[Goanet] BABUSH MONSERRATE MUST FIRST REVIEW HIS OWN FAILED PROMISES

Before questioning the performance of 50% Ministers in the Goa Cabinet who
he says are unfit, the Panaji MLA Babush Monserrate should explain as to
how he has himself miserably failed on all the promises made to the
residents of Panaji and Ribandar. He has been controlling the Corporation
of the City of Panaji (CCP) for over 15 long years but the capital city has
just been going from bad to worse. The decaying state of affairs and the
rampant corruption is there for all to see.

In his 2016 CCP election manifesto for the people of Ribandar, Babush
Monserrate had made five solemn promises. A new market, Development of
Garden and walkway parallel to the existing causeway, a Football ground, a
Hindu crematorium and restoration of old structures and monuments. None of
these five promises were fulfilled and he did not also deliver on a single
promise made in that very manifesto to the residents of Panaji.

This March during the CCP polls we were promised the Health Centre at the
old Ribandar Hospital was going to see the light of the day before onset of
monsoons. Another failed promise not realizing how beneficial this would
have been during this pandemic. We were also assured that all the roads of
Ribandar would be hot mixed from the first week of April.  We are fast
approaching the monsoons and even main roads of Ribandar continue in a
despicable state endangering the lives of the locals and the vehicular
traffic.

In May 2019 during that Panaji by-election Babush Monserrate had solemnly
promised that if elected he would move the Casinos out of the River Mandovi
within 100 days. But as expected it was only another convenient U-turn.

We have seen for too long that Babush Monserrate’s election promises have
been all fake. In any event he lacks the educational and intellectual
capacity to deliver what he promises. His modus operandi is to buy at a
premium every vote possible on election eve and than merrily move into
oblivion only to resurface at the next election with another bunch of false
assurances.

So Babush Monserrate would be well advised to look into his own shoddy and
miserable report card before conducting an audit into the performance of
Ministers.

Another illiterate, a Chief Minister who is a quack and could be expected to 
have a ‘gau-mutri’ party in Goa any day now after a similar party was held 
elsewhere in India where cow’s urine was passed around in glasses and dung 
recommended for skin application to prevent Covid, is another minor Nero who 
plays the tabla while Goa burns and ventilators which sell for 200K rupees are 
bought on taxpayers dime for 800K rupees.

The situation across Goa is alarming and fast deteriorating now. It is high
time Chief Minister Pramod Sawant owns responsibility for this hell, by not
taking timely preventive measures, particularly for not imposing a month
long total lockdown as was demanded by his Health Minister Vishwajit Rane
last month, based on sound advice of medical experts.



It is outrageous that, at the height of this pandemic, instead of rescuing
the dying the Chief Minister is merrily zooming across Goa, escorted by
three police security jeeps, while playing politics continues to be his
priority.



The Chief Minister should have never allowed that super-spreader exhibition
‘Hunar Haat’ at Campal. He was duty bound to have postponed those municipal
elections. The Casinos had to be shut way back and Goa’s borders strictly
regulated.



The Chief Minister having failed to do all this, for reasons best known to
him, the only way out now is for Pramod Sawant to immediately resign. The
Goa Legislative Assembly can be kept under suspended animation or even
dissolved and President’s rule imposed.



It would be prudent to bring back Satya Pal Malik currently in Meghalaya as
Governor of Goa.  He is already well versed with our State having been here
for over nine months as a sturdy Governor. He must be entrusted this
gigantic task to now lead the attempt to steer this sinking ship out of the
troubled waters. At this very crucial juncture we need someone honest with
the motivation and dynamism of a Saviour. And with the very cordial
relations Satya Pal Malik has with all the political parties here, it would
be to Goa’s benefit in a well coordinated battle against COVID-19.
