[Goanet] Is Nothing Sacred? (O Heraldo, 24/7/2022)

Not even God is spared by the deeply disgraceful politicians of Goa,
in their orgy of party-hopping and broken promises. There seem to be
no limits to their shamelessness, sinking ever-lower with each passing
week. Lies are piled up on more lies, with the supreme vulgarity of
crooks who think they will get away with it. This is a national
failing – witness the shockingly anti-democratic farce across the
border in Maharashtra – but now we’re really seeing the worst of it in
India’s smallest state.

It was only six months ago on January 22 that the Congress paraded
would-be MLAs to the Masjid-e Hamza in Betim, the Fulancho Khuris
shrine at Bambolim, and Panjim’s Mahalaxmi temple – three revered
sites that are deeply venerated by all Goans. At each stop, they swore
that “once elected, we will stay with Congress and work for betterment
of the people for the next five years, irrespective of offers made by
the opposition. We will leave Congress at no cost.”

Knowing what we do, it’s impossible to look at the photos from that
day without feeling disgusted. Those promises meant nothing. Just last
weekend, five of these characters had to be flown off to Chennai,
because they were perceived to be on the verge of switching sides, and
that drama came after party leaders had already sacked Michael Lobo as
Leader of the Opposition, and also removed Digambar Kamat from the
Congress Working Committee.

It is interesting to revisit Kamat’s comments during that oath-taking
farce: “We have tried to remove any doubts in the mind of the public.
Some politicians are saying there is no point in electing Congress
MLAs as they will go to other parties. These are the same politicians
who are poaching our MLAs. If a son leaves his parents, the son and
parents are both responsible. Parties who are poaching our MLAs are
also responsible. We have to be more aggressive towards politicians
who are offering money to our people to buy them. Goans are not for
sale.”

Leaving aside the obvious ironies, the 68-year-old veteran from Margao
has a point about culpability. The party that has ruled Goa since 2012
is forcefully against religious conversions – earlier this month
Pramod Sawant claimed it’s one of his government’s achievements in its
first 100 days – but simultaneously devotes huge amounts of time,
energy and money to converting opposition politicians to the BJP. What
is more, there are many other dubious conversions underway: black
money into white via the gambling mafia, dead men becoming alive to
get liquor licenses, and illegal constructions regularized via rampant
subversion of the rule of law.

In the past few days of assembly sessions, our political cadre’s
capacity for trying to fool the public was on full display. One
egregious example centred on the grotesque mansion that has been
constructed right next to the magnificent 17th century St. Cajetan
Church in Old Goa, which drew such sustained protests last year –
especially in the run up to the elections – that every politician from
every party swore that it would be demolished as soon as possible.

The facts of this case are brilliantly explained by 91-year-old Edgar
Ribeiro, the former chief town planner of India (who continues to
serve his country with great distinction, just like his older brother,
the heroic Julio Ribeiro) in his statement last July: “Due to my age,
I have not been able to [fully] participate in the spirited fight by
the citizens of Goa against this grave irregularity within the
ASI-protected area, but it’s a clear case of misinformation, and
misinterpretation, and contrary to national and state laws. This
construction is totally illegal, against India’s mandate for
protection of archaeological and other heritage sites, and a fit case
for demolition and fixing responsibility on all the officials and
committees who have not done their homework.”

That kind of clarity and moral purpose was absent in the legislative
assembly last week. Instead, as the bright young architect Tahir
Noronha (the 27-year-old is heading to the University of Michigan for
a Masters in Urban Planning later this year) has detailed in an
excellent fact-checking, the state leadership fell over themselves to
issue false and misleading pronouncements.

In this way, the chief minister said the subject is sub-judice, but
“several state departments had issued permission to this project, and
later, after being informed of discrepancies, have investigated and
withdrawn their permission. This is not sub-judice.” Then, “Vishwajit
Rane said the TCP only gave permission after the National Monument
Authority did. This is also untrue. We have seen the file (under RTI)
and no Central Govt department gave permission before the TCP. In
fact, in a written reply to MLA Cruz Silva, the TCP portrayed an ASI
letter from 2020 as the NMA permission. But ASI & NMA are different
departments, they do similar work like GSIDC & PWD but ASI

I have absolutely nothing personal against Smriti Irani. Infact during the
2007 Goa Assembly elections at the invitation of late Manohar Parrikar was
very privileged to address various BJP public meetings along with Smriti.
At those meetings she unfailingly showered praises on me, saying that ‘I
was a hope for a better Goa’. Ironically may not be a hope for the Iranis
today.



I recollect Smriti and her suave hubby Zubin asking me then whether I knew
of any good properties for sale in Goa, but told them that I was a lawyer
and not a real estate broker.



In those days the Congress had branded me as a BJP man, now the BJP may
feel that I am a Congress wallah.  I have suffered under the Congress when
on the eve of Christmas 1986 during that Konkani agitation, the then Chief
Minister Pratapsingh Rane ordered my detention under the National Security
Act (NSA). Similarly, over the last decade the BJP has persistently been
misusing the Police to unduly harass me, but the Courts have ensured the
Rule of law.



I have for long endured the vicious witch-hunt, earlier by the Congress and
now by the BJP. It has been a very long battle but with the Grace of God
besides prayers and blessings from my fellow brethren, have braved it all.



Those who know me are well aware that truth and  probity in public life are
paramount. As Goa’s humble soldier, serving the people is a commitment,
which I will carry on till my very last breath. With God’s protection,
renewed hope and even greater resolve, may the Almighty guide and inspire
me at all times.

Since 2006 I have photographed hundreds of Hindu temples all over
Goaranging from the iconic to the obscure.

This post features a small selection with the focus on temple architecture,
specifically on the shikhara (domes and spires). The candidates were chosen
for their shape and colour, their compositional felicity with the
landscape, and for lighting conditions at the time of exposure.

Elections  to  the local bodies

A lot of interest of late is generated in the election to local bodies.Mr
Parikar gift of monthly compensation has fuelled interests. for  what  they
can get,  rather than what they can contribute.Perhaps he imagined
committed  , educated people would join.If so his intentions have  ben
belied.It is an opportunity for those unemployed, marginally educated  and
who have never been in the forefront of dedicated  social work  or
commitment , who make a beeline to offer themselves. Parikar was more
interested to score a political mileage by offering them cash incentive ,
as a do gooddoer and succeeded to that limited objective.thus adding
additional financial burden on the state. No one ever made that demand ..
The lure for financial benefit,  and popularity, recognition  is so
attractive, like being an  the MLA  , candidates  do want to contest again
and  again and why not a la MLA 's?  The political parties also want to
jump in the fray either through surrogates or by supporting  candidates
expressing allegiance .The MLA'S  too indirectly get involveled in
supporting to test their clout and popularity and future prospects  of
continuity
For all that we know that local bodies are hot  beds of corruption of
promotion of illegalities for personal gains.It is a fact that many of them
over period have amassed  disprortionate assets without known sources of
professional or business income .They are not filing  their returns as
mandatory  requirements and such candidates should be rightly debarred.The
reservation of lady's ward, lady Sarpanch should  be in cyclic order  not a
handle for MLA'S  to get even with non supporters This exercise should also
be extended to the Assembly.Not a singlrle women is considered for the
post  though there is only one lady and it snacks of mockery of the
philosophy .Further reservation in any ward  for OBC,  ST, SC should be
with respect to their strength therein.Presently it is arbitrary,"
intentionally to deprive a candidate not to their liking ,The contests are
fierce in coastal  belts, where hotels etc  are great source of illegal
gains.
The distribution of goodies has now entered the environment..Certain bars
.tea outlets are ropped in for free ,  limited distribution  quota for the
day..Others offer financial doles for certain households according to
voting members .The malpractices associated with  assembly elections aee
finding their way too Withdrawals for a consideration are very much in
vogue and sone do it purposely like participating in tenders.Local
elections  are taking a professional hue and for good reasons
Could limitation of two terms be any answer not to make it as  an
opportunity for unemployed ,  steeped in corrupt practices of bribes. THE
voters must vote for a change with track record of proven  social passion
