would want the unpaid  thankless role of leader of  Goanet. ??  There have been 
near-leaders including Viviana for one, but she is not a person "of color" or  
goan heritage.  So she would not fit the bill.  Leave well enough alone and 
please do not rock this rocky boat further.

The federal government will ban passenger flights from India and
Pakistan for 30 days in response to rising COVID case counts in India
and mutations of the coronavirus.

At a press conference in Ottawa this evening, Transport Minister Omar
Alghabra said the ban on direct flights from those countries will take
effect tonight at 11:30 p.m.

Alghabra said air passengers who depart from India or Pakistan but
arrive in Canada via a third country will need to have a negative
result on a COVID-19 test taken at their last point of departure
before being allowed to enter Canada.

"As we've seen with our third wave, the COVID-19 pandemic can change
rapidly," said Alghabra. "New variants can spread even faster than
before and our health system is feeling even more pressure than ever
before."

Passengers arriving in Canada from abroad are required already to
undergo pre-boarding tests for COVID-19, tests on arrival and a
government-mandated 14-day quarantine period.

Health Minister Patty Hajdu said that while only 1.8 per cent of all
air travellers entering Canada are found to be COVID-19-positive, an
increasing number of travellers arriving from India and Pakistan have
been testing positive in recent days.

Hajdu said federal data show people from India made up 50 per cent of
all positive tests conducted at the border, despite the fact that
Indian travellers account for only 20 per cent of travel to this
country. Hajdu said the number is similar for travellers from
Pakistan.

The new travel restrictions come after opposition leaders and premiers
pressed the federal government to suspend flights from hot spot
countries as a massive surge of COVID-19 cases ravages India.

In a joint letter to Prime Minister Justin Trudeau released today,
Ontario Premier Doug Ford and Quebec Premier François Legault urged
the federal government to reduce the number of incoming international
flights and secure the Canada-U.S. land border.

"There is an urgent need to address issues with testing and
quarantining at the borders, including falsified COVID-19 testing
documentation, travellers opting [for] fines over complying [with]
quarantine requirements, or travelling via private vehicle/plane to
avoid quarantine, among several other areas of concern," they wrote.

"While it is crucial that the transport of essential goods is not
hindered by border measures, it is likewise crucial that all
non-essential travel be curtailed. The introduction of stricter
measures for travellers crossing at land borders is a significant step
to achieve that goal and ensure that collectively we are doing all we
can to protect our citizens."

Earlier today, Conservative Leader Erin O'Toole called for a temporary
suspension of certain flights to control the B1617 variant, first
sequenced in India, and the P1 variant, first detected in Brazil.

"We need to move quickly to stop the new variants from entering Canada
and spreading further. We must secure our borders," he  told a news
conference today.

"It is long past time for Justin Trudeau to take action. The federal
government must temporarily suspend flights from hotspot countries
immediately."

O'Toole said the restrictions should come as a temporary hold, adding
that the government needs to procure more vaccine doses.

India, the world's second-most populous country, reported a surge of
more than 314,000 new infections today, adding pressure to a health
care system critically short of hospital beds and oxygen.

In the midst of this spiraling COVID-19 pandemic with the Judiciary too
going through very trying times, Justice N.V. Ramana takes over as the 48th
Chief Justice of India on 24th April and will have a 16 month tenure. Born
into a humble family of agriculturists in Andhra Pradesh, Justice Ramana
had during the 1975 Emergency, as a student leader, fought for Civil
liberties while sacrificing an academic year.

Justice Ramana has recently mooted the idea of the need to set up a
National Judicial Infrastructure Corporation which could go a long away
towards improving our judicial infrastructure while maintaining its
independence and autonomy.

This Corporation which could be headed by a retired Supreme Court Judge at
the centre and a retired High Court Judge in the States could act as a
median and catalyst in pursuing Judicial projects instead of sitting Judges
having to interact with the politicians in Power.

The Constitution of India is very clear on the distinct roles of the
Executive, Legislature and Judiciary. It envisages a free, fair and
independent Judiciary. The highest standards of judicial independence must
be ensured by warding off even the faintest trace of governmental influence
on the judiciary.

With the sanctity of the other pillars of our democracy currently severely
dented, our only hope is with the Judiciary but with the government wanting
to overpower the Judiciary too, there is a very disturbing disquiet over
the slippery slope on which judicial values are slithering. The highest
standards of judicial independence must be ensured as the judiciary, is the
very last hope for the common man.

An effective judiciary guarantees fairness in judicial processes and
transparency. The Public must be confident that the judiciary is beyond
reproach. Transparency is a fundamental component of judicial independence.
Any direct or indirect interference by the politicians in the selection and
appointment of Judges is a threat to the very Independence of the
Judiciary. If the Judiciary is reduced to being a mouthpiece of the
government, the Courts will lose all relevance. The Judiciary should never
be manned by persons who are tilted or aligned to any political party.
Judges should have the spine to crack on illegalities done by all
politicians, regardless of how high the positions they hold. It has to be
ensured that Judicial accountability is maintained at all times with every
Judge conforming to the highest standards of uprightness and integrity. If
Judges cannot independently balance the scales of Justice, the Temples of
Justice become pointless.

Justice V.R. Krishna Iyer had said “Even so, the creed of judicial
independence is our constitutional ‘religion’ and, if the executive use
Article 222 to imperil this basic tenet, the Court must ‘do or die’.

Andrew Jackson, the late American President believed that all the rights
secured to the citizens under the Constitution are worth nothing except
guaranteed to them by an independent and virtuous judiciary.

April 22nd is the birthday of jazz legend Charles Mingus (1922). Mingus was a 
musical prodigy. He became a jazz bassist because racial discrimination and 
poverty prevented him from pursuing a career in classical music. Nevertheless, 
the Library of Congress placed his music scores besides those of Mozart and 
Beethoven. “Making the simple complicated is commonplace; making the 
complicated simple, awesomely simple, that's creativity,” he said.

Mingus developed ALS in 1977 which prevented him from playing and eventually 
affected his voice. He continued to compose by humming the melodies and 
instrumental parts into a tape recorder. His last album was a collaboration 
with singer Joni Mitchell who added lyrics to his melodies. Mingus viewed the 
album as his epitaph. "My music is alive,” he said. “It’s about the living and 
the dead, about good and evil.”

The album was called Mingus when it was released in 1979 shortly after his 
death. Today it’s known as A Chair in the Sky after a song on the album that 
Mitchell composed in honour of Mingus. When Mitchell first met Mingus he was 
sitting in his wheelchair in his Manhattan high-rise. “He was a very commanding 
figure. It was like he was enthroned,” she said. “It seemed like a regal 
position.” Shortly before his death, Mingus told his wife, “Next time I want to 
be a star. I want to be flashing all night long. A star stays up there till it 
burns out and becomes something else.”

Along with Duke Ellington, Thelonius Monk, Dizzy Gillespie, John Coltrane, 
Louis Armstrong and a couple of others, Charlie Mingus represented the best of 
American jazz.

As the number of Covid-19 new cases spurted in India to an all-time high in any 
country at 3.16 lakh cases and the number of fatalities reached 2,102, here is 
a word of encouragement for all our countrymen that they should fight the 
spread of the novel coronavirus by sprinkling a bit of empathy to the people 
around us despite social distancing. Step your vigilance and awareness against 
contracting Covid-19 by one notch up by observing SOPs.  We are now in a 
situation wherein it is a matter of great doubt if lock down should be imposed, 
because should a lock down be imposed movement will be severely restricted and 
the daily necessities of working and earning could be ground to a halt. So the 
best way forward would be to take all precautions and carry on life by 
resorting to wholesomeness. Now and then indulge in acceptable degree of luxury 
to break the monotony of having to think that you have been denied of some 
entertainment. It would be best if each one taking into consideration those 
around you would be behaving in a prudent and safe manner that does not promote 
the spread of the pandemic that has left us devoid of normal life. Last year, 
being a leap year, the Olympics were supposed to be held in Tokyo, but it has 
been postponed to this year and let us hope that the games which is a 
celebration of the glorious feats of athletes will be a roaring success and 
will light up our lives as we watch new records being set. Let us collectively 
fight this life and death situation with great vigour and discipline, so that 
we shall be able to surmount this most dangerous situation. It is only when you 
reach the brink that you can step away from the abyss and this is exactly the 
situation we have to confront to fight against and succeed in taming this 
horrendous disease. Tough times demands tough measures and this is the time for 
everyone to contribute his or her mite in the quest to rid us of this deadly 
disease. Together we can triumph against all odds.

To FN’s question on the history of St Peters Bandra, it is a story of a 
foundation laid by a Swiss Capuchin who at the time of the foundation was the 
Bishop of Patna and Bombay.

of Bombay’s foremost Government architects during the Raj.

This is information on its architecture.

The structure was built in 1852, but by the 1930s, had fallen into disrepair. 
EC Henriques was roped in to rebuild the church. Under him, the staid original 
gave way to an elegant façade built in the Romanesque style.

The simple exterior belies its remarkably ornate interior. The narrow doorway 
opens up into an expansive hall with a high ceiling crowned with a dome. The 
ceiling features elegant stucco work, which Anthony Henriques said was designed 
by his sister Ivy, then in her teens. She also styled the grapevine on the 
archways. The church’s most remarkable design elements are the 12 stained glass 
windows on the domed ceiling, depicting scenes from the life of St Peter. The 
stained glass was shipped all the way from China, where it was designed by a 
Spanish Jesuit. At the base of the altar is a relief of Leonardo da Vinci’s 
Last Supper, carved in Carrera marble and gifted by General Franco, the Spanish 
dictator. These disparate influences from across the world came together in 
this little structure in a corner of Mumbai, where they remain till today.

The main altar of the church was later renovated, so that the priest could face 
the congregation during mass (versus populum) instead of having his back to 
them. It was architect David Cardoz who took charge of the redesign to ensure 
that the Sicilian marble in the altar was preserved. “It was quite a humbling 
experience,” Cardoz said. “Doing that little thing in the altar took me quite a 
bit of time. And I was wondering how those guys managed to build that whole 
structure [all those years back] with that stained glass coming from so 
far…It’s beautiful, really magnificent work…They could get those beautiful 
colours you wouldn’t otherwise get.”

In 1995, the Indian Heritage Society recognised the structure as the 
best-maintained heritage church. It was awarded a plaque, carved with EC 
Henriques’s name, immortalising his contribution. Anthony Henriques and his 
siblings were present at the felicitation event to witness a part of their 
father’s history being cemented.

[Goanet] NOW CARE ,CAUTION AND CONCERN IS THE KEY

There may be something known as second opinion, but the professionals are
the best to advise in their respective fields.

In the medical field it is only the doctors that can guide us with all the
experience that they have attained over the years and with whatever
knowledge they are abreast of on details of the current pandemic.

On this Monday, I was advised to take the COVID vaccine, now that I am 60
and also due to the sheer number of people with whom I interact.

Without a second thought on the advice given by the Doctor, I directly
proceeded to the Vaccine Center at the Goa Medical College in Bambolim and
took my first dose of Covishield.  It was a very smooth affair and the
arrangements there were impressive. However it would have been nice to have
had that vaccine in our very own Ribandar Health Center, had it seen the
light of the day at the Old Ribandar Hospital where incidentally I was born
in 1960.

In these precarious times we need to take all the precautions possible,
including an unfailingly observation of  Social distancing and always
wearing a Facemask not just for our safety but also the well being of those
around us and with those we may have to interact.

On a sad note, it is awfully nauseating that in this pandemic, the BJP has
stooped very low to even try and seek political mileage over the COVID-19
vaccine by their stage managed ‘Tikka Utsav’. The Swachh Bharat Abhiyan
which was launched on Oct 2nd 2014 amidst much fanfare has miserably failed
because instead of being a people’s movement it ended up being a political
one geared and manipulated by the BJP. Under the guise of Swachh Bharat
what has infact been cleaned over the last almost seven years is only the
State coffers while the garbage and rubbish on our streets has been
mounting by the day.
