so as an officer of the Court by telephonically
speaking to retired Bombay High Court Justice Ambadas Joshi who has been
selected by the Goa Government to be the next Goa Lokayukta.



I have drawn Justice Joshi’s attention to those very retrograde amendments
which were notified on 17th February this year which has totally diluted
the Lokayukta Act rendering the Lokayukta absolutely toothless and totally
powerless.



Infact if was duty of the government to sincerely apprise Justice Joshi of
the correct and factual position so that he is not embarrassed once he
arrives in Goa seeing that he has accepted a farcical post without any role
or powers.



I have explained to the very courteous Justice Joshi that unless the powers
of the Lokayukta are restored, he would practically act only as a mere
record-keeper of the list of assets and liabilities filed annually by all
the public functionaries in terms of Section 21 of the Goa Lokayukta Act.


I have further explained to Justice Joshi that if the government lacks the
intent and will to have a sturdy and truly empowered Lokayukta, the only
option was to wind up the now sham Institution of the Goa Lokayukta and
save the exchequer a whopping 1.8 crores which is the annual expenditure
incurred in running that body which in its present form will serve no
meaningful purpose whatsoever but only act as a white elephant being an
unnecessary financial liability to the already overburdened taxpayers of
Goa.



I have also drawn Justice Joshi’s attention that in 2013 Karnataka’s former
formidable Lokayukta Justice Santosh Hegde had suggested that some
provisions be incorporated to strengthen the Goa Lokayukta Act but all
those views were consigned to the bin, just as the amendments that were
proposed by our now retired Lokayukta Justice P.K Misra.

Retired Supreme Court Justice Sudarshen Reddy was on 8th March 2013
appointed as Goa’s first Lokayukta and assumed charge on 14th March. Within
six months suddenly on 18th September 2013 Sudarshen Reddy without citing
any reasons left Goa in a huff after tendering his resignation which was
accepted by the Goa Governor on 17th October 2013.

On 24th April 2016 the Retired Chief Justice of Patna High Court Justice
P.K.Misra was appointed as Goa’s second Lokayukta and he assumed charge on
28th of April 2016 while his term ended on 17th September last year. Last
month retired Bombay High Court Justice U.V.Bakre initially gave his
consent for the post but later withdrew it reportedly on account of those
controversial amendments making the post of Goa Lokayukta redundant and
powerless.

[Goanet] Vaddem Lake in the Port town

Read a news item in a local daily, about the local youth and parishioners of 
St. Andrew's Church in Vasco city, cleaning up the Vaddem lake.


Good initiative on the part of the locals and parishioners for taking up this 
pre-monsoon cleaning up activity of a water body.


We need to clean and conserve our age old fresh water bodies as they are either 
becoming extinct or getting polluted.


It is also nice to see that this lake and the area around it has been 
beautified a couple of years ago...


I was told by some local senior citizens that, in the past, this lake was much 
bigger in size. It got diminished over the years, as it was not being cleaned 
annually and started getting filled up with silt and mud due to the collapsing 
of its laterite stone edges/walls. They further pointed out that at the time of 
the recent beautification, the laterite stones  have been replaced by concrete 
which is not a very good thing. The advantage of laterite stones was that they 
prevented the formation of algae in the lake. Before beautification the water 
was allowed to flow in and out at one end of the lake which is not happening 
now. Also the laterite stone walls allowed the natural flow of springs into the 
lake which does not happen in the case of concrete walls. They said that this 
will lead to stagnation of the water in the lake which is bad.


I remember, in my childhood days, that there was one big Dhobi wada on the 
Northern side of the lake which extended right  upto the river bank (bay of 
Zuari river).

As one would approach Vasco from the winding Chicalim hill slope, one would get 
a beautiful view of the lake as well as the small canals and culverts of water. 
The local washermen (dhobis) could be seen washing clothes and hanging them to 
dry on ropes tied to pegs. It would remind me of Dhobitalao in Mumbai, but 
here, it was more scenic and beautiful, as the culverts were surrounded by lush 
green surroundings of the Vaddem hill and not a concrete jungle.


Somewhere in the late 80s, a real estate owner, bought the entire area 
consisting of the dhobi wada (except the lake), levelled and filled it up with 
mud, created plots and sold them to the public. Now we can see all bungalows 
and buildings of concrete in that area.


At present, the only water body that exists in this Vaddem area is this lake. 
It gives a unique identity to our port town of Vasco as we approach the town 
driving down the Chicalim slope.


For decades, the local Hindu community has been using the lake for Ganesh idol 
immersions. l have noticed that always, care has been taken that the immersed  
idols are of clay and not plaster of Paris. Nowadays, a local NGO has been 
keeping pots for depositing the Nirmalya (flowers and offerings) in them, 
instead of throwing that in the lake, during the idol immersion.


In modern times, during the main festivals of Diwali and Christmas the local 
youth put up a beautiful  display depicting the respective festival right in 
the center of this lake. They also decorate and illuminate the place around. 
This gives a beautiful and festive look to the lake and the whole around it in 
the festival season.


Sadly, at present the ownership of the lake is under dispute. The Fábrica da 
Igreja de Vasco da dama has challenged the government authorities in the court 
about the ownership of the lake after the government carried out the 
beautification of it two years ago. The attorney to the Fábrica has quoted to 
the press that, soon after the beautification, the government has been trying 
to take possession of the lake but has not done any maintenance, cleaning or 
repair work of it. He further stated that, it is the locals and parishioners 
who have been doing so, as stench has been emanating from the lake.


Hopefully, the matter will be solved as early as possible, as it will be 
beneficial, for the continuity of healthy existence of this Vaddem lake, in our 
Port town of Vasco...

My comments on Babush having a grip over Panaji is tough and the CCP
administration of Panaji  is quite a difficult affair to set it RIGHT as
many novices have been elected.
Babush is trying and making efforts to improve city conditions but it will
take a long time and much more can be done. Already we are just two months
away from the start of the monsoons and lots needs to be done. His son
Rohit is now a CCP Mayor  will surely not be able to complete pending works
by earlier Mayors. I can assure everyone of one thing for sure — the St.
INEZ CREEK will be really an eye sore. Many people have come forward and
attempted clean-up efforts in the past but no one has succeeded. For
example the Pollution Control board and  ex Director of NIO Dr. Satish
Shetye also tried his level best by advising the government to use a boat
Catamaran installed with Side Scan Sonar, echo sounder and other gadgets
but all his ideas have failed miserably.
The high rise buildings which are around the creek have no waste disposal!
All the toilet sewage is quietly released directly into the creek and
ultimately into the river Mandovi. The sewage released from Casinos and
other vessels is transported in the tankers which very properly are
directed to the STP ( sewage treatment plant at Tonca). Unfortunately if
there is more load and the STP cannot cope up, overflowing takes place and
it's back to square one.  I was told by ex-Mayor Surendra Furtado that CCP
has no control over what is going on the river and how they will control
Casinos? There is lot of pressure from Capt of Ports to CCP present Mayor
to complete a building which was inaugurated by late Parrikar. Let's see
it's outcome.
